Year in Review – 2016 It was a very difficult year for the Rock Island County Health Department. However, there were some highlights in 2016. The Rock Island County Health Department celebrated its 50th Anniversary in February. It was a chance to acknowledge all the valuable programs and services that we offer, from assisting pregnant women and children to ensuring food safety to providing immunizations. These services touch Rock Island County residents every day. We also completed our community health assessment along with our partners, Scott County Health Department, Genesis and UnityPoint Hospitals, Community Health Care and the Quad City Health Initiative. This assessment drives initiatives for all of these health care agencies in the Quad City area so that we may make positive changes in the health of the whole community. As the months went on, the state budget impasse lingered. We spent a lot of time reaching out to legislators, media, community leaders and even the governor to explain how dire the circumstances were becoming for our local health department. Many state grants were not being paid at all, and some were only sending partial payments. We stretched our dollars as far as we could, but by the end of the state grant year in June, it was clear we could not continue programs without proper reimbursement. Adding to that situation, the lack of a state budget delayed the state in even putting out grant applications for fiscal year 2017, which began July 1. As a result, the Rock Island County Health Department laid off 13 employees on June 30, 2016. In July, a group from the Shriver Center for Poverty Law took the state to court and obtained a court order to mandate the state to pay our state grants throughout fiscal year 2017, allowing us to recall laid-off employees. With a couple of exceptions, most employees laid off were able to return to work by August 2016. By the end of the year, the Rock Island County Health Department was back to full staff. We are once again hopeful that the state will resolve budget issues so that we can continue the mission of the Rock Island County Health Department: to prevent disease, promote wellness and protect the health of all county residents.

The local Registrar’s office of Vital Records (birth

and death certificates) for Rock Island County is

located at the RICHD. Certified copies of birth

certificates dating back to 1985 and death

certificates to 1999 can be obtained from the local

registrar.

key leaders of the

Emergency Planning and Response

Collaboration with many local community response partners, including those in Scott

County, Iowa, is the key to planning for all types of potential emergencies. Exercises

give us valuable information, which we use to improve our plan continually to be as

efficient as possible. If there was a release of a biological agent such as anthrax or

smallpox, the Rock Island County Health Department would be responsible to medicate

or vaccinate all the residents of Rock Island County (almost 150,000 people). We

continue to participate locally and regionally in tabletop exercises and functional drills

to increase our knowledge and strengthen relationships with key community

partners. Once every 5 years, RICHD exercises a mass antibiotic dispensing or mass

vaccination. On June 14, 2016, RICHD participated in a statewide Strategic National

Stockpile (SNS) drop site exercise. A pallet of personal protective equipment and empty

bottles to be used in the medication dispensing exercise were received and entered into

an inventory system. On June 16, 2016, the entire health department staff participated

in a full scale medication dispensing exercise at Rock Island High School. Community

partners that supported this exercise were, Unity Point-Trinity Medical Center, Rock

Island, Rock Island County Sheriff’s Department, Rock Island County Emergency

Management Agency, Rock Island County Medical Reserve Corps, Rock Island High

School, Transportation Security Administration, Amateur Radio Emergency Services of

Rock Island and Scott Counties, Scott County Health Department, Scott County

Emergency Management Agency, and the Retired and Senior Volunteer Program. More

Women’s Health

We treat women who participate in the

State family planning program and the

Illinois Breast and Cervical Cancer

program. (IBCCP)

Family planning provides

comprehensive reproductive health and

offers a variety of birth control options.

Sexually transmitted disease testing,

treatment and education is also

provided to clients and their partners.

IBCCP provides low or no cost breast

and cervical cancer screenings and

serves several surrounding counties.

Environmental Health Programs

RICHD sanitarians work to protect the health

and safety of the community by regulating

food service establishments through education

and inspections. They also permit and inspect

private septic systems and handle testing of

well water samples. Other areas include solid

waste and nuisance regulation, tanning and

body art facility inspections and surveillance of

mosquitoes for West Nile Virus. This program

is also an excellent resource for information

regarding proper recycling of all types of

materials.

