Request for Proposals: Website Development – Updates to NASTAD.org Drupal Website

PROJECT SUMMARY
NASTAD seeks an experienced website development partner to update key features of its current
NASTAD.org Drupal website using designs that are being developed by our other creative partners. The
goal of the updates is to further enhance the overall user experience for the website audiences. The
target deadline for the completion is the end of March 2017. A total budget of up to $15,000 has been
approved for the development updates.
WHO WE ARE
NASTAD is a leading non-partisan non-profit association that represents public health officials who
administer HIV and hepatitis programs in the U.S. and around the world. Our singular mission is to end
the intersecting epidemics of HIV, viral hepatitis, and related conditions. We do this work by
strengthening domestic and global governmental public health through advocacy, capacity building, and
social justice.

January 23-25 – Interviews with finalists
January 26-27 – Notifications
January 30 – Project Kickoff
January 30-March 31 – Development and testing
March 31 – Launch of NASTAD.org updates
PROJECT REQUIREMENTS
General
Engage in a discovery process to refine the project requirements and scope.
Provide technical guidance on information architecture and site designs.
Update key features of NASTAD.org based on the agreed upon scope.
Facilitate quality assurance testing throughout the development process with the NASTAD team.
Technical
The current website is using Drupal version 7.37. There are no plans to upgrade to Drupal 8 at
this time.
The website is currently hosted on a Rackspace Windows server and is in the process of being
migrated to a Pantheon Linux server. Development will take place on the Pantheon instance of
the website.
There is some integration with Salesforce to power the membership directory found here:
https://www.nastad.org/membership-directory.
The current website is responsively design. The updates made to the website should be
consistent with the current responsive design.
Proposed updates and new features
Homepage
1. Rework the main navigation menu so that all the items appear above fold. Example: See the
AIDS.gov navigation menu and the RFP appendix.
2. Replace current homepage carousel with set of 3 "cards." Example: See the GreaterThan.org
homepage and the RFP appendix.
3. Update the website footer to accommodate more links. Examples: See footers on AIDS.gov,
GreaterThan.org, KFF.org, and the RFP appendix.
Interactive Map
1. Create a clickable map of the U.S. that shows facts and resources for a state once it’s been
clicked. Below the map, create an expandable FAQ section. NASTAD should have the capacity to
update the map with new information without having to go back to a web developer. Would like
flexibility with the amount of text/data that can be populated for each state. Examples of maps

Graphics
1. Update templates site wide to reduce the size of featured content throughout the site. The
home page carousel, featured webinars, and other “hero” content occupies the entire screen on
lower resolution screens. This prevents users from seeing the true intent of the page without
scrolling. We would seek your guidance on best practices for sizing.
2. Update templates site wide so that one image can be repurposed in multiple places without
needing to create multiple different sizes for the same image manually. For example, feature
images for some blog posts (example: https://www.nastad.org/blog/word-cisgender-
people%E2%80%94do-better) are cut off when they appear on the blog homepage.
3. Add staff photos to the staff landing page (https://www.nastad.org/staff). Staff photos already
exist on staff bios such as this one: https://www.nastad.org/staff/murray-penner. Example: See
RFP appendix.
Forms
1. Turn the "Request TA" page (https://www.nastad.org/TA) into a form that emails different staff
based on the nature of the request.
Templates
1. Create a new Mailchimp email template consistent with the current NASTAD.org website styles
that can be used to auto-email posts once they are posted to our blog.
2. Create a document library where users can browse by category rather than relying on keyword
search. Example: See

We are open to other ideas for the document library as well.
3. Provide and implement recommendations for changing the “Resources” section on landing
pages (example: https://www.nastad.org/domestic/hiv-prevention-health-equity) to be easier
to keep updated and to feature them more prominently on the page.
4. Update the Webinars and Meetings page so that featured ones are all on one row.
5. On the Webinars and Meeting page, add the option to display upcoming webinars and
meetings.
6. On the Webinars and Meetings page, recommend and implement a calendar-like interface that
makes it easy for users to search for and view upcoming webinars meetings as well as archived
webinars and meetings.
7. Simplify Salesforce-driven membership directory page by showing the directory up front and
allow users to filter down from there. Example: See RFP Appendix.
8. Provide and implement recommendations for enhancing the usability of the blog homepage.
9. On the Press page, implement a “Key Releases” section that cleanly displays featured blogs,
press releases, and resources.
10. On the Press page, recommend and implement a feature to easily connect reporters to staff
with expertise related to their inquiry.
Site speed and load time
1. Provide and implement recommendations for improving overall site speed and load time.

once the website updates are launched.

and after the development process.

in a timely fashion.
Experience working with nonprofit organizations, especially organizations focused on sensitive

Black communities.
Price that is commensurate with the value offered by the firm/individual and ability to work
within a budget.
Potential for a long-term partnership; not just a one-time engagement.
Candidate has successfully completed similar projects and has the qualifications necessary to
undertake this project.
Vendor takes a holistic approach to an organization’s web development needs.
Responses are presented in a clear, organized, and logical manner.
