About River Crossing

The existence and further success of many thriving frontier communities, especially in the Hill Country,is directly the result of the hard-working, resourceful and sturdy settlers who arrived on Texas soil fromGermany in the mid-1800s. It is not surprising to discover that long before Southerland Propertiesdeveloped River Crossing, this land was part of that very proud German immigrant heritage.

River Crossing’s history begins with Friedrich Kuebel (1824-1905) who is one of the founding Germanfamilies of Comal County. He married Rosa Schneider in 1856. They are rumored to be buried betweentwo backyards somewhere in the Spring Branch area. Friedrich gave the eventual River Crossing landto his daughter, Rosa. Rosa married Heinrich/Henry Rompel, Sr. (1869-1947). The land remained in thefamily with the Rompel’s son, Henry, Jr. and his wife, Ethelka. Ethelka passed on April 29, 1999, andHenry survived almost six months to the day, but passed on September 23, 1999. Alton and JoyceRobertson owned the property while the Rompels were still alive, but they sold the property to A.S.Gordon in 1966. Yes, the Gordon Jewelers family. Gordon Jewelers was a family-controlled companythat was started as a general store in 1905 by Meyer M. Gordon, a Lithuanian immigrant. It was theGordon family who sold the property to Southerland for its development into what we now proudly callour neighborhood, River Crossing!

River Crossing’s total size is around 1,900 acres with approximately 940 lots. There are eight differentunits, each with their own set of Declaration of Covenants, Conditions and Restrictions. One of thereasons River Crossing is such an appealing and in demand community is because we have excellentCovenants which are consistently enforced. It is each resident’s responsibility to become familiar withthe DCCRs. Please be sure to locate your appropriate set.

Common areas and other amenities

The River Crossing River Park is a private gated park for residents and their guests. Its features includea pavilion (reservation required for use), amphitheater stone seating overlooking the Guadalupe River,picnic tables, and charcoal grills. The Park is located at the end of River Crossing Boulevard.

David Schumaker Memorial Sports Park is located on Greenfield in the heart of River Crossing off eitherFrontier or Long Meadow. The Park offers recreational courts for tennis and basketball, a playground,crushed granite walking path, picnic tables, charcoal fueled grills, restrooms, and convenient parking.

Remember, too, that the roadway pressure pad has been disabled, so yourcode is required to exit as well. The restrooms are also locked. Waste Disposal & Recycling Options:

After a multi-community negotiation many years ago, our River Crossing POA, along with many otherarea neighborhoods, had a preferred provider agreement/contract with Tiger Sanitation. However,during the latest renewal and renegotiation process in 2014 by our Board, an agreement was notreached with Tiger Sanitation and the Board voted Progressive Waste as the new preferred provider.Progressive’s all-inclusive quarterly rate for trash pick-up is $47.04 and the rate for trash and recyclingis $64.35 per quarter. The pick up days for Progressive Waste are Tuesday for trash and Thursday forrecycling. Additional Waste Options:

Association Operations

The River Crossing Property Owners Association (RCPOA) is a non-profit organization that maintains thecommon properties and facilities. The Board of Directors (BOD) consists of five community

volunteers who manage the affairs of the Association. They are elected to serve forstaggered, two-year terms and are voted in at the annual membership meeting eachOctober. Directors select among themselves the office each will hold for the next yearat the first regular meeting of the newly elected board, generally in November.Responsibilities of the directors include conducting annual and regular meetings,facilitating elections, managing contractors, making disbursements, establishing theannual budget, keeping financial records, and maintaining all administrative records.

Regularly scheduled board meetings are held throughout the year. Several committees, whose responsibilitiesare outlined later, operate as part of the RCPOA.

ASSOCIATION DUESEvery property owner in River Crossing is a member of the RCPOA and shares in theresponsibility for its support. The current POA assessment is $264.00 per year per lot.Owners of more than two lots are only responsible for twice the annual amount for onelot. As a property owner of River Crossing, you will receive annual assessment billingsin December. Payment of your annual assessment is due on January 1st and will beconsidered delinquent if not paid by the end of January. If you do not receive your assessmentbill, please contact FirstService. RESALE CERTIFICATE & DOCUMENT REQUESTFee Sheets, Community Resale Packages and Resale Certificates are provided via e-mail only. Alsoincluded is the Buyer's Acknowledgement Form. This is a required form that once signed by the buyersconfirms the receipt of the Resale Certificate and provides the POA with accurate contact information.Click here to be directed to the on-line site form.

