Rev. Fr. Roever’s Profile
Rev. Fr.Hans Roever, a German Missionary, Civil Engineer by Profession, dedicated himself to spread the gospel message. He came to India during the World
War II, landed at Perambalur on 1st Feb 1947 to preach the teachings of Jesus Christ. He instituted a small orphanage of 50 Children drawn from different villages. Then the strength of orphan children grew up to 300. Many of his illustrious students are achieving/obtaining very high positions today. This explains what a great man he was! After his demise in 1969, his followers formed the trust under the able Chairmanship of Dr. K. VARADHARAAJEN, B.A., B.L., at the very outset, the Trust ventured into starting of High School in the year 1981. A number of educational and social welfare institutions camp up to meet the genuine needs of the society.

Profile of Founder - Chairman
Dr. K. Varadharaajen, B.A., B.L., Founder - Chairman and Managing trustee of St. John Sangam Trust, Perambalur, is a leading Lawyer practicing at High Court, Chennai and an ardent follower of Fr. Hans. Roever.
The Chairman is much known for his simplicity, sincere hard work and perseverance. With the launching of a high school in the year 1981, a number of
educational and social welfare oriented institutions came into existence one after another. To the credit of the Founder – Chairman, at present, there are 40 institutions really working for the cause of rural poor and the list is unending in nature. To cater to the needs of the society and visualizing future requirements, he has gone for starting innovative and job oriented courses in all his institutions. He was the President of Rotary Club of Perambalur and former Vice – President of Indian Catholic Press Association (ICPA). At present, he is the honourable President of Red Cross Society and Rifle club of Perambalur District.

background in the field of Mechanical Engineering with
Doctorate degree He has a rich experience in teaching
Engineering and Technology for more than 16 years. He

Doctorate degrees. He has published 2 Books and nearly
15 Research Papers in the refereed National,
International Journals and Conferences. He has
organized several State and National Level Conferences
and Workshops. He has given a number of Invited Talks
at various Programmes. With these accomplished skills
he is heading the college towards the Vision of the
respected Chairman and the Trust.

Dr. S. Balamurugan, Vice-Principal a well qualified
Associate Professor, an enthusiastic and able
administrator of the College. He obtained his Doctorate in
the field of Physics. He has an affluent teaching
experience both Arts and Science and in Engineering

Roever College of Engineering & Technology was added to the folders of the well renowned Roever educational institutions in 2009. In accordance with the vision of Rev. Fr. Hans Roever, it has been named after the Great Soul. The Chairman aspired to establish this new college to meet the needs of the society in the context of emerging global scenario, the courses offered to quench the thirst of technical education at higher level of the under privileged in the rural settings of Perambalur district. The college is located on the National Highway Trichy to Chennai, a distance of 5kms from Perambalur towards Chennai. Though, it is located on the NH not only to enroute the student community to various parts but from there to abroad. On account of the enriched infrastructure furnished by the college, Anna University of Technology, Tiruchirappalli and AICTE, New Delhi came forward to grant approval ( AICTE: F.No. 07/08/TN/E&T/2009/46, dated: 17/06/2009 and is affiliated to Anna University of Technology, Tiruchirappalli. Enriched Infrastructure
The campus is located in a peaceful, serene
and pollution free 100 acres. A modern seven
storey building is being constructed by the
management for the forthcoming needs. The
college has well furnished lecture halls with LCD
projectors to mould the young minds as great
personalities. The college Library is fully stocked
with more than 8000 volumes of books covering
various branches of engineering studies. It has also
subscription of leading journals, magazines and
dailies. The practical laboratories, the place where
the students will acquire innovative ideas and
enhance their technical knowledge, in order to cater
the basic and fundamental needs of the engineering
syllabi, the college has well equipped laboratories
for both basic sciences and engineering. Moreover,
it has a modern computer laboratory with 8mbps
internet facility round the clock.

Auditorium
A state-of the-art auditorium with the
capacity of 1500 seats is newly being constructed in
the premises to satisfy the requirements.
Cafeteria
An ambient, hygienic and delicious food
courts are available in different parts of the
campus.
Health care
Medical facilities are extended to the
students in case of sickness with utmost care and
affection.
Hostel
The College has separate hostel facilities for
both boys and girls, and
facilitates with hygienic, delicious food and 24hrs
mineral water facilities to the students and make
them to feel in a homely atmosphere.

