Bwrdd Ymddiriedolwyr
Croeso i Adolygiad Blynyddol PAVS ar gyfer 2007/08 Daeth blwyddyn arall i ben, ac mae pob her a gafwyd y llynedd nawr yn llwyddiant y sonnir amdanyn nhw fan hyn, neu wedi’u disodli gan dargedau mwy newydd a mwy arloesol ar gyfer gwaith y dyfodol.
Roedd yna nifer o newidiadau ymhlith aelodau’r Bwrdd Ymddiriedolaeth yn ogystal â thîm y staff eleni. Rydw i’n ddyledus i gyn‐gydweithwyr a chydweithwyr newydd sy wedi cynorthwyo i symud gwaith y Gymdeithas yn ei flaen.
Rhoddodd pob Ymddiriedolwr o’i amser a’i egni’n ddirwgnach wrth adolygu gwaith y Bwrdd. Daeth y flwyddyn i ben gyda chynlluniau llym wedi’u gosod yn eu lle ar gyfer diwygio gwaith y Bwrdd. Rydym yn ffyddiog y bydd hyn yn arwain at effeithlonrwydd a ffocws pellach yn y flwyddyn a ddaw yn ogystal â pherthynas gryfach rhwng Ymddiriedolwyr PAVS a’i Aelodau.
Mae’r staff yn parhau i ddarparu gwasanaethau sy’n cyfrannu’n sylweddol i ddatblygiad gweithredu gwirfoddol yn y sir. Mae ansawdd y gwaith hwn a’i werth a’i fudd i gyrff unigol yn amlwg o’r ymateb a’r adroddiadau monitorio. Fel Bwrdd o Ymddiriedolwyr, rydym yn cymeradwyo ac yn diolch i bob aelod o’r tîm am eu brwdfrydedd a’u gallu. Ein hymrwymiad i’n Haelodau yw parhau â’n cefnogaeth yn ystod gwaith y flwyddyn a ddaw ‐ er yng nghyd‐destun sialensiau cynyddol a wynebir gennym oll.
Rydym yn ddiolchgar i Aelodau am eu cefnogaeth barhaus ac am danysgrifiadau gwirfoddol neu daledig, a hefyd i’r cyllidwyr sy wedi ymateb mor gadarnhaol i geisiadau a gyflwynwyd yn ogystal ag asiantaethau sy wedi comisiynu gwaith wrth y Gymdeithas, a’u cyflenwi trwy gytundebau contract.
Byddwn yn parhau’n ddarbodus yn ein swyddogaeth fel Ymddiriedolwyr oddi fewn i’r Gymdeithas, ac edrychwn ymlaen at y flwyddyn a ddaw a’n gwaith parhaus gyda chwi oll.

