1.0 INTRODUCTION Villawood Properties Pty Ltd (Villawood) engaged Golder Associates Pty Ltd (Golder Associates) to undertake a Phase 1 Environmental Site Assessment (Phase 1 ESA) of three parcels of land located in the Redstone Hill area of Sunbury. The Phase 1 ESA was conducted in general accordance with Golder Associates proposal P47613030-001-P-Rev0 dated 17 March 2014.
The three parcels of land (refer Figure 1) are general described as:
40 Redstone Hill Road, Sunbury,
80 Redstone Hill Road, Sunbury and
675 Sunbury Road, Sunbury.
We understand that Villawood are in the initial phases of the redevelopment of the three parcels of land for residential purposes. Villawood is looking to refine the findings of the draft report prepared by Environmental Earth Sciences (EES) titled Land Capability Assessment for the Sunbury South Precinct Structure Plan, Sunbury Victoria” (reference 213066_PSP74, dated December 2013).
The objectives of this scope are:
To reduce the uncertainty and spatial extent regarding the potential for contamination to exist across the site as identified in EES’s 2013 report
Provide a management strategy for areas of the site where contamination is identified.
We understand that the report will be submitted to the Metropolitan Planning Authority (MPA) to refine the contamination risk rating presented in the draft land capability assessment.
2.0 BACKGROUND
2.1 Site Description The site is located on the south side of Sunbury Road in Sunbury, approximately 30 km north west of Melbourne’s Central Business District. The site location map is included as Figure 1. The site comprises three parcels of land, 675 Sunbury Road, 40 Redstone Hill Road and 80 Redstone Hill Road. The three site in general forms an irregular parcel of land bounded to the north by Sunbury Road, the south by Jacksons Creek, the east by Shepard Lane and the North by Redstone Hill Road which also runs through the centre of the site. A number of smaller parcels of land within the general site boundary as shown in Figure 1 are not included in the Villawood site.
Current surrounding land use in the vicinity of the site is largely of a rural / agricultural nature including grazing or pasture land. A number of scattered farm residences/dwellings are associated with these farming properties. The general area also includes areas of residential properties to the north west of the site indicative of the current redevelopment of the broader area for residential purposes. To the north east of the site is the Bulla Tip and Quarry located on the alternate side of Sunbury Road.
2.2 Proposed Site Development Villawood propose to develop the site into residential lots including associated open space and a town centre along the Sunbury Road boundary.

2.3 EES (2013) Assessment of Contamination Risks The three parcels of land subject to this review form part of the Sunbury South Precinct Structure Plan. These sites were assessed to identify issues or considerations that pose a contamination risk for the future urban development of the precinct. The assessment included consideration of:

The information gathered was then used to undertake an environmental risk assessment (ERA) based on the source-pathway-receptor relationship. To assign the risk of each of the identified features a risk matrix was applied which made consideration of the consequence and likelihood. The draft report prepared by EES noted the following contamination risks in relation to the Villawood sites. It should be noted that the ranking has been applied by EES at a property level and was not refined through specific assessment of identified individual features considered to be a risk.

3.0 ADDITIONAL REVIEW OF INFORMATION To further assess the potential contamination risks posed by the site as identified by EES, Golder undertook a more focussed review of the identified issues by undertaking the following additional tasks using specialists in contaminated land assessment:

3.1 Aerial Photograph Review A review of aerial photographs was undertaken for the period from 1960 to present. Historical photographs were obtained from Department of Environment and Primary Industries. A summary of the observations made during the aerial photograph review are presented in Table 2.

2014 The site appears relatively unchanged. A silo in the vicinity of the old farmhouse has been demolished.
The older farmhouse located to the east of the current farmhouse has been demolished together with the associated buildings. A building to the north of the farm shed has been demolished.

The aerial photograph review has identified a number of buildings of potential interest on the 40 and 80 Redstone Hill and 675 Sunbury Road properties. The identified features of interest are shown on Figure 2 and include:

Farm buildings on the Sunbury Road boundary.
A pre 1982 farmhouse on the Redstone Hill Road boundary.

