MISSIONTheNavalCommandCollegewasfoundedin1956bytheChiefofNavalOperationsADMArleighBurke.HisvisionwastogatherseniorNavalOfficersfromaroundtheworldtostudyandlearnfromeachother;notonlyaboutthenavalprofession,butalsoaboutthecultureandcharacteristicsofeachother’scountries.HismissionstatementdecreesthatNCC:- enablespeciallyselectedseniorinternationalnavalofficers

Ourobjectiveisclearandsimple—ensureeachmemberofNCC2017fostersknowledge,friendshipsandcooperationamongourservices.Inordertoaccomplishthismission,NCC2017muststudy,interact,cooperate,andactivelyparticipate.Eachofyoumustusethetrustedcommonbondthatexistsamongnavalofficersworldwideandapplyittoworktogetherasaclass.ItiscriticalthateverymemberofNCC2017istotallycommittedtotheaccomplishmentofthismission.Eachofficer’scontributionandactiveparticipationisequallyimportant.TherearenoinsignificantinputsorperspectivesintheNCCandtheU.S.NavalWarCollege(NWC).TheabilityofNCC2017toincreasecooperationamongallournaviesdependstotallyonthecombinedperformanceandactiveparticipationofeachmemberofyourclass.EachofficerplaysanimportantroleandwilldirectlyaffecttheabilityforNCC2017toachievethecollege’sgoals.

GOALSToaccomplishourmissioneachmemberofNCC2017mustaimtoachievethefollowingacademic,FieldStudiesProgram(FSP)andcooperationgoals:• Eliminatebarriers,buildworkingrelationships,andshareunique

perspectiveswithNCCclassmatesandotherU.S.studentsandNWCfacultyinclassroom,athletic,cultural,andsocialoccasions.Thiswillfacilitatethedevelopmentoffellowshipsintolong-lastingfriendships

intheNCC,NWCandcontinueintheNCCalumnicommunity.• Developjointwar-fightingoperationalplans,identifytheater-

strategicandoperationallevelobjectivesandselect,allocateandtaskmilitaryforcesacrossthespectrumofconflict;athighlevelofuncertaintythroughcasestudies,groupexercisesandwrittenexercises.

• Analyzecomplexjointoperationalissuesclearlyandeffectively,bothorallyandinwriting.

• Enhancetheabilitytochoosewiselyamongcompetingmilitarystrategies,integratethesedecisionsintocomprehensiveplansofaction,andimplementtheplansofactionthrougheffectiveleadershipofmilitaryforces;allwithintheconstraintsofavailablenationalresources

communication.Thiswillbeusedinboththeshortandlongtermtoprovideschedules,updates,andotherinformation.ManyimportantdocumentswillbepostedontheNCCGoogleDrivetoreduceemailtraffic.TheNCCStaffmaintainsseveralinformationalboardsoutsidetheWardroom(Luce-206)thatcontainitemssuchasFSPinformation,academicinformation,local/NewEnglandareainformation,andothergeneralitemsofinterest.Additionally,therearemailboxesforeachofficerinLuce-220wherethecopymachineislocated.ThedailyschedulewillalwaysbedisplayedontheTVmonitoroutsidetheNCCDirector’soffice.Thiswilldisplaythemostcurrentinformation.ClassOfficers. EarlyintheacademicyearyouwillbeaskedtovoteasaclasstoelectaClassPresident,VicePresident,Treasurer,Secretary,SocialCommitteeChairman,AthleticRepresentative,andPhotographer.ClassOfficerdescriptionsarelistedbelow.TheClassmayelectadditionalclassofficersifdesired.Noneofthesejobsareparticularlydifficult,buttheywillrequirevaryingamountsoftimetoperform.Allofficersareexpectedtoparticipateinsomeform,eitherasaprimaryclassofficer,assistantclassofficerormemberofasocialcommittee.• President.ActsasClassLeaderandofficialspokesmanfor

• Treasurer.MaintainsaccountingofNCCWardroomfund,collectsclass“Dues,”payscoffeemessbill,officialbillsandpresents“TreasurerReports”totheclass.

• SocialChairmanandEventCoordinators.Actasclassrepresentativesforplanningandorganizingvariousculturaleventprogramsthroughouttheyear.TheChairmanmaintains

overallsituationalawarenesswhiletheeventcoordinatorsfocusoneachindividualeventwithassistancefromclassvolunteers.

• WineCaterer.MaintainstheWardroom“liquorlocker”forFSPHospitalitySuitesandlocaleventsincoordinationwiththeNCCstaff.

• ClassPhotographerandAssistant.Recordsmemorableeventsduringtheclassyear.Coordinatescopyingofphotosforinterestedclassmates,maintainsphotoalbums.

• AthleticCoordinator.Arrangesandcoordinatesallathleticactivitiesfortheclass(softball,soccer,basketball,volleyball,funruns,etc.),includingNWCPresident’sCupevents.

EntryintotheNavalWarCollege. AnytimeyouareintheNWCyoumustwearyourNWCbadge.YoumustuseyourNWCbadgetounlockthemagneticdoorstoenterandexitthebuildings.YourfamilyiswelcometovisittheNCCWardroomandyouroffice;however,theymustbeescortedbyyouatalltimes.TheonlyexceptiontothisiswhenspousesareattendingtheNCCsponsoredEnglishClassorthe“SpouseintheSpotlight”sessions.Theymustweartheir“NCCEnglishasaSecondLanguage”(ESL)badgeatalltimes.Childrenmustalwaysbeescortedbytheirparents.YoumayalsohaverequestsfromofficersfromyourcountryorNCCalumnitovisittheNCCinanunofficialcapacity.Theserequestsarenormallygranted,butadvancecoordinationisneeded.Wecannotrespondtosamedayrequests.PleasecoordinatethesevisitsthroughtheDirector’sofficeortheInternationalMilitaryStudentOfficer(IMSO).GuestsandVisitors .AnyguestorvisitoroftheU.S.NavalWarCollegeorNavalCommandCollegeshouldbetreatedasthoughtheywereofficialguestsofthePresidentoftheNavalWarCollegeoryourownpersonalguests.TheyshouldbeaffordedeverycourtesyandshouldbemadetofeelwelcomeintheNavalCommandCollege.Treatallvisitorsasyouwouldwanttobetreatedifyouwerevisitinganothercommand.Courtesyandthoughtfulnesscostnothing,butcanprovideenormousdividends—andhavealargeimpactonthereputationofNCC

POLICIESThefollowingpoliciescontainwhatIexpectfromeverymemberofNCC2017,andwhatyoucanexpectfromtheNCCstaffandmetoenableyoutoachieveyourgoals.EqualOpportunityandCommandClimate. Ourmilitariescannotmaintainthebestfightingforcesintheworld,andlikewisetheNCCandNWCcannotprovidearigoroustopqualityeducation,ifwefailtotreateveryindividualwithequaldignityandrespect.TheNCCwillnottolerateanyactivityorbehaviorthatundermineshumandignity,respectandhonoroftheindividual.Thismeanswemustbeintolerantofracism,brutality,sexualharassment,orabuse.Leave. AllleavemustbeapprovedbyyourEmbassyinwritingorincludedinyourIndividualTravelOrders(ITO).SecurityRestrictionsandClassifiedMaterial .Securityissomethingthatshouldbeaddressedopenlyandhonestly.UnitedStatesfederallawprohibitsU.S.personnelfromdiscussingwithyou,orissuingtoyou,materialthatisclassified.TheNWCcourseisdesignedtominimizetheuseofclassified
