Research Grants Bylaws

INTRODUCTION One of the major goals of Prince Sultan University is the promotion of academic research in the applied, technical, and theoretical domains of knowledge. To that end, the University encourages faculty members, lecturers, teaching assistants and students to utilize its facilities of laboratories and libraries to conduct research in their areas of interest. Moreover, the University provides funding for some research per its rules and regulations and encourages forming specialized discipline-specific research teams on topics deemed of academic and practical significance. Faculty members may also apply for funding for their research from external sources.

This document, the Research Funding Bylaws at Prince Sultan University, has been drafted in the light of the Uniform Rules for Academic Research in Saudi Universities and the experiences of many Saudi, Arab and international universities and research centers in order to standardize funding of research projects at the University. The Research Funding Bylaws at Prince Sultan University was approved by the University Council at its seventh session in the first semester of the academic year 1432/1433 held on 02/08/1433 H (01/02/2012 AD). Major amendments to the bylaws were later approved by the University Council on 11/07/1436 H (30/04/2015), and on 26/08/1437H (02/06/2016).

The Research Funding Bylaws at Prince Sultan University include a list of general definitions of many of the relevant terms, the regulations and procedures of funding these projects. This document further includes information about application for funding and the follow-up procedures on the progress of projects.

Article (I) All terms shall have the meanings hereunder assigned to them unless the context specifies otherwise:

University: Prince Sultan University, located in Riyadh, Kingdom of Saudi Arabia

RIC: The Research and Initiatives Center at Prince Sultan University

RICC: Research and Initiatives Center Committee

CRC: College Research Committee

The University-Funded Research Project: An academic output, per established academic principles, carried out by a faculty member, individually or in collaboration with others, to serve one or more of the academic disciplines of interest to the University. The research may be an applied study made to obtain results to corroborate previous research to enrich the academic field or a theoretical study manifested in research.

CRD: College Research Director

Principal Investigator: A faculty member of the University who heads the research team and assumes the responsibility for conducting the project and spending from its budget.

Co-Investigator: A faculty member, or an expert, who works with others on the research project.

Research Assistant: a bachelor degree holder, or a current Programmer, graduate student at PSU or a Master degree holder to be working in the lab in the relevant research related areas for a given college.

Other Assistant: A lecturer, teaching assistant, technician, graduate student, or undergraduate student who participates in the completion of the research project, and his/her name shall not be included as an author of the project.

Consultant: An expert nominated by the Principal Investigator as a consultant to the research project.

Reviewer: An expert assigned to review the proposed or completed research project.

Article (II) Research conducted at the University aims to contribute to the knowledge across disciplines. More specifically, this research endeavors to:

2.1- Conduct studies and research commissioned by governmental or private bodies to generate academic and practical solutions to challenges;

2.2- Transfer modern technology, localize it, and participate in its development and adaptation;

2.3- Link academic research to the objectives of the University, its research priorities, and its plans for development;

2.4- Foster a generation of distinguished researchers able to conduct quality original research, through involving graduate students, teaching assistants, lecturers, and research assistants in academic research; and

2.5- Improve the quality of undergraduate and postgraduate studies.

Article (III) Researchers, both faculty members and students, are encouraged to conduct original and innovative research that contributes to the enrichment of specialized knowledge and serves the community. To this end, the University does the following:

3.1- Supports researchers in publishing their research in local and international venues and provides the means for academic documentation to facilitate the mission of the researchers;

3.2- Collaborates with academic and research bodies in- and outside the kingdom though encouraging joint 3.1 research and exchanging knowledge and expertise;

3.3- Seeks venues and channels to encourage individuals and institutions to support and fund research projects to achieve the mission of the University;

3.4- Provides up-to-date technological channels and latest publications including periodicals and books; and

3.5- Seeks communication channels with experts in the industrial and commercial fields to evaluate the commercializable projects.

Article (IV) The Rector of the University, in coordination with the RIC Director, may commission some research for special purposes. A report of said commissions shall be presented to the University Council at the end of each academic year.

Article (V) (General Funding Rules) 5.1- Research projects shall be funded from the approved research budget of the

University, from the support provided by governmental, private and non-profit bodies, or from any of the sources of self-funding available to the University.

5.2- The Principal Investigator shall be an employee of the University at the time of signing the funding contract.

5.3- The topic of the research project requested for fund must be characterized by novelty and originality and from the field of specialty of the Principal Investigator.

5.3. Executive Rule:

5.3.1- Applying for funding for a project previously done by the researcher or any other is not allowed. It is not allowed to apply for funding research that is based on a book or graduate thesis by the researcher or any other.

5.3.2- Should it be later discovered that the researcher had applied for funding for previously done research or one based on a book or graduate thesis by said researcher or any other, funding shall be revoked for the said research and the researcher shall be denied funding for at least one year.

5.4- A group of co-investigators, consultants or assistant researchers from outside the university may participate in the research project.

5.4. Executive Rule:

5.4.1- Co-investigators from outside the University may be involved in a university-funded project, to a maximum of 50% of the total number of participants in that project.

5.4.2- The Principal Investigator must define the functions of each participant.

5.5- The maximum allocated funds for small-scale projects are thirty thousand (30.000) SR.

5.5. Executive Rule:

5.5.1- Faculty members with a master degree or above may apply for these projects as a Principal Investigator.

5.5.3- The specified fund for the project includes the expenses of materials, equipment and the remuneration of assistant researchers and consultants.

5.5.3- The project duration shall not be less than 6 months and shall not exceed 12 months.

5.5.4- The minimum expected outcomes of research projects are publishing one scientific paper in ISI or Scopus databases, excluding Emerging Sources Citations Index journal. Publishing in the proceedings of refereed conferences is not accepted.

5.6- The maximum allocated funds for large-scale projects are three hundred thousand (300,000) SR. Large scale projects are to be submitted through the colleges’ research labs, and based on the college research themes.

5.6. Executive Rule:

5.6.1- The Principal Investigator shall be a PhD holder.

5.6.2- The specified fund for the project includes the expenses of materials, equipment and the remuneration of assistant researchers and consultants.

5.6.3- The project duration shall not be less than 12 months and shall not exceed 24 months.

5.6.4- The minimum expected outcomes of research projects are publishing two scientific papers in ISI or Scopus databases, excluding Emerging Sources Citations Index journal. Publishing in the proceedings of refereed conferences is not accepted.

5.7- The Principal Investigator and any member of the research project affiliated to the university must state his affiliation as a faculty member with Prince Sultan University in any publication resulting from the project.

5.8- All researchers of the funded project shall acknowledge the fund they received from the university in any product of the project whether scientific papers or any other product, and shall adhere to the following wording literally in the thanking phrase:

“This work was supported by the research grants [name]; Prince Sultan University; Saudi Arabia [grant number xxx]””

5.8. Executive Rule:

5.8.1- Should a faculty member apply, as a principal investigator for funding a second large scale research project, he/she shall have completed the requirements of first university funded project.

5.9- Should the Principal Investigator or the CRC deem the research project confidential, the period of confidentiality of said project shall be specified in writing.

5.10- The cost of materials and equipment must be accurately specified in the project plan. The Principal Investigator shall abide by the cost specified in the research project plan.

5.10.Executive Rule:

5.10.1- The Principal Investigator shall enclose up to three quotes for all materials and equipment of the research project when submitting the research plan.

5.10.2- The College shall not bear any additional costs of the approved budget for the project as a result of difference in currency exchange rate, a change in the equipment prices or any other.

5.11- All equipment and materials used in university-funded research projects are owned by the University. Thus, they all must be returned to the concerned college upon the project completion.

