REPORT OF THE DEPARTMENT OF INTERNATIONAL AFFAIRS ON THE ACTIVITIES
WITH PERMANENT OBSERVERS FOURTH QUARTER 2015 (January 1 to December 31, 2015)
I. INTRODUCTION
In order to strengthen the Organization’s ties with the Permanent Observer Missions, the
Department of International Affairs (DIA), under the Strategic Council for Organizational Development
and Management for Results, coordinates the General Secretariat’s efforts to facilitate the active
participation and collaboration of Permanent Observers in the activities and cooperation programs of the
Organization through informational meetings, the negotiation and presentation of projects, and the
promotion of special events and exchanges of information.
This financial management report provides a summary of the activities carried out by DIA from
January 1 to December 31, 2015 to promote financial and in-kind cooperation with Permanent Observers
pursuant to Resolution AG/RES. 1 (XLIII-E/12) rev. 1 Paragraph III.A.2.c, which requests the General
Secretariat to present its administrative and financial management reports to the CAAP on a quarterly
basis, including an executive summary. These reports serve as a guide to the strategic allocation of
resources and to report on the General Secretariat’s compliance with mandates of the General Assembly
that address policies affecting administration, management, and programs, as well as to report on
variances, and highlight budget transfers when applicable.
As described in Executive Orders 08-01 rev. 7 and 8, DIA is responsible for coordinating the
relations with the Permanent Observers in order to provide these key strategic partners with information
regarding the mission, priorities, and activities of the Organization and the hemispheric agenda. DIA also
negotiates financing and in-kind contributions, as well as cooperation agreements with the Permanent
Observers that support OAS programs.
In order to strengthen and improve the resource mobilization capacities of the GS/OAS, and as
part of its mandated1 role as the focal point of the OAS General Secretariat with regard to external
fundraising efforts to support the implementation of the mandates of the General Assembly and the
Organization’s programs, DIA continued to promote the 2015 Strategic Plan for Mobilization of External
Funds and Strategic Partnerships with Permanent Observers among the 70 Permanent Observer Missions
during the fourth quarter of 2015.
This Plan provides a more consolidated, coordinated effort on behalf of the General Secretariat to
present to external donors specific OAS Priority Programs that have been identified and mutually agreed
upon by each Secretariat. This Strategic Plan facilitates GS/OAS coordination in its approach to external
donors for financial and in-kind support for programs that not only address key OAS mandates, but that
otherwise may not have adequate financial support for their successful implementation.
II. OBJECTIVES AND IMPLEMENTATION OF THE STRATEGIC PLAN
The Strategic Plan establishes the following specific objectives:
1. Enhance understanding and increase opportunities for cooperation among Permanent Observers
and the OAS through the regular exchange of information regarding OAS priorities and
programs.

In the context of this objective, DIA facilitated meetings between the Permanent Observer
Missions and the following areas of the OAS General Secretariat in order to increase awareness and
understanding of the priority programs of the OAS, including their current situation, financial needs and
future planning:
Secretariat for Political Affairs / Strengthening Democracy, including the Department of
Electoral Cooperation and Observation, and the Department for Sustainable Democracy
and Special Missions;
Secretariat for Multidimensional Security, including the Department of Public Security,
the Inter-American Committee against Terrorism, and the Inter-American Drug Abuse
Control Commission;
Executive Secretariat for Integral Development, including the Department of Human
Development and Education, the Department of Economic Development, and the
Department of Sustainable Development;
Secretariat for Access to Rights and Equity / Department of Social Inclusion;
Secretariat for Hemispheric Affairs;
The Inter-American Commission on Human Rights (IACHR), including the Special
Rapporteurship on Freedom of Expression; and,
The Executive Secretariat of the Inter-American Commission of Women (CIM).
DIA also holds regular meetings with those Permanent Observer countries that are most active in
the OAS or that have expressed interest in broadening their cooperation in order to identify potential areas
of cooperation based on common priorities. During 2015, DIA held bilateral discussions, arranged
meetings with OAS technical areas, and/or coordinated courtesy visits between the Secretary General,
Assistant Secretary General and the following Permanent Observers: Angola, Belgium, China, Denmark,
Equatorial Guinea, Estonia, the European Union, Finland, France, Georgia, Germany, Greece, the Holy
See, Israel, Italy, Japan, Kazakhstan, Korea, Liechtenstein, Luxembourg, the Former Yugoslav Republic
of Macedonia, Monaco, the Netherlands, Portugal, Russia, Serbia, Spain, Sweden, Switzerland, Thailand,
Turkey, Ukraine and the United Kingdom.
Moreover, DIA sends regular electronic communications to all seventy Permanent Observer
Missions to keep them informed of the activities of the OAS political bodies, facilitates their attendance
in the regular and special meetings of the Permanent Council, General Assembly and other OAS political
organs.
2. Strengthen the OAS’ capacity to coordinate and promote fundraising policies and activities.
The Strategic Plan for Mobilization of External Funds and Strategic Partnerships with Permanent
Observers 2015 is an important tool for providing a single, coordinated institutional message to
Permanent Observer partners regarding priority funding needs, which they can, in turn, share with their
capitals and funding entities to help identify OAS programs that align with their cooperation priorities.
As criteria to be included in the Strategic Plan, DIA works in close coordination with all areas of
the OAS General Secretariat to identify only those projects that have been approved in advance by the
Project Evaluation Committee (PEC) and demonstrate that they respond to current mandates from the
OAS General Assembly or other political bodies.
3. Increase the mobilization of resources for OAS priority programs.
DIA has continued to promote the Strategic Plan among Permanent Observers based on a study of
their foreign policy objectives, international cooperation priorities and consultations held with Permanent
Observer Missions to identify areas of common interest.
As of December 31, 2015, the Organization received combined cash and in-kind contributions in
the amount of US$16,971,578.002 from Permanent Observers to support OAS programs (see Annex I),
divided among the OAS pillars as identified in the OAS Strategic Vision:
