Qualifications Requires a Bachelor’s Degree from an accredited four-year college or university and five (5) years progressively responsible work in the correctional field, including three (3) years in a responsible administrative or supervisory position; or an equivalent combination of qualifying education and experience. Possession of a valid state-issued driver’s license in accordance with City of KCMO policies is also required.

Compensation and BenefitsThe salary for the Administrator of Corrections is from $105,750 to $123,144 annually. Placement within the salary range will be determined by candidate’s qualifications and experience as deemed appropriate by the City Manager. The City may also negotiate relocation assistance with the successful candidate.

The City offers an excellent benefits package that includes thefollowing: • Defined Benefit Retirement Plan: Employees become

members of the Kansas City, Missouri Employees’ RetirementSystem on the first day of employment. Employee pre-taxcontributions of 5% of regular salary will be withheld from eachpaycheck. The City also contributes to the pension plan, whichrewards long-term service. Specific benefits payable is determinedby start date, length of service, and final average compensation.

• Deferred Compensation Plan: Employees have the option tovoluntarily participate in the City’s 457 tax-qualified program.

• Health/Dental/Vision Coverage: Employees and theirqualified dependents are eligible for insurance coverage on thefirst of the month following a full month of qualified service. Thereis a choice of eight (8) medical plans: three (3) HMOs, one (1)PPO, two (2) EPO plans and two (2) High Deductible plans. The

City offers a choice of two (2) voluntary dental plans. One plan is a DMO and the other is an indemnity plan. For Vision, the City provides a free discount plan in addition to an employee-paid insurance plan.

• Life Insurance: The City provides one times the employee’s baseannual salary, rounded to the highest $1000, in term life insurance coverage at no charge to the employee. Supplemental Life andDependent Life Insurance is also available.

• Disability Coverage: City-paid Long-Term Disability coverage.Additionally, Short-Term Disability coverage is available.

• Holidays: Ten (10) paid holidays per year.• Sick Leave: Four point four (4.4) hours of sick leave per pay

period, accruing up to a maximum of 3,000 hours.• Vacation: One (1) week paid vacation after six (6) months of

service, two (2) weeks paid vacation after one (1) year of service with accrual increasing thereafter with years of service (460 hours maximum accrual). Challenges and OpportunitiesPrior to a multi-year contract expiring on June 25, 2019, Kansas City kept its pre-trial detainees and inmates at the Jackson County Detention Center. The City initially contracted with Vernon County, Johnson County, and the Heartland Center for Behavioral Change to house its pre-trial detainees and inmates as the Administration and City Council explored options for a permanent solution on a regional basis. This transition was not without a few publicized incidents, and as a result, the City has renegotiated an agreement with Jackson County and is drawing down all of its detainees at the Heartland Center. The City Council has directed the interim City Manager to complete a needs assessment and present short- and long-term options in January, to include funding for a new City Jail.

Top priorities for the Administrator of Corrections will include:• Managing the existing three contracts with Vernon County, Johnson County, and Jackson

County (total cost $5.4 million) for 150 to 250 pre-trial detainees and sentenced inmates.• Using the results of the needs assessment to determine the requirements for a new jail

facility. Helping build support for the location and construction of the new jail among Cityand Community stakeholders.

• Supervising the design and construction phases.• In coordination with other City Departments, developing a recommended budget and

structure for the City Corrections Department.• Leading the recruitment, selection, and training of sworn and non-sworn personnel.• Planning the development for a 25 to 50 bed Reentry Facility to transition inmates back

into the community in a minimum-security setting with programs to reduce recidivism.

The PositionThe Administrator of Corrections is a new position responsible for planning, implementing, coordinating and the overall management and administration of a correctional program/institution. Work also involves responsibility for providing constructive services within a framework of adequate custodial measures as well as the formulation of correctional policies and procedures in keeping with modern penology concepts and departmental standards and policies.

The Administrator of Corrections reports directly to the City Manager and, on a daily basis, works in close cooperation with the Courts Administrator, Chief of Police, and elected Judiciary.

Key functional areas of responsibilities include:• Assisting in the development of policies and procedures which govern the administration

and operation of the correctional program/institution.• Directing through subordinates, the custodial and treatment programs of the correctional

program/institution including security measures, housing, feeding, clothing, medical,religious, recreational, educational, social service, and work activities.

• Directing and participating in the recruitment, selection, training, retention, promotion, ordismissal of correctional program/institution personnel.

• Maintaining population control over detainees and sentenced municipal offenders.• Facilitating with Municipal Court, Kansas City Police Department, and City Manager’s

Office through a City Justice Program Coordination Committee.• Collaborating with social service and behavioral health organizations for programming

for inmates.

• Overseeing incarceration alternatives anddeveloping plans with the coordination ofthe Municipal Court.
