1.2 Director Corporate and Community Services Handover

Skye Price completed her time in the role as Director Corporate and Community Services on June 21. A number of meetings were held prior to this to handover to Simon Duke who will act in the role until the incoming CEO decides to recruit a permanent replacement in due course.

1.3 2019 Australasian Management Challenge - Australasian Final

Challenge team members comprising of Alice Springs Town Council and MacDonnell Regional Council staff have been meeting weekly in preparation to compete in the Australasian Final to be held 31 July - 1 August. Clare Fisher, Manager Alice Springs Public Library and former Local Government challenge participant has been mentoring the team.

SUBJECT: REPORT FROM GOVERNANCE UNIT FOR JUNE 2019

This report provides an update of current projects and work of the Governance Unit.

Governance Unit established and Manager Governance appointedDemonstrating a commitment to best practice governance, Council approved a new Manager Governance position to join the Civic Centre team. Ms Jodie Summers commenced in the role on 6 June 2019. With the addition of this management position a new Governance Unit was created which includes Risk Management, Compliance, Governance, Registry and management of the Administrative traineeships.

Administrative Trainee ProgramThe Administrative trainee program has been developed and is ready for implementation. Council have partnered with CDU to ensure candidates complete the 12 month program with appropriate business administration certification. Two new trainees, 1 Indigenous and 1 non- Indigenous, will commence on 10 July 2019.

RISK MANAGEMENT AND COMPLIANCE

Risk Management FrameworkThe final draft Risk Management Framework is being presented to the Risk Management & Audit Committee (RMAC) at their 29 July meeting for endorsement. Following this it will come to Council for adoption.

Internal AuditsThe findings of two internal audits conducted in May & June will be presented to the RMAC for review at their July meeting.

GOVERNANCE

Local Government Act SubmissionA submission to the Department of Local Government, Housing and Community Services addressing the impacts of proposed changes to the Local Government Act is expected to be submitted by the 18 July deadline.

The Manager Governance is currently undertaking a strategic review of all council committees with a view to:

Determine effectiveness and structure of committeesStandardise documentation and processes including ToR, agendas, papers and minutesDevelop a Council Committees Handbook/Charter

This report provides an update of current Library projects, programs and events.

1. LIBRARY MANAGER’S UPDATE

Library memberships reach 12,000May 2018 saw the library reach a record high of 10,000 members - in just over 12 months we’ve increased that number by another 2,000, sitting at our highest recorded membership in the history of the library.

This represents 45.22% of Alice Springs residents and 31.91% of Central Australia (Alice Springs, Central Desert and MacDonnell.) The National standard sits at 44%.

One of the library’s KPIs is to increase memberships by 25% per annum - a very ambitious target - with 10,404 members at the end of June 2018, we haven’t quite reached that goal with 12,057 but still sit at a very healthy 15.9% increase.

This achievement is thanks to a dedicated, passionate and hardworking team, great support from all the departments within Alice Springs Town Council and a community who love their library.

Sergey visited the library to return a library DVD that was found in his letterbox. Sergey then joined the library and became our 12,000th member.

The award was presented by ALIA NT President Jayshree Mamtora in recognition of the library's work with local at-risk youth.

RIGHT: The Alice Springs Public Library team accepted the 2019 ALIA NT Recognition Award at a special luncheon in June.

In 2017/18 the library hosted 837 events with 12,604 attendees - an average of 15 people per event.

Although we ran 110 fewer events during 2018/19, we attracted an extra 9209 attendees, effectively doubling the average number of attendees to 30.

This report provides an update of current projects, programs and events of the Community and Cultural Development Unit (CCDU).

EVENTS

In-Kind SupportCurrent value of in-kind support offered to Alice Springs events is $125,808.40 as of 27 June 2019.

Night MarketsThe 6 June Night Market went well with strong stallholder numbers and community attendance. Currently liaising with Red Hot Arts around their launch of Desert Festival at the 29 August Night Market, which will include a range of performances and entertainment.

Twilight in the MallTwilight in the Mall series has finished; 776 people attended the eight week series. Good feedback was received on the series from community members and musicians. Locally based films had the most attendance. There were a few very cold nights, which impacted attendance.

NAIDOC WeekAttended two NAIDOC Planning Committee meetings.

Civic Responsibility Information SessionOrganising Council’s participation in a Multicultural Community Services of Central Australia information session to educate migrants and refugees about their civic responsibilities. This is part of MCSCA's Fostering Integration Project.

Melbourne Cup EventA public welcome in Todd Mall for the Melbourne Cup and Melbourne Cup winning jockey Jim Cassidy is being organised for 1pm Thursday 18 July.

Alice Springs ShowAlice Springs Town Council’s stall at the show is organised, with staffing schedules confirmed, stock ordered, and shed cleaned and ready for bump-in.

Phoney Film FestivalPreparation for Phoney Film Festival continues, with an upcoming free workshop and media promotion. Youth Services Officer had film editing training with Mikey Boyce from CDU to prepare for editing the 2019 entries for the opening night on Thursday 18 July.

Public Art MasterplanAn online survey is being conducted from 24 June - 1 August 2019, and building on from these responses, the Public Art Advisory Committee and targeted stakeholders will be met with to develop the plan.

Shanahan Park Transformer BoxAn EOI closes 1 July for the painting of art on the transformer box at Shanahan Park.

Interpretive SignsInterpretive signs is being placed at Alice Springs Town Council connected public artworks in Alice Springs. Work is ongoing.