5.12- The Principal Investigator may not apply to another party for funding a research project, fully or partially, that is being funded by the University without the consent of the College Dean, based on CRC recommendation.

5.13- The output of research projects funded by the university shall not include any reference of project funding for the same project to any other funding body without the consent of the College Dean, based on CRC recommendation.

5.14- The output of research projects funded by the university shall not be published under researchers’ names not listed in the approved project plan without obtaining the consent of the College Dean, based on CRC recommendationbefore the end of half of the project duration.

5.15- No major changes shall be made to the type, title, methodology and itemized budget of a project approved for funding. In case a need arises for minor modifications, College Dean, based on CRC recommendation, approval is deemed necessary.

5.16- Should the research project not be completed on time, the CRC may grant the Principal Investigator a one-time extension upon the researcher’s request.

5.16.Executive Rule:

5.16.1-The researcher’s request must be accompanied with justifications for the additional time required to complete the project.

5.16.2- This period must not exceed half the duration of the project.

5.16.3- The extension must not entail any additional financial obligations on the university.

5.17- Should the Principal Investigator stop short of the completion of the research project, he/she shall submit a full financial and scientific report on what has been accomplished and what has been spent from the budget of the project.

5.17Executive Rule:

5.17.1- If case the CRC accepts the excuse of the principal investigator, he/she shall bear the sole responsibility of returning the remaining funds, equipment and materials provided by the University.

5.17.2- If the CRC does not accept the excuse of the principal investigator, he/she shall bear the sole responsibility of returning all funds, equipment and materials provided by the University or compensating the University for their actual value.

5.17.3- The CRC is entitled to delegate the role of the principal investigator to another member of the research team until the completion of that project.

5.18- The Principal Investigator may not relieve any of the research project team members of his/her duties without submitting justification to the CRC. The Principal Investigator may nominate an alternative after obtaining the consent of the College Dean, based on CRC recommendation.

5.19- If a team member wishes to withdraw from a project, he/she must submit an acceptable excuse to the CRC. If the request is accepted, the Principal Investigator may nominate an alternative after obtaining the consent of the College Dean, based on CRC recommendation.

5.20- The College Council reserves the right to annul the project-funding contract should the reviewers’ midway reports show that the Principal Investigator’s lack of adherence to the nuances of the project or its pre-set schedule or should the reviewers’ reports include a low evaluation feedback, or in case the researchers did not meet the minimum expected output of the research project (as stated above in Article 5 of the General Funding Rules).

5.20. Executive Rule:

5.20.1- If the project-funding contract is terminated, the Principal Investigator must return all funds, equipment and materials provided by the University or compensate the University for their actual value.

5.20.2- The researchers relinquish their right to the fees of publication upon cancelling the project.

5.21- Should the college decide to use external reviewers for a given project, then if the reviewers request major modifications to the research project at the final review stage, the researcher is granted an extension to implement the required modifications given that the extension duration does not exceed half the duration of the approved project (the extension in Article 17 of this bylaws added to the extension in the current article) and the project is reviewed once more.

5.22- Applying for funding for any research project that require ethical approvals, such as dealing with human samples or living creatures, a consent of the Research Ethics committee (IRB) much be enclosed with the application.

The Research Ethics committee is an independent body that operates under the umbrella of the office of the Vice Rector for Administrative Affairs and Finance.

5.23- In case the research requires dealing with substances or equipment that might be harmful (such as chemical, radioactive or biological materials) or sensitive samples (extracted from humans or animals), a written consent must be obtained from the RIC in collaboration with CRD for the concerned college before bringing such materials to the campus.

5.24- All intellectual property rights to inventions or discoveries resulting from funded research projects shall be held, in equal shares, by the University and the Principal Investigator, provided that the former bears the cost and procedures of registration. The University may waive its rights to these inventions and discoveries, provided that it does not bear the burden of fees and registration procedures.

5.25- If the research project outcome was commercializable, it shall be evaluated by experts from the field before approving its commercialization.

Article (VI) (Procedure for funding application and project completion)6.1- The College issues a call for research grants applications and specifies the period

of time in which the project proposals are received. Research project proposals shall not be accepted after the end of the specified dates.

6.2- The CRC receives the applications, and do the required review / checks.

6.2. Executive Rule:

The following must be taken into consideration:

6.2.1. Significance of the topic of the proposed project

6.2.2. Appropriateness of the topic of the proposed project with the University’s goals

6.2.3. Originality and novelty of the topic of the proposed project

6.2.4. Language correctness and proper layout

6.2.5. Completeness of the outline of the proposed project

6.2.6. Appropriateness of the proposed requirements for the project

6.3- CRC recommendations will be forwarded to the College Council

College council would have two directions:

Give an approval for small scale projects if granted

Forward the recommendation of the council to RIC Director for large scale projects to be processed at the RICC, and for the small scale projects for non-sufficient research funds at the college level.

6.4- CRC can recommend selecting some external reviewers for a given project from outside the University if it sees necessary based on the nature of the project.

6.4. Executive Rule

The following must be taken into consideration in choosing reviewers:

6.4.1. The appropriateness of their specialization and expertise with the topic of the proposed project.

6.4.2. The diversity of their affiliation and workplace.

6.4.3. The academic rank of the reviewer shall not be less than Associate Professor.

6.4.4. No funding shall be granted to any project that obtains a low reviewer’s feedback.

6.4.5. Priority for funding shall be given to the projects with the highest feedback.

6.5- College Council recommends funding for the large scale projects, determining the appropriate amounts for each project after review, and forwarding its recommendations to the RICC for final approval.

6.6- Three copies of the project proposal approved for funding and three copies of the funding contract, signed by the College Dean, and the Principal Investigator, are distributed each to the College Dean, CRD and the Principal Investigator.

6.7- At the end of the project, the Principal investigator submits a scientific and financial report to the CRC enclosed with original copies of the research project output.

Article (VII) (Publication Fees and the Researchers’ Remuneration)7.1- Amounts due at signing the project’s contract:

The amounts for materials and equipment approved by the College Council for small scale projects or for large scale projects are paid at signing the project’s contract.

7.2- Amounts due after approving the final project by the CRC:

7.2.1- Paying the fees of publication in ISI and Scopus- indexed open access journals, in case the journal can only publish in open access, as per the reimbursement receipts submitted by the lab, and paying the values of patent fees.

7.2.2- Distinguished publication incentives will be paid as per the university publication incentives policy.

7.2.3- The estimated remunerations of the research assistants are estimated at 10.000 riyals per month in the maximum, provided that the remunerations do not exceed in total 5, 000 riyals for small-scale projects and 10,000 riyals for large-scale projects, and the remunerations of the consultant (local or international) do not exceed 20% of the total allowed numeration for the project.

Article (VIII)The College shall bear the remuneration of the research project reviewers. The amount of 1,000 riyals is paid for each reviewer upon reviewing the research project plan or conducting a periodic/ final review.

Article (IX)The updated Research Funding Bylaws at Prince Sultan University shall be in effect as of the date of its approved amendments by the office of the Rector and shall further annul all previous regulations that contradict them.

Article (IIX)The RIC and the RICC shall reserve the right to interpret these regulations.

PreambleBased on the need to promote scientific research at the University and the necessity of achieving strength and excellence in specific research directions, as is the case in other international universities, Prince Sultan University supports the formation of distinguished research labs to conduct and promote quality research in these directions. Therefore, the Research and Initiatives Center proposes the establishment of research labs which will:

• provide a solid infrastructure for genuine applied scientific research in the university,

• Facilitate cooperation in conducting research with local and international research labs, centers, industry and business organizations

• Promote and encourage the commercialization of research conducted at PSU

Improve the educational process through integrating research in the teaching and learning process provide research training opportunities for students.

