REPORT TO COMMUNITY, HOUSING, ENVIRONMENTAL SERVICES & PUBLIC WORKS COMMITTEE Campbell Parade (East) Upgrade Project – Detailed Design Approach (A06/0232) Report dated 6 November 2006 from the Director, Public Works and Services about the preparation of a draft detailed design for part of Campbell Parade. Recommendation: That Council receive this report and adopt a modified option, as detailed in this report, to permit development of the detailed design of the eastern side of Campbell Parade between Lamrock Avenue and Beach Road. Purpose of Report The purpose of this report is to adopt an approach to the detailed design of the eastern side of Campbell Parade between Lamrock Avenue and Beach Road, for further work by the consultants prior to Council’s consideration of a draft design for exhibition. Background / Introduction On 2 September 2006, Council adopted a draft Concept Plan for Campbell Parade for exhibition and consultation. On 18 October 2006, a Councillor workshop was held to consider the detailed design of the eastern side of the Parade between Lamrock Avenue and Beach Road. Two design layouts were presented at the workshop, Option 1: Sculptural Park Edge and Simple Median (Attachment 1) and Option 2: Sculptural Median and Simple Park Edge (Attachment 2). During the workshop, the Councillors present confirmed a preference for a general layout incorporating: the planting of Norfolk Island Pines on the edge of Bondi Park and palms in the median, subject to further investigation of tree spacing and palm species selection a Hall Street plaza which responds to pedestrian desire lines from the signalised pedestrian crossing and potentially incorporates artwork into the surrounding seating and/or the paving an increase in the proposed width of paving behind the bus shelters a solid masonry staircase with contemporary design and a non slip surface to access the new crossing of Park Drive a spiral landscape feature incorporated into the Lamrock Avenue roundabout pavers of light, warm and sandy tones the investigation of various water sensitive urban design features, particularly the sloping of the footpath on the eastern side to direct run off into Bondi Park and the sloping of the road on the western side to direct run off into the median. The incorporation of a public art feature using water, as proposed in Option 2, was not supported due to maintenance and sustainability issues. 1

Purpose of Report

Background / Introduction

The Councillors present at the workshop expressed some preference for Option 1 layout, butconsidered that elements of the Option 2 layout could be incorporated to improve the finaldesign.

Council officers considered the two layouts at a workshop on 3 November 2006. Officersconsidered both options from the perspective of parks management and footpathmaintenance. Due to the significant difficulty in maintaining a curved edge between Bondi Park and the

footpath concerns with blocking access to Bondi Park with long seats parallel to the Park edge the strong visual effect of the sculptural median the likelihood that the sculptural median will reduce the numbers of pedestrians crossing

Campbell Parade away from the signals,the officers had a preference for the Option 2 layout.

Officers also questioned the reduction in the size of the Roscoe Street paved area, as thelocation is planned to be used for small events and performances to bring more life to BondiPark. Officers supported all of the other points Councillors made about the detailed design.

Analysis

Design ApproachIn order for Conybeare Morrison to proceed to the preparation of a draft detailed designfor exhibition, Council needs to confirm the preferred layout for the eastern side ofCampbell Parade between Lamrock Avenue and Beach Road.

Having regard for the two workshops held with the consultant team, it is proposed thatthe preferred layout be generally as per Option 2, with the following modifications removal of the water feature at the Hall Street Plaza expansion of the footprint of the Hall Street Plaza planting of Norfolk Island Pines on the edge of Bondi Park planting of palms in the median an increase in the proposed width of paving behind the bus shelters a solid masonry staircase with contemporary design and a non slip surface to access

the new crossing of Park Drive a spiral landscape feature incorporated into the Lamrock Avenue roundabout paving of washed aggregate, similar to the Hall Street Upgrade project sloping of the footpath on the eastern side to direct run off into Bondi Park sloping of the road on the western side to direct run off into the median retention of a portion of the existing paving footprint In Bondi Park opposite Roscoe

Street.

FinancialA total of $3.1 million has been allocated to review the Concept Plan and construct thesection on the eastern side of Campbell Parade between Lamrock Avenue and BeachRoad.

Management PlanThe completion of the Campbell Parade (East) Upgrade Project is one of the key capitalworks projects in the Management Plan for 2006/10. The project is also identified in theBondi section of the Strategic Plan.

ConsultationA report on the consultation strategy for this stage of the Campbell Parade (East)Upgrade Project was also put to the Committee meeting of 7 November 2006.

Timeframe

A draft detailed design for this stage of the Campbell Parade (East) Upgrade Project is dueto be submitted by the consultants in December 2006 for further consideration by Counciland adoption for exhibition. Construction of the section between Lamrock Avenue andBeach Road is scheduled to occur between May and October 2007.

Recommendation:

That Council receive this report and adopt a modified option, as detailed in this report, topermit development of the detailed design of the eastern side of Campbell Parade betweenLamrock Avenue and Beach Road.
