Sr. No. Page # Point / Section # Clarification point as stated in the tender document Comment/ Suggestion/ Deviation Our response

1 5 Introduction The selected vendor will have to enter

into separate agreement with each of

the individual banks placing orders.

Is there a time frame for each bank to place orders, and enter into

agreement, or will the RFP will be a rate contract for the Consortium of the

Banks , which will have independent time lines ?

If that be the case, the delivery timelines will have to be appropriately

revised, as per the RFP- 50,000 devices have to be supplied within the first 4

weeks- requirement of Bank of Baroda is only 30,000 devices. In the event

of no other bank entering into a contract- will BOB be purchasing these

devices on behalf of the consortium ?

BOM is as per requirement of participating

banks hence leading bank will not purchase on

behalf of partcipating banks.

2 8 Page 8, Sec 2.2 Please confirm that the back-end biometric system will run on 1 DC and

1 online DRC in each of the 15 Banks listed in section 2.2. of the RFP.

Yes Biomtric system will run on DC and DR of

each of the 15 Banks & its RRB. The central

location of each Bank & it's RRB will be

provided to the successful bidder

3 8 Section 2.2 The Banks intend to select a vendor to supply, install,

integrate and operationalise a suitable Biometric Solution,

Application Servers and Finger Print Devices.

Bank may please clarity whether TSP should deploy dedicated application servers in

each of the Banks?

No. However bidder has to assess and submit

the HW / SW requirement on individual bank &

it's RRB to run the Biometric solution.

4 8 Section 2.2 Fingerprint scanners Is the LIVE fingerprint scanner single finger or slap device? Would we be required to

capture multiple instances of the same finger/slap?

Single Finger Scanner device, with Min. 6

Fingers to be scanned

5 8 Section 2.2 Requirement Request to provide the count and locations of branches against each bank where the

Biometric Solution needs to be rolled out

Count has already been provided for each

Bank. With regard to location the same will be

provided to the successful bidder.

6 8 2.3 Scope of Work in General Customization of the application software, if required

has to be done by the bidder at no additional cost to

the Bank.

The Customization requirement of the Banks might be different therefore

standard effort estimation may ot be possible. If any of the Banks within the

consortium requires major customization, will the selected vendor be

allowed to charge a premium beyond a threshold of estimation.

No change in RFP clause.

7 9 2.3 Scope of Work (in General) h) Bidder would ensure the resources availability at the central

location of each Bank starting from the UAT phase till the

completion of rollout of biometric device at all the branches of

the Bank. The cost for the same should be factored in

implementation cost.

In case there are delays in rollout because of the reasons beyond control of the

bidder, there might be cost impact that the bidder may have to bear.

Cost is fixed. No change in commercial due to

delay

8 9 Sec 2.2, c Bidder should quote for Database required for the

proposed solution. It will be optional item, banks

reserves right to order or drop. However, it will be

included in TCO and considered for commercial

evaluation.

We understand that central biometric template database is part of

standard solution. If it is part of solution then bank itself cannot drop it.

No change in RFP clause

9 9 Section 2.3 The backend application will receive live finger print

information from the client machines. The live finger print

information received will be compared with the respective

fingerprint template stored in the database and send a

YES/NO response.

Bank may please clarify the following:

1. How many fingerprints need to be captured from each individual?

2. Can the fingerprints be stored in Bank's existing database? Or Should the TSP to

provide a separate database for all the banks?

Min. 6 Fingers to be scanned and the same will

be stored in the DB server provided by the

Bank.

10 9 Section 2.3 (m) Bidder should co-ordinate with CBS application vendor (

i.e. Infosys ), hardware vendor, Bank’s System Integrator

for seamless integration of Biometric solution with Finacle

application

consortium, we will suggest maximum of 4 companies should be allowed

Consortium is not allowed

31 49 5 Evaluation Methodology The evaluation process has been described in this document

as a two stage process…..

We highly recommend to the bank to consider a combined Technical and

Commercial (T1 and L1). T1 + L1 will ensure best solution obtained at most

competitive price. The success of implementation is largely dependent on the

features and functionality of the solution apart from just biometric devices.

