SECTION 1–Executive Summary
Social Islami Bank Ltd has planned to implement Manage Engine AD Audit Plus Along with Manage Engine Self-Service Plus for all Active Directory enabled Users and also LAPS Solution and Microsoft Windows 10 professional OS for computers of entire Bank environment to offer highly secure new generation banking and cater better customer service & experience. The Bank invites sealed Financial and Technical proposals for the following supplies from reputed IT Companies having experiences in Telco & Banking and are OEM authorized partners.
1.1 Scope of the Bid
Social Islami Bank Ltd. (SIBL) wishes to receive a details proposal from the firms for delivery and Implementation of Microsoft Solutions and other services. The bid includes supply, installation and commissioning of software and Services as mentioned in Section – 3 of this document.
Bidders are required to propose solutions as specified in the design. Bidders are required to propose all items and are wholly responsible for all products and implementation offered unless otherwise specified and as specified in the terms and conditions. The successful Bidder shall be the Contractor for all the products and implementation services offered and are fully responsible for the overall project management and co-ordination of the supply, installation, integration, testing, commissioning and maintenance for the above-mentioned project. The scope of the bid includes design, specification, bill of quantity and prices of the items as detailed in this document and any other items that deem necessary but not mentioned in this document.
1.2 Bidder’s qualification
The bidder should have experience of design, supply, delivery, install, test, commission and maintain
Manage Engine and Microsoft Solution for at least Three Financial Institute. Vendor should provide the
following details and documents:
a) Microsoft (Gold) Partner certificate.
b) At least 5 (Five) Vendor Certified Professional exist as regular employees.
c) Valid Trade License, TIN Certificate, VAT registration certificate.
d) Original brochures with technical specification of the product quoted.
e) Other license certificates as may be applicable.
f) Company local address and contact numbers.
g) Name, designation, qualifications and experience of the technical and management Personnel to be
engaged with this project.
h) Provide a list of similar deployment reference in Bangladesh mentioning e-mail and telephone
number.
1.3 Deliverables

The deliverables of this project include the following:
a. Microsoft Windows 10 Professional OS License.
b. Manage Engine AD Audit Plus and Manage Engine Self Service Plus License.
c. Local Administrator Password Solution (LAPS) Service tools with required license
d. Documentation of deployment and monitoring documents.
e. Training materials.
1.4 Bid prices
Bidders shall quote in Bangladeshi Taka (BDT) for the items quoted including VAT & Tax, AIT etc. The
price will include supply, installation and maintenance of the quoted systems.
1.5 Deadline of bid
The bidder must submit the bids to SIBL Head Office as per time and date given in the first page of this
document.
1.6 SIBL’s right to accept any bid and to reject any or all bids
SIBL reserves the right to accept or reject any bid, and to annul the bidding process and reject all bids at any time prior to award of Contract, without thereby incurring any liability to the affected bidder or bidders or any obligation to inform the affected bidder or bidders of the grounds for the SIBL’s action.
1.7 Submission of Bill and Payments:
Until otherwise stated the following procedure must be followed by the vendors:
• The vendor will submit the following documents along with their bills/invoices for payment from the
Accounts:
i. A copy of the Work Order
ii. If applicable, a copy of User Acceptance Test (UAT) duly signed by the Head of ICT
Division.
iii. An original Challan duly signed by authorized officer
• If the performance security money is not deposited separately in the form of Bank Guarantee or
Payment Order, performance security money will be deducted from the bill.
• Applicable VAT & Taxes will be collected from the bill.
• The rest bill would be paid in due course after pre-audit.