Resale and transfer certificates verify that the home seller's financial obligations to the Association arecurrent. Please allow 6-10 days for turn-around of the requested information. All requests needed withintwo (2) business days will be subject to a Rush Fee. Please note that this will be based on the closing dateand you will need to e-mail Claudia Carr for ALL Rush requests. If closing dates or buyer informationchanges, you will need to request an update via e-mail. As a courtesy, FirstService currently collects allfees at closing.

The mission of the Board of Directors is to objectively represent the best interest of theproperty owners by seeking to enhance property values and preserve the hill countryatmosphere concurrent with meeting fiduciary and legal responsibilities. The Board will alsostrive to heighten community awareness and encourage neighborhood involvement.

More About the Board of Directors & Operations

NOMINATION (From our Bylaws)Nomination for election to the Board of Directors and Architectural Control Committee shall be by thenominating committee. However, nominations may also be made from the floor at any annual meetingof Members. The nominating committee shall consist of a Chairman who shall be a Member of theBoard of Directors, and two (2) or more members of the Association.

The Chairman shall be appointed by the Board of Directors prior to each annual meeting to serve fromthe close of such meeting until the close of the next annual meeting, and such appointment shall beannounced at each annual meeting. Committee members will be announced at a later date. Thenominating committee shall make as many nominations for election to the Board of Directors as it shallin its discretion determine, but in no event shall it nominate less than the number of vacancies to befilled.

Pursuant to Texas law, the nominating committee cannot preclude any nomination, unless presentedwith written, documented evidence from a database or other record maintained by a governmental lawenforcement authority that a potential candidate has been convicted of a felony or crime involving moralturpitude.

BYLAWSA homeowners or property owners association is typically set up as a nonprofit corporation and is anorganization established to manage a private, planned community. Like other corporations, theassociation is governed by a board of directors who are elected by the members and follow a set ofrules called bylaws. The bylaws govern how an entity operates and they contain the information neededto run the association as a business. For example, the bylaws might cover matters such as:

● how often the POA holds meetings● how the meetings are conducted● the duties of the various offices of the board of directors● how many people are on the board● membership voting rights

RESOLUTIONSResolutions are actions taken by a Board on behalf of the Property Owners Association and theDirectors are authorized to amend the Bylaws of this Association as provided for in Section 14.1. Thereare three types of resolutions that a board of directors can adopt:

● Interpretive Resolutions – adopted to clarify ambiguities in the association’s governing documents● Procedural Resolutions – a step-by-step process or procedure that the board adopts to apply

uniformly to all owners● Rules or Policy Resolutions – rules for the association, such as hours for common areas

Resolutions are an important tool to help associations run efficiently and effectively. The followingresolutions have been adopted over the years in River Crossing (click any Resolution to read the fulldocument):

Meetings

7.1 Regular Meetings. Regular meetings shall be held at such time and place as determined by theBoard. The time and place shall be designated by resolution of the Board. This schedule may bechanged from time to time at the discretion of, and by resolution of the Board. In the event the regulardate for a meeting falls on a legal holiday, such meeting shall be held at the same time on the nextfollowing day that is not a legal holiday.7.2 Special Meetings. Special Meetings of the Board of Directors may be held when called by thePresident of the Association, or by any two (2) Directors, after no less than three (3) days' notice to eachDirector. Meetings of the Board are specified in the Bylaws and are currently being held on a Thursdayin January, April, July, September and November of each year. The Annual Property Owner's Meetingis held in October each year.Per Texas law, effective January 1, 2012, regular board meetings are open to property owners, subjectto the right of the board to adjourn and reconvene in closed executive session. During this closedexecutive session the board may consider:

● Personnel● Pending or threatened litigation● Contract negotiations● Enforcement actions● Confidential communications with the POA attorney● Matters involving the invasion of privacy of individual owners● Matters that are to remain confidential by request of the affected parties and agreement of the

board.Following the executive session, any decision made in the executive session must be summarizedorally and placed in the minutes, in general terms.Those wishing to address the Board may pre-register with the FirstService Property Manager, Ms.Laurel Hinton, at (210)829-7202 Ext. 137, or (866) 232-4386 at least 24 hours in advance of themeeting. The specific agenda topic(s) must be identified in the pre-registration request. Alternatively,residents may sign up at the meeting, but again, the specific agenda topic must be listed.Formal minutes are kept of all Board meetings by the Board Secretary. COMMITTEES

Volunteers are always needed to maintain the vibrancy of River Crossing. Pleaseconsider volunteering to be a part of any of these open committees - it's a great way tomeet your neighbors and perform a valuable service for our community.