Transportation
The college has buses covering to different
major areas and transports students at nominal
rates and free for staff.
Department Store
Students can get their basic needs such as
stationeries and other nourishment from our
Departmental Store.
Mentor-Faculty Advisor
To develop and nurture the talents of the
students the Director will attach a certain number
of students to the Mentor throughout their period
of study. The Mentor provides direct assistance to
the students.
Class Committee
A class committee is formed consisting of
teachers of the concerned class, student’s
representatives and a chairperson who is not
handling the class. It functions like a Quality Circle

Counseling System
Each student is assigned to the care of staff
member being a student counselor, who will be
available for consultation and advice on all matters,
academic and personal. The students should meet
the assigned staff members twice a week
compulsory. They can discuss the progress &
problems in studies and extracurricular activities. If
it is urgent students can meet the staff any time in
the working hours. All leave letters and other
correspondence to the authorities should be
forwarded only through the student counselor. To
improve the standard and quality, student’s
feedback is taken at the beginning, middle and end
of the semester regularly. Active follow up is
implemented on the feedback.

Grievance Redress Forum
A grievance redressed forum is functioning
in our college. It has been constituted with the
senior staff members. Students can freely consult
any members of the forum for redress their
grievances if any, on academics or any other
relevantmatter.

a. Eligible criteria for Direct Second Year (Lateral Entry) Admission:
Any Diploma holders are eligible to join in any II Year engineering discipline.
b. Eligibility criteria for First year admission:
1. As per the Tamil Nadu State Government’s latest announcement the
eligibility criteria for First year admission details are given below:
Community Higher Secondary (Academic) / Higher Secondary
(Vocational). OC 50% average in the related Subjects. BC 45% average in the related Subjects. MBC / DNC 40% average in the related Subjects. SC / ST 35% average in the related Subjects. Other states 50% average in the related Subjects.

2. CORE ACADEMIC REQUIREMENT
The following is the scheme for marks to be scored in each subject so
as to get promoted to the next semester. However, one to qualify to answer
University exam, he/she should have an attendance of 75% at least. It may
kindly be noted that, in no case, it can be condoned.

2.1. Attendance
a) Attendance will be taken at the beginning of each hour.
b) A student who is not present during roll call will be marked absent
invariably.
c) Late-comers will not be admitted to the class without an admission
chit from the Principal or a person authorized by him for the said
purpose.
d) 75% attendance is essential to write University examination.

3. Code of Conduct for Students
All Students should strictly adhere the following rules and
regulations.
The violators will be punished through i) Severe fine ii) Loss
of attendance iii) Suspension, iv) Expulsion and v) Not allowed to appear
University Exams.
Students are required to be regular and punctual to the classes.
Strict silence should be maintained during working hours in lecture
halls, drawing halls and laboratories.
Students should wear uniforms regularly.
Students should wear the identity card.
Boys should tuck in the shirt and wear shoes.
Girls should wear cut shoes.
No students shall leave the classroom or enter the classroom without
permission of the teacher.
Students should not loiter about in the verandah or open space or in
front of lecture hall and other places.
Students should be careful in dealing with the property of the
institution and if any damage had done, the cost of damage would
have collected the fine from the students. (Damages may be college
buildings, furniture, equipments, electrical fittings, library books,
computer peripherals etc.)
Students should not stick/paste any notice in the college without
prior approval of the principal.
When a teacher enters or leaves the lecture hall, the students shall
rise and keep standing until the teacher asks them to sit.

Visitors or relatives are not directly allowed to meet the students in
the premises during working hours. They have to get permission from
principal/staffetc.
Students are not allowed to collect money among themselves for any
purpose without the permission of the principal / Head of the
Department.
Every student should greet the teachers when he/she meets them for
the first time during the day in the college premises or outside
Students should not remain in the college premises without any valid
reason and permission after the classes are over.
Chatting is not allowed in class and in laboratory without valid
reason.
Ragging is strictly prohibited. If anybody involved in ragging the
students may be dismissed from college or handed over to the police
During lunch hour girl students are asked to take rest in girls rest
room.
The principal may alter or amend these rules or add any further rules
from time to time for the smooth functioning of the college.
No meeting shall be organized without getting prior written
permission from the principal.
3.1. Procedure for availing leave
A student requiring leave for a few minutes, during the class hour,
must get permission for it from the teacher in person before the class
begins.

