Dear Phoenix #1 Families:
This year has proven to be a challenging and uncertain year due to the COVID-19
pandemic. As the district continues to monitor the benchmarks and thresholds for a
safe reopening of schools, this plan was developed to provide parents with information
on how the district will reopen and operate its schools to ensure students and staff
remain healthy through this public health emergency.
A special thanks is extended to the many people who helped develop this reopening
plan. This plan was created with guidance from the Centers for Disease Control, the
Arizona Department of Health Services, the Maricopa County Department of Public
Health, the Arizona Department of Education, HealthyVerify, as well as input from
staff, parents, and community members.
Thank you for your continued support of Phoenix #1 as we navigate this pandemic and
the reopening of schools together. We know this year has been a difficult year for
parents and staff, and we commend you for all you have done to ensure the success of
our students. The health and safety of students and staff is at the forefront of every
decision, and we will continue to use the health benchmarks, thresholds, and the details
of this plan to guide our efforts in safely reopening our schools.

Introduction Since the beginning of the pandemic in mid-March 2020, Phoenix #1 has been dedicated to
ensuring the safety and well-being of all students and staff. Our priorities have been to be
cautious, collaborative, and clear. This began on March 16, when district leaders met to review
emergency protocols that included all district staff to work remotely, establishing phone trees
and cancelling all classes for at least the next two weeks.
Phoenix #1 operated with only essential staff working in-person for the next several weeks,
while the leadership team continued to meet twice per week. Meal service continued, and safety
protocols were established by the Child Nutrition Department. During the week of April 13,
2020, District leaders were informed that the rest of the school year would be conducted online,
and staff would need to work from home. That week, the Human Resources Department
released a memo outlining all guidelines for working in-person based on guidance from the
CDC, ADHS, and the Arizona Schools Personnel Administrators Association (ASPAA).
Around this time, Phoenix #1 also established Action Teams to address the pandemic’s impact
in our schools. In addition to a General Education, Special Education and a Social Emotional
Learning/Trauma Informed Practices team, a Health and Safety Action Team was established.
The establishment of this Action Team stood at Phase 1 of 5 in Phoenix #1's re-opening plan.
Participants were invited by then, Chief Operations Officer Rosanna Hidalgo, and consisted of
teachers, administrators, support staff, and parents. The team originally created a Health and
Safety Plan using a template that was provided by The Arizona School Risk Retention Trust,
Inc., on May 21, 2020. The team was expanded to include more voices, and met nine times until
making recommendations to Cabinet and district leaders in mid-June 2020. Since it was
summer, attendance and participation varied from meeting to meeting, but typically consisted
of 5 support staff members, 6 administrators or exempt staff, 4 certified educators, 4 parents, 1
social worker and 1 collaborator from Maricopa County Education Service Agency (MCESA).
On June 1, 2020, the team received the Arizona Department of Education’s Roadmap to Re-
Opening, which was used to further develop the Health and Safety Plan.
The recommendations were refined into the first draft of a Health and Safety plan that was
presented to the Leadership Team on June 18, 2020, and in family forums on July 1, 2020. On
June 22, 2020, Phase 2 of our re-opening began as school and district front offices were re-
opened and guidelines and protocols for staff to return to working in-person were sent to all
staff members. On July 8, 2020, additional personal protective equipment (PPE) was delivered
to campuses to support this staff. On July 13, 2020, Phase 3 of our re-opening began as 12-month
staff returned to working in-person.