Article I: Definition of Research Labs, Research Group, Research Assistant and CommercializationA Research Lab is a specialized research unit consisting of groups of researchers who work in teams to conduct quality research in a specific area based on a pre-specified theme. It is expected that all researchers have the capabilities and backgrounds to conduct quality deep research, market and commercialize their findings and publish in high quality journals and conferences.

Research Labs should contribute to the mentoring of junior researchers from graduate and undergraduate students and assists them to gain necessary skills and experience to ensure sustainability. As part of the process, they establish channels of cooperation with its local and international counterparts, and it seeks to attract research grants from outside the university.

The objective of the research lab is to be conducting research with international standards, and to capitalize on faculty members expertise to generate revenue for the University.

The research lab should be on the long run sustainable, productive and financially independent. Also, the research lab should be created with respect to the areas of strength for the colleges. The research lab leader should have the ability to lead and have the required managerial skills. He/she should be a research oriented and highly regarded scholar.

Research labs should have the ability to publish high quality papers and the ability to generate revenue to the University. The labs will be required to submit an annual activity report and will be evaluated in terms of:

1- Number of Journals published (ISI and Scopus)

2- Number of conference papers

3- Number of books

4- Number of professional specialized training

5- Collaboration established with international academic institutions

6- Collaboration established with international industrial institutions

7- Number of citations of last two years papers

8- Evolution of number of citations and h index of researchers

9- The amount of generated money for PSU

Research Group: A group of researchers formally recognized as one work team which conducts research projects in a certain field of inquiry.

Research Assistant: a bachelor degree holder, or a current graduate student at PSU or a Master degree holder to be working in the lab in the relevant research related areas for a given college.

Commercialization: The process of managing or running something mainly for financial advantage which includes introducing a new product or service into commerce.

Article II: General Objectives• Establish solid infrastructure for scientific research through establishing

specialized research laboratories and centers.

• Contribute in establishing a distinguished identity for PSU and participate actively promoting scientific research in PSU through orientation and dissemination of knowledge.

• Promote joint research work by creating an interactive environment between researchers and strengthen ties between them.

• Improve the capabilities of junior researchers, and graduate and undergraduate students, and properly channel their research interests to serve sustainable development.

• Promote the integration of scientific research in the teaching and learning process for graduate and undergraduate students.

Article III: Expected Outcomes3.1. To sustain itself and secure acceptance and renewal, the research lab shall

achieve the following outcomes during the renewable contract period (two years) at the minimum:

3.1.1 Providing (5) research papers published in journals listed in ISI or Scopus databases, excluding Emerging Sources Citations Index. With impact factor for ISI journals not less than 0.5 and/or with Scopus with Q1, Q2 or Q3 journal publications.

3.1.1. Executive Rule

3.1.1.1 These research papers must be in the field of specialization of the lab.

3.1.1. Achieving 50% of the following outcomes:

• Holding research cooperation agreements with other research bodies national and international.

• Attracting internal and/or external research or developmental grants or funds from industry.

• Registering patents.

• Events sponsorship

• Carrying out profitable contractual research with external bodies.

• Creating marketing opportunities (commercialization of research) for the intellectual output of the lab.

• Training and/or consultation and/or provide certification programs

• Publish (5) research papers in journals listed in ISI or Scopus databases, excluding Emerging Sources Citations Index. With impact factor for ISI journals not less than 0.5 and/or with Scopus with Q1, Q2 or Q3 journal publications.

3.1.2. Executive Rule

3.1.2.1. All intellectual property rights of inventions resulting from the projects of the research lab shall be divided such that Prince Sultan University owns 60% and the member (or members) of the research lab who has/have made the invention own 40%, provided that both parties, the university and the faculty member, bear the cost and procedures of the registration of the patents as follows:

3.1.2.1. The faculty member will pay 40% of the cost and the University will be 60 % given that the patent is filed though the United States Patent and Trademark Office (USPTO), the Japanese Patent Office (JPO) or the European Patent Office (EPO).

3.2. If the obligations stated in 3.1 above are not fulfilled by the end of the contract period, the College reserves the right to dissolve the research lab and obligate to return any equipment or unused materials and the remaining funds. In this case, the lab equipment is returned to the College.

Article IV: The Formation and Follow-up of Research Labs4.1. The College issues a call for research lab applications.

4.2. A group of researchers apply to the relevant Department Chair requesting the formation of a given research lab, which will be based on the University research lab criteria. The application will then be submitted to the College Research Committee (CRC) to be studied, and the recommendation of the CRC will be forwarded to the College Council which will forward it to the Research and Initiatives Center Committee (RICC) with a recommendation thereon.

4.2. Executive Rule

4.2.1 It is highly recommended that the lab includes researchers, faculty members or graduate students from other university or other research centers, while considering that their number must not exceed 50% of the total members of the research lab.

4.2.2 The research lab must include graduate students from PSU of from national or international university from the disciplines that offer graduate programs at the university, or PSU undergraduate students from the disciplines that do not offer graduate programs to work as research assistants.

4.2.3 A researcher can be a member of more than research lab, based on his capabilities but cannot be a leader for more than one research lab.

4.2.4 New members can be added and any member who does not participate in the lab activities can be excluded. Excluding or adding of members is carried out by a recommendation from the lab leader and the rest of the members provided giving the necessary justification with the consent of the College Research Director (CRD).

4.2.5 If a member wishes to withdraw from a research lab, he/she should submit a request to the leader of the lab accompanied by an acceptable excuse. The leader forwards his/her request to the College Research Director (CRD) accompanied by a suggested substitute for that member, subject to Article 4.2 and Executive Rule 4.2.

4.2.6 Research lab must have at least 4 researchers and at least one research assistant

4.3. The research labs submit their work plan, a list of the equipment, materials, and needs required to establish the lab, and the proposed budget to start research work to the College Research Director (CRD).

4.4. The College Research Committee (CRC) examines the application in terms of its fulfillment of all terms. The committee assesses the feasibility of the application scientifically and financially with accordance to the university research lab criteria.

4.4. Executive Rule

4.4.1 Approving the establishment of a research lab depends on the research and financial priorities for the university, and the national and international research priorities.

4.4.2 Assessing the Feasibility of the Research Lab:

4.4.2.1 The Research and Initiative Committee (RICC) may review the criteria for establishing a research lab in addition to the budgets required to establish a research lab and may request their modifications.

4.5. The College Research Committee (CRC) submits its recommendations to College Council which forwards the recommendations in turn to the Research and Initiatives Committee (RICC) in order to approve the establishment of the research lab and the start-up fund necessary to cover the costs of the equipment, materials, and needs required to create the infrastructure for the research of the lab, and then forwarding the recommendations to the University Rector for approval, which in turn, the Rector will presented to ERC.

4.6. Based on the University mentioned criteria, the lab leader is appointed for two years by the Rector, subject to renewal, based on the nomination of the members of the research lab and the recommendation of the College Research Committee (CRC), to which the research lab is affiliated.

4.6. Executive Rule

4.6.1 The research lab leader must fulfill the following conditions:

4.6.1.1 His/her academic rank must not be less than Associate Professor, with a good research record.

4.6.1.2 He/she must have previously published at least two research papers in journals listed in ISI or Scopus databases during the past two years before applying for forming the research lab.

4.6.1.3 He/She must have attracted research grants, worked as PI in funded research projects, has the ability to bring funds from industry, training, patents, commercialization, and other activities, has the ability to establish research collaborations with international institutions, and has the experience of supervising Master and/or PhD students.