Welcome to PAVS’ Annual Review for 2007/08. Another year has ended, and all the challenges of last year are now achievements reported here, or topics that have been replaced with newer, more innovative targets for future work.
There were several changes to both the membership of the Trustee Board for this year and to the staff team. I am indebted to both new and former colleagues who have helped to drive the work of the Association.
Each Trustee has given unstintingly of their time and energy to reviewing the work of the Board. The year has ended with rigorous plans having been put in place to revise the Board’s work. We are confident this will lead to greater efficiency and focus in the coming year and to a stronger relationship between the Trustees of PAVS and its Members.
The staff team continues to deliver services that contribute significantly to the development of voluntary action in the County. The quality of this work and the value and benefit to individual organisations is evident through feedback and monitoring reports. As a Board of Trustees, we applaud and thank each member of the team for their enthusiasm and skill. Our commitment to our Members is continued support for the coming year’s work – albeit in the context of increased challenges to be faced by us all.
We are grateful to Members for their ongoing support, and for charged or voluntary subscriptions, and also to the funders that have responded positively to bids submitted, as well as agencies that have commissioned work from the Association, delivered through contractual agreements.
We will remain diligent in our role as Trustees within the Association, and look forward to the coming year and our continued work with you all.
Roedd hon yn flwyddyn o waith heriol i dîm PAVS – yn cyflawni, ac yn y mwyafrif o achosion, yn rhagori ar y 75% o dargedau a osodwyd oddi fewn i Gynllun Busnes 2006/07 ac yn gwneud cyfraniad sylweddol i’r gwaith cynllunio ar gyfer datblygu prosiectau oddi fewn i PAVS yn ogystal ag yn y Bartneriaeth Isadeiledd Sector Wirfoddol.
Cyflawnwyd llwyddiannau’r Gymdeithas eleni yng nghyd‐destun adnoddau’n lleihau. Er gwaethaf hyn, ochr yn ochr â’r gwasanaethau a gynigiwyd i fudiadau’r sector wirfoddol yn Sir Benfro, gwnaed cyfraniadau gwerthfawr o ran gweithio i ddiogelu buddiannau’r sector mewn cyfleoedd cyllido yn y dyfodol. Cynnwys gwaith o’r fath gyflwyniadau gerbron Pwyllgor Diwylliant a Chymunedau Llywodraeth Cynulliad Cymru yn craffu ar Gyllido ar gyfer y Sector Wirfoddol; ymwneud sylweddol mewn paratoi amrediad o brosiectau ar gyfer ceisiadau Partneriaeth Isadeiledd; cymryd rhan mewn datblygu prosiect ar gyfer ceisiadau cyllido rhanbarthol mewn partneriaeth â Chynghorau Gwirfoddol Sirol (CGS) ac awdurdodau lleol, a chynigion ar gyfer estyniadau i brosiect oddi fewn i Raglen Amcan Un.
Datblygiad allweddol eleni oedd cydweithio agosach rhwng hyfforddiant, cefnogi gwirfoddol a gwasanaethau datblygu. Mae hwn yn newid pwysig o ran ffocws gwaith tîm, cynorthwyo’r trawsnewid rhwng cyllido Amcan Un UE a chael gafael ar ffynonellau newydd o incwm. Sicrha hefyd fod aelodau PAVS a mudiadau eraill yn cael pecynnau integredig a chynhwysfawr o gefnogaeth y gellir eu cynnig yn fwy cost effeithiol – yn benodol trwy dynnu nifer o fudiadau at ei gilydd i rannu dysgu.
Dangosodd y flwyddyn yr anawsterau a wynebir gan fudiadau’r sector wirfoddol wrth geisio sicrhau cyllid ar gyfer y dyfodol – mewn cyferbyniad â’r galwadau cynyddol am wasanaethau’r sector wirfoddol.
Cafodd cyflwyniad rhaglenni cyllido o bwys arfaethedig ei ohirio yn ystod y flwyddyn, gan orfodi oedi o ran dyfarnu nifer o brosiectau partneriaeth o bwys. Roedd hyn yn cyfnerthu pwysigrwydd grwpiau’n ystyried trefniadau contractau a mentrau cymdeithasol ar gyfer cyflenwi gwasanaethau. Cafodd y gefnogaeth bartneriaeth a gynigir gan PAVS, ar y cyd â PLANED a PBI i ddelio â’r materion hyn, dderbyniad da gan y sector.
Llywodraethwyd y Gymdeithas gyda chryn fedrusrwydd gan Fwrdd Ymddiriedolwyr hynod o ymrwymedig gan gynnig agwedd gefnogol, ddiwyd a goleuedig wrth lywodraethu gwaith PAVS. Gwna hyn, ynghyd ag ymrwymiad parhaus tîm o staff galluog, PAVS yn fudiad cryf – yn fudiad sy wedi’i baratoi ar gyfer pob her yn y flwyddyn a ddaw a bob amser ar gael i wasanaethu ein haelodau a’n partneriaid.
Fel ag erioed, rydym yn gwerthfawrogi’r gefnogaeth a gynigiwyd i ni eleni gan ein haelodau a’n cydweithwyr yn y sector wirfoddol, ac yn y mudiadau partneriaeth.
Edrychwn ymlaen at y flwyddyn newydd gydag egni wedi’i adnewyddu, a phendantrwydd cadarnhaol i gefnogi, a lle bo’n briodol, i gynrychioli mudiadau sector wirfoddol Sir Benfro.

