REGULATIONS FOR STUDY CENTRES

The Directorate of Distance Education, Maharshi Dayanand University, Rohtak, established in 1988,

offers a number of courses – professional and traditional - through distance, open, E-learning and On-line

modes through its study centres, which are established and governed by regulations detailed below.

The Regulations for the Study Centres are divided into 4 sections :

A. Types of Study Centres

B. Norms for the Creation of Study Centres

C. Financial Aspects

D. Annexures:

(I) General Instructions for All the Study Centres

(II) Proformas and Requirement of Documents

(III) Undertaking to be submitted by the Study Centres

SECTION-A

Types of Study Centres

There will be three types of Study Centres:

(I) Information and Student Support Centres (ISSCs) – First Category

(II) Distance and E-Learning Study Centres (DELSCs) - Second Category

(III) Global Study Centres (GSCs) – Third Category

I. Information and Student Support Centres (ISSCs)

These Study Centres are meant to provide information and other support services to the students of DDE

(Directorate of Distance Education) for the courses for which they are authorised. These Study Centres

would also make arrangement for the PCPs (Personal Contact Programmes), Practical Classes, Laboratories

and such other facilities as demanded by the courses of DDE. These Study Centres will also make necessary

arrangements for the Training of the students and help the students in getting suitable jobs.

Eligibility

An Individual, Company, Society, Trust or any other form of organisation who fulfils the norms and standards

prescribed by the DDE is eligible to take these study centres.

Location

These Study Centres may be opened anywhere within or outside the country. The organisations seeking to

create these study centres would ensure that there are no bars or restriction in their respective Country(ies)

or States or Cities for the creation and running of these study centres

Area of Operations

These Study Centres can operate at one location only and can offer only such programmes and courses as

the University has allowed them.

Up gradation of the Study Centre

The existing Study Centres can be upgraded to second or third categories at any time on fulfilling the norms

for the second and third category study centres. The Processing Fee and the Refundable Security can be

adjusted against the Processing Fee and Refundable Security of the second and third category study centres.

The fee and security of Centres at Multiple locations cannot be merged together for the purpose of up-

gradation.

II. Distance and E-Learning Study Centres (ELSCs)

These Study Centres are meant to provide information and other support services to the students of DDE

(Directorate of Distance Education) for all the courses offered by DDE. These study centres would be

authorised to offer all the courses of DDE. These Study Centres would also make arrangement for the PCPs

(Personal Contact Programmes), Practical Classes, Laboratories and such other facilities as demanded by the

courses of DDE. These Study Centres will also make necessary arrangements for the Training of the students

and help the students in getting suitable jobs.

Eligibility

An Individual, Company, Society, Trust or any other form of organisation who fulfils the norms and standards

The existing Study Centres of this category can be upgraded to the third category at any time on fulfilling the

norms for the third category study centres. The Processing Fee and the Refundable Security can be adjusted

against the Processing Fee and Refundable Security of the third category study centres. The fee and security

of Centres at multiple locations cannot be merged together for the purpose of up-gradation.

III. Global Study Centres (GSCs)

These Study Centres are meant to provide information and other support services to the students of DDE

(Directorate of Distance Education). These Study Centres would also make arrangement for the PCPs

(Personal Contact Programmes), Practical Classes, Laboratories and such other facilities as demanded by the

courses of DDE. These Study Centres will also make necessary arrangements for the Training of the students

and help the students in getting suitable jobs. These Study Centres are also authorized to open their sub

centres at multiple locations within or outside the country, under intimation, in detail (with regard to the

infrastructure available in the sub-centres created under category-I or II) to the DDE within a week of the

opening of a sub-centre. The list of sub-centre will be made available on the DDE’s website along-with the

name of concerned Global Centre. These Study Centres will solely be responsible for the smooth functioning

of the sub-centres created by them. The study centres of this category will also be required to maintain a

helpline (telephone line).

Global Study Centres (GSCs) will make their own arrangements for the online conduct of examination for

their sub-centres. DDE may also assign them additional responsibilities of conducting online examinations

for other students. For this purpose GSCs will make the following arrangements:

(a) Develop a question bank in all subjects and courses for all the semesters consisting of a minimum 1000

multiple choice questions in each paper.

(b) Install server of appropriate size and computer labs. With at-least 150 computers at Head Quarter.

(c) Develop a programme/software for the conduct of examination.

(d) Make arrangement for examination centres at different locations.

(e) Make necessary security arrangements at the examination centres.

(f) Send the awards of the students along-with result sheets to the DDE in a time-bound schedule.

The Global Study Centres can operate at multiple locations, through its sub-centres and can offer all the

programmes and courses as offered by DDE from time to time. The existence of these sub centres will be co-

terminus with the Global Study Centres.

