Next year the Jewish Community Foundation will be celebrating its fiftieth anniversary! We will be honoring the women and men who through their dedication and hard work have helped ensure the vitality of Montreal’s Jewish community. One such person is the late Arthur Pascal, who, together with other founders of the JCF understood the importance of planning and securing the future. The JCF was established with the idea of creating an emergency fund to respond in the event of an adverse situation.

Today, 49 years later, I am in awe of their foresight. As Frankl suggested in his profound words, in the space of COVID-19, an unimaginable global pandemic, the JCF had the power to choose our response based on our mission and our financial strength. In March, as the lockdown measures took hold, thanks to our emergency reserve fund capitalized over many years, we were uniquely positioned to choose our response. We immediately approved $1.5 million towards relief efforts facilitating and convening an integrated response to Montreal’s emergency needs.

We were able to convene a Community response in partnership with Federation CJA including food relief to isolated seniors and newly vulnerable families. We joined forces with the Hebrew Free Loan Association of Montreal, to offer interest-free loans to small businesses who were impacted by the pandemic and who did not qualify for the government backed loan program. We also funded 15 Jewish day camps to help subsidize fees, operate safely in smaller groups and enabled them to purchase the necessary personal protective equipment.

Together with Federation CJA, we funded COVID relief grants to several aid organizations including MADA, the

Family Store, Tomche Shabbos, the Chessed Fund, just to name a few. We also understood that we had the power to respond to the broader community and we quickly authorized emergency funding to Centraide and La Fondation du Grand Montreal, who were organizing food and shelter relief for our fellow Montrealers and Quebecers.

I believe that our response to the novel coronavirus thus far would have made our founders proud. Their vision, five decades old, foresaw the need for a rainy-day fund and thanks to them we were able to not only respond to the crisis but will have the ability to plan for a recovery that will keep our community strong.

I wish to thank Kathy Assayag on behalf of the JCF board and the community at large. Kathy’s leadership and perspective garnered numerous requests to sit at so many tables where her skills and broad networks could mobilize resources with focus, determination and compassion. I also owe a debt of gratitude to the staff of the JCF who continued to punch well above their weight in order to ensure we could respond to our generous donors in facilitating their personal philanthropy at this critical time. I thank the Executive and Board of Directors for their leadership and support over the course of the year and particularly in the past 6 months during the pandemic.

The pandemic will continue to create pressures and challenges on our beloved Community. The JCF will stand strong in our response as we must ensure the future of our Community and allow for the next generation to nurture the freedoms we have enjoyed living in such a storied Community. In our response, as Frankl said, we will secure the growth and freedom for those here and abroad who will need our collective help now more than ever.

Between stimulus and response there is a space. In that space is our power to choose our response. In our response lies our growth and our freedom.

For the past seven years, I have had the privilege of leading the Jewish Community Foundation. For each of those years, as I prepared to address our valued fund holders in our annual report, I would choose a word in Hebrew to highlight a particular thought. These words, deeply meaningful to me, were relevant to our work in promoting philanthropy and reflected the experience of that year.

As I contemplated the events of the past six months, I pondered on what word I could possibly use to describe what we are currently going through. Amidst the COVID-19 pandemic, we have been challenged in ways previously unimaginable. We all encountered unforeseen adversities of, at times, existential proportions. Upon reflection, the word that came to mind was resilience. One of the possible corresponding words in Hebrew is ‘Amidut’, meaning to stand-up, to recover, to stay strong.

What is it that makes us resilient and enables us to surmount difficulties? The answer is purpose, whether it is through our work, being there for our loved ones, or by supporting our community. In other words, finding purpose by looking beyond ourselves and serving others.

Nowhere is that concept better reflected than by giving tzedakah. This act of social justice is demonstrated

through the generosity of our valued fundholders who in the past year, collectively distributed over $114 million to diverse charities and programs. It has been humbling to witness the determination of our donors who acted so decisively during this time of uncertainty.

It has also been inspiring to witness the commitment of the members of the JCF professional team who despite working remotely, juggling kids at home, or taking care of parents – have continued to dedicate themselves to serve our clients. I want to thank Joelle Mamane for taking care of the business side of our operation so effectively and express gratitude to Bobby Kleinman for the wisdom and experience he so generously shares.

Finally, a word of thanks to Danny Ritter, our President who has been a source of formidable support to me. I am grateful for the important discussions we had aimed at deciding how best we could respond to the crisis. Under his leadership and with the support of our Board members we deployed an emergency fund that did and will continue to do a lot of good. At the core of our board members’ purpose is the will and ability to make a difference, based on a deep and true sense of care for others.

As the COVID-19 pandemic is far from being resolved, we will need resilience and endurance to continue to meet the many challenges ahead.