COMMUNICATIONS – Effective communication helps to establish harmony in thecommunity and increase resident awareness of neighborhood news and events. The CommunicationsCommittee builds a sense of community by fostering two-way communication, while at the same timepresenting accurate information in a timely and convenient manner. This Committee is responsible fordrafting all Association correspondence and forwarding via e-mail and/or The Loop. They also maintainthe website and Neighborhood Directory. Board Liaison: Millie Young.

GOVERNANCE – The primary function of this Committee is to arm both local and distant propertyowners with enough facts and information on any possible annexation situation or change in localgovernance, and the available options to indicate to this Committee if there is a community preferenceto take action. From that input, the Committee will make recommendations to the Directors for furtheraction. Secondary tasks are to further investigate governing options, add new ones as they arise,monitor changes in position, and conduct polls as needed. Board Liaison: Steward Rogers

LONG RANGE PLANNING – The purpose of the Long Range PlanningCommittee is to identify and research projects beneficial to the communityand in accordance with the “In Lieu of Annexation” agreement with the Cityof Bulverde by developing a long-term plan, and also when necessary,deviate from plans to accomplish implementation of other unforeseen,and/or other short-term improvements. Board Liaison: Jerry Wannarka

NEIGHBORHOOD WATCH & SECURITY – These critical volunteers work toachieve safety and security within River Crossing and to keep us informed aboutsurrounding crime and safety issues. The Coordinator, currently Sue Montoya,serves as a leader to the many Block Captains on the various streets in RiverCrossing. The Coordinator also establishes a liaison relationship with Countyofficials. Board Liaison: Mel McMurtry

SOCIAL—The Committee plans a variety of events each year at their annualorganizational meeting in November. The Committee has co-chairs to leadthe group and several sub-chairs for each of the events that occur throughoutthe year. 2016 events include Funky Bowling, Wine & Food, Golf Tournament,Fiesta, Ladies Luncheon, NNO, Walk the Wicked Woods, and New ResidentsWelcome Coffees. Board Liaison: Millie Young

WILDLIFE—The members of this Committee are tasked with developingRiver Crossing into an environment that supports healthy deer andcreates and maintains the natural habitat while lessening the impact onlandscaping and the deer/vehicle accidents. Members perform anannual deer count, report to the Texas Parks and Wildlife Department,locate trapping sites, coordinate trapping, and analyze the herd for itshealth. All deer are processed through Trinity Oaks, a non-profitcharitable organization that uses hunting, fishing, and outdoor activitiesto give back and make a difference in the lives of others.Board Liaisons: Mike Biviano & Steward Rogers

ARCHITECTURAL CONTROL COMMITTEE (ACC)

The Architectural Control Committee (ACC), established under 10.2 of the River Crossing Bylaws, is aseven-member committee of volunteers who are elected at the annual membership meeting in Octoberand serve for staggered, two-year terms. The ACC is chartered to review submitted improvements andnew/renovation home construction documents in accordance with the covenants of River Crossing.The Declaration of Covenants, Conditions & Restrictions (DCCRs) were drafted by the developer to putinto place a uniform plan for the improvements, development and sale of the property for the benefit ofthe present and future owners of the property. When you move into a community with covenants, thoserules become a legally binding agreement between the POA and the property owner.

Approval by the ACC constitutes that the documents presented meet the minimum requirements of theRiver Crossing DCCRs. The ACC committee meets the 2nd and 4th Wednesday, except for Novemberand December when only the 2nd. All documents must be submitted to FirstService Residential(management company) not later than 5 p.m. the Friday prior to the next meeting to our ACCCoordinator Dee Dee Freudenich at (210) 829-7202, ext.108 or via e-mail.

All new home construction submissions must be accompanied by a $1,000.00 Permit deposit. All otherimprovement requests require a $500.00 deposit. A Permit will be issued upon approval and is to beposted within the construction site to provide visible evidence of approval, as well as an addressmarker. Upon completion of construction, the deposit will be refunded as long as no expense has beenincurred to clean up debris or correct violations of the Rules and/or Covenants.

