    Warren HaydenDeby and I moved into the neighborhood in1988. We both were Social Workers atGeneral Protestant Childrens Home (on

    Olive Blvd) which has given us experience inthe general area since 1981. We havecommitted our careers to helping children inneed. I also have a background in working inpublic housing with senior citizens and thedisabled. I have worked in several

    geographic areas of St. Louis City and County. I currently workfor BJC Behavioral Health and am placed in an educationalsetting. My previous position at BJC involved helping childrenin state custody transition out of long term placements fromfacilities and hospitals. My employment history also includes 15years working at two residential facilities for children.

    Steve ORourkeMy wife Maria and I moved to RobinwoodWest in July, 1993. When we were lookingfor a home, we focused our search primarilyon this ZIP code because it was a convenientlocation with good schools, and offeredmodest homes with mature landscapes. We

    also appreciated the community assets in thepark, clubhouse and pool. We have sinceformed wonderful bonds with many of ourneighbors, a number of whom have come or

    gone in the past 17 years.We have two daughters attending Parkway schools:

    Abby is a sophomore at North High and Katie is in fourth gradeat Ross Elementary. They have grown up here, and have found ita safe place to live and play. You may have also seen our golden

    Roberta Bobbie TolpenI clearly remember the day in 1968 when myhusband David and our 3 children (Laura,Bradley and Sari, so young at the time)moved to Robinwood West. We were all soexcited to be in this new residentialcommunity with the amenities of the pool and

    clubhouse available. I was and still am anavid swimmer and continue to enjoy thepool. When my husband passed away, Irealized how much my friends and neighbors

    became my family, and that Robinwood would always remain myhome.

    I have been a registered nurse for over 50 years and havefirsthand experience as both a direct caregiver, and 10 years as aDirector of Nursing in a Long Term Care facility. Today, I am

    Barbara MonroneyI have lived in Robinwood since 1983. Havinglived in many places in my lifetime, MO is myhome and more importantly, Robinwood is mycommunity. I love our one-level living homes,the access to major highways, good schools andin my opinion, the best group of neighbors ofall the places I have lived. We have awonderful community in many ways, but likemany other small special purpose taxingDistricts, we also have some issues to be

    resolved.Over the years, I have been active in the Garden Club,

    volunteered on the District Communications Committee andserved as the Districts records custodian, also in a volunteer

    capacity. Volunteers are very important to the District however

    Our meeting was held on April 12. Minutes of theMarch meeting were read and approved. The treasurersreport was also approved.

    The Pancake Breakfast and Easter Egg Hunt wentwell. Over 60 of your friends and neighbors were served agood meal and enjoyed each others company. The EggHunters were please with the prizes theycollected. Thanks again to our many willing volunteerswho make these Goodwill Events successful.

    The Special Events Committee held their meeting (onthe patio) at the same time as our meeting was beingheld. They suggested that when we got to the discussion

    on the Robinwood West 50th Anniversary topic, that wewould have them join our group. Cynthia Polt reviewedthe ideas that had been brought up at a previous jointmeeting. Discussion followed with members of bothgroups participating. A follow up meeting was scheduledfor April 22.

    We then finalized plans for the Garage Sale set forSaturday, April 24th from 7 a.m. to 2:00 p.m. There was aquestion concerning how the proceeds from the GarageSale were going to be used. All proceeds from the GarageSale go to Air Conditioning the RW Community Center.

    The subject of the proposed new flag and flag pole infront of the community center was mentioned.Our next meeting will be on Monday, May 10th at 7

    p.m. at the community center. Be there to learn more aboutthe big June 50th Anniversary celebration.

    The Goodwill Club is happy to coordinate the NeedA Ride/Need Help/Fix It Service for Robinwood Westneighbors.Neighbors who need a ride to the doctorsoffice, grocery store, medicine picked up from a

    pharmacy,

    Snack Bar Manager Position for 2010 SeasonThe RWCID is currently accepting applications for

    the position of Snack Bar Manager for the 2010 poolseason. This position begins in mid-May and laststhrough mid-September, with a salary of $50 per week.

    Responsibilities include setup of the snack bar, purchaseof products, daily operation, including opening andclosing, cash reconciliation, training lifeguard staff tooperate snack bar, and other associated duties.     Monthly News from Your Robinwood West Trustees Kelly McCarthy, PresidentA reminder to all of our wonderful Robinwood

    West homeowners that Jim, Tom and I will be concludingour final terms as Trustees of Robinwood West and we

    will soon be seeking volunteers to run for the Trusteepositions of President, Treasurer and Secretary. TheTrustee elections will be held this Fall.

    As discussed at the April Trustee meeting, there havebeen some concerns expressed over a lack of maintenance

    and the overall appearance of some properties within ourneighborhood. Please be courteous and attend to itemssuch as lawn care, litter, excessive deferred maintenanceand the parking of PODS units for extended periods oftime. The Saint Louis County Department of Planning,Comprehensive Planning Division has regulations

    pertaining to County subdivisions and neighborhoods.Information on their ordinances may be obtained by callingthem at 314/615-2520.