With this, I wish to express my gratitude to our fundholders and colleagues, who together, make miracles happen at times that matter most.

COVID-19 CRISIS RELIEF

At the very start of the pandemic the Jewish Community Foundation of Montreal

deployed its emergency fund to respond to people in need. Relief efforts were done

in partnership with Federation CJA and have been primarily focused on food relief,

support to isolated seniors, providing safe day-camp experiences, as well as a small

business loan program. The JCF has committed $1,500,000 towards relief efforts thus

far. Our ability to do so is made possible by the fees we charge our clients, as well

as accumulated investment earnings, which over time helped us build a reserve for

emergency purposes. We thank our fundholders for making this possible and pledge

to continue to do everything we can to help people recover from the crisis.

The JCF has grown significantly in assets under management but we believe the best performance indicator is the amount of money we grant to the charitable sector. For the year ending March 31, 2020, we granted almost $114 million to charities and to charitable programs that support education, healthcare, poverty relief, social service as well as arts and culture.

Our goal is to reach more families, and help them structure their giving in such a way that everything is centralized in one place. Last year we reached a new record of 2,465 fundholders, an increase of 192 over the previous year.

The JCF prides itself in supporting the charitable sector at large. One of the performance measures we look at are the number of Registered Canadian Charities receiving grants from the JCF, as well as the number of charitable programs the JCF runs directly. Consistently from year-to-year our reach has grown and now stands at over 1,100 grant recipients.

For the year ended March 31, 2020, the Jewish Community Foundation of Montreal’s pooled fund had a return of -2.2%. The average annualized return for the past ten years has been 6.3%.

For most of 2019, the global economy performed well even amid trade tensions between the US and China. Both countries agreed to a trade deal, which brought some stability. This economic stability came to a halt in early 2020, as coronavirus cases spread quickly around the world. By early March, COVID-19 was declared a global pandemic by the World Health Organization. Global economic activity soon grounded to a halt as businesses closed, global supply chains were disrupted and consumer spending was curtailed. In response, financial markets responded with huge drops in equities, a rise in credit spreads and a flight to the safety of government bonds.

From a capital markets perspective, Canadian equities were significantly negatively affected by the pandemic, losing 20.9% in Q1 of 2020. Overall, the S&P/TSX Composite Index returned -14.2% for the JCF’s fiscal year. The decline was driven in large part by the weakness within the Energy and Financials sectors. The economic impact of COVID-19, coupled with a price war between Saudi Arabia and Russia, sent crude oil prices plummeting by 67%.

On a global basis, it was much of the same as the impact from COVID-19 was felt across the world. The decline during Q1 2020 was consistent with that seen during past average recessions. The MSCI World (Net) Index posted a -4.5% return in Canadian dollars during the fiscal year, led by the US market, while Emerging markets returned -12.3% for the same period.

Equities in developed markets recovered a portion of their losses in the last few days of March. However, by quarter-end, most markets were still down sharply from their February highs. The Canadian bond market posted positive gains for the year, with the FTSE Canada Universe Bond Index returning 4.5%. The rapid spread

of COVID-19 prompted a rally in developed government bonds in CY Q1 2020. However, credit suffered as credit spreads widened.

Private market investments saw mixed performance during the year, with large amounts of capital put to work by global investors. In 2019, private equity saw a record year for fundraising, backed by some megadeals in the US. Investment activity in this asset class was subdued in early 2020 due to COVID-19, with declining valuations across different sectors and regions. Infrastructure and Real Estate markets’ fundraising momentum continued, with Q4 2019 being the strongest quarter of the year. In Real Estate, distressed buying opportunities have arisen in Europe, while vacancy rates remain low in North America, however the impact of COVID-19 is not yet fully reflected on asset valuations. Private debt fundraising declined sharply in 2019 and 2020 given the potential for increasing payment defaults with lower recovery rates. The majority of capital raised in Natural Resources was in energy, since US oil production was at an all-time high in 2019. However, in early 2020 prices were affected by declining demand and the Saudi Arabia/Russia dispute.

For the fiscal year, the JCF private equity portfolio returned 7.2% (USD), global real estate -0.5% (USD) and timber, agriculture, infrastructure and natural Resources -9.8% (USD). The heavy exposure to natural resources in the latter category drove the negative performance.

Hedge funds were up 2.9% for the fiscal year (USD) providing very good diversifying performance compared to equity markets This performance is not necessarily surprising given the portfolio’s risk-reducing mandate and the volatile nature of market returns, more specifically at the start of 2020.