4.6.2 Changing the leader of a research lab:

4.6.2.1 If a research lab leader leaves the university, a substitute will be appointed by the nomination of two-thirds of the research lab’s members, upon the recommendation of the concerned College Research Committee (CRC), and the consent of the College Dean.

4.6.2.2 The research lab leader can also be relieved of his/her post at any time if two-thirds of the members agreed on that, and a new leader is suggested upon the recommendation of the concerned College Research Committee (CRC), and the consent of the College Dean.

4.7. The research lab leaders are informed of the decisions of the University Rector by the College Research Director (CRD) through the Director of the Research and Initiative Center (RIC).

4.8. The research lab is registered for two years, subject to renewal.

4.9. The research lab leader signs the contract with the College Dean. The two years are calculated starting from the date of contract signature.

4.10. As a first step to establish a sustainable institutional infrastructure for research work within the purview of the research lab, the main office of the research lab is established at the college.

4.11. After signing the establishment contract, the research lab announces its research activities through designing a special logo and creating a website

on the college and PSU website. The research lab may contact external bodies to attract grants, provided that the lab obtains a written consent from the College Dean.

4.12. The research lab administratively follows the College whose Council has recommended the establishment of the lab. The research lab is requested to submit annual reports about its achievements to the College Research Committee (CRC) which forwards these reports to the Research and Initiatives Center Committee (RICC) to take note of them. The Research and Initiatives Center Committee (RICC) may request additional reports whenever the need arises.

4.13. By the end of the contract, the research lab submits a copy of the published papers and the scientific output accompanied by a brief report on what has been accomplished by the lab to the College Research Committee (CRC) which forwards this report to the Research and Initiatives Center Committee (RICC) accompanied by its recommendation concerning the lab’s fulfillment of the terms of the contract and the renewal for the lab. The Research and Initiatives Center Committee (RICC) its recommendation to the University Rector and/or ERC for final approval.

4.13. Executive Rule

Approval of renewal for the research lab is dependent on the fulfillment of the expected outcomes as per PSU regulations and the contract signed between the leader of the research lab and the College Dean.

4.14. The PSU Consultation Policy at the Research and Initiatives Center (RIC) shall apply for the distribution of any financial revenue gained by the research lab.

4.15. If the research lab produces commercializable research projects, the lab may market them to external bodies. However, the above-mentioned regulations of the Consultation Unit in 4.14 concerning the distribution of any financial revenue shall apply.

4.16. If the university wishes to directly invest in the commercializable projects, it

shall be given the priority.

4.16. Executive Rule

4.16.1 The commercializable project is sent to experts in the relevant industry to assess the feasibility of investment; then the Research and Initiative Committee (RICC) either recommends the feasibility of investing in the project or not based on the opinions of experts. The recommendation of the Research and Initiative Committee (RICC) shall be forwarded to the University Rector and/or ERC for final approval.

4.16.2 The financial revenue is distributed as per the contractual formula agreed by the parties: The university and the research lab.

Article V: Regulations and Mechanisms of Supporting Research Labs5.1. Research labs shall be funded from the budget of the University, the support

provided by governmental, private and non-profit bodies, or any of the sources of internal funding available to the University.

5.2. The amounts allocated for funding research labs shall be included within the provision for scientific research in the University budget for that year.

5.3. Researchers are encouraged to establish joint research labs with other prestigious universities whose financial support and supervision are mutual between PSU and the other university in accordance with a separate agreement approved by both parties.

5.4. The college submits a request for a lab establishment with a detailed budget.

5.5. The research lab obtains the budget approved by the University Rector and/or ERC upon the signing of the contract.

5.5. Executive Rule

5.5.1. The approved budget covers the costs of equipment, materials, and needs required to establish appropriate infrastructure to implement the projects of the lab.

5.5.2. The lab must submit up to (3) quotations for the equipment, materials, and needs required to implement the projects of the lab.

5.5.3. The leader of the lab needs to provide RIC with a detailed financial report every six month.

5.5.4. At eh end of the year, the lab leader much provide a complete financial report with original invoices to be reviewed by RIC and submitted to

the office of the vice rector for administrative affairs and finance for clarification of the used funds

5.5.5. All purchased equipment are the property of the University.

5.6. If the lab fulfills the expected outcomes in accordance with the contract, the College Research Committee (CRC) recommends the settlement of the lab’s financial dues by the end of the contract period as follows:

1. Paying the fees of publication in ISI and Scopus- indexed open access journals, in case the journal can only publish in open access, as per the reimbursement receipts submitted by the lab, and paying the values of patent fees with accordance with PSU regulations.

2. Paying financial incentives for the lab’s publications as per the updated Distinguished Publications Incentives Bylaws.

All fees will be distributed in equal shares between the lab’s members who have participated in the patent.

5.7. The Research and Initiative Committee (RICC) may recommend additional incentives with the approval of the Rector to the most productive research lab, research lab leader and/or research lab’s members and the one with the highest research impact every two years.

Article VI: General Regulations6.1. Research labs are committed to adhering to the scientific research ethics as per

national and international standards and the rules of intellectual property and scientific integrity and contributing to the dissemination of knowledge and enhancement of development and community awareness.

6.2. The Research and Initiative Committee (RICC) at Prince Sultan University shall reserve the right to interpret the articles of these regulations.

• Attracting internal and external research or developmental grants.

• Registering patents.

• Carrying out profitable contractual research with external bodies.

• Creating marketing opportunities for the intellectual output of the group.

• Event sponsorship

• Training and/or consultation and/or providing certification programs

3.1.2. Executive Rule

All intellectual property rights of inventions resulting from the projects of the research group shall be divided such that Prince Sultan University owns 60% and the member (or members) of the research group who has/have made the invention own 40%, provided that both parties, the university and the faculty member, bear the cost and procedures of the registration of the patents as follows:

The faculty member will pay 40% of the cost and the University will be 60 % given that the patent is filed though the United States Patent and Trademark Office (USPTO), the Japanese Patent Office (JPO) or the European Patent Office (EPO).

3.2. If the obligations stated in 3.1 above are not fulfilled by the end of the contract period, the College reserves the right to dissolve the research group and obligate to return any equipment or unused materials and the remaining funds. In this case, the group equipment is returned to the College.

ARTICLE IV: THE FORMATION AND FOLLOW-UP OF RESEARCH GROUPS4.1. The College issues a call for research group applications.

4.2. A group of researchers apply to the relevant Department Chair requesting the formation of a given research group, The application will then be submitted to the College Research Committee (CRC) to be studied, and the recommendation of the CRC will be forwarded to the College Council if the fund required is within the limits of the college research budget..

4.2. Executive Rule

4.2.1 It is highly recommended that the group includes researchers, faculty members or graduate students from other universities or research centers, while considering that their number must not exceed 50% of the total members of the research group.

4.2.2 The research group must include graduate students from PSU or from national or international universities from the disciplines that offer graduate programs at the university, or undergraduate students from the disciplines that do not offer graduate programs to work as research assistants.

4.2.3 A researcher can be a member of more than research group, based on his capabilities but cannot be a leader for more than one research group.

4.2.4 New members can be added and any member who does not participate in the group activities can be excluded. Excluding or adding of members is carried out by a recommendation from the group leader or the rest of the members provided giving the necessary justification with the consent of the College Research Director (CRD).

4.2.5 If a member wishes to withdraw from a research group, he/she should submit a request to the leader of the group accompanied by an acceptable excuse. The leader forwards his/her request to the College Research Director (CRD) accompanied by a suggested substitute for that member, subject to Article 4.2 and Executive Rule 4.2.

