Road Committee Report 10/27/2020 1. The road paving project for this year has been completed on Qunnipiac, Pequot, Oneida and Sioux Lanes. An additional parking spot has been added on Huron Lane. Driveway sealing and crack repair has been scheduled for 15 driveways. 2. In the report on 7/28/2020 to the OV Tax District from OVTD President Linda Libertino she set one of her goals to be long term infrastructure planning. Our infrastructure consists not only our roads but our underground systems of storm water, sanitary sewer, water supply and gas lines. Our roadways are easily inspected and reserve funds can be allocated for repairs and replacement. Our other infrastructure components are underground and not amenable to visual inspection. They are subject to many factors that effect their life cycle such as external loading, local moisture conditions, chemistry of the surrounding soil, the chemistry of the pipe material, or initial installation defects. Some underground piping can last many many years but other piping can pre-maturely fail due to these aforementioned conditions. For communities such as ours it is not financially practical to replace, for example, storm water or sanitary sewer systems. The better approach would be to allocate funds into our budget process based on our prior experience with failure and repair. Fred Rodriguez has stated that over the last 3-4 years the annual budget for infrastructure has been adequate to repair the breaks that have occurred in water and sewer lines. We will continue with proper budgeting until we see the need for an increase. As a reminder, the current Underground/Infrastructure budget line item is $32,500 and the Reserve for this is $42,500. Attached to this report for the record is a letter from Mr. David Chesky, Executive Vice President, The Falcon Group to Mr. Fred Rodriquez dated 10/20/2020 which expands on this topic. The Falcon Group is an engineering consulting group that is very familiar with our community. 3. Linda Libertino has introduced the sign project in her opening remarks. You (the board) have received two studies “OV Tax District Proposed Road Signage Standards for Oronoque Village” and “OV Tax District Road Committee Recommendations for Aesthetics Improvement Throughout Oronoque Village”. We will have a discussion about this project and any residents signed onto our Zoom meeting can listen. There will be a motion made not to vote on approval at this meeting but it will be brought up under “Old Business” at our January meeting. By that time you will have time to think about the project and also permit the residents to think about it and ask questions in the open forum at the January meeting. Linda will attach both studies to her Presidents remarks so the residents can see the details online.