A student absenting himself, without leave letter for a period, either
in the forenoon or in the afternoon session, will be marked absent for
that session.
A student absenting himself, without leave letter, should pay a fine
for each day of absence.
Students shall apply for leave only in the prescribed printed forms
available in the office.
Students shall present their leave applications in person to the HOD
through the class teacher ordinarily before absenting themselves
from the college. In other case they shall apply for leave immediately
on their return to the college, or else, the leave will not be
sanctioned.
For more than seven days, the leave letter should be presented to
the Principal through HOD.
All leave applications shall be recommended by the Deputy warden in
case of hostellers and must be accompanied by a letter from the
parent or authorized guardian in the case of Day-Scholars.
Leave will not ordinarily be granted for the days prefixed or suffixed
to holidays, vacation etc. If such irregularities arise in any students,
he/she will be severely dealt with.
As student applying for long leave on grounds of illness he/she must
attach a Medical Certificate obtained from a Registered Medical
Practitioner with the application. The Medical Certificate must reach
the College office within three days of the Student’s return to the
classes.
If you think your teacher is tough, wait until you get a boss. He doesn't have tenure.
Absence without leave for consecutive days will lead the student to
have / her name struck off the roll.
A student claiming attendance for participating in games / NSS /
College / Hostel functions / data collection or other work for project
must submit a letter from the officer concerned under whom he /
she carries on the work, at the time of leaving.
Absentees and late comers will be fined according to circumstances.
3.2. Fine
Fine imposed on any one must be paid only to the college office. A
numbered receipt must be obtained for it and has to show the person who
imposed the fine.
3.3. Eligibility to appear for the university examination
A Student will be allowed to appear for the University Examination at
the end of the Semester, only if
1. She/he maintains attendance at least 75% in the classes
practical, language compositions etc.,
2. She/he has to show satisfactory progress in studies in all the
tests and examination conducted by the college / department
during the semester and should secure at least reasonable
minimum marks in them.
4. HOSTEL RULES & REGULATIONS
4.1. Admission
(a) Application for admission shall be made in the prescribed form
which can be sold at the hostel office.

(b) Admission should be made on the basis of the merit of each
application and no reason will be assigned for rejection of any
application.
(c) The caution deposit will be returned at the end of the year with
deductions, if any, when the membership of the hostel ceases.
4.2. Rooms
Members should occupy the rooms allotted to them. They should
not remove or shift any furniture from the room, without the prior permission
of the Deputy Warden.
Severe disciplinary action will be taken against the members if found
guilty of unauthorized use of electric current for purpose other than lighting.
Membership in the hostel will be ceased:
(a) If he fails to pay his dues within the stipulated time.
(b) If his conduct is unsatisfactory.
Each room will be provided with certain furniture duly numbered and
certain number of electric bulbs. The occupants of the room are responsible
for the safe return of the furniture and electric bulbs in condition at the time
of their leaving from the hostel.
4.3. Guests
Members wishing to entertain guest must get permission of the
Deputy Warden. The application for permission to have guest should contain
the name and relationship of the guest.
A guest will not be allowed to stay in the room more than three days.

Separate guest tickets for meals etc., shall be issued to the members
of the hostel to entertain guests. Lady visitor shall not be permitted in the
hostel.
4.4. Discipline
Students in the hostel should not remain in their rooms during the
working hours of the institution without previous written permission of the
Warden.
No students shall be away from the hostel without applying for leave
for the absence. All such applications shall be addressed to the warden.
Students are not permitted to conduct meeting of any kind in the hostel
without the Warden’s previous sanction. No subscription shall be collected
without the written permission of warden.
Every notice concerning the students, displayed at the hostel Notice
Board which shall be considered as having been brought to the notice of each
student.
Guest are also subject to the rules of the hostel and the must be
informed of the same.
Spitting, committing nuisance anywhere in the hostel disfiguring or
driving nails into the walls, doors and windows and gambling in any form are
strictly prohibited. Students shall refrain from causing disturbances to others,
by riotous, behavior-group singing and such other acts leading to a noisy
atmosphere. Offending members are liable to be fined and discharged from
thehostel.
Quality means doing it right when no one is looking.
No notice shall be circulated or put on the Notice Board by any
member without the written permission of the warden. If any damage had
done to the hostel properties such as taps, electric fittings, wash basin etc.,
should be fined for that fault and if the culprit is not traceable all the
members shall collectively pay.
Students should not interfere with the hostel servants. Cases of
rudeness and misconduct on the part of the servants shall be reported to the
warden and not dealt with by the members themselves.
Rules:
1. Wastage of water and power are to be avoided. Put off the
appliances which are not required and particularly while moving out
of the room.
2. Rooms are to be maintained clean and dust bins to be used.
3. Allotted place only should be used for drying cloths.
4. Observe the following timing for dining strictly:
Breakfast : 07.45 to 08.30 am
Lunch : 12.45 to 1.30 pm
Supper : 08.00 to 09.00 pm
5. Food should not be wasted in the hostel.
6. Entering kitchen without permission is strictly prohibited.
7. Brushing, washing limbs, etc are not allowed in hand wash area
beside the dining hall.
Quality means doing it right when no one is looking.
8. Food/drink of any kind including coffee and tea is not allowed to be
taken inside the hostel rooms.
9. Mess fees and other fees are to be paid within the due date.
10. Hostel fees are to be paid only in the office that too in the allotted
counter only.
11. Collection of any amount from anybody for any cause is strictly not
allowed. If anybody is found doing so, will be liable to severe
punishment/penalty and for the amount lost management/authority
shall not own any responsibility.
12. Celebrations of any function in any form in the hostel rooms are not
allowed. Firing crackers/fire works is not allowed, irrespective of any
reason.
13. Forming groups and making fun of others will never be tolerated.
14. Room allotment will be done purely in alphabetical order, by the
authorities.
15. Offering stay to any unauthorized person is illegal and considered to
be an offence such a thing will call for an appropriate disciplinary
action.
16. The college premises is alcohol free zone, wherein anyone consuming
alcohol will be liable to be prosecuted and the highest punishment,
rustication (expulsion) from college will be enforced.

