ROAD SAFETY AFL ROUND In 2021, Over 1200 football and netball clubs across
metro and regional Victoria will band together to
support a new initiative for the TAC and AFL Victoria
Road Safety Round.
Originally to be held over July 16th to 18th, this
Round will now be held on the 6th to 8th of August.
More than 400,000 Victorian football and netball
players, coaches and supporters will don a new-look
blue armband, to show their commitment to road safety
and eliminating deaths and serious injuries on our
roads.
They will also help mark the 30th year of partnership
between the TAC and AFL Victoria and the continued
efforts and need to share this important message. You

Players, members and supporters from every Grampians and
Western District football and netball club will wear blue
armbands this weekend to honour people killed on Victorian
roads and show their commitment to road safety.
The Andrews Labor Government has partnered with AFL
Victoria and the TAC for the second annual Road Safety
Round, with people from every AFL Victoria-affiliated
football and netball league to show their support with
armbands.
Road Safety Round will see all clubs in the Ballarat, Central
Highlands, Maryborough Castlemaine, Riddell District,
Horsham District and Wimmera leagues leading road safety
conversations in their communities.
The blue armbands have a QR code that links to an online
hub featuring stories from ambassadors explaining why road
safety matters to them.
Road Safety Round runs from August 6 - 8 and will see
more than 1,200 clubs leading road safety conversations in
their communities, reaching more than 700,000 members of
grassroots football and netball clubs.

games and training sessions every year.
So far this year, 10 people have lost their lives on roads in
the Grampians region and in 2020, a total of 21 people died
on the region’s roads.
The round is complemented by the TAC’s Footy Rewards
Program, which offers grants of up to $10,000 to clubs that
engage with their members on road safety issues.
Minister for Roads and Road Safety Ben Carroll said:
“Road Safety Round is crucial in sparking important
conversations with the people who drive every day and
encouraging them to make safe choices and look out for
each other.”
“You’d be hard-pressed to find a grassroots football or
netball club in Victoria that hasn’t experienced road
trauma, which has an ongoing ripple effect through the
whole community.”
Member for Western Victoria Jaala Pulford said:
“People in the West are passionate about their sport, so we
hope that engaging with the community in this way will
make a difference in how people think about road safety.”
Head of Road Safety Samantha Cockfield said:
“Victoria’s grassroots football and netball clubs have
strong communities surrounding them and we see the
devastation road trauma can have when someone is killed or
seriously injured.”
“Road Safety Round is not only about honouring the lives
lost on our roads, but also empowering thousands of
Victorians to have important conversations about how they

Many will be saddened to learn that Marj has recently passed but we will certainly treasure the time we had getting to know both Vic and Marj well. We will all remember Marj for the many years she spent working at Skipton Roadhouse with Ros and Nigel, as their family grew, serving us with her wry humour, her warmth and assistance in so very many ways. Marj and Vic were keen Euchre Players at Skipton Mechanics Hall on Tuesday nights, as “The Tuesday
Nighters” with Ruby & Stu, Bill & Lorna, Barb, Claude, and a room filled with Card-Sharps!! We all even travelled up to Barham by bus to compete in the Euchre Competition Marj was a great cook, could knit and sew, Vic bred colourful birds. However their greatest love was always their family. After retiring Marj and Vic moved to Ballarat to be closer to their family RIP Marj.K