Traeger Park Wall MuralWork has started on decommissioning the Traeger Park wall mural. An EOI to paint a new mural will go out in the near future.

PROGRAMS

After-Hours BasketballPlanning has started for an after-hours youth basketball tournament.

Health & Wellness Centre (HAWC)Council’s Health & Wellness Centre (HAWC) received twenty-eight (28) referrals from GP’s and allied health professionals in June. There is ten (10) Keep You Moving classes per week aimed at improving strength, flexibility and cardiovascular fitness for people with chronic health conditions. Our new brochure which was circulated to local GPs and Allied Health Professionals for this program increased the referrals dramatically this month.

Heart Foundation WalkingCouncil’s Heart Foundation Walking monthly average participation was thirty (30) in June. For our end of month walk, we enjoyed an off-track walk from Elder Street.

Mental HealthHealthy Communities is delivering exercise for people with mental health conditions on Mondays and Wednesdays at Alice Springs Hospital and MHACA. Participants have expressed interest in water workouts at ASALC which we will trial for the month of July.

Suicide Prevention GrantApplied for a NTG Suicide Prevention Grant to facilitate awareness sessions to educate Council staff on suicide prevention. The aim of this project is to reduce stigma in the Alice Springs community regarding suicide, as well as provide information on how staff can find ways to prevent suicide in the workplace and broader community.

Santa Fun RunCouncil's first Santa Fun Run to raise funds for Variety NT will be held on 21 July 2109. A working group has been established and planning is underway. Marketing for this event commenced 28 June.

Stand Upl ProjectInitial meetings held to run a week-long empowerment and leadership project encouraging female and non-binary identified young people to become future leaders.

Aqua for ArthritisCouncil’s Aqua program, held at the Alice Springs Aquatic & Leisure Centre, targeted at people with arthritis and other musculoskeletal conditions is receiving regular participation of twelve - fifteen (12-15) per class, three (3) classes per week.

Old TimersGet Physical delivered two (2) sessions weekly at Old Timers during June on behalf of Council’s Healthy Communities program. Residents enjoy a variety of strength, balance and flexibility exercises to music.

Life Without BarriersCouncil’s Healthy Communities program for people with a disability is averaging eighteen (18) participants weekly. Gaby Targett from A Labour of Love’ is currently delivering this program on behalf of Council’s Healthy Communities Program.

Staff Exercise ClassesParticipation for June at Civic Centre was thirty-eight (38).

TrainingHealthy Communities Coordinator participated in Domestic Violence and CPR Update training in June.

Youth Action GroupYouth Action Group merchandise has been designed and sent to the screen printers in time for the Alice Springs Show stall.

Youth WorkshopsA free workshop for youth will be held as part of the Phoney Film Festival activities. The workshop will be held 2 July 2019 in the Andy McNeill Room.

A free music workshop for youth will be held during the school holidays, 2pm to 4pm, 4 July 2019. The workshop will be held at Red Hot Arts and will be facilitated by Harvey Sutherland.

Youth Market StallYouth Services Officer coordinated the first Youth Market stall with was held on Thursday 6 June at the Night Markets; this event was successful with youth participants selling some of their work and enjoying their time. The Youth Market stall will continue to occur during the Night Market calendar.

Youth ActivitiesAttended the Youth Services Alice Springs meeting and Child Friendly Alice Community Profile launch. Member recruitment and outreach strategies continue, with meetings held at Centralian Senior School, Centralian Middle School, and Tangentyere Council, Gap Youth Centre.

SeniorsFollowed up on actions from previous Seniors Coordinating Committee meeting. Planning continues for the Seniors Month activities, the Mayoral Morning Tea and Seniors Still Got Talent.

The new BBQ Area adjacent to the outdoor 20m learn to swim pool was completed in June and will be officially opened by Mayor Ryan on 19th July.

REPORT SUMMARY

In June, attendance (6404 visits) was 58 less visits than for the same month last year, despite reduced hours of operation through the winter season. Annual patronage for 2018- 19 financial year was 141,183 which was 3,026 more than the previous financial year and was the second busiest year on record. Quarterly scheduled pool maintenance performed by Trisley’s was completed. The 25m pool thermal blankets, in use from the start of June have improved gas use efficiency and contributed to consistent pool temperatures.

PROGRAMS AND EVENTS

Learn to SwimRegular Learn to Swim lessons continued throughout June with 852 attendances in the after school program and 1754 attendances for school swimming lessons with students from Living Waters, Sadadeen Primary, Mt Liebig, Harts Range and Kites (Kids in Town Engaged in School).

ASALC 12 Hour SwimThe Inaugural ASALC 12 Hour Swim event held on Sunday June 2 proved to be a fun, community orientated team event for the committed competitors, swimming almost 140kms collectively. Over $2000 was raised for non-profit organisations and charities selected by the teams, with Alice Springs Swimming Club winning the event and receiving an additional $500 prize towards their club’s activities.

Aqua ClassesAll Aqua classes were running throughout June, except for on the public holiday with attendance of 217 participants for the month.

Health and Wellness CentreThe Healthy Communities Program, run by Get Physical at ASALC had 215 attendances recorded for June.

USER GROUPS

The Alice Springs Swimming Club, Aussie Masters have continued their regular training sessions with ASSC maintaining good numbers through the cooler month of June. CAIS has only made a few booking this month with lower numbers than usual.

STAFF

The Life Guard Coordinator position and Senior Life Guard position have been filled and both successful candidates commenced their roles in the last week of June.

Interviews were held mid-June for the Customer Service Coordinator.
