There were no blending events in February. The monthly aquatic bioassay test passed with good test organisms survival numbers. The lone odor complaint in Brickyard Cove had subsided by the time the call was received and could not be attributed to the treatment plant. Digester #1 stable and being fed all plant sludge production for entire month. Sludge make-up (ratio of primary sludge to waste activated sludge) and quantity becoming consistent. Minor issues with startup foaming are being addressed. Successfully kept the H2S level in the digester gas well below the BAAQMD limit of 200 ppm with the addition of about 100 gals of ferric chloride per day. Significantly assisted the Maintenance Department in the repair of flight conveyor system in Primary Clarifier #1, damaged by storm grit loading in January. Also installed new fiberglass grating over the sludge collection sumps at the west end of the primary clarifiers. Grating replacement will continue through the year as will additional safety and general building and grounds improvement projects. Annual fire extinguisher training and hands on practice was completed. All plant fire extinguishers were checked and serviced by the fire extinguisher contractor at that time. New O & M Tech, Russ Clifton, hired and in training toward leading operations maintenance activities.

EXECUTIVE SUMMARY

WWTP Operations

• There were no NPDES violations in February.

• There were no blending events in February.

• The monthly aquatic bioassay test passed with good test organisms survival numbers.

• The lone odor complaint in Brickyard Cove had subsided by the time the call was received and could not be attributed to the treatment plant.

• Digester #1 stable and being fed all plant sludge production for entire month.

Sludge make-up (ratio of primary sludge to waste activated sludge) and quantity becoming consistent. Minor issues with startup foaming are being addressed. Maintenance

• The Maintenance department completed 359 preventative maintenance (PM) work

orders and 36 corrective maintenance (CM) work orders, including 129 PM work orders for the sanitary pump stations and 68 PM work orders for the storm system pump stations.

• Made 4 corrective repairs to fleet vehicles.

• Assisted Collections Department with FOG and debris removal from 8 lift stations.

• Completed, with the assistance of Operations, the replacement of the entire plastic chain and all brackets in the sludge flight collector in Primary Clarifier # 1. All flights had to have broken brackets removed and then be reinstalled. While the clarifier was empty for this repair, the sludge discharge valve was replaced with a full port gate valve (from a ¼ turn plug valve) in order to minimize plugging in the suction piping due to rag material.

• Replaced radios in the telemetry system at the Nevin and A (sanitary) and Southwest Annex (storm water) Lift Stations.

• Due to a broken shaft, exchanged pump and replaced seal on the second stage of the DAF Recirculation Pump.

• Replaced check valves and diaphragm on the bisulfite metering pump used to dechlorinate the West County flow.

• Started redesign of chlorination/declorination chemical feed systems with assistance from corporate Director of Automation and Operations Manager.

Collections

Sanitary System Activities

• Cleaned more than 62,000 feet of sanitary sewer cleaned, reflecting the crew’s commitment to sanitary O&M including hotspots. The adjusted strategy has been effective – service calls were reduced in February.

• Provided the City with expanded post event reports on SSOs including root causes,

corrective actions and modified maintenance plans. • Kenneth Lewis, a member of our Collection crew, obtained his CWEA Grade 1

Collection System Certification.

Storm System Activities

• Completed evaluation of first 10 connectivity issues near South Marina Way as part of the “10 Stars” project. Began work on the second 10 issues.

• Performed weekly maintenance on Van Fleet stormwater system which will

continue through wet weather season. • In response to a call from the Fire Department, two Veolia crews removed 60 large

bags of debris (about 3300 gals) from 600 feet of V-ditch on Morningside and May Rd. An email from the Fire Department commended Veolia for a job well done.

• Assigned a dedicated crew, headed by the Collections Supervisor, to work on the

storm water system.

• Plan to utilize a dedicated team for comprehensive catch basin cleaning on a street by street basis cleaning during March. Efforts will be supported with enhanced documentation.

Capital Projects Through February 2012, Veolia is actively managing 8 projects. There are no projects that have been proposed to the city awaiting approval.

• H&R Plumbing and Drain Cleaning has completed lining the list of manholes originally provided. Veolia Collections staff is working on generating a list of additional manholes to be lined.

• Ghilotti Bros. has completed most of the original work on the Pipeline

Rehabilitation Project including the two additional segments which were approved by the City. Final punch list items and project close-out activities are underway.

• Insituform has completed the lining specified in the plan packages. There are a few

minor repairs that need to be made and punch list items that need to be addressed before the project is closed.

• Design of the Coalinga and Barrett Ave. relief sewers to the Chevron ponds to

equalize storm flows by West-Yost continues.

• Design of the 23rd St. sanitary sewer replacement project is currently underway by West-Yost.

• A Task Authorization was signed for the completed emergency repair work on

Valley View Ave. Harris & Associates continues evaluation of the most efficient way to permanently repair the 84” storm drain line on Valley View Ave, which was temporarily repaired on an emergency basis.