GENERAL RULES APPLICABLE TO ALL THE STUDY CENTRES

Procedure for the Creation of Study Centres

An individual, Company, Society, Trust or any other organisation who wishes to open the centres of any

type listed above will have to apply on the prescribed proforma of the University. This proforma is known as

“Application for Opening a Study Centre”. The Applicant is also required to submit all the relevant

documents and the required fee along with the application proforma. In addition to this each applicant of

Study Centre would fill in the Inspection Proforma and attach all the relevant documents mentioned therein.

The DDE will take one week to process the application. Deficiencies, if any, will be pointed out to the

applicant telephonically or communicated by post, email etc, as the case may be, and the same are required

to be removed within a week’s time. After the removal of deficiencies the applicant will be granted

provisional approval by the office of the Directorate of Distance Education. Simultaneously, a Visiting Team

will be constituted to inspect the proposed Study Centre which shall visit the premises of the proposed study

centre and physically verify the availability of required infrastructure and other facilities etc. The expenses

on account of TA/DA and the Inspection Fee would be borne by the applicant and need to be paid on the

spot to the members of the Inspection Committee. On receiving the satisfactory report of the Inspection

Committee the case for granting final approval to the Study Centre shall be processed further. Normally the

certificate of final approval of the creation of centre is given in one month’s time. If the proposed study

centre is not satisfied with the report of the Inspection Committee, the applicant can submit a request, for

re-inspection, to the Director, Directorate of Distance Education, M D University, Rohtak for the constitution

of another Inspection Committee. The report of the second Committee shall be considered final and no

further hearing in the case shall be made by the Directorate. In case the request for the Study Centre is

rejected the amount (on account of processing fee and security deposit) submitted with the application shall

be refunded to the applicant and the students admitted by the Study Centre shall be transferred to some

nearby study centre. In case there is no study centre available in the nearby areas the students shall be

allowed to complete their degrees with the existing study centre but further admissions shall be banned. In

case of a Global Study Centre, the sub-centres shall cease to be the study centre of the University and their

students will be transferred to the nearby study centre. In case there is no study centre available in the

nearby area the students shall be allowed to continue at the sub-centre but the University shall not make

any payment of the fee share or remuneration to the sub-centre. Amount spent by the applicant on account

of TA/DA and Inspection Fee etc will not be refunded in any case. The University can make surprise visits to

any category of the Study Centres or Sub-Centres for which the TA/DA, Inspection Fee and Local Hospitality

shall be extended by the Study Centres or Sub-Centres.

Processing Fee and Refundable Security

The applicant desirous of taking these study centres is required to submit the Processing Fee and Refundable

Security, at the rates prescribed by the University from time to time, in the form of a Demand Draft Drawn in

favour of “Finance Officer, M D University, Rohtak” Payable at Rohtak. The current rates of Processing Fee

and Refundable Security are given in these Regulations.

Admission and Enrolment of the Students

Admission to various courses shall be made by the University as per its prescribed schedule, eligibility

conditions and after adopting the set procedure. Every student will be required to pay the fee as prescribed

by the University from time to time. The Centres shall forward all requests for admission to the University as

per notified schedule of admissions. Fee once deposited will not be refunded in any circumstances. The

Students may have option to change the course or subjects within the prescribed dates after paying the

requisite fee. Normally the examination centre of the students is kept in the city where he/she has been

enrolled. But in case the number of students is not sufficient at a particular centre or in a city the University

shall have the right to change the examination centre on its own. The students will have the option to

change their examination centre at any time after the creation of Exam Centres but at least 7 days before

the commencement of the exams on payment of prescribed fee. While submitting his/her application for

admission a student can opt for an examination city of his choice without any additional charges.

Promotion of Programmes

The Global Study Centres shall make all reasonable efforts in promoting the programmes offered by the

DDE, including distribution of posters, pamphlets, folders and advertisements in news-papers, provided the

promotional material is approved by the University.

Examination

The University shall examine students as per the University Examination Regulations prescribed by the

University from time to time. For the details of the rules and regulations of various courses students are

advised to consult the Ordinance of DDE Programmes, Scheme of Examination and the Detailed Syllabi of the

concerned subjects/courses. University has separate examination rules which are to be complied with by the

students and the centres.

Additional Responsibilities

MDU shall assign any other responsibilities to the Study Centres as it may consider necessary for qualitative

conduct of its programmes.

Force Majeure

In the event of non-fulfilment of any of the responsibilities as laid down in the regulations and in the

prospectus because of any force majeure, viz., war, fire, strike, natural calamities, restrictions imposed by

the Central or State Governments or any regulatory bodies like UGC, DEC, AICTE etc neither Study Centre nor

MDU shall be responsible for any loss or losses.