17. Watching movies of any kind on electronic gadgets including laptop is
totally banned and if any one is found doing so, will be liable to
rustication and confiscation of the equipments.
18. Misbehaving including arguments with wardens will be viewed
seriously and it will invoke appropriate disciplinary action.
19. Students are expected to keep their rooms neat and clean.
20. Apart from the above, any other indiscipline activities will also call for
disciplinary proceedings.
21. Study hours 6.30 PM to 8.00 PM is compulsorily to be observed by all
and during the study hours:
Absolute Silence is to be maintained.
No loitering around is totally forbidden.
Use of mobile phone is strictly prohibited on any grounds.
To be seated in the allotted room only.
Authority will come for inspection for which room decorum is
expected to be maintained.
22. Inmates of the room are jointly responsible for furniture, fittings in
the room and the cost of the damage will be recovered from them.
23. In the interest of public health and environmental conservation, the
entire campus is declared as non-smoking and litter free zone.
24. Use only provided Garbage boxes to dump waste wastes and dust.

25. Application for room allotment should be made in the prescribed
form, available in the office. At the end of each academic year,
membership to the hostel will be terminated and members who need
hostel facility again shall make application for re-admission by paying
the hostel room rent.
26. The deputy warden will allot room for the inmates. Deputy
warden/warden may shift members from one room to another
whenever need arises. This will be done at the sole discretion of
warden concerned.
27. Vacating hostel in the middle of an academic year will not be
permitted. Even if the student leaves the hostel in the middle of an
academic year, the hostel rent will not be refunded.
28. As the inspection is open during the hours, students are to be in the
presentable form.
29. The room and surrounding should be kept clean and hygienic.
30. Use of cell phones is totally forbidden beyond 10.00p.m on any
ground.
31. Tampering with electrical installations is strictly prohibited.
32. No students are permitted to stay in the hostel during college hours
or extend his / her leave after holidays without valid permission from
the deputy warden / warden.

33. Menu in the mess may be changed under unavoidable circumstances
without prior intimation.
34. Mess service in the Hostel will be strictly ceased beyond service
timings.
35. Food will be served only in the dining hall.
36. In the Men’s hostel, no student should leave the hostel from 9.00 pm
to 6.00 am. In the girl’s hostel no student should leave the premises
from 7.00 pm to 6.00 am.
37. A student is not permitted to change from one room to another
unless the request for change is raised through proper channel and
accepted there upon.
38. No student is allowed to stay outside the hostel in nights in normal
circumstances. However, circumstance/emergency arises one may do
applying to authority through proper channel and obtaining written
permission there upon.
39. Any problem must be represented to the Deputy Warden/Warden
for solution. Collective representation is strictly forbidden. Hostellers
should not organize any function or meeting without prior permission
from the Warden. Defaulters will be expelled from the hostel without
any formal enquiry.