This has been a challenging year’s work for the PAVS’ team – achieving, and in the majority of cases, exceeding 75% of targets set within the Business Plan for 2006/07 and making a substantial contribution to the planning work for project development both within PAVS as well as the Voluntary Sector Infrastructure Partnership.
The success of the Association’s work this year has been in the context of diminishing resources. Despite this, alongside the services offered to voluntary sector organisations in Pembrokeshire, valuable contributions have been made to work to secure the sector’s interests in future funding opportunities. Such work has included submissions to the Communities and Culture Committee of the Welsh Assembly Government that scrutinised Funding for the Voluntary sector; substantial involvement in crafting a range of projects for Infrastructure Partnership applications; participation in project development for regional funding applications in partnership with neighbouring CVCs and Local Authorities, and proposals for project extensions within the Objective One Programme.
A key development this year has been closer collaboration between training, volunteer support and development services. This is an important change in the focus of team work, aiding the transition between EU Objective One funding and access to new sources of income. It also ensures that PAVS’ members and other organisations receive integrated and comprehensive packages of support that can be offered more cost‐effectively – particularly by bringing numbers of organisations together to share learning.
The year has revealed the difficulties to be faced by voluntary sector organisations in securing future funding – in contrast with the ever‐growing demands for voluntary sector services.
The implementation of imminent major funding programmes was deferred in the year, delaying the adjudication of major partnership projects. This has reinforced the importance of groups considering contractual and social enterprise arrangements for service delivery. The partnership support PAVS offers, in conjunction with PLANED and PBI, to address these issues is well‐ received by the sector.
A highly dedicated Board of Trustees has governed the Association with great skill, bringing a supportive, diligent and enlightened approach to governing PAVS’ work. This, together with the ongoing dedication of a skilled staff team, makes PAVS the strong organisation that it is – an organisation that is primed for the challenges of the coming year and always at the service of our members and partners.
As ever, we have appreciated the support offered to us this year by our members and colleagues in the voluntary sector, and by our partner organisations.
We look forward to the coming year with renewed energy, and a positive determination to support and, where appropriate, represent Pembrokeshire’s voluntary sector organisations.

Swyddogaeth PAVS yn Isadeiledd y Bartneriaeth ‐
Bwriad y Bartneriaeth Isadeiledd yw cefnogi gweithredu cymunedol a gwirfoddol trwy:
The Partnership is a five year agreement between the Welsh Assembly Government, Wales Council for Voluntary Action, County Voluntary Councils and Independent Volunteer Centres. Partners support voluntary and community action across Wales. The Agreement is subject to a set of service standards, against which six monthly monitoring is reported to the Welsh Assembly Government by Wales Council for Voluntary Action.
The Voluntary Sector Infrastructure Partnership for Wales
PAVS continues to be
• the independent Association of voluntary and community groups in Pembrokeshire
• a membership organisation, open to individuals and all voluntary and community groups operating in Pembrokeshire
• a company limited by guarantee and registered charity, governed by trustees elected from the membership
• part of a network of similar recognised organisations covering every local authority area in Wales—known as County Voluntary Councils

PAVS was commissioned to undertake a regional research project documenting the sector’s
contribution to the reduction of re‐offending
PAVS has worked with the sector to establish a 3rd Sector Economic Development Network
Activity has continued within the Social Enterprise project with PBI and PLANED ‐ PAVS’ focus being the development of a Service Delivery Network

Planning • PAVS was commissioned to produce a report on economic inactivity in the County and
a Summary of Information Resources and Data Trends for Pembrokeshire will be available as an aid to planning
• The Objective One forum has been replaced by a 3rd Sector Economic Development Forum, which will consider the outcome of Spatial and Community Planning, as well as planning for Rural Development and other European funding streams
Newsletters and Bulletins • PAVS produces quarterly newsletters • Quarterly bulletins are also produced for Volunteering, Health and Social Care,
Children and Young People and Carers
ICT in PAVS • The web site is updated and improved on a regular basis • All PAVS’ policies, reports and documents as well as Infrastructure Information Sheets
are available on the web site • Resources to support groups in the development of their ICT can be accessed through
PAVS’ web site
Resources for the Sector • PAVS is building databases to provide information on health and social care service
providers in the sector in Pembrokeshire, as well as community venues • PAVS continues to provide an equipment loan service, meeting space within PAVS’
offices, and can offer serviced office accommodation
