In General Nepal

• Disaster prone country-Nepal is ranked 11th in terms of risk from earthquake and 30th in terms of flood risk

• One of the natural and man-made hazard prone zone; earthquake, flood, epidemics etc

• Prone to several other hazards; H1N1, AI, HIV/AIDS, conflict and Road Accidents

• In the big risk of climate change and its consequences-affecting livelihood system (in which most of the population of the country depends)

• Food insecurity- due to climate change and other dimension (estimated that 41 of the 75 districts are food deficit )-Global Politician

Kathmandu valley earthquake preparednessKathmandu valley earthquake preparedness

• NRCS started valley earthquake preparedness initiatives since the beginning of 2003- OFDA/Am Cross (NSET technical support)-covering 10 wards

• Since the beginning of 2005, NRCS expanded its programme in additional 20 wards- Belgian RC/Danish RC (and DIPECHO)

• NRCS has started EQ Preparedness program in 46 wards and 20 neighbouring VDCs of KTM Valley since February 2012-British Red Cross/DfID

• Till now, total 2936 people are trained in the valley ( LSAR, DM, FA) and are handed over to the community institutions

• LSAR equipments/relief kits are pre-positioned in the 144 different locations of the Kathmandu valley

• NRCS initiatives considers capacity building of the ward level institutions and mass awareness- training, awareness, stockpiling of LSAR equipments, plan formation and testing-simulations, linkages and coordination

• NRCS is planning to expand this initiatives in the neighboring districts –preparing for the unexpected (worst case scenario-everything collapsed in the valley, only neighboring district’s volunteer will be able to assist)

• NRCS has developed earthquake contingency plan

� Identifying potential warehouses in advance and stock piling of the relief items ensure timely response

� Hazard mapping in the prone areas (flood prone) helps making response effective and efficient

Recommendations

� Prepare a district level preparedness/response plan and organize drills: prepare district level hazard maps and carry out resource mapping: coordinated by DDRC

� Develop DDRT members: organize trainings/ refresher courses

� Strengthen assessment and reporting capacity of NRCS volunteers and staff.


Recommendations contd..

� Develop leadership of NRCS volunteers in managing relief works

� Establish standard coordination mechanism among CDRC, DDRC and stakeholders

� Establish the standard coordination among NRCS NHQs, DC and SCs

� Establish data management system at DC level: update regularly



� Establishment of integrated assessment system: country wide effort required

� Establish field coordination office at the operation site: a semi Operation Centre concept

� Strengthen warehousing capacity� Pay enough attention on visibility and recognition;

provision of relief kits, logistics and visibility materials at DC and SC level



� Review relief packages and update accordingly: harmonization is essential

� Emergency review system for the relief packages should also be in place to effectively address the need of the affected people

� Review and upgrade NRCS emergency procurement system ensuring fast delivery of relief materials with approved quality standards



� Upgrade roaster of trained HR focusing hazardous areas: a community based approach: continue working on strengthening corps of volunteers

� Establish a periodic review system: provision of rewards for the key contributors, volunteers.

� Arrange for timely rotation of volunteers and staff� Establish provision of media dealing unit for

emergency communication � Establish/further strengthen early warning systems