4.3 The research groups submit their work plan, a list of the equipment, materials, and needs required to establish the group, and the proposed budget to start research work to the College Research Director (CRD).

4.4 The College Research Committee (CRC) examines the application in terms of its fulfillment of all terms. The committee assesses the feasibility of the application scientifically and financially.

4.4. Executive Rule

4.4.1 Approving the establishment of a research group depends on the research and financial priorities for the university, and the national and international research priorities.

4.4.2 Assessing the Feasibility of the Research Group:

4.4.2.1 The Research and Initiative Committee (RICC) may review the budgets required to establish a research group and may request their modifications.

4.4.2.1 The Research and Initiative Committee (RICC) may review the criteria for establishing a research group in addition to the budgets required to establish a research group and may request their modifications.

4.5 The College Research Committee (CRC) submits its recommendations to College Council for approval. The group leader is appointed for two years, subject to renewal, based on the nomination of the members of the research group and the recommendation of the College Research Committee (CRC), to which the research group is affiliated.

4.5. Executive Rule

4.5.1 The research group leader must fulfill the following conditions:

4.5.1.1 His/her academic rank must not be less than Assistant Professor.

4.5.1.2 He/she must have previously published at least two research papers in journals listed in ISI or Scopus databases during the past two years before applying for forming the research group.

4.5.2 Changing the leader of a research group:

4.5.2.1 If a research group leader leaves the university, a substitute will be appointed by the nomination of two-thirds of the research group’s members, upon the recommendation of the concerned College Research Committee (CRC), and the consent of the College Dean.

4.5.2.2 The research group leader can also be relieved of his/her post at any time if two-thirds of the members agreed on that, and a new leader is suggested upon the recommendation of the concerned College Research Committee (CRC), and the consent of the College Dean

4.6. The research group leaders are informed of the decisions of the University Rector by the College Research Director (CRD) through the Director of the Research and Initiative Center (RIC).

4.7. The research group is registered for two years, subject to renewal.

4.8. The research group leader signs the contract with the College Dean. The two years are calculated starting from the date of contract signature.

4.9. As a first step to establish a sustainable institutional infrastructure for research work within the purview of the research group, the main office of the research group is established at the college.

4.10. After signing the establishment contract, the research group announces its research activities through designing a special logo and creating a website on PSU website. The research group may contact external bodies to attract grants, provided that the group obtains a written consent from the College Dean.

4.11. The research group administratively follows the College whose Council has recommended the establishment of the group. The research group is requested to submit annual reports about its achievements to the College Research Committee (CRC) which forwards these reports to the Research and Initiatives Center Committee (RICC) to take note of them. The Research and Initiatives Center Committee (RICC) may request additional reports whenever the need arises.

4.12. By the end of the contract, the research group submits a copy of the published papers and the scientific output accompanied by a brief report on what has been accomplished by the group to the College Research Committee (CRC) which forwards this report to the College dean accompanied by its recommendation concerning the group’s fulfillment of the terms of the contract and the renewal for the group.

4.12. Executive Rule

Approval of renewal for the research group is dependent on the fulfillment of the expected outcomes as per the regulations and the contract signed between the leader of the research group and the College Dean.

4.13. The PSU Consultation Policy at the Research and Initiatives Center (RIC) shall apply for the distribution of any financial revenue gained by the research group.

4.14. If the research group produces commercializable research projects, the group may market them to external bodies. However, the above-mentioned regulations of the Consultation Unit in 4.13 concerning the distribution of any financial revenue shall apply.

4.15. If the university wishes to directly invest in the commercializable projects, it shall be given the priority..

4.15. Executive Rule

4.15.1 The commercializable project is sent to experts in the relevant industry to assess the feasibility of investment; then the Research and Initiative Committee (RICC) either recommends the feasibility of investing in the project or not based on the opinions of experts. The recommendation of the Research and Initiative Committee (RICC) shall be forwarded to the University Rector for final approval.

4.15.2 The financial revenue is distributed as per the contractual formula agreed by the parties: The university and the research group.

Article V: Regulations and Mechanisms of Supporting Research Groups5.1 Research groups shall be funded from the budget of the College, the support

provided by governmental, private and non-profit bodies, or any of the sources of internal funding available to the University.

5.2 The amounts allocated for funding research groups shall be included within the provision for scientific research in the University budget for that year.

5.3 Researchers are encouraged to establish joint research groups with other prestigious universities whose financial support and supervision are mutual between PSU and the other university in accordance with a separate agreement approved by both parties.

5.4 The research group obtains the budget approved by the Dean upon the signing of the contract.

5.4. Executive Rule

5.4.1 The approved budget covers the costs of equipment, materials, and needs required to establish appropriate infrastructure to implement the projects of the group.

5.4.2 The group must submit up to (3) quotations for the equipment, materials, and needs required to implement the projects of the group.

5.4.3 The leader of the group needs to provide the College Research Committee with a detailed financial report.

5.4.4 At the end of the contract, the group leader must provide a complete financial report with original invoices to be reviewed by the College Research Committee and submitted to the College Dean.

5.4.5 All purchased equipment are the property of the University.

5.5 If the group fulfills the expected outcomes in accordance with the contract, the College Research Committee (CRC) recommends the settlement of the group’s financial dues by the end of the contract period This involves the payment of the fees of publication in ISI and Scopus-indexed open access journals in case the journal can only publish in open access as per the reimbursement receipts submitted by the group and the value of the patent fees.

5.6. The Research Group is entitled to apply to the updated Distinguished Publications Incentives as per the University Policy.

5.7. The Research and Initiative center Committee (RICC) may recommend additional incentives with the approval of the Rector to the most productive research group, research group leader and/or research group members and the one with the highest research impact every two years.

Article VI: General Regulations6.1 Research groups are committed to adhering to the scientific research ethics as

per national and international standards and the rules of intellectual property and scientific integrity and contributing to the dissemination of knowledge and enhancement of development and community awareness.

6.2 The Research and Initiative Committee (RICC) at Prince Sultan University shall reserve the right to interpret the articles of these regulations.

2.2. Applications for the Award are received within six months from the announcement.

1. The announcement of the Award

2. The preparation of necessary forms to receive applications for the Award

3. The review of application forms and submitted research output to ensure that they meet the application requirements.

4. The formation of refereeing committees and the review of their reports.

5. The preparation of an annual report for the Award.

6. The recommendation of any necessary modifications to the Award bylaws in the future.

Article (6)

1. A separate committee is formed for each of the three awards. A coordinator is assigned to every committee with the purpose of communicating and coordinating with the applicants and the members of the refereeing committees and the Award Board.

2. Every refereeing committee must include a minimum of two faculty members from within the University specialization in suitable disciplines to referee the scientific output.

3. Research output may be sent to external referees from outside the University, if needed, and the remuneration for the selected external referees is outlined in Article (7).

4. The minimum academic rank acceptable for the members of refereeing committees and the referees for the Research Excellence Award for Faculty Members is an Associate Professor and for the Research Excellence Award for Post-Graduate and Undergraduate Students in an Assistant Professor.

Article (7)

The referee receives a remuneration of 500SR for every refereeing task.

Article (8)

1. The Coordinator of every refereeing committee shall forward the names of the nominated Award winners to the Award Board for approval based on the evaluation criteria.

2. The Chair of the Award Board approves the Award winners.

3. The Research and Initiatives Center oversees the announcement of the Award winners and the dissemination of Awards at the annual appreciation ceremony for research excellence.

