WELCOME ADDRESS OF THE PRINCIPAL

Good morning everybody!

Honourable Dr. JyotiprakashTamuli, Professor, Dept. of Linguistic and Former Coordinator, IQAC,

Gauhati University, Respected Dr. UtpalSarma, Professor, Dept. of Instrumentation & USIC and

Coordinator, IQAC, Gauhati University, Respected Dr. Dhruba Kr. Bhattacharyya, Dean Academic

Affairs and Director, IQAC, Tezpur University, Respected Dr. Kalyan Bhuyan, Professor, Dept. of

Physics and Director, IQAC, Dibrugarh University, Honourable Principals from different Colleges of

Assam, Respected Participant colleagues from the colleges under different Universities of Assam

and my dear faculty members of this college.

I, on behalf of the Sonapur College fraternity would like to take this opportunity to offer my

heartfelt thanks and gratitude and a warm welcome to you all on this occasion of the NAAC

Sponsored Workshop on ‘Revised Assessment and Accreditation Framework and Compilation of Self

Study Report’. I extend my thanks to the National Assessment and Accreditation Council (NAAC) for

sponsoring this workshop.

India has the world’s largest and most diverse education system leading to widespread concern on

the quality and its relevance. Education plays a vital role in the development of a nation. In

compliance with this, the NAAC as an autonomous institution of the UGC is in making quality

assurance an integral part of the functioning of Higher Education Institutions. So, the NAAC has

been facilitating the volunteering institutions to assess their performance vis-a-vis set

parameters through introspection and a process that provides space for participation of the

institution. Focusing not only on the global changes but on local and regional changes in higher

education scenario, NAAC has adopted the revised Framework to enhance the redeeming features

of accreditation process and make them more robust, objective, transparent and scalable as well as

ICT enabled. So, this workshop is a humble attempt to discuss and make the revised process of

assessment and accreditation more comfortable and precisely understandable to all the higher

education institutes, especially from this state.

Besides this, Dr. Biman Patowary, the Coordinator of IQAC of this college will apprise you about the

workshop and its themes.

Before concluding my speech, I would like to take this privilege to speak a few words about Sonapur

College which was established on 2nd

August 1991. Sonapur College has gone for the 2nd

Cycle of

NAAC assessment and accredited with B Grade with CGPA 2.58 in 2014. We are also preparing

ourselves to face the ensuing NAAC assessment and accreditation in the scheduled time. Sonapur

College is imparting major courses in 13 disciplines leading to B.A and B.Com. Taking into

cognizance the requirements for a skilled youth force, apart from humanities and commerce, the

institution is successfully running 3 (three) skilled based B.Voc Degree courses in (i) Theatre and

Stagecraft and (ii) Retail Management and IT and iii) Travel & Tourism Management under the

initiatives of DeenDayalUpadhyay Centre for Knowledge Acquisition and Upgradation of Skilled

Human Abilities and Livelihood (DDU KAUSHAL) of UGC. Automotive Operation and Tourism &

Hospitality Management are 2 (Two) new additions to the existing B.Voc courses. Post Graduate

Programmes in Assamese and Geography have also been introduced in the college under Gauhati

University. A study Centre of Krishna Kanta Handiqui State Open University is also running. At

present the college has an enrollment of more than 1300 students.

We are proud of our strong academic endeavor to bring this center of higher learning in horizontal

dissemination of knowledge to brand a knowledge society. In this context, it is to be mentioned

that the National Institutional Ranking Framework (NIRF) has ranked Sonapur College at Rank Band

101 – 150 in 2018 and the India Today MDP has ranked this college at position 89 among the Arts

Colleges at National Level. We have a number of future projects to be implemented for providing

better opportunities to the learners for employment and for promoting an energetic academic

environment for research and innovations. We, at the institute, are always in the process of trying

to identify the core values and features that bind Sonapur College community together. Of course,

turning theory into action has always been the forte of Sonapur College.

I, on behalf of the entire family of Sonapur College extend my thanks to all of you once again and at

the same time I would like to request you all to bear with us for any shortcomings that may creep

into our hospitalities. Further, we are sorry for the probable troubles that may arise because of the

renovation works going on in the Rest Rooms in the 1st

Brief note on the workshop

Respected Dr. J. P. Tamuly Sir, Professor, Department of Linguistics and former Co-ordinator, IQAC, Gauhati

University, Dr. Utpal Sarma, Professor, Department of Instrumentation & USIC and Co-ordinator, IQAC,

Gauhati University, honourable Dr. Devabrot Khanikor, Principal, Sonapur College, respected Principals,

esteemed co-ordinators and faculty members of different colleges and my fellow colleagues from Sonapur

college. It is indeed a privilege and pleasure of mine to welcome you all to this day long NAAC Sponsored

Workshop on “Revised Assessment and Accreditation (A&A) Framework and Compilation of Self Study

Report (SSR)”, being organised by the IQAC, Sonapur College, Sonapur.

