athens (esna) -- at the beginning of october, a series of discussions addressing potential changes to the country’s constitution took place. these discussions also brought those who wanted to allow private universities in Greece into the arena. Private universities are still forbidden by the constitution, but financial forces are putting pressure on the government to act. After the cabinet reshuffle in early november, will the new education minister, kostas Gavroglou, risk another misstep?

Both English and American colleges would profit from legalisation but critics fear that in light of the under-financing of public universities and the absence of an urgently needed plan for reform of Greek higher education, private universities would have just one effect — a deterioration in educational quality.

THE POLITICAL ECONOMY OF HIGHER EDUCATION FINANCE the politics of tuition fees and subsidies in oecd countries, 1945–2015this book analyses the political economy of higher education finance across a range of OECD countries, exploring why some students pay extortionate tuition fees whilst for others their education is free. what are the redistributional consequences of these different tuition-subsidy systems? analysing the variety of existing systems, Garritzmann shows that across the advanced democracies “four worlds of student finance” exist. historically, however, all countries’ higher education systems looked very much alike in the 1940s. the book develops a theoretical model, the time-sensitive partisan theory, to explain why countries have evolved from a similar historical starting point to today’s very distinct four worlds. the empirical analyses combine a wide variety of qualitative and quantitative evidence, studying higher education policies in all advanced democracies from 1945-2015.

MATCHING sKILLs AND jObs IN EUROPEemployees face a constant challenge to learn new things to keep up with rapidly changing skill demands. many of these workers are professionals and technicians occupied in fast-evolving sectors, such as ICT and financial services. But change does not only affect high-skilled workers; the majority of employees in semi-skilled occupations have also seen their jobs require a greater variety of tasks since they started them. launched in 2014, cedefop’s survey asked 49,000 adult employees across all 28 member states how their skills and qualifications match the needs of their jobs. The ESJ survey is the first to look at skill mismatch over time.

ALTERNATIvE PATHwAYs INTO THE LAbOUR MARKET policy reportthis cipd report expands the discussion on the vast expansion of the uk’s higher education sector and responds to some of the criticisms made of the original. the report goes on to document the extent of occupational filtering down since the 1970s. Attention is then concentrated on 29 occupations. it is clear that graduates are occupying more and more jobs that were once occupied by their non-graduate parents. this raises the question as to what the graduates themselves, and what society at large, gains from their university attendance.

sTUDENT sTREss IN GERMANY an emprical studyuntil now, there have been no investigations to show how stressed students actually are during their studies for different forms of institution or degree, for individual subject fields or for specific regions of Germany. this is the aim and theme of this study, in the scope of which, over 18,000 students in Germany were asked how stressed their degree is making them. this study is thereby the largest of its kind to have been undertaken in Germany. the report, which is based on an online survey carried out in June/July 2016, is consciously broad and covers technical colleges, universities and other forms of higher education institution in equal measure, as well as all kinds of regions, degree courses and types.

MsCA NATIONAL CONTACT POINTs facilitate trans-national co-operation between national contact points (ncps) for the Marie Skłodowska-Curie actions (MSCA), with a view to identifying and sharing good practices and raising the general standard of support to applicants, taking into account the diversity of actors. various mechanisms may be included, such as benchmarking, joint workshops, enhanced cross-border brokerage events, training sessions linked to msca as well as to responsible research and innovation, twinning schemes, etc.