Comal County and Required Building Permits

When building within the unincorporated parts of Comal County, there are potentially fivepermits from Comal County that need to be obtained during construction (click here to bedirected to their site and to download necessary forms):

●Septic Permit & Checklist – This permit is submitted along with a design from aregistered engineer or sanitarian. The engineer or sanitarian certifies that theirdesign complies with all the regulations set forth by the state of Texas.

● Floodplain Development Permit – If it is determined by the Comal County Engineer’sOffice that the development proposed is within the regulatory floodplain, then aFloodplain Development Permit will be required.

●Private Improvement in the Public Right-of-Way (PIPROW) Permit – This permit istypically obtained whenever the final driveway that attaches to a county road isinstalled.

●A fourth permit will be required from the Fire Marshal's Office for all commercialbuildings, public buildings, and multi-family residential dwellings containing four ormore residences, pursuant to the 2012 International Fire Code.

●Camp Bullis Dark Skies Zone Order – You may be required to have a permit if youplan to install any new outdoor lighting within those effected areas of Comal County.A map of the zone boundaries as well as a copy of the order itself, can be found byclicking the Order text above.

Please note that the above described permits are required by Comal County. Propertyowners need to be aware that there may be other requirements by Property OwnersAssociations, municipalities, utility companies, and the state and federal government.

Declaration of Covenants, Conditions & Restrictions

It is incumbent upon all property owners to support and abide by the covenantsso that the value of everyone’s property is maintained to preserve the attractivequality of life in River Crossing. The POA Board is the enforcement group for thecovenants, not the ACC. Further, each board decides how it wants to handle thevarious infractions. Those decisions can include sending letters, taking legalaction, or simply talking to the resident. While issuing a fine to the property ownermight be an option, and such an alternative is available in some communities, itis not allowed in River Crossing.

In River Crossing, there are a number of DCCRs based upon the Unit in which you live. The Units Mapon the previous page can help you to identify your unit, or FirstService has an excellent tool for assistinghomeowners in locating that specific information. They also have available each set of DCCRs per uniton their site.

Governance

Through the dedicated and tremendous efforts by several River Crossing volunteers, guided by theGovernance Committee, an agreement was reached on May 8, 2007 with Council Members of the Cityof Bulverde. The Agreement states, in part,

"Whereas, it is in the best interest of the citizens of the City and the owners of the land within theSubdivision for the City and the RCPOA to contract and work cooperatively together in order that theRCPOA will provide regulatory controls in the Subdivision consistent with the application restrictivecovenants, cause the streets, parks and common areas in the Subdivision to be maintained, and for theRCPOA to make improvements to the parks, streets and common areas during the term of thisAgreement;

Whereas, given the tax revenues from this Subdivision will not be sufficient to fund the cost of municipalservices required in the Subdivision, or fund the necessary improvements to the streets, drainage, parksand common areas within the Subdivision, and the RCPOA will obtain the necessary funding and causethe services and improvements referenced herein to be provided as consideration for the City agreeingnot to annex the Subdivision, for a period of twenty (20) years from the Effective Date;"

About Extraterritorial Jurisdictions

Per Texas Local Government Code, Chapter 42. Sec. 42.001. PURPOSE OF EXTRATERRITORIALJURISDICTION. The legislature declares it the policy of the state to designate certain areas as theextraterritorial jurisdiction of municipalities to promote and protect the general health, safety, andwelfare of persons residing in and adjacent to the municipalities.Extraterritorial jurisdiction by statute is defined as “the unincorporated area that is contiguous to thecorporate boundaries of the municipality. The geographical extent of any municipality’s extraterritorialjurisdiction is contingent upon the number of inhabitants of the municipality:

● Fewer than 5,000: One-half Mile● 5,000─24,999: One Mile● 25,000─49,999: Two Miles

Other Municipality Details:● As a general rule, a municipality’s ordinances and other regulations are valid and enforceable

only within the municipality’s corporate limits● One municipality’s ETJ may not overlap another● General Law cities (Spring Branch) do not have the ability to unilaterally annex areas into their

corporate city limits from their ETJ, or to unilaterally extend their ETJ boundaries.  Bothvoluntary annexation into the city limits, or the ETJ, is possible so long as the area in questionis adjacent to the city limits/ETJ, respectively.