School Health LINK

The School Health LINK Inc. is a nonprofit Organization with 501(c)3 status, and provides year-round health care and education from birth to early adulthood. School Health LINK provides sick care visits, yearly well child visits, school physicals, immunizations, mental health counseling, and behavioral health counseling. The program decreases school absenteeism and keeps children well by preventing health risks through education. We work in collaboration with the following entities:

The Dental Sealant Program provides for the

application of dental sealants to selected permanent

molars for a targeted number of eligible children.

This school-based program includes, preventive oral

health care, oral health education, and case

management to dental homes. RICHD contracts with

Bethany for Children & Families/Give Kids a Smile

Program for services.

WIC

Women, Infants and Children (WIC) Supplemental Nutrition Program provides food packages for pregnant,

breastfeeding and postpartum women, infants and children up to age 5. RICHD WIC partners with Community Health

Care, Inc, and offers WIC services at CHC sites in Moline and East Moline as well.

Family Case Management

FCM provides coordination of health and social services for eligible pregnant women and infants. The goal is to

reduce infant mortality by ensuring early and consistent prenatal care for women throughout their pregnancy.

Families get help in finding an ongoing source of medical care. Case managers connect their clients to other

community resources they might need for themselves or their infant.

APORS

Local hospitals identify high-risk newborns with medical conditions that may affect the infant’s growth and

development and reports them to the State of Illinois. This report is called APROS (Adverse Pregnancy Outcome

Reporting System). The state then refers them to RICHD. An RICHD public health nurse makes periodic home visits to

these infants, administers developmental assessments and makes referrals to appropriate community services until

the child reaches age 2.

Health Works of Illinois

Health Works of Illinois (HWI) is contracted through the Illinois Department of Children and Family Services to ensure

the medical needs of foster children are identified and addressed. Children under 6 are assigned to a medical case

manager and children over 6 are medically tracked by the Health Works Lead Agency. RICHD is the lead agency for a

10 county area and works together with DCFS, foster parents, case workers, physicians, dentists, and other

community partners to better meet the needs of foster children in our area.

Genetics

Birth centers or hospitals test every newborn for hearing and metabolic diseases as mandated by the State of Illinois.

RICHD assists families with follow up education and compliance to care. Clinics for sickle cell disease and other

childhood blood disorders are held at RICHD in collaboration with a physician from St. Jude’s-St.Francis OSF Medical

Center, Peoria, Illinois.

High Lead/ Healthy Homes

Rock Island County Health Department collaborates with the City of Moline, City of Rock Island, Project Now, Rock

Island Economic Growth Corporation, City of East Moline, and the City of Sterling to address lead hazards in a

collective manner resulting in lead safe housing. Priority is given to households with children under the age of 6 who

have an elevated blood lead level. Children with elevated lead levels are case managed by RICHD. Education

regarding lead poisoning to families receiving services from Healthy Homes is managed by RICHD.

Communicable Disease

The communicable disease program conducts investigative interviews with clients having or

suspected of having diseases deemed reportable by Illinois Department of Public Health. Health

care professionals can report communicable diseases, 24 hours a day, 7 days a week to the Rock

Island County Health Department. Program staff are able to respond urgently if needed.

Immunizations

Immunizations for children and adults are provided by appointment in order to prevent and

reduce the incidence of vaccine preventable disease. In 2016, RICHD held flu shot clinics on-site

once a week during September and October and at more than 60 community sites.

Immigration Naturalization Service (INS) & Refugee Program

Medical exams and referrals are available to those who apply for adjustment of status under the

immigration and naturalization laws and for refugees relocating to Rock Island County.

Tuberculosis (TB)

The TB program provides consultation regarding TB treatment, contact investigation and

infection control practices. TB skin tests are administered and read at the health department.

Medications are administered to active cases. Medications also help to prevent TB from

developing in those who test positive for the bacterium but are asymptomatic, and to those who

are close family contacts to clients with active TB.

Sexually Transmitted Diseases (STDs)

STD clinics are available for males on Thursday afternoons on a walk-in basis. Females can be

seen by appointment through Women Health Services. Partners of those identified with STDs

also can be treated. Reports of STDs are made to the health department by providers for

statistical purposes and follow-up. HIV testing and investigation is a component of STD clinic

services.