Article (9)

1. Application Requirements for the Research Excellence Award for Faculty Members

1.1. The applicant must be a faculty member of Prince Sultan University.

1.2. The applicant must have completed a minimum of one academic year in affiliation to the University.

1.3. The applicant must submit an accumulated record of his/her research output during the year prior to the announcement date of the Award.

1.4. The submitted research output must have been published during the applicant’s employment at the University and must refer to the applicant’s affiliation to the University.

1.5. Research output that is published or accepted for publication in conferences or journals is accepted for the Award purposes.

1.6. In case of publication in scientific journals, the journals must be refereed and indexed in well-established databases.

1.7. In case of publication in conferences, the proceedings must be refereed.

• College Research Committee (CRC): Chaired by the College Research Director (CRD) and members representatives from all departments to take charge of processing all college research activities.

• College Research Director (CRD): Person in charge to follow up on all research related activities at the college level in direct collaboration with the college dean.

• Distinguished Research Incentives: Monetary rewards for faculty members who publish research papers in high-impact journals.

• Research Excellence award: A monetary award of SR 25,000 along with formal honors conferred upon the PSU researcher with the most significant research output in a given calendar year.

• Principal Investigator: A university faculty member who heads a team conducting a research project and manages the budget.

• Research Assistant: A person who helps in some functions of a research project without making any intellectual contribution.

• Reviewer: An expert assigned to provide critical appraisal of a proposed or completed research project.

• Institutional Review Board: PSU’s in-house research ethics committee which ensures that any PSU-affiliated research involving human or animal subjects is compliant with local and international codes and protocols on research ethics.

Policy: A. Funding:

1. Research Projects:

One of the major goals of Prince Sultan University is to promote academic research in the applied, technical, and theoretical domains of knowledge. The College invites proposals from its faculty members and passes them through a process by CRC. Proposals deemed feasible and of satisfactory scientific merit are awarded the necessary funds and subjected to a follow-up process. The process is guided by the Research Grants Bylaws. Faculty members are also encouraged to apply for research funding from external sources.

2. Research Groups:

3. Research Labs:

B. Expectations:

All faculty members who hold a doctorate degree are expected to engage in research activities and publish research papers. A major part of the annual evaluation of the performance of doctorate holders is allotted to research. Other faculty members (who do not hold a doctorate degree) are encouraged to participate in research activities and publishing.

Publishing in high-impact journals greatly enhance faculty members’ chances of retention at the university, in addition to making them eligible for the Distinguished Publications Incentives.

C. Ethics

PSU requires its researchers to observe local and international research ethics standards and protocols when carrying out research projects that involve humans and animals. To this end, proposals for such projects must be submitted to PSU’s Institutional Review Board (registered at the National Committee of Medical and Bioethics) for review and approval.

D. Research Activities:

PSU is keen on promoting an active research-conducive environment and developing the skills of students and junior researchers. PSU holds a number of annual research forums. These scholarly gatherings can be discipline-specific or multi-disciplinary. These forums and international symposiums are designed by

E. Research Commercialization

It is in the context of advancement of research and community service that PSU supports and encourages efforts toward commercializing university research and bringing them to the public for the general benefit to the community and to the Kingdom. PSU encourages such commercial developments and applications while safeguarding the university and individual rights. Research program includes work done by faculty members during their association with PSU or work done with full or partial use of PSU resources. The inventor should receive forty percent (40 %) of the net royalty income. Joint inventors share in the 40% equally. Such shares will continue to be paid to the inventor even if his/her association with the university has ended. In case of death of the inventor, the royalty shares will be paid to the lawful heirs according to Saudi laws.

Overview Prince Sultan University faculty members may participate in scientific conferences in accordance with the following policy.

Purpose This policy provides guidelines for attending scientific conferences by faculty members.

Definitions -Scientific Conference: A place where researchers and scientists from various countries are gathered to discuss and exchange ideas about the results of their scientific findings.

- Faculty Member: All faculty members of Prince Sultan University with Master’s and PhD degrees.

Policy General Requirements

• All faculty members, current and newly hired, are entitled to participate in a scientific conference related to their area of specialization.

• Requests for participating in scientific conferences held during the following periods: the first two weeks (registrations period), the last two weeks of the academic semester, or the final examination period shall not be accepted.

• A faculty member may only participate in two scientific conferences outside the Kingdom of Saudi Arabia each academic year.

• A faculty member may participate in refereed scientific conferences inside the Kingdom of Saudi Arabia upon the recommendation of the department chair and college research committee and the approval of the College Dean without receiving monetary funding. The faculty member may, however, request funding in case he/she has not received funding for other conferences during the same academic year.

• The subject of the scientific conference should be pertinent to the specific specialization of the faculty member.

• Faculty member wishing to participate in the scientific conference must have a scientific paper / abstract accepted for presentation at the conference.

• There must be at least a three-month period between one scientific conference and the other.

• The faculty member must state his/her affiliation as a faculty member with Prince Sultan University in his/her paper or abstract. When the paper is published, an acknowledgment of Prince Sultan University’s monetary funding must be included.

• A faculty member may not use the same paper to request participating in more than one scientific conference. He/she may not use a paper that has been previously presented at any other conference.

• The faculty member must request participation at a reasonable time prior to the scientific conference.

• All requests to participate in refereed scientific conferences must be submitted by the faculty member to his/her department chair to be forwarded to the College Research Director, discussed at the College Research committee and forwarded to the College Dean for a final decision.

• A request to participate in a scientific conference must include the following documents:

- A filled out “Request for Participating in Scientific Conferences” form accompanied by all required documents as specified in the form.

- A form explaining the arrangements made concerning the faculty member’s classes during his absence and participation in the conference signed by the chairman of the department.

- A copy of the final draft of the paper /abstract that will be presented at the scientific conference.

- A letter from the conference’s supervising committee stating the acceptance of the paper and the name of the publisher if applicable.

- An acceptance letter from the paper’s co-authors, if any, in which they agree for the author to present at the conference.

• As a condition for allowing him/her to attend any scientific conference later, the faculty member participating in a conference must submit a report to the head of his/her department no later than 30 days after his participation in the conference in the special form prepared for that purpose. A copy of this report must be submitted to the CRC.

• Once published, an original copy of the conference proceedings, if applicable, where the faculty member’s paper has been published must be submitted to the CRC.

• A teaching assistant can also participate in a conference, based on the mentioned guide, with the condition that he/she would be accompanied by the principle investigator for the research project.

• In case of applying for funding for conferences based on sole abstract review:

- priority for funding will be given to faculty members with quality publications in the previous three years.

- Special focus will be placed on the quality of research output from previously funded conferences, if applicable.

- a copy of the funded conference’s full paper including acknowledgement of PSU-funding to be submitted to CRC after publication.

• When a faculty member is invited to a conference as a guest speaker:

- If the invitation includes all relevant cost, then the dean can issue the leave request.

- If the invitation covers the cost partially, then the dean, if funds are available, can issue the leave request and the college can contribute to some of the cost under “other related research activities” in the research regulations.

• Second Funding Category, which includes:

- Paid leave without any monetary funding.

B- Conditions of obtaining funds for each category:

To obtain funds for the first category, the following criteria must be met:

• The organizer of the conference must be an academic/research institution or a scientific society, working in the scientific field, which is globally recognized for its sobriety and seriousness.

• To evaluate the sobriety and seriousness of the organizer of the conference (event), the applicant must provide evidence to prove the following:

a. The organizer of the conference is a well-known body associated with a globally recognized academic/research institution.

b. The conference has an international announced scientific committee.

• The scientific conference (event) has been continuously held in the last ten years without any interruption.