Theatre Royal complex master
plan feedback sought
Camperdown’s Theatre Royal complex could become a thriving meeting place for the entire Shire under a new 10-year master plan.
Corangamite Shire is inviting community members to find out more, ask questions, and share their opinions.
Mayor Ruth Gstrein said the plan brought together goals and aspirations raised by the community to guide future growth and development.
“There are some pretty ambitious ideas here,” she said. “Some of the long-term ideas could be expensive and Council will have to do a lot of advocacy work to source external funding for parts of the masterplan to proceed.”
“Just because something is in the plan doesn’t mean it will eventuate. That being said, we don’t want to hold ourselves back by a lack of imagination.”
In 2019 Council representatives heard from community members, library users, business, remote workers, entrepreneurs and education providers about how the spaces could best support the local community. Some of the suggestions included:
seminars and tutorials to help businesses get online,
a space for webinars and conferences;
pop-up events and retail;
access to technology so people can test ideas and start
businesses; and
a place for isolated farming community to work meet
socially.
Cr Gstrein the complex could be improved with better disability access and modernised facilities.
“As well as protecting the heritage features of the theatre, there is potential to enhance performances with pop up facilities or events,” she said.
“The library could benefit from more flexible spaces, meeting rooms, children's and youth spaces that allow for modern educational programs.
“The plan recommends ‘maker spaces’ and remote working opportunities to attract tree changers looking for more open living conditions during and after the coronavirus pandemic.”
Named for the English translation of Indigenous word ‘Corangamite’ the proposed Salt Water Innovation and Social Hub would be a welcoming gathering place for the community to network and share resources.
Central Ward Councillor Laurie Hickey said the sprawling complex includes the theatre, Mechanic’s Hall, library, indoor stadium, Killara Centre and McCabe Room, shops, offices , Senior Citizens Centre, a commercial kitchen, toilets and off-street parking.
“It’s absolutely bursting with unrealised potential,” Cr Hickey said. “Under the master plan it could become a meeting and learning space for the whole Shire.
“It’s central location means there is real potential to connect food and fibre entrepreneurs from Mount Elephant to Timboon and Skipton to Port Campbell.
“Council is committed to building a strong, connected and resilient community. The Theatre Royal complex can be part of that as a shared focal point for arts and culture, education, business and social opportunities.
“This complex has seen some significant changes and a multitude different uses and events over the years, and now it is time to use our imagination and see what the next chapter holds for this corner.”
The first two years of the plan suggest upgrading the library and starting the innovation hub.
The next three years would focus on commercial options such as renting spaces and holding functions. The following five years would focus on attracting users from the wider area and springboarding Shire businesses through product launches and regional conferences.

HOWZAT! COMMUNITY CRICKET PROGRAM NOW OPEN Local cricket clubs and councils can now apply to develop or upgrade cricket facilities, thanks to a funding boost from the Andrews Labor Government.
Labor Member for Western Victoria, Jaala Pulford, announced last Friday, applications have opened for the third innings of the Government’s $13.5 million Community Cricket Program.
Since 2019, the Community Cricket Program has invested more than $2.8 million in 30 cricket infrastructure projects across Victoria.
The third innings of the program bowls in a further $1.4 million for clubs and councils to develop or redevelop local cricket infrastructure from training nets through to female friendly and accessible change rooms.
Other projects to have previously benefited from the program include $100,000 towards a facility upgrade at the reserve in Beaufort, the home of Beaufort Cricket Club and Beaufort and District Little Athletics Club.
This initiative is part of the Andrews Labor Government’s investment of more than $1.1 billion in community sport and active recreation infrastructure since 2014.
By helping clubs modernise their facilities, communities have the opportunity to cater for even more people keen to get involved in sports like cricket.

