MONDAY, APRIL 5, 2021

INTRODUCTORY ITEMS: The Regular Meeting of the City of Washington, Missouri, City Council was held on Monday, April 5, 2021, at 7:12 p.m. in the Council Chamber. Mayor Sandy Lucy opened the meeting with roll call and Pledge of Allegiance.

Arbor Day WHEREAS, in 1872 J Sterling Morton proposed to the Nebraska Board of Agriculture that a special day be set aside for the planting of trees; and WHEREAS, this holiday called Arbor Day was first observed with the planting of more than a million trees in Nebraska; and WHEREAS, Arbor Day is now observed throughout the nation and the world; and WHEREAS, The Tree City USA program sponsored by The National Arbor Day Foundation provides direction, technical assistance, public attention and national recognition for urban and community forestry programs in thousands of towns and cities that more than 93 million Americans call home; and WHEREAS, The City of Washington has been a "Tree City for the past 16 years; and WHEREAS, Trees can reduce the erosion of our precious topsoil by wind and water, cut heating and cooling costs, moderate the temperature, clean the air, produce oxygen and provide habitat for wildlife; and WHEREAS, Trees are a renewable resource giving us paper, wood for our homes, fuel for our fires and countless other wood products; and WHEREAS, Trees in our City increase property values, enhance the economic vitality of business areas and beautify our community; and WHEREAS, Trees wherever they are planted are a source ofjoy and spiritual renewal. NOW, THEREFORE, I Sandy Lucy, Mayor of the City of Washington do hereby proclaim April 17, 2021 as Arbor Day in the City of Washington and urge all our citizens to support efforts to protect our trees and woodlands and to support our City's Urban Forestry Program by planting trees to gladden the heart and promote the wellbeing of present and future generations. UNFINISHED BUSINESS Bill No. 21-12323, Ordinance No. 21-13280, Introduced by Councilmember Holtmeier - an ordinance authorizing and directing the execution of a Service Agreement MOU - Mobility Device Sharing Services by and between the City of Washington, Missouri and Neutron Holdings, Inc.

After a report from Economic Development Director Sal Maniaci and Sergeant Mike Grissom, a discussion ensued regarding Festival Districts, parking hubs, six-month trial period, DWI's, travel area, and fees. Downtown Washington Inc., Tourism Group and CORE Restructuring have endorsed the Lime Scooter Proposal.

Downtown Washington Inc. Executive Director Tyler King addressed the Art and Wine Festival District area, and Washington Area Chamber of Commerce Director of Tourism Emily Underdown stated that the scooters would give youth another outlet to get Downtown.

With no further discussion, the ordinance was read a second time and approved on the following vote; Pettet-aye, Skornia-aye, Wessels-aye, Sullentrup-nay, Holtmeier-aye, Obermark­nay, Patke-nay, Hidritch-nay, Lucy-aye.

Bill No. 21-12329, Ordinance No. 21-13281, an ordinance amending Section 210.2170.A of the Code of the City of Washington, Missouri. The ordinance was introduced by Councilmember Holtmeier.

After a brief discussion on wearing helmets while riding Lime Scooters, the ordinance was read a second time and approved on the following vote; Pettet-aye, Skornia-aye, Wessels-aye, Sullentrup-nay, Holtmeier-aye, Obermark-nay, Patke-nay, Hidritch-nay, Lucy-aye.

REPORT OF DEPARTMENT HEADS * Public Works Director John Nilges stated that the Engineering Department is working with

an Engineering Traffic Consultant CBB to identify any improvements that could occur at Rabbit Trail and Highway 100. The report was received approximately three weeks ago and will be presented at the next Council Workshop Meeting in May. A brief discussion ensued regarding options and solutions.

COUNCIL COMMENTS * Councilmember Holtmeier extended his condolences to the Dick Oldenburg Family. * Councilmember Hidritch and Police Chief Ed Menefee briefly discussed the address at 1802

East Ninth Street. * Councilmember Wessels suggested that a Proclamation be done in remembrance of Dick

Oldenburg. * Councilmember Obermark stated he was out at the Landfill on Saturday. Staff is doing a

good job on keeping the road clean and trash picked up. A brief discussion ensued regarding Landfill operations.

WHEREAS, Nick Obermark served the City of Washington, Missouri as Ward I Councilperson from April 2019 through April 2021; and

WHEREAS, during his term of office he has given his time and effort to serve the citizens of the City of Washington, Missouri; and

WHEREAS, he has served faithfully in many capacities as Councilperson and has played a vital role in the important work in the community; and

WHEREAS, he has been an influence for good in the growth and progress of our community; and