40. Entry of day scholar / Outsider into the premises is strictly prohibited.
The inmates are responsible for entertaining them in the hostel
campus if any undesirable consequences arise.
41. No student shall organize or instigate strike, of any kind. Any student
who contravenes this rule will be expelled from the institution, which
will be implemented against all odds and appeasing of authority will
never be tolerated.
5. LIBRARY RULES
1. If the Librarian recalls any books, at any time even before the expiry
of the normal period of loan, the book should be returned.
2. If a student fails to return a book on the due date, a fine of Rs.1 per
day will be levied, Sundays and Holidays being excluded.
3. Absence from college will not admitted as an excuse of any delay in
the return of Books.
4. Students are required to use all Library books with care, Marking or
Under-lining or Annotating in books is forbidden. Disciplinary action
will be taken against students damaging books in any manner.
5. No issue of books on Sundays.
6. Perfect silence and decorum should be maintained in the Library. The
Librarian may recover the Library card(s) of those who violate Library
rules.
7. Library working hours - 9a.m to 6p.m

A student who loses his library card should at once report the matter
to the Librarian. Duplicate Library cards will be issued with a penalty of
Rs.25/- per card. In case a student losses his book, double the cost of the
latest price of the book will be collected from the defaulter, with other
charges, if any.
All students should poses their identity cards with them when they
enter the Library.
6. EXAMINATION DETAILS
All internal assessments of Exam will be done on absolute marks.
However, for the purpose of representing the paper of a candidate letter
grade each carrying certain points, will be awarded as per the range of total
marks (out of 100) obtained by the candidate.
7. IDENTITY CARD
Every student should always wear the identity card. The violator will
be punished severely.
8. EXAM REGULATIONS
A candidate shall normally be permitted to appear for the semester
examination of the current semester if he/she has a satisfied the semester
completion requirements, must have registered for examination in all courses
of that semester.
8.1. Passing Requirements
A candidate who secures not less than 50% of total marks prescribed for the
courses with a minimum of 50% of the marks prescribed for the end semester

a) university examination in both theory and practical courses shall be
declared to have passed in the Examination.
b) If a candidate fails to secure a pass in particular course, it is
mandatory that he/she shall register and reappear for the
examination in that course during the next semester when
examination is conducted in that course, he /she should continue to
register and reappear for the examination till he/she secures a pass.
However the internal first attempt shall be retained and considered
valid for all subsequent attempts.
9. PROHIBITION OF RAGGING
Acute action will be taken as per the Govt. (7/1997) norms on those
who indulge in ragging.
9.1. Definition of the Ragging Act
In this act, unless the context requires, “ragging” means display of
noisy, disorderly conduct doing any act which causes is likely to cause physical
or psychological harm or raise apprehension or fear or shame or
embarrassment to a student in any educational institution and includes,
(a) Teasing, abusing of, playing practical jokes on, or causing hurt to
such student.
(b) Asking the student to do any act or perform some thing which
such student will not in the ordinary course willingly do.

9.2. Penalty for ragging
Whoever directly or indirectly commits, participates in, abets or
propagates “ragging” within or without any educational institution, shall be
punished with imprisonment for a term which may extend to two years and
shall also be liable to a fine which may extend to ten thousand rupees.
9.3. Dismissal of student
Any student convinced of an offence under section 4 , shall also be
dismissed from the educational institution and such student shall not be
admitted in any other educational institution.
9.4. Suspension of Student
(1) Without prejudice to the foregoing provisions, whenever any student
complaints of ragging to the Head of an educational institution, or to
any other person responsible for management of the educational
institution, such head of the educational institution or person
responsible for the management of the educational institution shall
inquire into the same immediately and if found true shall suspend
the student, who has committed the offence, from the educational
institution.
(2) The decision of the Head of the Educational institution or the person
responsible for the management of the person of the educational
institution that any student has indulged in ragging under subsection
(1) shall be final.

9.5. Deemed Abetment
If the head of the educational institution or the person responsible
for the management of the educational institution fails or neglects to take
action in the manner specified in sub-section (1) of section 6, when a
compliant of ragging is made, such person shall be deemed to have abetted
the offence of ragging and shall be punished as provided in section 4
according to law..
9.6. Power to make rules
(1) The state Government may make rules for carrying out all or any
of the purposes of this Act.
(2) All rules made under this Act shall be published in they are
expressed to come into force on a particular day, shall come into
force on the day on which they are so published.
(3) Every rule made under this Act shall, as soon as possible after it is
made, be placed on the table of the Legislative Assembly and if, before
the expiry of the session in which it is so placed or the next session, the
Assembly makes any modification in any such rule, or the Assembly
decides that the rule should not be made, the rule shall thereafter have
effect only in such modified form or be of no effect, as the case may be,
so, however, that any such modification or annulment shall be without
prejudice to the validity of anything previously done under that rule. As
Courage is a kind of salvation.
per Supreme Court verdict: “Ragging in any form will be offensive and
the indulger will be liable to a punishment to the extent of cancellation of
registration from our college and imprisonment thereafter handing over
to police” as per the Tamil Nadu Prohibition of Ragging Act, 1997.
The Principal’s decision shall be the final in the matters of punishment to
the students for violation of any of the college rules.