• The website of the conference clearly states that all papers /abstracts presented to it shall be subject to review. A proof of this must be submitted by the applicant.

- The faculty member must provide clear evidence proving the existence of real review for the conference’s papers /abstract that follows the generally accepted criteria in refereeing the presented and published papers/ abstracts.

To obtain funds for the second category, the following criteria must be met:

• The organizer of the conference must be an academic/research institution or a scientific society, working in the scientific field, which is globally recognized for its sobriety and seriousness.

To obtain funds for the third category, the following criteria must be met:

• The organizer of the conference must be an established academic/research institution or a scientific society, which is well-known in the scientific field.

• To evaluate the sobriety and seriousness of the organizer of the conference (event), the applicant must provide evidence to prove the following:

a. The organizer is a well-known body associated with a globally recognized academic/research institution.

b. The conference has an international announced scientific committee

• The applicant must provide a summary on the conference showing that it has been continuously held in the last three years without any interruption

• The website of the conference clearly states that all papers/ abstracts presented to it shall be subject to review. A proof of this must be submitted by the applicant.

- The faculty member must provide clear evidence proving the existence of real review for the conference’s papers/ abstracts.

To obtain funds for the fourth category, the following criteria must be met:

• The organizer of the conference must be an academic/research institution or a scientific society, working in the scientific field, which is globally recognized for its sobriety and seriousness.

a. The organizer of the conference is a well-known body associated with a globally recognized academic/research institution.

b. The conference has an international announced scientific committee.

• If the attendance is based on submitting a full paper/abstract:

- The faculty member must provide clear evidence proving the existence of real review for the conference’s papers /abstract that follows the generally accepted criteria in refereeing the presented and published papers.

-The website of the conference clearly states that all papers/abstracts presented to it shall be subject to review. A proof of this must be submitted by the applicant.

• This category applies in four cases:

a. Conferences held less than three time for the case of a full paper/abstract participation.

b. Conference attendance without presenting research papers, once a year.

c. Conference participation in other forms than research papers (e.g., workshops, posters, panel discussions, etc.)

d. Conferences held inside the Kingdom of Saudi Arabia

It must be noted that approving the funding of faculty members’ conference participation remains pending the College Dean’s approval and the available research funds at the college.

Overview Buying any equipment to be used in research project is only justified when this equipment is deemed important for the project progress, it is not available in the campus and there is no other equipment available that can provide its intended mission. All special purpose equipment used in research projects must be shared by investigators according to the terms upon which the equipment was purchased and/or acquired.

Purpose The purpose of this policy is ensure that equipment purchased with funds obtained from a research grant are in accordance with PSU’s rules and regulations.

Scope This policy is applicable for all faculty and administrative staff who have received funding through grants.

Definitions: Research Equipment: Research equipment is an instrument used mainly for research purpose. This equipment may be purchased, borrowed or manufactured from component parts using Prince Sultan University laboratory facilities. Personal computers, printers and Software are not considered as research equipment unless solid evidence is provided to justify its need as a direct part of the research.

Policy: Individual Responsibilities

The duty of individuals in charge with managing the research equipment includes but is not limited to:

1. The Principal Investigator of the research is responsible for the proper use and proper maintenance of the research equipment. It is the responsibility of the Principal Investigator to decide the needs of the research equipment and he starts the process of purchasing this apparatus if it is not available at Prince Sultan University.

2. It is the responsibility of the CRD at which the Principal Investigator belongs, to verify that research equipment in is accounted for and is optimally used as intended in the research.

3. The CRC will maintain inventory control of research equipment and assist in shared use of research equipment by keeping records of available items.

Shared Use Priorities

Equipment can be used by other projects in the college if such usage will not interfere with the purpose and the work on projects which the item was originally acquired for.

Purchasing Research Equipment

Once the need for research equipment is established, the Principal Investigator, PI must complete a “Research Equipment Procurement form” (obtained from the CRD).

The PI should submit up to three price quotes from three different sources. These documents are processed through CRC and forwarded to the RIC director for action.

Title to Research Equipment

Prince Sultan University retains the title to research equipment purchased with grant funds, funds independently generated by the University. The RIC is the entity responsible for processing the title to the equipment used in research.

Management of Research Equipment

Principal investigators are responsible for maintaining the research equipment and keeping custody of such equipment. It is the responsibility of the CRD at which the Principal Investigator belongs, to report any significant changes in the equipment use or physical location of the research equipment.

Shared Maintenance/Operating Costs

The cost of Maintenance and operating costs of shared equipment is shared by the parties using the equipment in proportion to the usage of the equipment.

Disposition of Research Equipment

Research equipment that becomes unserviceable, no longer needed by the principal investigator, or upon the termination of the research should be inventoried as belonging to the academic department/center concerned.

OverviewThe Research and Initiatives Center (RIC) submits this proposal to develop a system to involve university students (both postgraduate and undergraduate) in the work and research production in order to achieve the following objectives:

• Contribute to achieve the goals of Prince Sultan University in research excellence, where scientific research is one of the most important pillars of excellence in university education.

• Achieve the requirements of academic accreditation in developing effective strategies to support the research work of students and increase their involvement in the research production of the university.

• Keeping up with the university’s tendency to increase the research output of its employees - including students - in quality and quantity.

The proposal includes three mechanisms:

First: Payment of publishing fees in refereed scientific journals:

A- Full payment of the publication fee if the student is the first author of the published research.

B- Payment of a percentage of the publishing fee if the student’s research is shared with other researchers outside the university. The percentage is

determined by dividing the amount of fees by the number of authors and paying the percentage of the employees of Prince Sultan University.

C- To pay the publishing fee, the student must have listed the name of Prince Sultan University as his affiliation.

D- The payment of publication fees is required to be a scientific journal from a recognized scientific journal.

Second: the reward of outstanding scientific publishing for students:

Student can apply for the outstanding scientific publishing awards and will be awarded as the process for PSU faculty members, which provides payments of financial rewards for publication in journals classified in the Web of Science (ISI) or Scopus databases.

Third: Involvement of students in research work as research assistants:

Through this mechanism, students are allowed to engage in research work directly according to the following procedures:

A) The College Research Committee receives applications from students who wish to work as research assistants.

B) The Committee will coordinates between the students and those interested in recruiting research assistants to implement their research projects.

C) The student has the right to choose to work voluntarily or financially, so that the financial compensation is determined according to the payment mechanisms for students at the university or according to the offers provided by the beneficiaries

Forth: Conference Participation

Students are allowed to participate in conferences in their related areas to present their accepted research papers, and they can submit their request to their department chair to take the same process as for faculty members’ requests for attending a conference, but the associated required funds for the conference for students requests will be processed by the RIC through the Rector office based on the availability of the funds and the recommendation of the concerned College Council.

Distinguished Research Publications and Patents Incentives Policy

PreambleIn order to promote quality research publications by faculty members at interna-tionally acknowledged venues and enhance the University’s distinguished scien-tific status, the Research & Initiatives Center (RIC) hereby presents a proposal to pay financial incentives to the faculty members who publish research papers in scientific journals listed in high-ranking databases or produce high-quality patents.

Article I: Value of the incentives and benefits1 - SR 75,000 for publishing a research paper in Nature or Science Journal.

2 - SR 7,000 for publishing a research paper in a journal classified as Q1 in (ISI) Web of Science journal with Impact Factor, this directly excludes ESCI.

3 - SR 6,000 for publishing a research paper in a journal classified as Q1 in Scopus.

4 - SR 5,000 for publishing a research paper in a journal classified as Q2 in (ISI) Web of Science journal with Impact Factor, this directly excludes ESCI.

