Objectives:Identify what resources are available within the City of

Sioux Falls and Minnehaha County to respond to an RITN Event?

Identify what resources are available from the State of South Dakota to deal with an RITN Event?

Identify what the response by Avera McKennan Hospital would be

Identify what programs and processes are in place


As discussed in previous presentations, RITN will notify Avera McKennan of an event that is occurring or has occurred.

This notification will initially go to:Kathy JacobsLacey Roberts Rochelle Rentschler Whoever receives this notification will contact Avera

McKennan Communications Dept. and tell the Communications Specialist to activate an “RITN Response.”


Based on information received from RITN:

Multi-Casualty Incidents


Now, we know an event has occurredAs part of the RITN Response Plan, additional “key”

personnel at Avera McKennan are notified:Administrator On-Call (AOC)Emergency Management CoordinatorRadiation Safety OfficerCommunications ManagerMarketing/PIOBMT Medical Director


The initial notification from RITN will trigger a response to potentially initiate a “Code Orange—Level II”

Which then initiates implementing the Hospital Incident Command System (HICS) and establishing the Hospital Command Center (HCC).

Once Avera McKennan begins this response, who will notify the City of Sioux Falls?

Who will coordinate the response from the City of Sioux Falls?

Will the Emergency Operations Center (EOC) be opened or activated?

If the EOC is activated, how can WebEOC assist?


As with any MCI or “Code Orange”, a number of other Hospital VP’s, AVP’s, and Directors are notified and asked to report either to the HCC or their respective Depts.

If the City EOC is established, will someone from Avera McKennan go to the EOC, or will someone from the EOC come to Avera McKennan?

Where does the interaction and coordination efforts from the City, the County, and the State come into play?

Let’s start here…


Decon:If 12 patients arrive at the airport for example, are these

patients going to go through Decon prior to arriving at Avera McKennan?

If they are going to go through Decon before transport to Avera McKennan, what resources are available to assist with Decon and how do we access them?

Sioux Falls Fire Rescue has 3 Haz-Mat Teams available that could assist with Decon.

But if only 3 patients arrive at Avera McKennan, who does Decon then?


Next, what about:Transport: What means of transport will be utilized?


Once the patients arrive at Avera McKennan, what happens then?

How does Avera McKennan utilize “eICS” ? What is “eICS”?

What happens when an event is initiated in “eICS”?How can Avera McKennan utilize “HAvBED” in this type

of event? What is “HAvBED”?Is every patient going to be admitted? Does every patient

require hospital admission?What do these patients require for on-going treatment?How do we obtain those items?


Here is what is currently on “eICS” as an “RITN IRG” (Incident Response Guide) that follows the RITN Emergency Plan currently utilized by Avera McKennan and has also been shared with the City of Sioux Falls (Dept. of Health and Emergency Management).

Remember everyone that needs to be called, with the IRG on eICS, any of the first 3 that receive notification of a RITN Incident will be able to initiate the Incident…


What arrangements are made for family members who arrive in Sioux Falls?

What additional resources do we have in Sioux Falls to care for patients involved in a RITN event?

What happens when the media begins to hear about this?

Who works with them?What is in place to allow us to communicate out to the

community? How do we communicate with patients and their families?
