    UHRC works closely with the Government of India, and the State Governments of Uttar Pradesh, Madhya Pradesh, Uttaranchal, Bihar, Rajasthan and Maharashtra providingtechnical assistance for the Urban Health component of RCH II/NRHM.

    C. Request for proposal

    UHRC is requesting the survey agency to submit a detailed proposal as per the Scope of Work given Annex- A.

    mechanism, data analysis and report plan) - 35 points Cost 35 points

    Past experience (Experiences in the related field) 20 points Experience of personnel assigned for the proposed task 20 points Timeline 10 points

    E. Submission of Proposals

    The agency is expected to submit a proposal for the survey along with the Methodology to beadopted and detailed budget ( as per Annex-B) and time line for completion of the task. Thelast date for submission of proposal is 1 st March 2007 .

    Annex- A

    Scope of Work for Review of Compensation and Benefit Package

    Background of Previous Survey for Compensation and Benefit Package

    A compensation system for UHRC was developed based on a market survey done for different positions in January March 2005.

    Scope of Work

    The SOW is for review of compensation and benefit package of the Urban Health ResourceCentre. The task explained below will be carried out during a period of three to four weeksstarting from 15 th March 2007.

    Key Activities and Tasks

    Review Compensation and Benefits package

    The purpose of the review of UHRC compensation and benefit package would be to develop,for consideration by UHRCs Board of Directors and the agency managing the project on

    behalf of USAID i.e. World Learning, a compensation package (in total), by position,comparable to the current market for similar positions which would better ensure theUHRCs ability to hire and retain qualified workforce. In assessing current compensation andcomparing it with the current market, following important goals that could be used in the

    analysis are to:

    Make UHRC compensation and benefit package competitive with external market i.e.international NGOs, donors, and similar type of organizations.Enhance recruitment and retention of qualified employees.

    The study would examine the complete compensation package of employees, including theadequacy of salary/compensation/cost to company benchmarked to a comparable labour market. The adequacy of salaries would be addressed with an analysis of compensation and

    benefit package of equivalent positions in international NGOs, donors, and similar types of organizations in India.

    Key DeliverablesRevised Compensation and Benefit Package with rationale and back-updata used as the basis for suggested revised compensation and benefit

    package. The report should include a schedule that shows the percentageincrease or decrease of the revised proposed compensation as comparedwith the existing total compensation for each band or other appropriateword which includes several positions actually.