The latest revision of the Assessment and Accreditation framework of NAAC represents a crucial paradigm

shift as it has become more ICT enabled, objective, transparent, scalable and robust. As such, the self-

evaluation process and the subsequent preparation of the Self Study Report (SSR) involve the participation of

all stakeholders, including the management, faculty members, administrative staff, students, parents,

employers, the community and alumni. The process of compiling the Self Study Report has come to acquire

more significance due to the introduction of System Generated Scores (SGS) and the element of third party

validation of data. Under this circumstances, the initiative of NAAC could be well termed as “ NAAC at your

Doorstep” since instead of approaching NAAC for information pertaining to accreditation, NAAC has come

forward to impart and educate the Higher Educational Institutions with necessary procedural rules and

regulations so that the HEIs could comfortably embark on the process of accreditation .

Keeping in view the above, the workshop has been planned with the aim to provide an opportunity to the

participant colleges to acquire maximum benefit by getting acquainted with the revised process of NAAC

A&A especially on the compilation of Self Study Report (SSR).

Utmost care has been taken while choosing the themes of the four technical sessions of this workshop and

the resource persons to conduct them with an intention to help the institutes navigate through the process

with better skill and efficiency.

I hope you have an engaging and enriching session ahead.

Before I conclude my welcome address, let me draw your attention to the following few points-

A. The sessions of the workshop are designed exclusively with a tight time schedule. Therefore it is an

earnest request to all the participants to keep it in mind while availing the breaks.

B. All are requested to keep their mobile phones in the silent mode during the sessions.

C. Being the organiser, we would expect you to feel at home while you are here and beg excuses for

PROCEEDINGS OF THE WORKSHOP

A day long workshop on “Revised Assessment and Accreditation (A&A) Framework and Compilation

of Self Study Report (SSR)” organised by the IQAC, Sonapur College, Assam and sponsored by the

NAAC, Bengaluru was successfully concluded at the Theatre Hall of the organising college on June 4,

2019. There were 103 participants in the workshop which included 2 Principals, 22 Co-ordinators of

IQAC, 2 Assistant Co-ordinators and 66 faculty members representing 30 different colleges of the

state.

Four distinguished scholars and experts in NAAC affairs from three universities of the state

conducted the technical sessions as resource persons of the workshop. They are- Dr. Jyotiprakash

Tamuli, Professor, Department of Linguistics, and former coordinator of IQAC, Gauhati University;

Dr. Utpal Sarma, Professor, Department of Instrumentation & USIC and the coordinator of IQAC,

Gauhati University; Dr. Dhruba Kr. Bhattacharyya, Dean Academic Affairs and Director, IQAC, Tezpur

University and Dr. Kalyan Bhuyan, Prof. Department of Physics and Director, IQAC, Dibrugarh

University.

The brief inaugural session was conducted by Ms. Shapna Medhi and began with the lighting of the

lamp by Dr. Dr. Jyotiprakash Tamuli, Professor, Department of Linguistics, and former coordinator

of IQAC, Gauhati University. In this session Dr. Devabrot Khanikor delivered the welcome address in

which he spoke about the college and the significance of the event. He greeted all the participants

and the resource persons and expressed his appreciation to NAAC, Bengaluru for their initiatives to

impart and educate the Higher Educational Institutions with necessary procedural rules and

regulations Dr. Khanikor also expressed gratitude to Dr. M.S. Shyamsundar, Regional Coordinator

(Eastern Region) of NAAC for his necessary guidance. Dr. Biman Patowary, Coordinator, IQAC,

Sonapur College and the convener of the workshop briefed about the objectives, themes and the

technical session of the workshop.

Technical Session-I

The Resource Person of the session Dr. Jyotiprakash Tamuli, Professor, Department of Linguistics

and former Co-ordinator, IQAC, Gauhati University had a comprehensive discussion on the theme

“Quality concerns of the institutes in SSR compilation and Role of stakeholders”. He emphasized

on an inclusive approach for encompassing all the major stakeholders of the institution from

students, parents, society etc. so that it meets the requirements of all criterion. He said though the

system has become more data based and objective, there is the need for a strong connect between

the qualitative aspect of the SSR compilation and the quantitative aspect. As such, weightage has to

be given to the words that are used in SSR compilation.

During the course of his lively presentation he discussed certain very pertinent issues. The points

may be summarized as follows-

• The HEIs need to have faculty empowerment strategy through different ways, especially

upgraded faculty development programme and feedback from the students.

• In order to inculcate the research culture, regular library classes to be conducted where in

students would be given the task of presentation in the classroom based on the materials

collected from the book that have been selected by the teachers.

