Process Problem
There is currently no standardized and transparent process for filling job openings across the county. The process is cumbersome and because it takes so long, it results in frustrated hiring managers and discouraged candidates.
No clear established roles for the HR generalist, hiring manager and employment group
Job requirements for openings are not well established Results in candidate lists which do not
always fit hiring management’s needs
Few screening tools available to hiring managers Results in hiring managers making poor
hiring decisions
No communication back to the candidates Results in a negative impression on that
individual and the community on the County’s competence.
Project Goals
Gather basic “current state” metrics to establish a baseline of before/after:
Number of days from the time the requisition is approved by the department manager to the new employees’ day of work
Turnover rate
Number of openings filled vs. number of applicants
Clarify the roles and duties of: Employment and staffing group HR Generalist Hiring Manager
Strive for standardized and efficient employment process across the County
Identify tools, training & coaching opportunities
Prioritize Civil Service Rule Changes
