LETTER OF TRANSMITTAL

To the City Council, Ellsworth, Maine. Gentlemen:

I herewith submit the annual report of the City of Ellsworth for the year ending December 31, 1949, to­gether with the-Auditor's report of finances for the year 1948.

As in the past, the cooperation and advice of the City Council together with the interest and efforts of the city employees have contributed greatly in making the municipal year a success, and their efforts have been greatly appreciated.

HIGHLIGHTS OF 1949

A revaluation or real and personal property was started by the firm of Jerome Knowles, J r . & Asso­ciates, to equalize the tax burden. This project is to be finished by April 1, 1950.

An additional member was added to the Police De­partment after competitive examinations had been given by the State Police. New uniforms were fur­nished to all members of the Police Department, and a patrol car was purchased.

Parking Meters were installed, a Parking Meter Ordinance was adopted, and free off-the-street parking areas were provided. Revenue from the meters from June 15, 1949, to December 31, 1919, amounted to $5,730.50, or an average of nearly $200 per week.

The City Council voted to have street lights in­stalled on the Surry Road.

* * * > * The Highway Department installed sewers on

Chapel Street and at EllsAvorth Falls. * * * * *

A new automobile was purchased for the use of the Community Nurse.

* * * * * The voters of the City of Ellsworth created a

special School District by referendum. Trustees were named by the City Council.

State-Aid funds were used for covering State Street with a mixed-in-place bituminous surface.

Church Street was rebuilt from Oak Street to School Street.

The Planning Commission met weekly throughout the year to work on a proposed Zoning Ordinance.

A new power grader was purchased for Highway Department use in ditching and surfacing roads. This is also an excellent piece of equipment for plowing snow.

REPORT OF THE FIRE DEPARTMENT

City Council and City Manager City of Ellstvorth

I herewith submit a report of the Ellsworth Fire Department for the year ending December 31, 1949.

A total of 132 alarms were answered as follows: 20 Building Fires 70 Chimney Fires 23 Grass and Brush Fires 19 Automobile Fires

No changes have been made in the equipment this year with Engine No. 1„ a Chevrolet Pumper; Engine No. 2, a McCann Pumper; and Engine No. 3, a Mack Pumper still in. service.

The station is manned by three full time eneii and the Department is at its full complement of. the Chief Engineer, two assistants, three drivers and the Senator Hale Hose Company of, twelve Firemen and four- Offi­cers.

TO THE CITY MANAGER AND BOARD OF COUNCILMEN OF ELLSWORTH, MAINE

I herewith submit my report for the municipal year ending January 31, 1949.

Ellsworth during the past year has seen very lit­tle acute contagious disease. The following is a com­plete list as reported to me. Two cases of scarlet fever, two cases of Poliomyelitis, with the usual number of whooping cough and chicken pox.

I wish to thank the parents and the teachers for their cooperation in reporting sickness to this de­partment, also to the doctors for their asisistance given me in the past year, thru this cooperation we have been able to hold contagious disease to a minimum.

THE ANNUAL REPORT OF THE COMMUNITY NURSING SERVICE r—1949

This past year of 1949 has been a busy one for the Community Nursing Service. During these twelve months 41 patients were admitted to the service. A total of 658 field nursing visits were made to give in­struction, bedside care, or treatments — as ordered by the local physicians.

Two infants were admitted to receive care, and nine field nursing visits were made.

As is customary each year, the State Bureau of Health, Division of Tuberculosis Control held an X-Eay Clinic in the City Hall in April and October. This year a total of 17 persons received this free ser­vice. Pour individuals were skin tested for tuber­culosis.

There were two visits made to investigate reports concerning a venereal disease case.

Every week each school is visited, and cases of ill­ness, accidents, or suspicious symptoms reported by the teachers are investigated and treated. This past year the grammar school children were weighed and measured in the Spring, and again in the Fall of the year soon after school opened. Teeth and throats were inspected at this time also, and the parents were notified of any defects found. The teachers tested the children's eyes. Those children showing any diffi­culty in seeing were reported to the nurse, and also to the parents so that a doctor might be consulted to give a more thorough examination, and urge the necessary corrections.

During the months of January and February, the children from the third through the eighth grades had their hearing tested by the Audiometer machine. There were 25 children who appeared to have some difficulty in hearing and of this number 15 were seen by a phy­sician.

Periodically heads are inspected for any sign of vermin. In 1949 twelve schoolchildren were under treatment for pediculosis. Of these twelve, nine were completely cured of this condition, while the remaining three were considerably improved at the close of school.

During the winter months we were unfortunate enough to have had epidemics of measles and whoop­ing cough simultaneously. In the Spring a very few cases of pink-eye were reported. In the Fall of the year, a large number of children developed chicken pox; though these cases were mostly in the lower grades.

A Home Nursing class was started in the High School January 5,1949 and was completed February 2, 1949 after 40 hours of clalss work. Seventeen students received certficates from the Eed Cross.

In January a series of eleven Child Health Con­ferences began under the recommendations of the

State Bureau of Health. These clinics were held the last Friday of the month to supervise the health of infant and pre-school children. If any deviations from the normal were noted, the mother was urged to con­sult her family physician. There were 18 children who completed their series of immunizations. Dr. George Parcher, Dr. Raymond Clarke, and Dr. Charles Knowl-ton gave their time to help make these clinics a success.

Dr. Mason Trowbridge and Dr. James Crowe do­nated their services at a pre-school clinic in August, when 22 children were vaccinated.

There were three lectures given by the nurse; one to the Eastern Memorial Hospital Auxiliary concern­ing the duties of the Community Nurse, and two others to the Girl Scouts. Seven meetings were attended, and fees collected for the year totaled $303.75.

May I express my sincere thanks to all those whose assistance, guidance, and support, have helped to make this year of 1949 a very prosperous one for The Com­munity Nursing Service.

Circulation for 1949, 15,850 volumes, 400 new volumes. Since the last report, the Library Building has been pamted and interior redecorated in memory of Mrs. Mabel Monaghan Swan, born in Ellsworth, and at the time of her death a resident of Brookline, Mass.

Mrs. Swan by the terms of her will kindly left a sum of money to the City, which was used for the beautification of the library.

The reading and reference rooms have been in constant use, pupils and college students finding valu­able help in their course's from books old and new.

During the year, Ten Eventful Years, a record of events of the years preceding, including and following World War I I ; A Commercial and Library Atlas; Compton's and Britannica Junior Encyclopedias have been added to reference books. Six hundred or more magazines have been in circulation. Several guests from abroad as well as our own States have visited the Library, loud in their praise of the landscaping and interior decorating of the building.

To this date payment has not been made to the Trustees covering this interest payment. The Treasury De­partment has stopped payment on the check covering the interest, which was never received by the Trustees and an application has been made on behalf of the Trustees for the issuance of a substitute check. The Trustees expect that the new check will be issued in approximately thirty days.

SCHOOL REPORT

To the Members of the School and Citizens of the City of Ellsworth:

It is a pleasure to submit my third annual report as superintendent of schools.

During the past year the school committee, teach­ers, and superintendent have worked together to pro­duce a salary schedule for the teachers which is based upon educational training and teaching experience. The rate of pay for this schedule is comparable to the salaries offered in the teaching profession in the other larger towns in Hancock County. Although certain re­visions in the schedule will be necessary, the action re­presents a definite step toward retaining as well as attracting competent teachers. With the adoption of the salary schedule the School Department felt that standards should be established in employing new teachers. New teachers for the elementary grades

must have acquired professional training equal to be­ing graduated from a State Normal School.

This year has marked a real progress toward bet­ter school housing for the children. The Ellsworth School District Bill with a referendum clause was enacted by the Legislature. On September 12 the citi­zens of Ellsworth voted to create a school district for the purpose of building a new four year high school. This building program means that the obsolete ele­mentary schools at Bridge Hill and Pine Street may be discontinued and the present high school building used for the upper elementary grades. The trustees for the school district have been appointed and de­finite steps taken to start the construction of the new building during the coming year.

The artificial lighting has been improved in the elementary schools and four rooms of the high school have had fluorescent lights installed. The floors at Park Street, Ellsworth Falls, and the High School have been improved by replacing floor oil with a var­nish floor seal. The floor seal finish is more sanitary and easier to keep clean. In keeping with the program for a pleasant school many of the rooms have been painted and the seats refinished during the summer vacation. The elementary school enrollment continues to increase and presents real problems In order to:' give each pupil the best educational opportunity the registration in a class room should be kept below 35 pupils. In order to balance the enrollment it has been necessary to move pupils from one school to another. The parents have been most cooperative and consider­ate in solving the problems.

Starting in September the Educational Thrift Service brought to all of the pupils a Banking Service Program which is operated through the two local banks. A total of 576 pupils maintained individual savings accounts with the bank during the year. In this program each pupil becomes familiar with bank savings by having his own deposit book with the op-

portunity of making weekly deposits. Through this service it is hoped that saving and thrift may become a habit. The two Parent-Teacher groups are stimulating an interest in the schools as well as providing many worthwhile facilities for the pupils. The Ellsworth Falls P. T. A. has sponsored the noon lunch program for the Falls pupils. The Ellsworth P. T. A. has pro­vided an opaque projector and library books for the elementary schools.

The continued use of the achievement tests in the elementary schools shows that constructive progress is being made in all departments. An improvement in the organization and coordination of instruction in the elementary schools could be brought about through securing a part-time elementary supervisor. Perhaps it would be possible to employ a supervisor jointly with another nearby town. In the high school there is a definite need for extensive work to be done in the line of guidance in both social and vocational instruction.

On the whole the school attendance has been quite satisfactory. However, it has been necessary to prose­cute two cases of truancy. In both cases the cause of the unsatisfactory attendance was from lack of super­vision and guidance at home.

In closing I wish to express my appreciation to the school personnel, pupils, school and city officials for their cooperation and loyal support during the past year.