• The process of compilation of SSR need to have the WRR approach which indicates Writing,

Reading and Re- writing by three separate teams.

• The HEIs can promote research culture among faculties by offering research grants on the

basis of proposals submitted by them.

Technical Session-II

In the second technical session, Dr. Utpal Sarma, Professor, Department of Instrumentation & USIC

and the IQAC Coordinator of Gauhati University discussed on technical aspects of Criteria-II and

emphasised on the adoption of approaches and initiatives for the students that stand out at the

time of interaction with the NAAC peer team. He was dealing on the sub-theme, “Criteria wise

inputs in SSR with special emphasis on Criteria- II (TLE)”. Dr. Sarma had a point wise discussion on

the key issues and the metrics of the criteria-III. The salient points of the presentation of Dr. Utpal

Sarma are as follows-

• There should be sufficient clarity on both the qualitative and quantitative inputs while compiling the

SSR avoiding any kind of jargons.

• A high degree of awareness of the students should be considered as most necessary one in view of

the introduction of the Students Satisfaction Survey (SSS) in the revised framework.

• For any new initiatives pertaining to all the criteria, the focus always needs to be on the ‘outcome’

rather than their numbers.

• The introduction of the third party Data Validation and Verification (DVV) demands a systematic

preservation of data in ordered digital format.

• A comprehensive teaching plan plays the pivotal role for the classroom transaction of the syllabus.

Technical Session-III

The third technical session was dedicated to the sub theme, “Research and Extension: Role of Faculties

and Institutes” and the resource person was, Dr. Dhruba Kr. Bhattacharyya, Dean Academic Affairs, Tezpur

University, Assam. While taking part in the discourse he suggested that the faculty research outcomes should

be as per UGC/NIRF standards and significant research outcomes should be adequately recognized. He said

that the learning activities have a visible element for developing sensitivities towards community issues,

gender disparities, social inequity, and in inculcating values and commitment to the society. The salient

points of his deliberations are as follows-

• Each HEI should have some Best Practices.

• It is the responsibility of all HEIs to promote research and they should have a research

culture.

• Policies to be framed/adopted to (i) encourage faculty to be involved actively in research

and (ii) sustain such activities.

• Faculty to be facilitated to write research proposals and provided with necessary

infrastructure facilities and each HEIs should have a mechanism for monitoring research

activities.

• HEI s must have a policy of sustained extension activities and significant outcomes of

extension activities needs to be recognized.

• Recognition/ Incentivization policy for quality research or for any achievement to be

adopted.

• Through collaborative activities the HEIs can maintain close relationships with the society,

its issues and challenges.

• The range of activities could be in the form of students exchange, faculty exchange, research

and resource sharing supported by a formal agreement (MoU/MoA) is essential.

Technical Session-IV

Dr. Kalyan Bhuyan, Professor of Physics and Director, IQAC, Dibrugarh University was the resource

person of the technical session-IV who dealt with the sub-theme, “Best Practice: Benchmarking for

Institutional Excellence. Citing the examples from his university and some best colleges of the

country he said that the best practices are considered as reliable benchmarks or standards of

quality. The salient points of his discussion are as follows-

• The best practices as benchmarks help the HEIs to find their anchor for self-improvement

and NAAC uses the best practices benchmarking in the form of criterion statements to

assess the level of performance of HEIs.

• The best practices should be dynamic and revisited periodically and recognize diversity and

cultural and historical contexts.

• The implementation strategy of best practice includes planning, resource mobilization,

capacity building, monitoring and evaluation.

• The effort towards formalization of a best practice and sustenance of the practice has to

become an integral part of the functioning of the institution gradually.

• Effective recording and reviewing is essential to develop conviction, so HEIs should evolve

suitable strategies like database of good practices, review forums, recording evidences for

success, etc. to discuss within and among institutions.

Outcome of the Workshop:

The workshop concentrated on very relevant aspects related to the NAAC Assessment and

Accreditation process. The sessions were practical oriented and gave ample scope to the

participants and resource persons to engage in interactions. The technical sessions proved to be

more interactive than lecture oriented in which the participants from various colleges shared the

problems faced by them in the process of compilation of SSR and other related aspects. The

resource persons unfurled the arena to work for good performances especially for the colleges of

rural and semi-urban area. It also generates views for mapping out strategies for NAAC Peer Team

visit. The workshop awakened awareness towards the responsibility of the institution for the

involvement of the students in the required fields. The question hour sessions of the workshop

endeavoured required guidelines as well as opportunities to overcome such gaps. The feedbacks

collected from the participants revealed that the workshop was able to clarify their doubts in a

systematic and pragmatic way. Further, they expressed that the workshop would enable them to

proceed in the compilation of SSR of their respective institutions in a well planned manner.