MORE SHADE TO PROTECT THE COMMUNITY FROM SKIN CANCER People in Western Victoria will be better protected from the sun’s harmful UV rays, thanks to grants from the Andrews Labor Government to install more sunshades in schools, public areas and sports clubs.
Labor Member for Western Victoria, Jaala Pulford, today urged schools, community organisations and sporting clubs to apply for the sixth round of the School Shade Grants Program and the Community Shade Grants Program.
The programs ensure more Victorians can access the shade they need to stay safe when enjoying the outdoors by building new shade, repairing existing shade or planting trees. Grants are also available to purchase sun protective items including hats and sunscreen.
When used alongside other sun protection measures such as sunscreen and clothing, shade structures are the best defence and can reduce overall exposure to UV radiation by up to 75 per cent.
Through this program the Labor Government is supporting locals to keep active and enjoy the outdoors, while also helping them to be sun smart and prevent skin cancer. Australia has the highest rate of skin cancer in the world, with two in three people diagnosed by the age of 70.
In 2019, melanoma was the fifth most common cancer in Victoria with 2,841 new cases diagnosed and sadly 270 deaths. The five-year survival rate for Victorians diagnosed with invasive melanoma was at 92 per cent in 2014-2018.
The Government has invested $15.1 million towards the prevention and early detection of skin cancer.
This includes $10 million for the Shade Grants Program – allowing around 1000 extra schools and community groups will be able to install much needed shade between 2019 and 2023.
The program began in 2015 and has since awarded 1634 grants worth more than $14 million.
The Victorian Cancer Plan 2020-24 has set an ambitious target of saving 10,000 lives from cancer by 2025.

COVID-19 RATES RELIEF
EXTENDED Council’s COVID-19 Financial Hardship Policy will
continue to give significant rates relief to residents
and businesses following its extension. At their last meeting, Council approved a revised version of the
successful support package to apply to the 2021-2022 financial
year and identified mental health support as the focus for its new
COVID-19 Recovery Initiative.
At its 27 April 2021 Meeting, Council confirmed a further
$50,000 to extend a revised version of the Financial Hardship
Policy, and last night approved this update which will continue
to:
Waive a maximum of $500 off rates at the principal place
of residence for residents who received Jobseeker as a result
of the COVID-19 pandemic;
Waive a maximum of $500 off rates on businesses that
received Jobkeeper payments as a result of the COVID-19
pandemic; and
Waive $100 off rates on properties for residents who can
demonstrate a 30% or more reduction in income.
Eligibility criteria for the COVID-19 Financial Hardship Policy
has also been updated, recognising that Jobkeeper payments are
no longer offered by the Federal Government.
In April, Council also agreed to refer $50,000 towards a COVID
-19 Recovery Program. Following confirmation last night, an
Expression of Interest (EOI) process will be developed to seek
the delivery of targeted mental health services in Golden Plains.
Qualified and skilled mental health providers will be invited to
submit proposals on supporting Golden Plains communities with
mental health information and services. These proposals will
seek innovative ideas to respond to community needs, including
in-person services at various locations. The EOI is expected to
be advertised in August.
Mayor Cr Helena Kirby says the extension of the COVID-19
Financial Hardship Policy and creation of the Recovery
Initiative would support local ratepayers that are still financially
impacted by the pandemic.
“With the ongoing impacts from the COVID-19 pandemic,
Council will continue to offer assistance to local residents and
businesses in 2021-2022 with $50,000 of support through the
COVID-19 Financial Hardship Policy and $50,000 for a COVID
-19 Recovery Initiative focused on improving mental health
services.
“Over the past year, Council’s COVID-19 Financial Hardship
Policy delivered valuable rate relief to 141 ratepayers who were
significantly impacted by the pandemic. Council is pleased that
under the extended policy, we will be able to continue to
support those residents who need it over the next 12 months.
“COVID-19 and restrictions haven’t just affected community
members financially; it’s often taken a toll on individuals’
mental health as well. That’s why Council has agreed that
providing targeted mental health services to our community will
be the focus of our $50,000 COVID-19 Recovery Initiative.”
As of 30 June 2021, $85,186 of the original $100,000 COVID-
19 Financial Hardship Policy fund has been used to financially
assist 141 ratepayers who were financially impacted by COVID-
19 pandemic. This amount includes $10,481 to waive
environmental health permits and $9,900 to waive the Meredith
Interpretative Centre lease. The updated COVID-19 Financial
Hardship Policy and application form is now available on
Council’s website: goldenplains.vic.gov.au.
JOIN THE CCTV STEERING
COMMITTEE
Golden Plains Shire Council is seeking community members
and local business representatives to volunteer on its new
CCTV Steering Committee.
At its meeting on 27 July, Council resolved to establish a CCTV
Steering Committee to guide the development of a policy on
Closed Circuit Television (CCTV) in public places in Golden
Plains Shire.
The CCTV Steering Committee will include members of the
community, local business representatives, Victoria Police,
Golden Plains Shire Councillor/s and Council’s Coordinator
Community Safety. The steering group will initially assess
whether CCTV could effectively increase safety and confidence
in public places in Bannockburn and/or increase the success rate
of prosecution of criminal behaviour.
Expressions of Interest to join the CCTV Steering Committee
are now open and Council is seeking two Golden Plains Shire
residents and two local business representatives to join
Council’s CCTV Steering Committee.