● Cities under Home Rule (Bulverde) have annexation abilities. In a calendar year, a municipalitymay not annex a total area greater than 10 percent of the incorporated area of the municipalityas of January 1 of that year, plus any amount of area carried over to that year. Exception to thetotal is if an area requests annexation.

Since the successful incorporation of the city of Spring Branch, River Crossing lies in two differentETJs; Bulverde and Spring Branch. Some of River Crossing remains outside of either ETJ.

The Long Range Planning Committee

The Long Range Planning Committee's (LRPC) goal is to consider improvements to the common areasof the neighborhood, providing the most number of residents possible an opportunity to meet forrecreation, sports, and relaxation, while also enhancing individual property values in River Crossing.The goal is consistent with the In Lieu of Annexation Agreement (see complete document here) with theCity of Bulverde.

The LRPC pursued a plan to provide upgrades to the River Crossing River Park, adding amphitheaterseating, canoe launch and improved access road, picnic tables and concrete pads, benches overlookingthe Guadalupe River, and a pavilion. Click here to see the entire LRPC Conceptual Plan Drawing.

More recently beginning in 2015, the LRPC initiated a plan to revitalize the POA-owned landscapingalong River Crossing Boulevard. The first phase of this project was construction of a walking path alongthe boulevard from the Highway 281 entrance to River Way. The River Crossing POA Directorsapproved the renovation of the first median inside the entry this past January and that work has beencompleted.

A few days beforeyou depart, call Comal County Dispatch at (830) 620-3400 to answer a fewquestions, such as your name, address, contact numbers, start and end dates,vehicles remaining on premises, security alarm, gate codes, to name a few. Theywill want to know who has access—pet care, housekeeper, etc and their cartypes. The patrols will automatically stop on the return date, unless you call them

RC Vehicle Decals – The RCPOA, in conjunction with the Neighborhood Watch program, encouragesall residents to identify their cars as belonging to an RC resident by displaying the community decal(pictured here) on the lower left side of the back window. Operating a Golf Cart on RC Roadways – A vehicle is classified as a golf cart if it:

● has no less than three wheels

● has a maximum speed of between 15-25 mph

● is manufactured primarily for operation on golf courses

Texas does not register or title golf carts as registration is not needed to operate your golf cart on apublic road. State law allows for use of golf carts with a slow-moving vehicle emblem* in the followingsituations (Sec. 551.403. Limited Operation) An operator may operate a golf cart:

● in master planned communities with a uniform set of restrictive covenants in place

● during the daytime, and no more than two miles from where the owner usually parks the golf cart,and for transportation to or from a golf course

● to cross intersections, including a road or street that has a posted speed limit of no more than 35miles per hour.

The state, a county, or a city may prohibit golf cart operation on all or part of a public road in the interestof safety.

It’s also important to note that the River Crossing Club has implemented further restrictions regardinggolf carts and age limits for operating carts on golf courseproperty. They are: “River Crossing Club “requires drivers ofany golf cart to be at least 16 years of age with a valid driver'slicense. This includes personal carts." For the 2016 year, a four-person team consisting of neighbors Gerry Nickells, Shelley Hunt, Sue McNeilland Tracey McClaugherty are working in conjunction with the RCPOA Board in coordinating all RCPOAsponsored events throughout the year. Wildlife Committee

This committee is integral in the development of the deermanagement overview for River Crossing. They work inconjunction with the River Crossing POA Board to develop anextensive and scientifically supported proposal each year whichinforms us about the deer population numbers compared to thecapacity of the land. This plan is developed in order to decreasethe likelihood of our herd becoming malnourished and/ordiseased and to decrease the number of deer/automobileaccidents in River Crossing. Each year, the entire process hasthe oversight of the Texas Parks and Wildlife Department(TPWD) and is carried out by professional contractors licensed by the State for this type of work. Tosupport this program, all River Crossing residents are prohibited in feeding the deer.

The overriding mission that the River Crossing POA Wildlife Committee has followed from day one is tobe good stewards of the animals and of the habitat. They aim to develop River Crossing into anenvironment that supports healthy deer and to create and maintain the natural habitat while minimizingthe harmful impacts of an uncontrolled population.

History, Facts & Data

● 2007: A group of residents approached the River Crossing POA Board of Directors to request thata management program be implemented in our neighborhood out of concerns about the health ofthe deer herd and the harm in an overpopulated habitat.

