In the event any provision of these regulations or theapplication of any provision of these regulations to any personor' circumstance is held invalid, the application of suchprovision to other persons or circumstances and th~ remainder ofthese regulations shall not be affected.

bl All solid waste containing food wastes shall be securelystored in covered or closed containers which are nonabsorbent,leakproof, durable, easily cleanable (if reusable), and desidnedfor safe ,handling.

c) Containers shall be of an adequate size and in suff~cient

number~ to contain all food wastes, rubbish, and ashes that ar~siderit~ or other establishment generates in the peri~d af timebetween the collections.

dJ Storage of bulky wastes shall include removing all doorsfrom large household appliances and cQvering the items to reducethe problems of an attractive nuisance, and to reduce theaccumulation of solid waste ~nd water in and around the bulkyitem~.

10. Fr-eguency

Solid wastes shall be collected with frequency sufficient t~

inhibit the propagation or attraction of vectors and the creationof nuisances. Solid wastes which contain food wastes shall becollected at a minimum of once during each week. Bulky wastesshall be collected at a minimum of once every 3 months.

11. Operation£;

a) The collection of solid wastes shall be conducted in ~safe, efficient manner, strictly obeying all applicable trafficanJ other laws. The collection vehicle operatar shall beresponsible for immediately cleaning up all spi~lage caused bythe operations, for protecting private and public property fromdamage resulting from the operations, and for creating no unduedisturbance of the peac~ and quiet i~ residential areas in andthrough which the collection of wastes is conducted.

b) Records shall be maintained detailing all costs-associatedwith the collection system, including capital, operation, andmaintenance costs. PART IV - SOLID WASTE MANAGEMENT RESPONSIBILITY

12. Storage Responsibility

15. Animal carcass

The disposal of animal carcaSSES is the responsibility of thelandowner or land occupant upon whose land the animal carcass isfound to be creating a nuisance. On-site disposal of the carcassshall be by immediate burial, covered by at least 2 feet ofcompacted earth, incineration or by other method approved by theAuthority.
