The results of our loss control survey were read. There are areas in the park that need improvement and a written media plan pertaining to potential liability incidents implemented.
A letter was received from Truth Kleinsasser asking the Town to grandfather part of a piece of personal property be-tween her lot and Dan Sweet’s lot that contained her fence on his property. Moved by Helmer, seconded by Grimsrud that upon a recommendation from our city attorney and SDML that the town not get involved in any personal property dis-putes. On a roll call vote two voting yes and one abstaining, motion carried.
The next regular sched-uled meeting will be held on Tuesday, September 7, 2020 at 5:30 p.m.

Aug. 3, 2020The Town Board of Ro-
slyn met in regular session on Aug. 3, 2020 at 6:00 p.m. in the Event Center. Spencer Huggett and Sheldon Huggett present; Tom Lee absent. The meeting was called to order by VP Spencer Huggett. Due to the Labor Day holiday, the next regular meeting will be Sept. 8, 2020 at 6:00 p.m.
Sheldon Huggett moved to approve the reading of the July regular meeting minutes; Spencer Huggett seconded. All voted yes. Sheldon Huggett moved to approve the finan-cial report; Spencer Huggett seconded. All voted yes.
Sheldon Huggett moved to delay any action on the city attorney and the lawn mower quote until further notice; Spencer Huggett seconded. All voted yes.
Sheldon Huggett moved to approve entering into a contract for 6,000 gal. of propane with Sioux Valley Coop. for the 2020-21 heating season at a cost of $7,200.00; Spencer Huggett seconded. All voted yes.
A letter from WEB Water stating an increase in the cost per thousand gallons to the Town was reviewed. The Town did not increase the rates to residents at the last increase from WEB in Octo-ber, 2019, but it has become necessary to do so at this increase. After the minimum of 1,000 gals., Spencer Huggett moved to increase the rate per thousand gallons to $3.75 for water and 3.75 for sewer. This will go into effect on Oct. 1, 2020. The minimum rate will
remain at $17.50.Sheldon Huggett moved
to approve the First Reading of the 2021 Appropriations Ord. No. 142; Spencer Huggett seconded. All voted yes.

SPECIAL MEETINGJuly 28, 2020
A special meeting of the Andover Town Board was called to order at 7:00 p.m. on July 28, 2020 by Ilene Helmer, President. Trustees present were John Grimsrud and Charlene Voss. Also present were Leif Redinger, Helms & Associates; Jordon Hintz, NECOG; Lesleann Palmer, NECOG; LeAnn Kerzman and Kevin Coldsmith, Midwest Assistance Program; Amanda Fanger, Reporter & Farmer and Kent Holler. Town res-idents present were Kevin Anderson, Robert Voss and Chad Furney.
Redlinger gave a review o f t h e a p p r ove d p r o j e c t concerning the waste water funding request. The town was approved for financing
with the Clean Water SRF loan funding. We were awarded a $ 1,168,000 loan at 2.125 percent for 30 years with 91.5 percent principal forgiveness not to exceed $1,068,000. Mr. Ander-son expressed his concerns in regards to the present system and the improvements to be made. Mr. Voss noted some changes that may need to be made to the storm sewer drains.
After much discussion, it was made by Voss, seconded by Grimsrud to wait until next scheduled board meeting on August 3, 2020 to make the final decision.
There being no further business, a motion was made to adjourn the meeting at 8:30.