A pre 1960 farmhouse (now demolished).

Farm buildings to the south of the existing farmhouse.

Two small sheds located on the eastern side of the property.
3.2 Site Inspection Golder Associates undertook a site inspection on the 19 March 2014. During the site inspection, Adam Davidson of Villawood was present. As summary of the findings for each of the sites is provided below:
3.2.1 675 Sunbury Road During this site walkover one of the owners of 675 Sunbury Road Alex Koroneos was interviewed. The current site configuration is provided in Figure 2 attached. A summary of the findings is provided below:
Mr Koroneos together with his parents and brother has owned the site for 22 years having bought the site from the bank who had repossessed the site from the previous owner. The previous owner had used the site for horse agistment.
During their ownership of the site, the Koroneos’s have used the site for raising cattle, sheep, alpacas and deer.
The farmhouse was tenanted until a couple of years ago and the secondary farmhouse on Redstone Hill Road was used by his parents, although it has been vacant for the past few years.

A number of buildings (refer Figure 2) are located in the vicinity of the original farmhouse these include:
Four sheds
Shed 1 is metal and is constructed with an elevated wooden floor. The shed has not been used by the Koroneos family and currently contains a small amount of disused furniture including desk chairs, bookshelves and a domestic clothes dryer.
Shed 2 is constructed of besser blocks and a metal roof, the floor of the shed is unpaved. The shed has not been used by the Koroneos family and is generally empty with building waste and empty drums being stored within.
Shed 3 is a two sided shed constructed of metal with a dirt floor. Shed 3 is used for general farm activities including sheep drenching and shearing. A small chemical store was located in the north west corner of the shed with small (less than 5L) of farm associated chemicals located in this area.

Shed 4 is a three sided shed constructed of metal with a dirt floor. Shed 4 is used for the storage of farm equipment and hay.
Stables – these are currently unused and contain general building waste.
Chicken coop – the chicken coop has not been used by the Koroneos family and is a wooden construction with a metal roof. The coop currently contains scrap fencing.
A water tank
Garage – the garage is constructed of metal and is vacant.
The AST identified by EES during their site walkover (refer Figure 2) had been removed at the time of the site visit. Mr Koroneos indicated that the AST was 2000L and had been disused for at least 10 years. No surface staining was evident in the vicinity of the former AST location.
Three IBCs were located near Shed 4. Mr Koroneos indicated that they belonged to a neighbour and have only ever been used for water storage (refer Figure 2).

A number of 44 gallon drums marked as being aviation turbine fuel were located in the general area of the shed. Mr Koroneos indicated that these had been brought to the site empty by the previous tenant of the original farmhouse who used them for water storage.
Two former oil heating tanks were located at the rear of the original farmhouse. Mr Koroneos indicated that these tanks were not used at the site and had been brought in by the former tenant who used them for rain water collection.
Asbestos containing material as identified during the EES site walkover was not noted during the Golder Associates site walkover.
The site walkover identified the following features of potential interest on the 675 Sunbury Road site (refer Figure 2):
Shed 3 used for general farm activities including sheep drenching and chemical storage.
Location of a former AST.
Empty 44 gallon drums located around and in the buildings.
3.2.2 40 Redstone Hill Road and 80 Redstone Hill Road Both 40 and 80 Redstone Hill are currently owned by a Villawood subsidiary and managed by Ian Barclay. The sites are both currently used for cropping and grazing. The current farm manager of 40 and 80 Redstone Hill Road was unavailable at the time of the walkover, but Golder communicated with him via email on 24 March 2014. During the site walkover the following observations were made:
Two sheds are located on the 80 Redstone Hill site, both of these sheds are used for machinery storage. All chemicals used on the site are stored on the 40 Redstone Hill Road property.

On the 40 Redstone Hill property two sheds and a storage container were located to the south of the existing farmhouse.
Shed 1 was constructed of metal and is primarily used for machinery storage. A small chemical store was located along the eastern side of the shed. The chemical store contains approximately 200 litres in total of herbicides such as Roundup and Grazon.
Shed 2 was constructed of metal and is primarily used for machinery storage.
On the 40 Redstone Hill an AST was located between the storage container and Shed 2. The AST was empty at the time of the inspection and was indicated by the Farm Manager to have not been used for a number of years. No surface staining was evident in the vicinity of the AST.