1.8 Submission of bid documents:
The bidder shall deliver the technical proposal bound, sealed and labeled as “Technical Proposal”. The
Financial proposal should be provided in a separate sealed envelope and labeled as “Financial Proposal”.
Please provide brochures of proposed item. Both the proposals shall be enveloped in 3rd envelope duly
sealed labeled properly.
1.9 Opening of Technical & Financial proposal:
The proposals submitted against the subject RFP will be opened on the date and time specified in the first page of this document in front of the purchase committee of Social Islami Bank Limited. Only Technically qualified offers will be evaluated. Due to outbreak of COVID-19, bidders are discouraged to remain present in tender opening occasions.
Terms and Conditions The bidder shall have to fill up all fields of the form “Bidder’s Information and Qualifications/ Eligibility”. In case of differences ask query from the contact person. Any explanation or clarification will be provided as addendum in the webpage.
1. The bidder must have experience in business of Supplying, installing, commissioning, operating of similar goods and providing support service in Bangladesh for the last Five years in renowned organization.
2. The bidder must have the Valid Partnership with OEM for minimum 3 year.
3. The bidder must have strong presence and support offices in Dhaka for maintenance and support for the proposed Goods and Services.
4. Photocopy of all the relevant documents should be submitted with the offer including:
a) Full particulars of the ownership, constitution, year of incorporation and main business activities of the Vendor.
b) Copy of Valid Trade License.
c) Copy of Certificate of Incorporation
d) Copy of TIN certificate.
e) Copy of VAT registration certificate.
f) Copy of Valid Partnership Certificate with principal.
g) Bidder must submit Manufacturers Acceptance license from OEM.
h) At least Five (05) experience letter/Work order copy (from FSI customer) for Similar work.
i) List of major clients in Financial Institutions and copies of certificates issued by such financial institutions regarding supply, installation and configurations of quoted products to such financial institutions.

5. CV of minimum 5 (Five) related Technical personnel with phone number and email address.
6. The Bidder has to Submit Bid Security money as mentioned in the first page of this document in the form of Pay Order in the name of “Social Islami Bank Limited” along with the Technical offer.
7. The offers should have minimum validity for at least 3 (Three) months/ 90 (Ninety) days.
8. The successful bidder must supply and install all the deliverables within 4 weeks from the date of issuance of work order. In case of failure, the Performance Security of the bidder will be forfeited.
9. All quoted prices should include delivery, installation, configuration, testing and AIT, VAT, Tax and other Duties if applicable as per Govt. rules. All VAT, Tax, Govt. duties etc. will be deducted from the bill as per rule prior payment of the same. In case of periodic maintenance, the bidder should quote before VAT price and in that case, the bank will pay admissible VAT at an actual. But AIT and other taxes shall be collected from the biller as per govt. rule.
10. The Bank reserves the right to verify/evaluate the claims made by the vendor independently. Any decision of the Bank in this regard shall be final & conclusive.
11. Proper documents, brochure, data sheet, technical spec papers of mentioned Products have to be provided by the bidder in the Technical Proposal.
12. Bidding prices must be quoted in BDT. All payment will also be made in BDT.
13. Payment will be made after delivery, successful installation and acceptance from the Bank.
14. Any decision as to compliance of the terms and conditions of the Tender and on rejection of any Tender or any part thereof shall be at the sole discretion of the Bank and shall be final, conclusive and binding on the bidder.
15. The Bank reserves the right to re-issue the Tender and or any part thereof without assigning any reason whatsoever, at the sole discretion of the Bank. Any decision in this regard shall be final, conclusive and binding on the bidder.
16. The Bank reserves the right to adjust arithmetic and other errors in any Tender in the manner in which the Bank deems fit and proper. Any decision in this regard shall be final, conclusive and binding on the bidder.
17. The Bank reserves the right to accept or reject in part or full any or all the offers without assigning any reasons thereof. Any decision of the Bank in this regard shall be final, conclusive and binding on the bidders.
18. Time & date of submission: Time and date of tender events is mentioned in the first page of this document. The sealed tender must be submitted in the tender box kept in the Logistic Support Division, Level-29, SIBL Corporate Office, 90/1, Motijheel, Dhaka mentioning “RFP for Supply, Installation, Commissioning and maintenance of Manage Engine AD Audit Plus, Manage Engine Self-Service Plus, LAPS Solutions and Microsoft Windows 10 Operating System for Social Islami Bank limited.”.
19. Vendors not having a valid VAT registration number will be considered as disqualified and necessary VAT, TAX & AIT shall be borne by the selected bidder(s). Without authentication of an officer of the Bank, the schedule will not be considered for evaluation.

20. The management reserves the right to cancel any bid/tender without assigning any reason whatsoever. The management is not bound to award contract to the lowest bidder.
