Introduction Bank of Baroda (the Bank) on behalf consortium of Public Sector Banks having finacle as their Core Banking Solution, had issued the Request for Proposal (RFP) dated 21st April, 2012 to invite a tender from the interested vendor, for supply, install, integrate and operationalise a suitable Biometric solution and Finger Print Devices across the public sector Bank’s (as mentioned in section 2.2 of this RFP) branches in India to introduce Bio-metric authentication for accessing Finacle (CBS) application by its employee and other authorized persons. As per the terms of the RFP document pre - bid queries were sent over email by vendors As an outcome of the clarifications sought by vendors in their queries, the response are issued vide Addendum-1. The responses cover clarifications to the queries raised by the vendors, internal clarifications as deemed essential by the Bank and other additional information which the Bank considered essential to be furnished to the vendors to gain a better understanding. All efforts have been made to provide the maximum available information and answer all appropriate questions forwarded by the vendors. To provide the vendors with the advantage of the clarifications and details, and at the same time keep the vendor name confidential, all appropriate questions have been answered and a common document is circulated to all the vendors. However, all repetitions have been ignored and at the same time the questions pertaining to details that were already provided in the RFP, have not been answered. The vendors / respondents are required to submit their responses as per the revised appendices and annexure attached with addendum. It may please be noted that changes / addition made in any clause any page as mentioned in the addendum will also be applicable for the clause which is repeated in the whole RFP. All other terms and conditions of the RFP document remain unchanged. Please treat this clarifications provided herewith as an integral part of the RFP document issued. Please note that last date for submission of tender is extended up to 25.05.2012, 3 PM.

basis of technical evaluation would be asked to carry out a Proof of Concept in
5 Branches with at least one Branch located in Metro/Urban and One in Semi-
urban/Rural area. The POC will be conducted for 5 days in one Bank in the
Group with 25 Scanning devices in the POC. During POC the accuracy of
authentication and as well as interface to Fincale application ( if interface to
finacle is available) will be tested. The vendors would be required to meet the

7 9 2.3 Scope of Work (in General) h) Bidder would ensure the resources availability at the central
location of each Bank starting from the UAT phase till the
completion of rollout of biometric device at all the branches of
the Bank. The cost for the same should be factored in
implementation cost.
In case there are delays in rollout because of the reasons beyond control of the
bidder, there might be cost impact that the bidder may have to bear.

8 9 Sec 2.2, c Bidder should quote for Database required for the
proposed solution. It will be optional item, banks
reserves right to order or drop. However, it will be
included in TCO and considered for commercial
evaluation.
We understand that central biometric template database is part of
standard solution. If it is part of solution then bank itself cannot drop it.

9 9 Section 2.3 The backend application will receive live finger print
information from the client machines. The live finger print
information received will be compared with the respective
fingerprint template stored in the database and send a

2. Can the fingerprints be stored in Bank's existing database? Or Should the TSP to
provide a separate database for all the banks?

any one of these two bidders matches the price quoted
by L1 bidder.
c. 50% on L1 bidder, 30% on L2 bidder and balance 20%
on L3 bidder, in case both L2 and L3 bidders match the
price quoted by L1 bidder.
Does this mean that the bank might choose to procure the biometric
matching solution separately and the devices separately?
No. Biometric solution will be common. Only
devices will be splitted. However Bank at its
discretion may consider both solution as well as
devices.

40 56 Section B. The Biometric Process A Biometric Device with liveliness detection is one that
prevents the use of copies of the fingerprint to be used.
This includes means to prevent the activation of a latent
print, the use of a 2-D paper copy, or the use of a
sophisticated 3-D copy. A Biometric Device lacking this
capability will accept copies, and this would result in a
system breach similar to a stolen user ID/password pair.

RBI Guidelines for Image Acquisition and Verification
The minimum requirements for image acquisition & verification should be the Setting Level 31 as defined in the ISO/IEC 19794-4, (RBI guidelines) which is mentioned in the below mentioned table:
Gray scale finger print data may be stored, recorded, or transmitted in uncompressed / Compressed – bit packed form. However memory size of the finger print should be less than or equal to 800 Bytes.
The resolution of the image data formatted and recorded for interchange should be the scan resolution of the image.
The values for the finger print capture device Id may be coded in the General Record Header.
Except the Biometric Device driver and required solution software, there should not be any requirement for loading any software/ license while plugging the Biometric Device.
The Biometric Device driver should be API enabled to ensure compatibility with any application.
Bidder should ensure that the Biometric device to be supplied should comply with the technical specifications of UIDAI Biometric Device Specifications ( Authentication ) released by STQC-IT Services on 03/05/2012 as attached herewith annexure-A
The supplier must ensure that the final digital template (minutiae) should be in ISO 19794-2 format and the fingerprint image in ISO 19794-4 format.
The supplier must provide the Driver SW along with the SDK/API, to facilitate integration of the device Driver SW in a secured manner with the Bank’s back-end Server side SDK.