No change in RFP clause

35 51 Purchase Order The Bank may decide not to procure the entire

required quantity of Biometric Finger Print Devices

from a single vendor (i.e. L1). The Bank may provide

opportunity to the L2 and L3 bidders to match the price

quoted by L1 bidder. The order or the required

quantity of 1,97,014 Biometric Finger Print Devices will

be placed on the successful bidders as follows:

a. 100% on L1 bidder, in case L2 and L3 bidders do not

match the price quoted by L1 bidder.

b. 60% on L1 bidder and 40% on L2 or L3 bidder, in case

any one of these two bidders matches the price quoted

by L1 bidder.

c. 50% on L1 bidder, 30% on L2 bidder and balance 20%

on L3 bidder, in case both L2 and L3 bidders match the

price quoted by L1 bidder.

Does this mean that the bank might choose to procure the biometric

matching solution separately and the devices separately?

No. Biometric solution will be common. Only

devices will be splitted. However Bank at its

discretion may consider both solution as well as

devices.

Addendum-1

36 52 Section A Except the Biometric Device driver, there should not be any

requirement for loading any software/ licence while plugging

the Biometric Device

For secure transmission of biometric information over network, and for ensuring that

the captured data is protected, it becomes critical to ensure additional features at the

end-point apart from just the driver.

Except the Biometric Device driver & solution

software, there should not be any requirement

for loading any software/ licence while plugging

the Biometric Device

37 53 Section A - Technical

Specification of Biometric Device

The supplier must provide the Driver SW along with the

SDK/API, to facilitate integration of the device Driver SW

in a secured manner with the Bank’s back-end Server side

SDK.

Why Fingerprint driver SW whose functionality is capturing and template

preparation is needed at the back end? Driver software would be required at

the client side; it may not be required at the server side.

No. change in RFP clause

38 54 Section B. The Biometric Process Live scan — Each time a user requests access to the system,

a live scan of the fingerprint is made and a live template is

derived from that scan. The Biometric Device may also

perform a liveliness measurement, which can distinguish

between an artificial copy and a live finger impression.

Liveliness measurement is compulsory or optional it is compulsory

39 55 Section B. The Biometric Process The location and orientation of the scanning device should be

such that the user can quickly and accurately place their finger

in a manner that reliably leads to a high-quality live scan with

one touch.

Should we assume that design of scanner should facilitate placement of finger?

Optical scanners are best in this case, while swipe scanners needs learning on speed

of swipe, we strongly recommend to avoid swipe scanning for achieving best results

on field

All the scanner which meets the technical

specs can be supplied

40 56 Section B. The Biometric Process A Biometric Device with liveliness detection is one that

prevents the use of copies of the fingerprint to be used.

This includes means to prevent the activation of a latent

print, the use of a 2-D paper copy, or the use of a

sophisticated 3-D copy. A Biometric Device lacking this

capability will accept copies, and this would result in a

system breach similar to a stolen user ID/password pair.

Would request for step by step procedure for testing the same will be provided during POC

41 56 Care should be taken while capturing an impression as dry

or damp skin can degrade the quality of the live scan

because of the surface contaminants or variability in

pressure applied to the sensor by the user.

We suggest bank to conduct real test with damp fingers to weed out scanners

which fail on wet fingers. Sweat in finger is very common

will be tested during POC

42 62 Section D Standard Operation Procedure - GUI Attributes The Data cpatured from the GUI defined needs to be stored with the Biometric

system or to be stored on the CBS System

No. with Biometric server.

43 62 Section D Standard Operation Procedure - GUI Attributes The Matching solution of the Biometric solution is defiend on 1:1 with User Id of the

Financle system and the Biometric data , part of the Biometric Solution User Id

Attribute is not defined

Or

Does the solution needs to consider any other unique attribute part of the solution for

1:1 matching

live finger template need to be matched to the

stored finger template

44 65 Biometric Solution & Device