    Thank you to those neighbors who have obviously been

    busy in their gardens and have taken extra steps to beautifyour neighborhood. Your effort is sincerely appreciated as itadds to the charm of Robinwood West!

    On a lovelyspring day, nineRobins made what is

    becoming an annualpilgrimage to TheMissouri Botanical

    Gardens orchid showand Dave Rakersbirthday party. Theorchids wereoutstanding, onemore beautiful than the next. Afterwards at Rigazzi'sRestaurant Marge Keith had an unexpected encounterwith Al Capone at one of the tables. We then celebratedDave Rakers birthday with balloons, cards and cup

    cakes. For a little extra excitement, one car in our partygot lost between the Garden and Rigazzis, finallyshowing up about an hour late, turning their frustrating

    adventure into the highlight of the afternoon. (As reportedby June Smith.)Along for the outing was Marge Rakers great niece

    On April 30th were off to lunch at theSchlafly Bottleworks followed by a tour of theoperation. Full report next month. Should be an

    outing will be toHartford IL to viewand some of us willclimb the Lewis andClark ConfluenceTower with it view of

    both the Mississippiand Missouri Rivers.Lunch will be nearby

    with the final selection up to our tour organizers. Wellmeet at the Community Center at 10:00. The tower has justbeen opened so well be among the first to take in thisview.

    We have three children. Our oldest son, Mark, is asophomore at University of South Dakota studying social work.Jesse, a senior at Parkway North High School, will leave forMarine Basic Training in July. Lauren, our daughter is currentlya sophomore at Parkway North High School.

    My reasons Robinwood is a great place to live are wonderful

    neighbors; a positive, safe environment; and the educationalopportunities Parkway School District provides for our children.I believe the 3 issues the Board should continue to address

    are the safety of the neighborhood, the upkeep of our CommunityCenter and pool, and the continued support of programs toprovide positive summer activities for our children and seniorcitizens.

    My wife and I are both independently employed and workfrom home. She is a freelance writer, author and speaker, and Ido marketing and IT consulting, primarily in the renewableenergy field. I am also a columnist for several local publications.

    Soon after we moved in, we were welcomed by Rein Poppitzand invited to join the Robinwood West ImprovementAssociation, which preceded the RWCID as a membership-basedorganization designed to help make Robinwood a better place tolive. I volunteered to get involved in the subdivision as thelandscaping director that first year, and then served as thetreasurer of the RWIA from 1994 to 1999, and served as trusteefrom 1997-2000. I was one of the original appointees to theRWCID Board, and served from 1999 to 2003, with two years as

    director of finance, and two years as director of communications.In addition to these positions, Maria and I have taken turnspublishing or contributing to theRound Robin newsletter over theyears. I was editor in 1995-1996, and Maria published thenewsletter from 2002-2004, and again since 2007. I have alsomaintained the subdivisions database of residents, and have

    published the neighborhood directories since 1996.As treasurer and trustee in the 90s, I saw firsthand the

    challenges we faced as a subdivision. My predecessor trusteesand RWIA officers explored a number of ways to financenecessary or desired improvements with more than an annual $6assessment and $10 voluntary membership fee. Our trustagreement made it virtually impossible to raise the fixed

    assessment, and at one point neighborhood leaders consideredincorporation as a means to properly maintain our community of478 homes. In 1998, the Missouri legislature expanded theNeighborhood Improvement District statute to create CommunityImprovement Districts, and this offered the best potential for usto consolidate the community leadership and renovate ourdeteriorating community assets.

    The majority of residents have supported this difficult pathweve chosen, and it has been the hard work of many volunteers

    that enabled us to take our crumbling common grounds andrestore them to a condition with which we can all be proud.

    Robinwood West has been the envy of many neighboringsubdivisions, and our accomplishments have been recognized bythe greater community both publicly and in the media. A smallminority of vocal residents have opposed this progress, filinglawsuits and disrupting meetings to the point where manyresidents no longer want to be involved. I hope to change that.

    I plan to work with the existing board to further firm up ourfinancial condition, and ensure that the board follows all of therequirements of the statute and bylaws. My goal is to bring aboutrenewed prosperity and goodwill to Robinwood West.

    Election Date moved to June 15th

    At our initialRound Robin deadline in April, we wereunder the impression that the June 1st date had beenaccepted by the Election Board. Several days later theElection Board stated the election would need to be heldon June 15th secondary to not meeting the deadline for theJune 1st date. The election will be held on June 15, 2010.