● After reviewing the techniques available, the Board of Directors accepted the Trap, Transport andProcess (TTP) as the management program for River Crossing

● December 1, 2007 – Resolution banning deer feeders and the feeding of deer approved● Trap, Transport, and Transplant plan (TTT) yields less successful results than the TTP● Capture and translocation have been shown to be ineffective, costly, and often results in high

post-release mortality.● Studies have shown that approximately 25% of transplanted deer die within the first two months of

trapping/transplanting, and more than 65% of deer do not survive longer than one year.● Transplanting efforts are further complicated by the lack of suitable release sites. Most habitats

within the U.S. are already saturated with deer and cannot withstand supplemental stockingswithout risking damage to the habitats.

● Strict policies are stated and enforced by the Texas Parks and Wildlife Department for the Trap,Transport, and Process method (TTP): animals must be treated humanely, transportation of thedeer can only be to the identified site on the permit, daily logs are maintained and provided toTPWD, financial records are scrutinized, and many other strict accountability measures areenforced.

Maintaining an appropriate carrying capacity of deer to habitat is vital because that quality habitatprovides a nutritional foundation for deer that ensures reproductive success, herd health, and antlerproduction. Research shows that River Crossing’s habitat can only support 1 deer for every 10 to 20acres (see chart on the next page). The Wildlife Committee’s mission is not to destroy the white-tail herd,but to ensure River Crossing has a healthy population and safe environment for not only the deer, butresidents as well. Coalition for equitable water rates

The Coalition for Equitable Water Rates, (C.E.W.R.) is a coalition of ratepayers formed specifically forthe purpose of organizing and collectively representing customers of Canyon Lake Water ServiceCompany (CLWSC) during rate filings. Canyon Lake Water Company services over 10,000 customersin their area. CEWR volunteers are among these ratepayers, and we are your neighbors, too!

Rate Stability was one of the provisions of the 2013 rate filing settlement, and this means that CLWSCwill not file a new rate application with a requested effective date prior to September 1, 2017.Essentially, this results in the CEWR Steering Committee not being actively involved in rate casenegotiations during those years. However, it absolutely doesn't mean that the Steering Committee hasgone away for this dormant period. Rest assured that Committee members remain engaged withmanagement at CLWSC, and a core body of representatives are still in place.

All submissions are subject to approvalby the editor and RCPOA Board of Directors. The mission of the Bulverde/Spring Branch Library is to provide a welcomingenvironment that promotes literacy and inspires a life-long love of learning through avariety of formats to meet the needs of individuals and the community. Additionally, Comal County is the 9th fastest growing county in the UnitedStates and the Bulverde-Spring Branch area will experience a population and economic explosion inthe next 5-10 years. One of the challenges faced by the library district is the size of their service area,almost 200 square miles. The library foresees the needs in our community for abundant and flexiblespaces to meet, more leisure and cultural programming, and support for the “have nots” to bridge thedigital and economic divide. The firm of Dewberry and Associates has been contracted by the LibraryDistrict Board to research and analyze the future needs of the library. They have developed one goalfor enhancements and improvements to this library and potential branches: to be open and flexible togrow over the next 50 years. Outdoor BurningFor several years the citizens of the unincorporated area of Comal Countyhad been asked to call the sheriff’s office dispatcher and log theircontrolled burns. However, the volume of calls took valuable time fromdispatchers who were still required to handle regular telephone traffic,9-1-1 calls and dispatch the appropriate personnel and equipment. TheCommunications Section of the Sheriff’s Office no longer is responsible for

Comal County Animal Control & Order # 171Section 6.1 prohibits dogs and cats from running at large. If the owner can belocated, the animal shall be returned and the owner shall be cited for violationof this order. Section 6.2 requires restraint of each dog or cat to prevent themfrom running at large. Restrained shall mean that the dog or cat is 1) physicallyrestrained by a leash, fence, pen, or other device, and 2) physically located onthe property of the owner or custodian, or supervised by and under the directcontrol of the owner or custodian. Penalty for violation of this section could be aClass C misdemeanor punishable by a fine of not more than five hundred dollars.

14.1 LICENSING: All dogs/cats older than three (3) months shall be licensed by Animal Control at a rateof five dollars ($5.00) per year unless they have been spayed or neutered.
