John Hampton’s dining facility crew on Forward Operating Base (FOB) Warrior in Eastern Afghanistan was doing just this. Hampton’s crew was going through four pallets of water - more than 2,000 one-liter bottles a day - just to meet minimum operating requirements. The military leadership on the FOB had requested that Fluor facilitate the construction of a commercial water purification system through their higher headquarters, Regional Command Central (RCC). For more than a year, RCC was unable to identify the resources to enable Fluor to build the permanent water resource to support troops. Fluor employees identifying issues on bringing the ROWPU to FOB Warrior. Ordering, shipping and using the bottled water was a costly, time-consuming process for the government and the military units all across the base. Hampton recognized this and by mid- June 2011 he identified an alternate solution. Working with all the support agencies- the Army tenant unit, Team LOGCAP, the contracting office and Defense Contracting Management Agency (DCMA) - the group located a tactical 600-unit reverse osmosis water purification unit (ROWPU) at FOB Sharana.

The ROWPU could fill a short-term requirement until a permanent facility could be built.

Even though ROWPU’s are on their way out of the military system, being replaced by smaller more capable systems, everyone saw that the ROWPU would work and replace the need for bottled water.

Working with the customer, Hampton’s team identified a water source; an unused well on the FOB. Within two months, the ROWPU was transferred from Sharana, placed near the well, tested, and operational by July 8 when the system filled a 50,000 gallon water bladder. Bottled water in the kitchen was out and well water was ready for use on Warrior.

“It shows great integrity and character on your company’s behalf to have identified this cost savings measure,” said MAJ Stephen Peterson, Operations Officer for 1 Special Troops Battalion, 1-82nd Airborne. "By installing this Tactical ROWPU, we feel as if Fluor is truly interested in meeting our operational requirements," he said in compliment.

Working together, Fluor and the customer developed a potable water solution for not only the dining facility’s kitchen, but the FOB’s medical facility, showers, and bathrooms. The customer was so satisfied with the result, the original change order to establish the commercial ROWPU was revised to support the tactical unit at a cost savings in excess of 4.4 million dollars.

"I am extremely impressed with the ROWPU operation, and how Fluor worked this from the site level to facilitate the short-term requirement," said 1st Sgt David Banks, incoming 101st Airborne Mayor Cell. “When you meet our expeditionary standards, you match our operational tempo and provide us with the critical support required for us to perform our primary role as warfighters,” the 1st Sgt continued, referring to Fluor.

The process of change in this case, moving from bottled to well water, was a significant challenge. The initiative became the example of how change management could be done at Task Force White Eagle. Over the next year, the military went through a significant expansion that required many new processes and tasks. The Administrative Contracting Officer (ACO) recognized the success in the process of change that found and implemented the water solution FOB Warrior. The change management process started utilizing an Initial Operating Capability status for FOB startups and expansions. Identifying initial status for the base and what needed to be changed as it grew in size and capability. By utilizing this process, the ACO allowed Fluor to meet the customer’s high paced operational requirements. The project now had the opportunity to pre-screen work for deficiencies in order to avoid corrective action requests from the DCMA. It was able to capture more change orders as the customer had greater initiative to request implementation of services early and not wait for the full life cycle of a change order to be complete. It also resulted in gaining more award fees on performance evaluation boards. Hampton and the whole team on FOB Warrior demonstrated how Fluor creates operational efficiencies and innovative solutions to meet our clients challenges.