ASSETALLOCATIONThe JCF has a long-term outlook and its investment policies seek to generate average returns that will support the programs funded by our donors. The investment policies and philosophy are set by the Investment Committee – primarily to invest for the long-term, to use a multi-manager approach, to diversify the portfolio by investing in an array of asset classes, and to have an allocation to hedged investment strategies with the goal of smoothing the Fund’s return volatility over time. The Fund uses a currency hedging policy approved by the Investment Committee with the aim of mainly reducing negative effects of currency fluctuations while attempting to benefit from positive fluctuations. The hedging of USD exposure will be adjusted quarterly in light of the perceived value of the USD/CAD exchange rates vs the purchasing power parity published by the OECD.

Over the fiscal year, CAD depreciated -6.2% (the worst quarter being CY Q120) against USD. The Canadian dollar decline was driven by a combination of USD strength and declining oil prices during a major part of the year. As the pandemic hit, the USD strengthened as investors shifted heavily into USD for security and stability. In an environment where CAD depreciates, static currency hedges would subtract from the portfolio’s returns. JCF’s flexible currency hedging policy resulted in a positive outcome. The unhedged return would have been -2.6% while the actual portfolio return was -2.2%.

RECENT PAST RECIPIENTS

Harvey Levenson, 2019 recipient of the Jewish Community Foundation’s Person of the Year Award, is a committed and active philanthropist who has dedicated his life to bettering our community. His volunteering started early back in the 1960s when he was at McGill and served as Chair of the University’s Red Feather Campaign, now known as Centraide, of which he remains an active supporter to this day. Harvey soon turned his attention to our community and in the mid-70s and 80s was involved with Young Leadership positions in Combined Jewish Appeal, becoming General Campaign Chairman in 1994. Harvey served as President of The Jewish Community Foundation from 1996-1998 where one of the important highlights of his tenure was to increase the assets of this foundation in that period of time substantially. Since 2006, Harvey has been deeply involved with the Jewish General Hospital. He was elected to the Foundation Board of Directors in 2010, co-chaired The Weekend to End Women’s Cancers in 2008, and for the past ten years has co-chaired the Power to Heal Campaign, the most ambitious campaign in the hospital’s history. These are merely some of Harvey’s many accomplishments, all this while building and sustaining Commonwealth Home Fashions, a multinational business that is a Montreal and Canadian success story. Harvey personifies what is best about our community. We are grateful that he is always ready to step up to the plate, lend a hand without fanfare, and lead by example.

The moment the Life and Legacy Project was announced I was all in. Finally a great opportunity to allow Shaare Zedek Congregation to continue being the warm, inviting Shul it has been for the past 70 years. The Life and Legacy Project encourages people to leave a legacy to the organization that has nourished them through good times and sad times.

Thank you to the Jewish Community Foundation for their foresight in bringing this project to Montreal.

I have been fortunate to be a proud member of the Talmud Torah | Herzliah family for over four decades. This community nurtured me as a student, welcomed me as a parent and inspired me as an adult. Connection to this community was the impetus for me to take on leadership roles in Jewish education. It was this model that my three children were part of and it is this model that they emulate to this day. I made a LIFE & LEGACY promise to my beloved school to ensure that my grandchildren and great grand children will benefit from the same education, love of Judaism and commitment to the Montreal Jewish Community that I and my children received. I have always believed that Jewish education is the strongest determining factor in ensuring Jewish identity, Jewish communal engagement and Jewish philanthropy among Jewish teens and young adults.

Thanks to the generous support of donors, the JCF has a special envelope available to award annual grants for innovative programs which will have maximum impact on the local Montreal Jewish community. The JCF invites applications for a Nova Grant from any local non-profit Jewish communal organizations and institutions as well as Federation CJA (FCJA) and its affiliated organizations. Nova Grants are designated for programs that have a specific focus within the following three thematic areas:

The Jewish Community Foundation’s Nova Grants provides seed money for initiatives that can have a measurable impact on the vitality of our Jewish community. These grants are allocated to support the vulnerable, promote Jewish identity and culture and provide support for institutional strengthening. The goal is to encourage community institutions to experiment and to test new or innovative approaches to meeting critical or emerging needs.

Last year, the first round of Nova grants provided funding for 16 programs:

Zera Café and Catering is a not for profit social enterprise catering service that

employs and trains young adults with developmental disabilities including autism

to work in kitchens.

Zera Café was still in the planning stages when we applied for a Nova Grant in

August 2019. It’s thanks to this grant that we were able to get started. We built

a website, tested recipes and processes, and now, we are selling ready to eat

modern Israeli meals to the public. We have hired our first two employees, work

with fantastic volunteers who serve as job coaches and kitchen helpers, and we

expect to continue to grow and hire even more employees. Zera will empower

young adults of all abilities to get out, enjoy social interactions, work hard and

learn valuable skills that are transferable to everyday life and other employment

and also gain financial independence. This is all thanks to having been given a

chance to get started from the JCF.