After presentations and receiving feedback from families, staff, and the Governing Board, an
updated Health and Safety plan was approved by the Governing Board on July 20. 2020.
Updated guidelines and protocols were sent to all staff. A virtual New Teacher Orientation
began on July 23, 2020, and all teachers returned virtually on July 30, 2020. On July 30, 2020,
Phase 4 of our re-opening plan began as guidelines for “Work From Where You Work Best”
were sent to all staff members. The remaining school-year staff returned virtually on August 5
and on August 13, the previously approved Health and Safety Plan was reformatted and
approved as a Mitigation Plan by the Governing Board. Protocols and guidelines approved by
the Governing Board that summer were used to mitigate the possible spread of COVID-19 in
our schools and our facilities. PPE was delivered on August 12, 2020, to support on-site
Learning Labs that opened for students on August 17, 2020.
As the district approached a possible return to in-person learning in October 2020, school
administrators designed re-opening plans that implemented the approved COVID-19
mitigation plan. On September 21 and October 1, 2020, additional PPE was delivered to schools
in preparation for a potential re-opening. Re-opening plans were presented to the Governing
Board on September 22 and on September 24, 2020, and the Governing Board created
contingencies that required an updating of the previously approved mitigation plan.
In early October 2020, Phoenix #1 partnered with HealthyVerify to update and refine our
mitigation plan. A team that consists of Chief Operations Officer Martin Quintana, Health and
Wellness Coordinator Lynette Wiltgen, Director of Plant Services Chris Walvoord, Special
Populations Coordinator Sara Sims, and Director of Human Resources Victor Diaz met with
HealthyVerify to review a first draft on October 26. Over the next few weeks, HealthyVerify
and Phoenix #1 refined the plan before presenting the latest version to the Leadership Team on
November 16, 2020. At this meeting, school administrators created school-based plans that were
shared with staff and families over the weeks of November 30 and December 7, 2020. Final
revisions were completed with HealthyVerify to create the revised mitigation plan that will be
presented the Governing Board on December 10, 2020, with the opportunity to be certified by
HealthyVerify as well.

with HealthyVerify.

Health Benchmarks & Thresholds
The Maricopa County Department of Public Health created a School Reopening
Dashboard and Guidance that uses COVID-19 data within our community to help us
determine when it is safe to begin transitioning students back to school for in-person
instruction; and, the County updates this dashboard every Thursday with new data and
its impact within our community. The metrics in the dashboard tracks COVID-19
community spread in three levels: red, yellow, and green. Think of these levels like a
traffic stop light:
Red means there is a substantial risk of spread within the community. Picture a
traffic light … red means “stop”. Schools are not able to have in-person
instruction and must offer virtual or distance learning only.
Yellow means there is a moderate risk level of community spread. On a traffic
light, yellow means to “proceed with caution;” and, districts can begin offering a
hybrid learning model where some students are in physical school buildings and
other students remain in distance learning.
Green means there is minimal risk of community spread. On a traffic light,
green means “go,” giving districts the green light to move to a traditional
learning model where all students are in physical buildings.
In addition to the levels of community spread, there are also three benchmarks that help
determine when schools can begin to transition. The three benchmarks include:
Case rates: the number of cases within designated areas
Percent Positivity: the proportion of all tests performed that week that are
positive
COVID-like Illnesses: the percent of people who visit emergency rooms and
hospitals with symptoms of COVID-19

Phoenix Elementary District’s Approved Benchmarks for Reopening The Phoenix Elementary School District Governing Board adopted the Maricopa County
Health Department’s community spread benchmarks and metrics, for the zip codes
with which Phoenix #1 schools reside within including 85003, 85004, 85006, 85007, 85009,
85015, and 85034, as the district’s guidance to determine when Phoenix Elementary
District will transition to the Hybrid Learning Model or the Traditional Learning
Model. The Board also determined the district would adhere to the following

Options for Learning _
The Phoenix Elementary School District is committed to providing all students with a high-
quality education by a highly-qualified Phoenix #1 educator, while ensuring the safety and
well-being of our students, staff, and community. The Hybrid Learning Model is defined as a
combination of online instruction for some Phoenix #1 students and in-person instruction for
some Phoenix #1 students. Families choose the learning option that best fits their child’s
learning needs in the Hybrid Learning Model.
Our Return To School Plan: Hybrid Learning Model offers families a choice in educating their
children including In-person Classroom Instruction or Online Learning.
In-person Classroom Instruction – Through our In-person Classroom Instruction
option, PreK-8 students will engage in an in-person learning environment that
prioritizes safety measures to keep students and staff healthy and well. Students will
have a 5-day instructional week Monday – Friday with teacher-directed interactive
instruction.
Online Learning – Through our online distance learning option, students will engage
in five days of instruction from home. Students will have a 5-day instructional week
Monday – Friday with live online teacher-directed interactive instruction.
Families must choose one of these two learning options to educate their child(ren).. Once a
family chooses their learning option, students must remain with the selected option for one
month before requesting to change learning options.
All students, regardless of which learning option is selected, will have access to the same
Phoenix #1 curriculum, scheduling, and teachers. Options could include a combination of live,
pre-recorded direct instruction, assignments, and activities. In addition, teachers will be
available to assist students during traditional school hours.

