MEETING PROCEDURES

Reston Association (RA) Board of Directors meetings are held by Robert’s Rules of Order.

Procedural Items A. Call to Order & Opening Remarks

The president (or director presiding over the meeting) calls the meeting to order and offers any opening remarks.

B. Consent Calendar In an effort to more efficiently and effectively address the routine and/or non-controversial issues brought before the board on a monthly basis, the Association employs the use of a consent calendar.

C. Member & Board Comments Reston Association members are invited to make comments to the board of directors. Directors comment on current issues. (See p. 2 Important Information for Speakers for more information.) NOTE: This item can move on the agenda based on other items.

Presentations, Discussion & Action Items D. Executive Session of the Board

From time to time, the board of directors will hold an executive session to discuss legal, contractual and personnel matters. This item can move on the agenda.

E. New Items Each month, various items requiring the board’s discussion or action will be scheduled on the agenda.

Close of Meeting F. Adjourn

The president (or director presiding over the meeting) will adjourn the meeting.

IMPORTANT INFORMATION FOR SPEAKERS

In Section III.3(b)(5) of the Reston Deed, RA members are given the right to comment on any Association matter of interest at meetings of the board of directors. Accordingly, participation from members in the public comment period of board meetings is highly encouraged.

If you are interested in providing a verbal comment to the RA Board of Directors on a particular topic of interest, consider using the online pre-registration tool, which secures you a spot for comment on the agenda of the next board meeting. RA members can pre-register online to speak at a board meeting by visiting www.reston.org and navigating to Inside RA > Governance > Board of Directors > Speak At A Meeting. Registration is also available at every board meeting at the time of the meeting.

If you are interested in providing a written comment to the RA Board of Directors on a particular topic of interest, please either mail a copy of your comments to the RA Board & Committee Liaison at RA Headquarters (address available on last page of this booklet) or email the RA Board & Committee Liaison at [email protected] by 3:00 pm on the day of a meeting. Anyone submitting a written statement on the evening of the meeting should provide 13 copies at the time of his or her comment.

Tips for Addressing the Board:

• Verbal presentations are timed. Members speaking on behalf of themselves are allotted three minutes to speak, and individuals speaking on behalf of organizations are allotted five minutes to speak.

• Before beginning your comment to the board, please state your name and address or organizational affiliation.

• Speakers are encouraged to sit near the front of the board room to allow for easy access to the podium.

GENERAL INFORMATION

The RA Board of Directors consists of nine members elected to three-year terms by RA Members. The composition of the board of directors is as follows: Four members are district directors, representing the Hunters Woods/Dogwood, South Lakes, Lake Anne/Tall Oaks, and North Point Districts; four members of the RA Board are at-large directors, representing Reston as a whole; and one member is the Apartment Owners’ Representative.

The officers of the board are as follows: President, Vice President, Treasurer, Secretary, and Chief Executive Officer (CEO). The President and Vice President must be elected directors. The Treasurer, Secretary and CEO must only be RA members but, with the exception of CEO, may also be elected directors.

The RA Board of Directors meets on a regular basis to establish policies and procedures for the Association, determine long-range mission and goals, and see that the overall organizational goals of Reston Association are accomplished. Board meetings normally take place at 6:00 pm on the fourth Thursday of each month, except August. Special meetings may be called in addition to regular meetings by the president or at the request of any two directors.

Board meetings normally take place at RA Headquarters and can vary in length based on the number and complexity of agenda items as well as the number of members giving comment. Board Meetings are video-recorded and live-streamed via Reston Association’s YouTube channel. Archives of recorded board meetings can also be viewed through RA’s YouTube channel.

To view the materials referenced by the board in any meeting, please visit www.reston.org and navigate to Inside RA > Governance > Board of Directors > 2014 Board Meeting Agenda Packets. On the same web page, related meeting minutes and video recordings are available. Additionally, one hard copy of each meeting’s materials is available for common review at the sign-in table for each meeting.

Directors are employed elsewhere during the day and are not normally available to meet at RA Headquarters during regular business hours. However, questions and correspondence for the board can either be emailed directly to [email protected] or be directed to the Board & Committee Liaison (or other Staff as appropriate).
