    Guide for Sub-contractors assessing tasks for NOKIA works for Saudi-Telecomm

    1. PURPOSE

    This document has the purpose of defining, in simple format, works and logistics that would berequired in the implementation of swap sites and new sites.

    2. SCOPE

    Possible forthcoming works for Saudi-Telecomm in Saudi Arabia.

    3. DEFINITION OF TERMS

    Terms used in this Document are:

    AHU Air Handling UnitBOQ Bill of Quantities, for the purposes of this document a list of hardware

    that excludes minor items such as lightweight screws, washers etc.BTS Base Transmitting StationDown-time Time during which the BTS will not operateHot Swap BTS swap that requires the existing transmission to be transferred to

    the new BTS at the time of the swap. This must be followed by a fullsoftware download.

    Method The Method of Execution of proposed works.NOKIA Nokia Communications Co.OLD BTS Existing Base Transmitting Station that will be replaced by a NOKIA

    BTS.Standard Shelter A NOKIA provided Shelter, 3 M x 3M x 3M that is equipped in

    accordance with the layout shown in attachment (1)STC Saudi-TelecommSub. Subcontractor Swap-Site A site on which existing BTS equipment is to be replaced by NOKIA

    equipments.

    4. ASSOCIATED DOCUMENTATION

    5. SITE TYPES AND IMPLEMENTATION

    There are several types of potential swap site that have been observed in the research for thisDocument: There are other types that may be expected.

    5.1 Swap-site on which it is possible to build the new BTS in its final position from thestart. This site will not need moving when the old BTS is removed.

    The following paragraphs outline works required to swap a site of this type. This is the simplesttype of work to implement and most of the visited sites fall into this category.

    This site already has a one cabinet BTS in operation with space designated for possibleexpansion. The following sketch will show the new NOKIA BTS in its final position. Expansionspace will be retrieved after the OLD BTS is removed. One limiting factor in this example is the

    presence of large AHUs. These cannot be moved and would need regular maintenance and

    cleaning. This generates a No-Go area in the front of the units.

    5.1.1 Survey

    The site should be surveyed preferably with STC and position and Method agreed.

    5.1.2 Build

    This stage, when reached, has the BTS in its final position. New jumpers will have been made

    and be laid on their new route. The existing equipment usually has a duplexer system fitted inthe bottom of the Transmission 19" rack. NOKIA diversity requirements will be provided in theBTS cabinet. This will mean that the new jumper routes will be less complex and shorter thanthe existing connections. There would be no great economic benefit in using existing jumpers,

    which would almost certainly be cosmetically disastrous. Jumpers for STC sites will require

    Male "N2 connectors at the feeder end and 7/16" connectors at the BTS end.The new DC power cable should be run to the PSS and either connected to redundantbreakers or be cut ready to use existing breakers when the OLD BTS is switched OFF at. theSwap.The External alarm cable, provided by NOKIA with the BTS, should also have been connectedat this time. On the STC sites external alarms are presented on a Krone block. Timingrequirements for reconnection of external alarms varies from Customer to Customer and STCwill have these options:External alarm cables, old and new BTS, are paralleled before the Swap and the redundantalarm cables are removed with the OLD BTS.The new External Alarm cable is connected to the external alarms after the swap and functionsare checked at that time.The visit for the latter option can be combined with final site inspection, final snagging and tidyup etc.The new 2 Mbit cable should be run. The 2 Mbit terminals are wire-wrap block on either end. Itmay be necessary to provide a 25mm strip on the 19" rack of the transmission. This rack will befitted with 8 X BNC bulkhead connectors. Four of these would be connected to the wire-wrapData block. Four would remain positioned but not connected. These four would almost certainlybe used in the event of another BTS being added to the site. There is no actual requirement for NOKIA to consider Transmission interface in the STC scope of works for new sites or swapsites. Being aware of the requirement and prepared for it could save time used for swapping.

    5.1.3 Commissioning

    The site should be commissioned at this stage and any defects made good. Unit replacementmust be logged in the site folder.

    5.1.4 Pre-integration

    If STC has been able to provide an independent 2 Mbit link to the site then the site should bePre-integrated. Pre-integration is complete when the BSC operator/engineer has a route to thesite through which can be downloaded the database that will be required for the BTS to operate.This process, when complete will greatly reduce the downtime needed to swap. If Pre-integration cannot be carried out then a Hot Swap must take place.

    5.1.5 Activation

    In order to be fully ready for the swap it must be established that all relevant parameters arecorrect at the BSC and that the MSC has defined the new sites. This is not intended to put aduty on the Sub. but to indicate who the involved parties are should information be required.

    5.1.6 Completion

    When the Swap, in this example, is completed the new layout is as shown:

    5.1.7 Testing

    Immediately after the swap test calls should be made. Tests should be carried out by walking or drivinground the site at a distance of at least 300 Metres from the BTS. Careful observations of BCH frequencyshould be noted to ensure that each appears in the correct sector. Hand-over should be checked as afunction. Drive Tests will occur soon after and will not be part of the SUB. work scope. Immediatecorrection of any faults found by the drive team (e.g. crossed sector) will be.

    5.1.8 Finishing

    The site will require final dressing and inspection at this stage. Since the site will have been in its finalposition for some time work should be very minor. NOKIA always reserve the right for a joint inspectionat this stage.

    5.2 Swap-site on which the new BTS must be built in a temporaryposition.

    The following example shows a site on which the BTS cannot be immediately built on its finalposition. This is usually due to the presence of other equipment in a restricted space.