Phased-In Reopening _
When the district decides it is safe to re-open schools, Phoenix #1 will transition into the Hybrid
Learning Model using a phased-in approach. Students choosing to remain in the online portion
of the Hybrid Learning Model will continue to learn online at home. The phased approach for
those choosing the return to in-person instruction portion of the Hybrid Learning Model allows
schools to focus on implementing high quality instruction while ensuring the health and safety
of students and staff. Phased re-opening for those choosing the return to in-person instruction
portion of the Hybrid Learning Model will begin with our youngest learners
preschool/kindergarten – third grades, followed by fourth – eight grades two weeks later.
School-Day Schedule _
When the district decides it is safe to re-open schools,, all schools will operate under their
traditional school hours and schedules, and all students are expected to participate in the
structured daily schedule whether in-person or online at home. Providing students with
structure and expectations for participation will ensure they are making progress and stay on
track for maximum growth and achievement. It will also give them dedicated time to devote to
specific content while ensuring that the teacher can deliver live sessions.
In both the in-person and online options of the Hybrid Learning Model, students will come to
school or login through Google Classrooms to participate in the live-stream instruction, at the
school’s normal start time, and follow their daily schedule. Teachers may use a combination of
lecture, activities, video lessons, as well as independent practice (away from the computer).

IN-PERSON CLASSROOM INSTRUCTION____
Phoenix #1 is excited to welcome our students to in-person
learning. Below is information on what parents/guardians can
expect when students return to in-person instruction.
Through our In-person Classroom Instruction option of the Hybrid Learning Model, PreK-8
students will engage in an in-person learning environment that prioritizes safety measures to
keep students and staff healthy and well. Students will have a 5-day instructional week
Monday – Friday with teacher-directed interactive instruction.
Health and Well-Being of Students
Student and staff health and well-being will always be our primary focus. To ensure a safe
learning environment, Phoenix #1 has implemented the following safety protocols:
Health Screenings
Parents/guardians must monitor their child’s health every day and keep children home
if they are experiencing illness symptoms or come in close contact with a person known
to be infected with COVID-19. Students should stay home if they show any of the
following symptoms:
o Fever of 100.0ºF degrees or higher; chills
o Shortness of breath or difficulty breathing
o Muscle aches
o Sore throat
o Headache
o Fatigue
o Congestion or runny nose
o Cough
o Nausea or Vomiting
o Diarrhea
o New loss of taste or smell
Parents/guardians must closely monitor your child for illness symptoms or fever every
day before sending your child to school to ensure the health and safety of students,
faculty, and community, and answer the following questions:
o Has your child had a fever of 100.0 or above in the last 24 hours?