Liabilities

MDU shall not be responsible towards any financial claims of any other nature by any person(s) made

against any of the Study Centres. MDU shall not be liable for any liability arising out of the infringement of

copy right or by use of pirated software by the Centres if it so happens. MDU shall not be liable for any

payment or claims raised by the employees of the Study Centres. The Study Centres shall not be responsible

for any delay in examination lapses in the conduct of examination as they are always be under the purview

of MDU. MDU shall also not be responsible for the acts done by any of the Centres against the rules,

regulations, Ordinances, instructions etc. of the DDE/MDU notified from time to time.

Arbitration and Jurisdiction

In case of any dispute between the Study Centre and the MDU, both the parties have to settle such disputes

through mutual consultations. In case the settlement is not reached, the dispute(s) shall be resolved as per

Arbitration and Conciliation Act, 1996. In the event of need, Arbitrator shall be appointed by the MDU Vice-

Chancellor.

NOTES: 1. University may ask for the compliance of the additional subject specific requirements, which are not mentioned in the

above table. The requirements given above may be relaxed upto a reasonable extent depending upon the nature of the

2. In case there are multiple centres under same ownership and with the same name and wish to upgrade one of these centres

NOTE: (A) A rebate of 5% in the payment of processing Fee will be allowed to the

is eligible for the rebate at the rate of 5% only.

Note: The Existing Study Centres will have the option to upgrade themselves by paying the balance

amount of Processing Fee and Security Deposit. In that case their infrastructural requirements will again

be assessed by an Inspection Committee.

2) Inspection Fee and TA/DA Rules :

A Visiting Team shall visit the premises of the proposed Study Centre or Sub-Centre and shall submit its

report to the Director, Directorate of Distance Education of the University. The expenses incurred on

account of the visit of the Visiting Team are to be borne by the proposed study centre. These expenses

are subject to change from time to time. The current rates would include the following:

a) Travelling Allowance: @ Rs. 10/= per kilometre to each member of the Committee or

reimbursement of actual expenses incurred by the committee members on travel by train or air or

any other mode or to be notified from time to time.

b) Daily Allowance: As per University Rates. It differs from place to place.

c) Visit Fee: A Visit Fee @ Rs 1,000.00 (or as notified from time to time) per member per block of

courses is admissible. For example if a study centre wish to start all the courses given in the above

table the total Visit fee would be Rs 12,000/= per member.

d) Local Hospitality: Local Hospitality like stay arrangements, food and local transportation etc shall be

provided by the proposed study centre.

e) All the payments are to be made on the spot to the members of the Visiting Team.

3) Fee Structure and Study Centre Share

Depending upon the nature of the course, the revenue shall be shared in the following manner:

a) Courses for which a fixed percentage is given

b) Courses for which payment is made in the form of remuneration on account of rendering various

services.

*In addition to the fee mentioned in this column students are required to pay prospectus fee and registration fee.

Kindly refer to Students Information Brochure for details.

** Applicable to Affiliated Colleges of MDU, UTD, PG Regional Centre, Meerpur, Rewari and ILMS, Gurgaon. For

private Study Centres a revenue sharing @ 25% of the total fee excluding prospectus charges, registration charges,

re-registration charges and continuation fee, shall be admissible. However, these study centres are expected to

make payment at the above mentioned rates to the teaching and non-teaching staff of their study centres.

4) Incentive Scheme

In order to reward the Centres for their superb performance, the University offers the following financial

incentives.

SECTION - D ANNEXURE-I

GENERAL INSTRUCTIONS FOR ALL THE STUDY CENTRES

1. All the Study Centres are required to make admissions in the programmes offered by the Directorate

of Distance Education strictly in accordance with the provisions of the Ordinance.

2. Hardcopy of the Study Material will be supplied by the University to the students through its Study

Centres only. However, the Study Material is readily available to the students at DDE website:

www.mdudde.net

3. Co-ordinator/Director/Principal of the concerned Study Centre must ensure that ICR Sheet/ OMR

Sheet or any other required proforma required to be filled-up is completed in all respect by the

candidate at the time of admission.

4. Name/Father name must be according to the DMC of qualifying Exam.

5. Discrepancy, if any, should be removed through the concerned study centre only within the given

time frame.

6. The candidate should take optional papers/subject strictly, as per the relevant scheme of

examination/prospectus.

7. The Co-ordinator of the Study Centre must ensure that the admission forms/OMR sheets are filled correctly.

8. The students, already registered with the M.D. University, Rohtak, must write his/her registration No.

in the forms.

9. The Students are not required to submit Migration Certificate.

10. There is no minimum requirement of students strength in the courses from No.1 to 25. However,

in courses from Sr. No. 26 to 33 the minimum students strength must be 40.