    It can be seen that this example gives no real alternative to the installer but to place the SWAPBTS in the exact position now occupied by the OLD BTS. This is not entirely due to spacerestrictions. It would not be best practice to differ greatly from the existing well ordered layout.The next layout shows the SWAP BTS in a temporary position. The BTS may need to be placed

    on a base that will facilitate easy sliding into position. It must be remembered to place jumpersin a way that will be in a position to be tidily positioned when the BTS is finally moved into itsposition. Careful planning at this stage is very important.

    5.2.1 Survey

    The site should be surveyed, preferably with STC and position and Method agreed.

    Build

    The site should now be installed in its temporary position. Temporary ground connections mustbe run before the module population is inserted.

    5.2.2 Commissioning

    The site should be commissioned at this stage and any defects made good. Unit replacementmust be logged in the site folder.

    5.3 Site on which no position can be found until after the old BTS is removed.

    No Site of this nature was identified on this review.

    5.3.1 Build

    This site would have to be studied primarily with a view to innovative solution. Sites that havebeen swapped in the Middle East in the recent past have used the following methods.

    5.3.2 Relief by use of a Mobile site

    In a recent swap in Kuwait the Customer produced a Mobile site. This sire was bought to linewhen the OLD BTS was switched off. The OLD BTS was removed and the Swap BTS a 2Cabinet 12 TX/RX configuration was installed and commissioned. The Mobile was put off the

    air the following night and the Swap BTS Integrated, put on air and tested. This task was carried

    out comparatively quickly but the speed was not for traffic reasons. The Mobile unit wouldnormally allow for a reasonable pace during Swap BTS installation.

    5.3.3 Removal followed by build.

    This method requires speedy, competent and confident handling. Preparation, as far aspossible, would be carried out before planned swap downtime. This would include delivery andchecking of equipment on swap site. Precutting to length of cables and jumpers. Ensuring of availability of commissioning test equipment, (waiting for the frequency counter to warn up for the statutory 30 minutes after commissioning had started would not be good).Once the instruction to remove the OLD BTS from traffic had been given the OLD BTS would be

    powered down and removed swiftly (carefully it still has a value) to an adjacent space. TheSwap BTS must be assembled quickly and commissioned. BSC/Transmission personnel wouldcarry out rerouting at the BSC end. Integration and Test Calls would follow. Because of theneed for speed, the site may need its dressing done after it is back on the air. Forward planningwould probably minimise this requirement.No site of this nature was observed amongst the reviewed sites and the impression is that therewill be very few if any in the system. When such sites are undertaken it would be normal toexpect assistance from NOKIA at site. The possibility of such sites existing need not have amajor impact `on the overall assessment of the work cost.

    6. OUTDOOR SITE THAT WILL BE REPLACED BY AN INTRATALK INDOOR BTSIN A STANDARD SHELTER.

    Several External Sites were visited. Only one of the sites visited appeared to have room for ashelter without too much rebuilding. Since this was the only one of the sites visited that wasfairly ordinary in nature it will be used as an example here. In the first instance it is to be notedthat when a site like this will be undertaken only NOKIA equipment and third party Transmissionequipments will be on site. It must also be noted that STC will require 8-hour battery back up onthese sites. The extra battery racks required will require space. Rectifier type has not beenidentified but the layout shown is workable with the NOKIA preferred PSS systems. It iscalculated that the 420 AH offered by the 8 battery units (2 strings of four) in the PSS backed bya further 4 strings of four in external racks should provide this.The new shelters that will be used for STC work will be 3M X 3M X 3M. It is anticipated that thelayout shown in the plan and two elevation sketches that follow would find approval. If STChave alternative proposals when the time comes to approve them, it is not predicted that therewould be much variation. There will no change to the BOQ or work time needed.

    6.1 Build

    The shelter must be positioned. Two sites visited indicated that in some cases other equipmentwill need to be moved before this can be carried out. This would need to be resolved in the Sitesurvey with STC. The shelter must be positioned in such a way that the existing feeders servingthe outdoors BTS(s) involved can be drawn into the shelter and terminated inside. Once theposition has been decided on the shelter must be placed and the equipment installed inaccordance with the layout shown in the following sketch. The final layout is shown in thefollowing sketch.

    The sketch shows a shelter equipped with 2 4 X 4 X 4 BTS. Not all shelters will require all 4

    cabinets but positions in smaller configurations are to be as shown.

    6.2 Commissioning

    6.3 Pre-integration

    If STC has been able to provide an independent 2 Mbit link to the site then the site should bePre-integrated.

    6.4 Activation

    Parameter availability should be checked at this time.

    6.5 Build 2

    When the swap takes place the outdoor BTS will be switched off. The feeders serving the OLDoutdoor BTS must be cut to length, drawn in to the shelter and terminated. This work can takeplace as 2 Mbit cables (if a spare 2 Mbit was not available for Preintegration) are rerouted andthe BSC downloads the BTS.

    6.6 Testing

    Immediately after the swap test calls should be made. Tests should be carried out by walking or

    driving round the site at a distance of at least 300 Metres from the BTS. Careful observations of BCH frequency should be noted to ensure that each appears in the correct sector. Hand-over should be checked as a function. Drive Tests will occur soon after and will not be part of theSUB. work scope. Immediate correction of any faults found by the drive team (e.g. crossedsector) will be.

    6.7 Completion

    When the Swap, in this example, is completed the OLD BTS must be removed. This task mayor may not be allotted to NOKIA. It should be noted that the OLD External BTS in use is veryheavy and a crane and special transport may be needed for removal. Removal of these OLD

    BTS should be treated as a special case.7. NEW SITE

    New Sites will be implemented in accordance with NOKIA "Work Instruction for Antenna andFeeder Installation and Testing" and in accordance with the Standard Shelter Layout shown inFigure 3 (a,b & c) if this document.New sites being built into existing or new equipment rooms will be installed in accordance withdecisions made at the site survey.