o Has your child experienced any new symptoms like cough or shortness of
breath, runny nose, sore throat, headache, chills, muscle aches, abdominal pain,
vomiting, diarrhea, or any loss of smell or taste?
o Has your child been in close contact, at home or elsewhere, with a person known
to have COVID-19 since the last time he or she came to school? (Close contact is
defined as being within 6 feet of an infected person for a cumulative total of 15
minutes or longer during a 24-hour period, whether you were wearing a
mask/face covering or not.)
If any of the previous apply to your child, keep your child home.
Students Who Ride the Bus: If students show any of the above symptoms prior to
getting on a school bus, parents/guardians will be asked to take their child home until
he/she is symptom free for 72 hours without fever-reducing medication. If a
parent/guardian is not at the bus stop, the child will be physically distanced on the bus
and taken immediately to the school nurse’s office. A parent/guardian will be called and
asked to pick up the child from school.
Returning to School After Illness Students who have a fever or other illness symptoms, or who have had close contact with a
person diagnosed with COVID-19 can return to in-person instruction on campus under the
following guidelines:
If the student is tested for COVID-19 and the test is positive: Student may return to
campus after they have not had a fever for 24 hours, without the use of fever reducing
medicines, other symptoms have improved, and 10 calendar days have passed since
symptoms first appeared.
If the student has symptoms and is tested for COVID-19 and the test is negative:
Student may return to campus after they have not had a fever for 24 hours, without the
use of fever reducing medicines, and other symptoms have improved.
If the student has close contact with a person who tested positive for COVID-19 and
does not develop symptoms: Student should stay home, participate in distance learning
for 14 calendar days, and monitor symptoms, regardless of student’s test result.
If the student has no symptoms and tested positive for COVID-19: Student should
stay home until 10 calendar days have passed since the day the test was done.

If a student had severe/critical illness or is severely immunocompromised:
o If the student has symptoms, stay home away from others or under isolation
precautions until:
At least 20 calendar days have passed since symptoms first appeared;
AND
At least 24 hours have passed since last fever without the use of fever
reducing medicine; AND
Other symptoms have improved.
o If the student has no symptoms, stay home away from others or under
isolation precautions until:
At least 20 calendar days have passed since specimen collection of the
first positive COVID-19 test while asymptomatic. If symptoms develop,
stay home away from others or under isolation precautions until:
At least 20 calendar days have passed since symptoms first
appeared; AND
At least 24 hours have passed since last fever without the use of
fever reducing medicine; AND
Other symptoms have improved.
Phoenix #1 will offer students who are ill remote or virtual learning that enables the
student to stay home when he/she is sick or have been exposed to a person with
COVID-19.
Masks/Face Coverings All students, with the exception of those with special health needs, and staff are required
to wear masks/face coverings while on campus or on a school bus.
Students should wear masks, covering their mouth and nose, while waiting at bus stops
or before boarding the school bus. For students arriving at school by another means,
students should put their mask on before they enter the school campus.
Parents/guardians are encouraged to send a spare mask with their child to school each
day; however, schools will have disposable masks for students should their mask
become lost or soiled.
Cohorting and Social Distancing Phoenix #1 will group students into “cohorts.” Cohorts are groups of students that will
remain together throughout the school day and will not intermingle with other groups.
Cohorting minimizes the risk of exposure to illnesses outside of the cohort.

Phoenix #1 will limit intermingling between cohorts. Students and employee groups will
remain as static as possible by having the same groups of students interact with the same
employees each day during class, recess, and on buses, when possible.
Students will have assigned seats in classrooms and on buses.
Students will maintain a 6-foot minimum social distance between one another and with
district employees whenever possible.
Students with Disabilities or the Medically Vulnerable
Special accommodations, along with compliance with all applicable state, federal, and local
laws, shall be made for Phoenix #1 students with disabilities or those with unique medical
needs. Where possible, these students should wear masks and maintain a 6-foot social
distance. Employees who interact with these students should be informed that wearing
masks in their presence is uniquely important.
Phoenix #1 will ensure that virtual or distance learning options are available for students
living in households with adults or other children with disabilities or who are vulnerable
should these families opt for distance learning.
Hand Washing Frequent hand washing/cleaning for 20 seconds with soap and water, or to use hand sanitizer,
will be encouraged regularly throughout the school day. Students will wash or sanitize their
hands:
when they arrive at school or in their classrooms
after being outside for physical activity
before/after lunch
prior to leaving school for home
after sneezing, coughing, or blowing their nose
hand sanitizing stations will be available in areas where there are no sinks
Arrival at School Students should put on masks before entering any campus, or before boarding the
school bus.
Upon arrival at school, students will go directly to their classroom or designated area for
meeting their cohort.
Breakfast will be served in the classroom at the start of each day.
A staff member will visually screen students and take their temperature, using a
touchless thermometer, during breakfast.