    Besides voting for two new directors, a proposition torenovate the restroom facilities at the community center tomeet ADA standards will also be decided. The sample

    proposition for approval of the ADA restroom is locatedon page 4. The proposition must be approved by amajority of votes cast by RWCID members (consisting of

    property lot owners and registered voters residing withinthe boundaries of the RWCID). A new calendar of eventsis posted on the web site (www.rwcid.org) and at thecommunity center. For purposes of both the directorelection and for approval of the capital expenditure

    proposition, a person may only cast one ballot, even if

    they qualify as both a registered voter and a propertyowner. Ballots are scheduled to be mailed the week ofMay 31st. The mail-in ballots must be returned to theoffice of the St. Louis County Board of Elections locatedat 12 Sunnen Drive, St. Louis, by mail or in person on or

    before 7:00 p.m. on June 15, 2010.

    If you do not receive a ballot in the mail or lost the

    ballot received in the mail, you may pick up a mail-in

    ballot at the office of the St. Louis County Board of

    Elections at the address listed above during normal

    business hours between May 31, 2010 and June 4,

    2010.

    there is a distinct difference between a volunteer and an ElectedOfficial. Once a person is Elected, the persons commitment and

    action(s) is to abide by the laws regardless of their personal,individual desire.

    As many of you know, we have several lawsuits pending.One lawsuit involved the number of times any one person could

    cast a ballot and I was a Plaintiff on that lawsuit----fortunatelymy country education held-up and the law of One Person, OneVote still applies. That always seemed like common sense to me,but for some reason, some had a different interpretation. In fact,the other pending lawsuits have to do with legal interpretation.Like most of you, I am not an attorney but I do consider myself agood citizen, so we all will just have to let the judicial systemwork its powers, render their decisions and comply with thosedecisions when made. The last lawsuit is a personal injurylawsuit, and of all of the lawsuits, I find this one, the mostdisturbing to my perception of Robinwood.

    Prior to the formation of the District, I always thoughtRobinwood to be a law abiding peaceful community. It is bothdifficult and disheartening for me to see what I perceive to be,

    sad changes over the last several years within our Community.My goal is to restore Robinwood, to the type of neighborhood inwhich we are all proud to live. That means we stop name callingof people with differing opinions in the tax payer newsletter. Itmeans we embrace the ideals we have in common and respect thedifferences. We acknowledge we are human and we may makemistakes. It means we listen to all opinions and we make thedecision that is best for the Community as a wholenot just afew or a select group. When elected, we act in the best interest ofthe Community first and ourselves second, if at all. And alongthe way, we all learn and grow, together as a Community.

    Without a doubt we have challenges ahead, just as we havechallenges in our individual homes. There always seems to be

    more work that needs to be done than helping hands andpaychecks. So we prioritize our needs and desires, we make dowith what we have and we compromise where we need to inorder to be the best and make the best, of any situation. And thatis applicable to the Robinwood Community ImprovementDistrict.

    As a retired person, I have many hours available to devote toyou and our Community. This election is not about me, it isabout you and your decision on which two candidates would bestrepresent your future desires, in a legal and appropriate manner.With your help and with your vote, I believe we can make allthings possible in Robinwood.

Besides my nursing andmanagement experience, I have twice been a Robinwood Trusteeand I am committed to the quality of life in ourneighborhood. Robinwood is a great neighborhood with greatpeople, solidly built homes, good schools, easy commutes on

    major highways and some of the best medical facilities in thecountry.Like many communities, we have leaders that are

    responsible for the overall future direction of thecommunity. What makes Robinwood unique is that our Board ofDirectors is elected and each Robinwood West elected officialtakes an oath to abide by the many laws. Another unique aspectabout Robinwood is that each homeowner funds this Districtthrough special taxes assessed only by Robinwood West and onlyfor Robinwood West use. Because of the amount of taxes paidby each homeowner, we as individual Voters must select the bestCandidate for our Community.

    I believe our Community needs to reduce its overalloperating expenses and start saving tax money for future

    improvements. I believe this can be done by considering alloptions and alternatives, to do a job or meet any objective. Ibelieve your vote is a vote of trust, in that your elected officialswill be open minded, fiscally responsible with our taxpayermoney, and law abiding. As we all know, there is more than oneapproach to meet any challenge and we must be willing toexplore all of the approaches to ensure we make the best decisionfor our Community.

    A current example, is the plan for becoming compliant withthe Americans with Disabilities Act (ADA). I fully support theADA, but I am concerned that the Board refused to considermore than one renovation concept. The only Board approvedplan reduces the total number of heated commodes for men and

    women by 50% and jeopardizes the radiant heat for theCommunity Center. I dont believe any Robinwood Westhomeowner would willingly take on renovations that wouldpotentially compromise our radiant floor heat without consideringother alternatives. But this is in fact the only option this Boardfully considereda plan that both compromises our heatingsystem AND reduces the total number of commodesavailable. That plan simply can not be in the best interest of ourCommunity.

    If elected, I will work my best to communicate and considerall options to community improvements in the best interest of theCommunity as a whole. I am so fortunate at this time in my life,both in terms of time and finances that I am free to prioritize my

    travels. If elected, I will prioritize my traveling accordingly tomeet and more than likely exceed your expectations as an electedofficial. So I ask for your vote, but please, only vote once!