In case the strength of students is less than the prescribed limit, the Coordinator(s) should obtain

prior approval for running the classes. However, there is no bar for minimum students strength

during subsequent years i.e. in B.A. /B.Com.Part-II/III and M.A./M.Com Part-II.

11. Co-ordinator/Director/Principal should supply the time – table before commencement of the

classes of each programme..

12. Prospectus containing Admission–cum-Examination form can be downloaded from the DDE web-

site i.e. www. mdudde.net.in or can be had from the Co-ordinator/Principal/Director of the

concerned Study Centre at fixed price.

13. Every students will be required to pay the fee as prescribed by the University/DDE from time to

time. The fee is to be paid at the time of admission.

14. All disputes are subject to the jurisdiction of the Courts in Rohtak.

15. Please note that original documents (like DMC), Examination Roll Number Slips and subsequently

the DMC/Degree etc. after the declaration of the result will have to be downloaded personally or

collected by the students from the concerned study centre’s office. Students should be advised to see

the concerned study centre’s notice board from time to time for announcements OR the DDE’s

website, as no postal communication would be sent to them.

16. Change of subjects/options within the same study centre is permissible within one month of the last

date of admission on payment of fee prescribed by the DDE/University.

17. Local coordinators (running Study Centres on remuneration basis) are required to maintain a Ledger

separately for keeping the record of Vouchers/Bills pertaining to expenditure incurred under the sub

Head “Sundry Charges”. For claiming this amount the Local Co-ordinators are required to submit a

formal receipt of the amount claimed, duly signed on a revenue stamp by the Local Co-ordinator and

countersigned by the Principal of the College.

not covered in the proforma. The requirements given above may be relaxed upto a reasonable extent

depending upon the nature of the course/programme.

2. In case there are multiple centres under same ownership and with the same name and wish to

upgrade one of these centres to the second or third category centres, the proposed centres must fulfil at

least 50% of the infrastructural requirements at the Head Quarter(HQ) and remaining 50% may be

calculated after adding up the infrastructure of other study centres. The Bills of all the infrastructures

must be in the same name. The fee/security already submitted for the HQ Centre will only be adjusted.

REGULATIONS FOR STUDY CENTRES

FOR VISITING EAM:

1. University may ask for the compliance of the additional subject specific requirements, which are

not covered in the proforma. The requirements given above may be relaxed upto a reasonable extent

depending upon the nature of the course/programme.

2. In case there are multiple centres under same ownership and with the same name and wish to

upgrade one of these centres to the second or third category centres, the proposed centres must fulfil at

least 50% of the infrastructural requirements at the Head Quarter(HQ) and remaining 50% may be

calculated after adding up the infrastructure of other study centres. The Bills of all the infrastructures

must be in the same name. The fee/security already submitted for the HQ Centre will only be adjusted.

III. UNDERTAKING TO BE SUBMITTED BY THE STUDY CENTRES

All the Study Centres will be required to submit an Undertaking duly signed by the

owner/proprietor/Coordinator/Director of the ISSC/DELC/GSC/Sub-Centre (individually or jointly) as the

case may be on a non-judicial stamp paper of Rs. 10/- as per the specimen given below:

1. That I/We have gone through the rules, regulations, guidelines/instructions/norms and standards

prescribed by the DDE and/or other regulatory authority of the University for governing Study Centre(s)

and I shall abide by all these, notified and to be notified by the University/DDE from time to time.

2. That I/We will offer only such programmes of the DDE as are allowed, to be run in the centre at the

approved location, by the University.

3. That I/We will enrol students only, as per the admission guidelines issued/to be issued by the DDE from

time to time, for the courses which have been allotted to me by the DDE/University.

4. That I/We will operate only at location(s) which has been approved by the University and in no case I will

change the location without the permission of the DDE.

5. That I/we will charge fee and other dues from the students as per the norms prescribed/notified by the

University, from time to time.

6. That I/We may be held responsible for the acts committed by me or by sub-centre or by any of the

employees of the Centre/Sub-Centre which are contrary to the provisions of the University

rules/regulations/Act/Statutes etc.

7. I/We, further declare that I/Wewill submit all the required and necessary information or statistics, in the

manner and schedule as the University may decide and I/We shall personally be responsible for the acts of

omission and commission on my part or on the part of my sub-centres and University will not be

liable/responsible towards any commitment(s) made by anyone at ISSC/DELC/GSC- HQ/Sub-centre(s).

8. I/We have noted that the permission to open Centre/Sub-Centre has been granted to me provisionally and

the final approval of the same will be given only after the visit of the Visiting Team of the University.

9. I/We have understood that the existence of my/our sub-centre is co-terminus with my GSC.