Any students with visible symptoms or a fever of 100.0 degrees will be taken to a
quarantined area in the nurse’s office. The nurse will conduct a more thorough health
screening and a parent/guardian will be called to pick up the child, unless the student
has health information on file that confirms a diagnosis of asthma or other condition and
the nurse observes that there are no other symptoms.
Parents/guardians dropping off students at school will remain in their vehicles, not enter
the school campus, and not loiter after their child exists the vehicle.
General Campus Measures Phoenix #1 will follow the steps below to minimize the risk of infection at school:
Playgrounds will be closed during the initial phase of reopening.
Water fountains will be turned off and signs posted on them indicating they are not to
be used. Instead, students and employees can fill water bottles from water stations that
enable touchless water bottle filling.
The District will ensure school ventilation systems are operating properly and air filters
are changed quarterly. When feasible, windows and doors should be opened to
improve ventilation.
Hand sanitizing stations will be placed at the entrance of the campus with signage
asking students and guests to use them frequently.
Floor markings and signs will be posted in hallways indicating “lanes” in which
students and employees should walk within to maintain social distancing. These signs
will direct the flow of traffic in hallways.
Classrooms
Students will have assigned seating with their cohort.
Desks will be placed 6 feet apart where possible and will face the same direction.
Where possible, individual desk seating will be used instead of shared table seating. If
table seating must be used, students will be seated as far apart from one another as
possible, and not facing one another.
The flow of traffic will be posted and modeled for students.
Students’ belongings will be kept separate and isolated from others, such as in
designated cubbies or partitioned storage. Cubbies or in-classroom storage will be
assigned to individual students and be consistently used by that student.
Students should not bring additional items from home that are not necessary for
schoolwork.
Shared classroom equipment will be wiped-down with disinfectant after each student’s
use.
Each room will have hand sanitizer for student and employee use. If running water is
available in the room, students will be encouraged to wash or sanitize hands frequently.

Plexiglas desk partitions will be made available for all students participating in in-
person classroom learning.
The maximum classroom occupancy for each classroom has been established, and this
number will not be exceeded.
Only essential employees will be allowed in classrooms; and those same employees will
be consistently in the same classrooms whenever possible.
Restrooms The number of students will be limited in the restroom at one time.
Students will be encouraged to use every other urinal and bathroom sink to maintain
social distancing.
Students will be reminded of the importance of proper hand washing techniques; and
teachers will monitor students and ensure students wash or sanitize their hands in
restroom sinks.
High touch surfaces in restrooms will be cleaned and disinfected every two to three
hours during the school day.
Cohorts will use a designated restroom on campus and use that restroom at scheduled
times each day. If a student needs to use the restroom outside of designated times, they
will be permitted to do so.
Playgrounds and Recess
Cohorts will be maintained during recess.
Playground equipment will be closed during the initial phase of reopening.
Each cohort will also have a “recess kit” for smaller equipment, such as balls or Frisbees,
which will only be used by that individual cohort. Equipment in recess kits will be
disinfected after each use.
Activities that allow for students to maintain social distancing will be used during
recess.
Field Trips, School Gatherings, and Extracurricular Activities During the initial phase of reopening, field trips, school gatherings like assemblies, and
extracurricular activities involving groups of students will be avoided.
Youth Sports Youth sports are initially suspended for the 2020-2021 school year.

