Request for Proposals For Professional Architectural Services 

 Rehabilitation of Auburndale City Hall 

 A. Introduction The City has received a Special Category Grant from the Department of State Division of Historical Resources for the rehabilitation of City Hall.  Funds from the grant will be used for completing a damage assessment to find all causes of water intrusion into City Hall, conducting roof and masonry repairs, and preparing a maintenance plan for City Hall.  The City of Auburndale desires to hire an architect to conduct the damage assessment, to write the scope of work for the construction activities, to consult on the construction and rehabilitation activities ensuring compliance with the Secretary of Interior’s Standards for Historic Properties, and to create a maintenance document that outlines proper maintenance techniques for preserving the building.  City Hall is on the National Register of Historic Places.  All repairs and maintenance practices will utilize the Secretary of the Interior Standards for Historic Properties.  The cost of the project as described in the Special Category Grant, which includes architectural services and construction activities, will not exceed $200,000.  B. Background The Auburndale City Hall is a brick building that was constructed in 1927.  In recent years and especially in 2004 when Central Florida experienced a trio of hurricanes, the building has suffered water damage, mostly around the windows, near downspouts and gutters, and in the second floor rotunda.  Constructed as a municipal building, the City continues to, and plans to for the foreseeable future, use the building for its government offices.  Thus, as the building continues to age, the water intrusion problems need to be stopped and a maintenance plan put into action.    C. Architectural Scope of Services The City is issuing a request for proposals for an Architect with historic preservation experience for the rehabilitation of the building.  Architects responding to this proposal must have experience using the Secretary of the Interior’s Standards for Rehabilitation and Preservation.  The services the City will require include: 

1. The creation of a damage assessment of the building that measures the extent and causes of water intrusion.   For example, it appears that most of the mortar on the building is in good shape except around the windows, near the roof‐line, and where silicone‐based caulk has been used over the years to try and prevent water intrusion.  It is estimated that masonry repairs will be conducted on approximately 20% of the exterior.  It is anticipated that any construction activities that take place using grant funds will be focused on roof repair and masonry repair.  A

damage assessment will also allow the Architect to prepare a scope of services for construction activities.   

2. The creation of a construction document that would detail the scope of work for the construction activities.  Utilizing the damage assessment, the Architect and City will agree upon the extent of reroofing activities, masonry repair, the type of materials that will be used for the repairs, the methods to be used for the cleaning of the masonry, and the formula of a water repellent coating for the masonry if needed.  Because this building is protected under the City’s historic preservation ordinance and on the National Register of Historic Places, the guidelines for masonry as defined by the Secretary of the Interior’s Standards and Guidelines for Historic Properties will be used for all construction activities. 

3. City staff will use the construction documents and scope of work to advertise a request for proposal for contractors with historic preservation experience.  City staff will receive all bid documents for construction activities and present the lowest bid to the City Commission for approval.   

4. The Architect will periodically consult with City staff during the completion of construction activities identified in the construction document.  Anticipated consulting activities will take place upon 30%, 60%, and 90% completion of construction activities. 

5. Lastly, this scope of work also require the Architect to complete a management plan for the building.  The plan should focus on proper maintenance of the exterior of the building utilizing the Secretary of Interior Standards for Historic Properties.  

D. Other requirements for this project As a result of being awarded grant funds from the Department of State, the City and State of Florida have entered into an Agreement for the receipt of funds.   

1. Contracts for service must be approved by Department of State prior to execution. 2. The City is required to report to the Department of State on 30%, 60%, 100% of project 

progress and provide the State with billing documentation.  All contractors hired by the City for this project will be required to outline the work completed during those project periods with their invoices for service. 

3. The selected Architect should submit an invoice upon completion of each document prepared or service provided – after the damage assessment, construction documents, management plan, and construction is completed.