Mayor Cr Helena Kirby says that the future of CCTV is an
important community safety consideration in the Shire.
“Anti-social behaviour and vandalism is a great concern for
many residents and the new Steering Committee will investigate
CCTV as an option to address this community safety issue. This
diverse group of local representatives will make a valuable
contribution to the development of a new CCTV Policy for
Golden Plains Shire.
“A CCTV Policy will guide Council’s future direction on CCTV
and make it possible for Council to invest in new safety
technology for public places and seek funding to support
community safety initiatives in our Shire.”
In late 2020, Council was approached by Victoria Police and
community members requesting CCTV in public areas in
Bannockburn, specifically the Bannockburn Heart Precinct,
following incidents of anti-social behaviour and reports of
criminal damage to Council assets caused by unknown
offenders. The use of CCTV in public places by Victorian
public sector bodies is becoming more prevalent, with local
councils becoming a significant owner and user of CCTV in
public places.
In developing the CCTV Policy for use of CCTV cameras in
public places in Golden Plain Shire, Council and the CCTV
Steering Committee will consider crime-related issues in the
Shire based on data and current crime prevention initiatives,
discuss whether CCTV would be useful in addressing any
identified problems and if so, what sort of system is required.
The policy will reflect the role of Local Government and ensure
Council meets its legal and regulatory obligations balancing an
individual’s rights to feel safe and be safe in public spaces with
an individual’s right to privacy.

It is hoped that Members will decide plans whilst together for the details for the planned “Tribute Rose Planting” ceremony in memory of long-term Red Cross Member Mrs Thelma Fletcher in the hospital garden, Hopefully we can now proceed with a plan. This has previously been put off due to COVID considerations to take place at a later date.

Saturday 11th September. SKIPTON MARKET will be held in the Skipton Mechanics Hall from 9.00 a.m. to 1.00 p.m. All COVID restrictions will be in place and if forced to cancel due to further lockdown requirements, Co-ordinator Jan Murphy will let visitors and stall holders know as quickly as possible.
FROM THE EDITOR: It has been a fantastic Games for Australia in Tokyo and many of our athletes have achieved
well in excess of their expectations surpassing the previous personal best performances at the Olympic Games. Well
worth the wait for the competitors and their coaching personnel, their families and trainers etc, it requires a full
commitment from so many people to get to the elite levels. Cyclists and Triathletes, Hockey, and The Boomers Bronze
in the Basketball, Silver in the High Jump, Softball, Tennis, even Hannah in the Golf, Diving, Soccer Players and
Shooters; Andrew Hoy hopes to be around for Brisbane, then they even have BMX and the two very young people winners of the Gold
medals in the inaugural Skateboarding events for Mn and Women. It made me think if any of our local young people from Skipton
start to try these advanced techniques without supervision, that they should remember that these manoeveurs come from many many
hours of training and practice, it isn’t something to do on the first time out. Wear your protective gear, and always have a friend with
you in case of an accident. You might need some help as you learn your skills. Best of luck as you achieve your goals, we might be
watching some young Skiptonites in Brisbane in 2032. K