Meals
Students will eat breakfast and lunch in classrooms, instead of the cafeteria. The following
safety protocols will be implemented:
Students will wash or sanitize their hands before receiving their meal.
Disposable utensils, trays, and plates will be used whenever possible. In instances
where disposable items cannot be used, food service staff will collect all items while
wearing gloves.
Students will not be permitted to share breakfast or lunch items with one another.
Food options for students with allergies will be available.
Transitions Between Classes Transitions between classrooms and different areas on campus that occur throughout the school
day will be minimized when possible.
Where possible, teachers will rotate between classrooms instead of students.
If it is not possible for teachers to rotate between classrooms, students will move
between classes at staggered times, within their cohort group, and by staying within the
hallway markings.
Cleaning and Disinfecting Frequently touched surfaces such as tables, chairs, shared classroom equipment, door
handles, light switches, countertops, sink handles, desks, phones, keyboards, toilets,
faucets, floors, and learning tools will be cleaned and disinfected every 2-3 hours.
Electronics will be cleaned based on the number of users. Devices used by one person
will be cleaned once daily, and devices used by multiple users will be cleaned after each
user is finished using the device.
Increased cleaning of surfaces and bathrooms will occur throughout the day by
custodial staff.
Staff will clean and disinfect personal workspaces when they arrive at work and prior to
leaving work.
Visitors on Campus To limit the number of people on campus, nonessential visitors and volunteers will not
be permitted on campus or in classrooms.
Essential visitors must wear masks, undergo health screenings and temperature checks,
and must sign-in in the front office.
Parents/guardians picking up students should report to the school’s front office and
meet their child there.
Face coverings must be worn while on campus, physical distancing maintained, and
temperature checks/health screenings are required of all visitors.
At this time, the school volunteer programs are suspended, but will be re-evaluated
throughout the year.

Drop-off & Pick-up Procedures
Schools will implement staggered drop-off/pick-up times so not all students arrive on
campus at the same time. Principals will communicate the drop-off/pick-up procedures
for each school.
When exiting the campus, students will leave in an organized manner that allows
cohorts and social distancing to be maintained.
Parents/guardians must remain in their vehicles during student drop-off/pick-up.
After-School PEER Program/Learning Labs When the district decides it is safe to re-open schools and students have the option of
returning to in-person instruction, the Learning Labs will be closed.
In order to ensure the health and safety of students while focusing on our in-person
instruction, after-school enrichment activities will temporarily be suspended.
Additional information will be communicated with families when and if it is determined
we can safely provide these services.
Transportation Services Students will be asked to comply with physical distancing guidelines when waiting at
the bus stop, and while boarding or exiting the bus.
Prior to allowing a student to enter the bus, an employee will perform a visual symptom
check of each student. Students showing illness symptoms:
a) will not be allowed to board the bus and go to school if the student’s
parent/guardian is at the bus stop
b) If the parent/guardian is not at the bus stop, the student will sit in a designated
seat on the bus for ill passengers and taken directly to the school nurse’s office.
Face coverings must be worn when on a school bus, unless a student has a health
condition. Where possible, students will be assigned to bus seats with one student per
row and seated closest to the window; and the row behind on the aisle in a staggered
pattern that maximizes the distance between students.
Students from the same household must sit together.
Maintain maximum bus ventilation at all times, including opening windows, and
ventilation systems will be set to non-recirculating mode.
All frequently touched surfaces in buses and school vehicles will be disinfected twice
per day, prior to picking up students. Surfaces to be disinfected include interior/exterior
door handles, steering wheel, dashboard, center console, shift lever, seat belt buckles,
switches, and heating/cooling controls, keys, grab handles, and seat adjustment handles.

ONLINE LEARNING ___
Through our online distance learning option, students will engage in
five days of instructions from home. Students will have a 5-day
instructional week Monday – Friday with live online teacher-directed interactive instruction.
Families selecting online learning are asked to remain online for one month before
requesting to return to change learning options.
Online students will have access to the same Phoenix #1 curriculum, scheduling, and
teachers.
The academic day will be structured in the same manner and time frames as attending
in-person.
Online students will have access to the same Phoenix #1 curriculum, scheduling, and
teachers, including a combination of live, pre-recorded direct instruction, assignments,
and activities. In addition, teachers will be available to assist students during traditional
school hours.
At home, online students will sign into Google Classroom to participate in the live
schooling beginning at the start of the regularly scheduled school day, and will follow
the daily schedule.
Teachers will let students know when the teacher will be available to assist online
students with material or answer questions.
Core courses, at minimum, will have daily content, assignments, and regular
assessments with weekly live interactions.
Special area classes may have reduced frequency of active structured time with an
expectation for independent work.
After-School PEER Program/Learning Labs When the district decides it is safe to re-open schools and students have the option of
returning to in-person instruction, the Learning Labs will be closed..