On the 40 Redstone Hill a storage container was located at the north end of Shed 2. The storage container is used to store household furniture.
The Farm Manager also indicated that the former farmhouse located on 40 Redstone Hill Road was demolished in the past year. The former farmhouse included a number of out buildings including a garage and chicken coop.
Two dams are located in the south eastern corner of the 80 Redstone Hill property.
The site walkover identified the following features of potential interest on the 40 Redstone Hill site (refer Figure 2):
Shed 1 used for general farm activities including chemical storage.
A disused AST located to the north of Shed 2.
4.0 POTENTIAL CONTAMINATION RISKS AND ACTIONS The table below presents a summary of the highlighted potential contamination issues at the site and potential contaminants that may be associated with the issues. Table 4 also provides details on together with an assigned risk based on the EES risk rankings details in their report and summarised above in Section 2.3. A figure showing the areas is presented as Figure 3.

All of the identified issue relate to the potential for soil contamination. None of the issues are considered to present an elevated risk of groundwater contamination. The risk of contamination on the site outside of these identified areas in Table 4 is considered to be very low to low.
These rankings are in general lower than the risk rankings assigned by EES. It is recognised that as these risk rankings are subjective, further works are recommended to confirm the low risk associated with the contamination by the above features. These works should include soil sampling for the contaminants of interest at the location of each of the identified features and management of currently unidentified residual risks on the remainder of the site through implementation of a development protocol. A summary of the recommended further actions are provided below in Table 5.

There will remain a level of uncertainty in relation to past activities on the remainder of the site. As such it is recommended that the uncertainty in this residual risk of contamination is managed via a general soil management protocol to be adopted during the development of the site. The protocol would require:
Should any stained or odourous soils or soils containing waste be identified that these are assessed by an Environmental Consultant;
All material suspected of being asbestos containing material should be assessed by a suitably qualified practitioner. Any asbestos containing material should be handled and disposed of by a suitably qualified and licenced asbestos contractor.
Any soil brought to site as fill are confirmed as meeting the EPA requirements for Fill Material.
Any soil taken offsite meet the EPA requirements for the offsite disposal of soils.

5.0 CONCLUSION Golder has undertaken a Phase 1 ESA for three parcels of land located at 675 Sunbury and 40 and 80 Redstone Hill Roads, Sunbury, Victoria. The works were undertaken to support development of the site for residential use. The assessment has indicated that the contamination risk at the site is very low to low. A number of features at the site have been identified for further assessment following demolition of the existing buildings and prior to redevelopment (refer Table 5 and Figure 3) to confirm the low risk associated with contamination. In addition, there will remain a level of uncertainty in relation to past activities on the remainder of the site. As such it is recommended that the uncertainty in this residual risk of contamination is managed via a general soil management protocol as outlined in Section 4.0 to be adopted during the development of the site.

LIMITATIONS
This Document has been provided by Golder Associates Pty Ltd (“Golder”) subject to the following limitations: This Document has been prepared for the particular purpose outlined in Golder’s proposal and no responsibility is accepted for the use of this Document, in whole or in part, in other contexts or for any other purpose. The scope and the period of Golder’s Services are as described in Golder’s proposal, and are subject to restrictions and limitations. Golder did not perform a complete assessment of all possible conditions or circumstances that may exist at the site referenced in the Document. If a service is not expressly indicated, do not assume it has been provided. If a matter is not addressed, do not assume that any determination has been made by Golder in regards to it. Conditions may exist which were undetectable given the limited nature of the enquiry Golder was retained to undertake with respect to the site. Variations in conditions may occur between investigatory locations, and there may be special conditions pertaining to the site which have not been revealed by the investigation and which have not therefore been taken into account in the Document. Accordingly, additional studies and actions may be required. In addition, it is recognised that the passage of time affects the information and assessment provided in this Document.