5 - SR 4,000 for publishing a research paper in a journal classified as Q2 in Scopus.

6 - SR 3,000 for publishing a research paper in a journal classified as Q3 in (ISI) Web of Science journal with Impact Factor, this directly excludes ESCI.

7 - SR 2,000 for publishing a research paper in a journal classified as Q4 in (ISI) Web of Science journal with Impact Factor, this directly excludes ESCI.

8- SR 8,000 for USA, Japanese or European Patents Registration.

9- The researcher shall obtain a certificate of appreciation from the Rector of the university; the publication of his research will be announced in the univer-sity’s newspaper, website, and electronic screens.

10 - The total financial incentives that the researcher will receive in return for his research output shall not exceed SR 75,000 per one calendar year.

Article II: Terms of applying for incentives1- The applicant must be a faculty member at Prince Sultan University at the

time of applying for incentives.

2- The researcher must publish one research paper or more in Nature, Science, or in a journal classified in (ISI) Web of Science, or Scopus.

3- The researcher must refer in the published paper or patent to Prince Sultan University as the researcher’s affiliation.

4- If the research is funded by a research grant from the university or is an out-come of one of the research groups at the university, the published research must refer to this, using the wording stipulated in the Research Grants By-laws, Research Group Bylaws and Research Lab Bylaws.

5- The published paper or patent must be registered in the Research and Initia-tives Center database.

6- Incentives shall be granted for original and authentic research papers. No in-centives shall be granted to any other publication such as case study, tech-nical report, conference paper, or letter to the Editor.

7- Incentives shall be granted for patents with American registration. No incen-tives shall be granted to any other types of patents.

Article III: Mechanism of applying for incentives1- A faculty member provides a copy of the published research paper as it ap-

pears in the journal, and a record of the patent if applicable

2- The faculty member submits his/her application during the period of the call for Incentives as issued by the Research and Initiatives Center.

Article IV: Mechanism of paying incentives1- The total incentives shall be granted to the individual researcher who pub-

lishes a research paper in one of the said journals or produce an American patent subject to the ceiling identified above.

2- If more than one researcher participates in the published paper or patent, the incentive amount shall be divided by the number of researchers and only the researchers who belong to PSU shall get their share of the incentives after division.

3- Each research will not be granted more than one incentive even if it is listed in more than one journal or database.

Proposal for Annual Refereed Research Symposiums with Proceedings at PSU

Upon holding three consecutive rounds of the PSU’s Specialized Research Forums in collaboration with PSU’s Colleges, the Research and Initiatives Center (RIC) pro-poses developing the forums to match the university’s priority to enhance faculty members’ research output in terms of quantity and quality. The proposal suggests turning the forums into refereed research symposiums which only accept submis-sions upon a rigorous peer-review process to ensure the quality of the research papers and posters. Participation at the symposiums will thus be open for research-ers from all Saudi universities and research centers with research quality being the main selection criterion. The proposal to hold refereed symposiums also has the added benefit of issuing refereed proceedings under the supervision of the sci-entific committees of colleges and in collaboration with international publishers.

Objectives • Enhance research quality of the symposium presentations

• Encourage participation from around the Kingdom

• Increase symposium attendance by specialists and researchers

• Allow the issuance of refereed symposium proceedings which could fulfill accreditation requirements and support faculty members’ promotion efforts

• Allow the publication of symposium proceedings by international publishers which could contribute to the University’s visibility and presence at highly ranked databases

• Form international scientific refereeing committees which support the university’s direction towards regional and international collaboration

Implementation Upon the Higher Management’s approval, the Research & Translation Center (RTC) will coordinate with all PSU’s colleges to prepare for holding refereed specialized symposiums starting Spring 2019. Hence, 6 symposiums will be held as follows:

Three specialized research symposiums will be held every year so that each college will be having its own refereed symposium with proceedings every two years.

During the initial round of implementation (academic years 2018-2019 & 2019-2020), colleges may choose to hold a refereed symposium or the regular non-ref-ereed research forum if they think they need more time to prepare for their first refereed symposium.

The responsibilities of the colleges and the Research and Initiatives Center will be divided as follows:

1- Steering Committee headed by the Dean of the College and including the chairs/ some members of the Scientific/Program Committee, the Logistics Committee, the Marketing Committee and the symposium Proceedings Committee.

2- The Scientific/Program Committee will be the responsibility of the colleges. Among its responsibilities will be:

• Preparing the content for the symposium webpage

• Issuing the call for papers

• Overseeing the review process of submissions

• Communicating acceptance/ rejection notifications to applicants

• Forming the symposium program including keynote speakers

3- The Logistics Committee will be the responsibility of the Research and Initiatives Center. Among its responsibilities will be:

• Coordinating with other university offices/ centers to book venues, handle required printing, promotion and catering, setting a website for PSU Research Symposiums, and welcoming guest speakers

• Overseeing symposium registration and communicating with all (potential) registrants

• Issuing certificates, letters and plaques for conference participants

• Preparing reports for the media on the symposiums

• Overseeing the implementation of the program with reference to the opening/closing ceremonies, provision of moderators, availability of volunteers, dissemination of conference materials, availability of signs for directions, etc.

4- The Marketing Committee will be a joined responsibility for the colleges and the

Research and Initiatives Center and will be headed by a member nominated by the Research and Initiatives Center. The Committee’s main task will be to docu-ment, publicize and promote the symposium to increase participation and vis-ibility, and to attract sponsors to contribute to the financial expenses.

5- The Symposium Proceedings Committee will be a joint responsibility between the colleges and the Research and Initiatives Center, and will be headed by a member nominated by the College Dean. Among its tasks will be:

• Forming an agreement with a publisher for the proceedings

• Setting publication guidelines for authors

• Overseeing the double-blind peer review process of submissions

• Communicating acceptance/ rejection notifications to applicants

• Overseeing the publication and promotion of the proceedings

Cost per Symposium The cost can be divided into three categories:

(1) Logistic arrangements (estimated at 15,000SR per day – Each symposium will last for a maximum of 2 days.)

(2) Guest speakers (estimated at 30,000SR per symposium)

Travel/accommodation of invited international and national guest speakers

(3) Proceedings publication fees (estimated at 30,000SR per symposium)

It must be noted that the Research and Initiatives Center in collaboration with the colleges will work towards attracting sponsors for the forums. It is also important to note that the Center is continuously collaborating with the research committees within colleges to hold regular non-refereed specialized seminars to allow all facul-ty members to benefit from an environment conducive and supportive of research throughout the academic year.

إذا غادر الباحث الرئيس الجامعة قبل إنجاز املشروع البحثي املمول، وجب عليه تقديم تقرير .يوضح فيه ما تم إنجازه وما تم صرفه من ميزانية املشروع البحثي، واعادة أية مبالغ أو للجنة واف

أجهزة باقية لديه.

، يتوجب لجنة البحو في الكلية إذا توقف الباحث الرئيس عن إنجاز البحث بدون عذر تقبله .مكافآت، وإعادة التجهيزات واملواد التي وفرتها الجامعة من-منفردا لهعليه إعادة جميع ما صرف

لحساب املشروع البحثي، أو تعويض الجامعة عن قيمتها الفعلية، وذلك بشيك مصرفي لحساب الجامعة.

ل أههرت تقارير املحكمين، في أي مرحلة، عدم يحق للطرف األول إلغاء عقد تمويل املشروع في حا .تحكيم متدنية ، وعليه درجة التزام الباحث بمفردات املشروع أو خطته الزمنية، أو حصوله على
