The regular meeting of the Riverton City Council was held on the above date and time, duly convened by Mayor Richard P. Gard at 7:00 p.m. City Council Members present were Karla Borders, Tim Hancock, Mike Bailey, Rebecca Schatza, Kyle Larson, and Cory Rota. Council Member Borders led the pledge of allegiance and Council Member Hancock conducted the invocation. Roll call was conducted. Mayor Gard declared a quorum of the Council. Consideration of Ordinance No. 20-004, 2nd Reading: Riverton Municipal Code 5.04.070 & 5.04.100 Open Container & Malt Beverage Permit – City Clerk/Human Resource Director Kristin Watson read Ordinance No. 20-004 by title only. This ordinance addresses allowing twelve (12) open container permits and twelve (12) malt beverage permits per year from the previous allowance of two (2) per year. Council Member Schatza moved, seconded by Council Member Hancock to adopt Ordinance No. 20-004 on second reading. Motion passed unanimously. Public Hearing & Consideration of Ordinance No. 20-005, 1st Reading: RMC Chapter 17 Commercial Highway (C-H) Zoning – Community Development Director Eric P. Carr presented Ordinance No. 20-005 which will amend the tract for use as a commercial highway district square footage area. Public Hearing & Consideration of Ordinance No. 20-006, 1st Reading: RMC Chapter 16 Subdivisions – Community Development Director Eric P. Carr presented Ordinance No. 20-006 which addresses the residential rural road cross section. City Clerk/Human Resource Director Kristin Watson read Ordinance No. 20-006 by title only. Council Member Bailey moved, seconded by Council Member Borders to open the public hearing. Motion passed unanimously. Memorandum of Understanding (MOU): Half Cent Tax for Economic Development – City Administrator Tony Tolstedt presented a Memorandum of Understanding (MOU) which further outlines the distribution of funds collected through the proposed ½ cent tax for economic development should the electorate approve in the upcoming ballot. This MOU will be between the City of Riverton, Fremont County, City of Lander, Town of Dubois, Town of Shoshoni, Town of Hudson, and Town of Pavillion. Council Member Larson moved, seconded by Council Member Schatza to approve the Memorandum of Understanding as presented for the use and expenditures for the ½ cent economic development monies. Motion passed unanimously. Memorandum of Understanding (MOU): Air Service Revenue Management Subcommittee – Public Works Director Kyle Butterfield presented a Memorandum of Understanding between the City of Riverton and the City of Lander which will reestablish the Minimum Revenue Guarantee (MRG) Subcommittee. This subcommittee oversees the administration of the financial contribution from the City of Lander. Council Member Schatza moved, seconded by Council Member Bailey to approve the Memorandum of Understanding between the City of Riverton and Lander City reestablishing a Minimum Revenue Guarantee (MRG) Subcommittee. Motion passed unanimously. Memorandum of Understanding (MOU): Neiberger First Addition Tract B – Pavement Overlay Cost Share – Community Development Director Eric P. Carr presented a Memorandum of Understanding (MOU) between Helgeson, LLC and the City of Riverton. This MOU is for re-pavement of the parking lot located at 804 N Federal Blvd which will include a 40 x 100 ft common area used to access City Hall and Veteran’s Park and outlines the cost share between Helgeson, LLC & the City (total cost: $9,200). Council Member Schatza moved, seconded by Council Member Borders to approve the Memorandum of Understanding with Helgeson, LLC for pavement overlay west of 804 N Federal Blvd at a cost share not to exceed $4,600.00. Motion passed unanimously. Fiscal Year 2019-2020 Council Goal Update/Review – City Administrator Tony Tolstedt presented an update of the accomplishment of fiscal year 2019-2020 goals. Mr. Tolstedt offered some highlights and areas of focus as well as the City’s response to the changing environment due to the COVID-19 pandemic. City Hall was also never closed throughout the pandemic and employees continued to serve the community at full capacity. No action was taken. Council Committee Reports & Council Members’ Roundtable – Council Member Borders thanked the Community Development Department for their hard work; Council Member Rota commented on the ½ cent tax proposal, the farmers market, and recognized Taggart Harmelink on his citizen solider of the year award; Council Member Larson commented on the outdoor activities taking place; Council Member Schatza commented on the Fremont County Fair; Council Member Bailey expressed his gratitude for the volunteers and staff of the Fremont County Fair and on the Wyoming Leadership program he recently completed; and Council Member Hancock informed of the rededication of Veteran’s Park on August 8th. City Administrator’s Report – City Administrator Tony Tolstedt commented on upcoming meetings; the SLIB grant applications; and commented on the next work session to be scheduled on August 25th.

Mayor’s Comments – Mayor Richard P. Gard commented on the month of July enplanements; rededication of Veteran’s Hall; commented on current projects; reported of his meeting with Riverton, UT Mayor; thanked Finance Director Mia Harris for going the extra mile; expressed his gratitude to the Police Department; and commented on the Fremont County Management Team meeting he attended. Mayor Gard also thanked the Parks Department for their great efforts removing vandalism.

Adjourn – There being no further business to come before the Council, Mayor Gard adjourned the Regular Council meeting at 8:52 p.m. There was no objection from the Council.

SUBJECT: Ordinance No. 20-004 – Riverton Municipal Code 5.04.070 & 5.04.100 Open Container & Malt Beverage Permit Amendment

Recommendation: That Council adopt Ordinance No. 20-004 on third reading, increasing the number of open container permits and malt beverage permits from two (2) per year to twelve (12) per year. ________________________________________________________________________

Background: While assisting a local retail liquor license holder with a recent event that they were organizing, an increase to the number of open container permits that can be obtained per year was requested. Currently, the municipal code allows for any person or organization to apply for up to two open container permit applications per year and up to two malt beverage permits per year. The permitting for malt beverage permits has an exception which uncaps the limit of permits for fairs, bazaars, rodeos, etc.

Most of the events that are hosted in Riverton require more than one type of alcohol permit to be issued. For example, if an individual wants to hold a wedding reception at a local park where a cash bar will be present, the individual must apply for an open container permit and a malt beverage permit. The open container permit allows for alcohol on public property, while the malt beverage permit allows for the sale of alcohol within the City’s jurisdiction. If there was not a cash bar, then the individual would only need to obtain an open container permit and not a malt beverage permit.

A similar situation, but with a retail liquor license holder, would require the retail liquor license holder or the sponsor of the event to obtain an open container permit to allow alcohol on public property, and the retail liquor license holder would also be required to obtain a catering permit in order to cater their bar outside of the licensed establishment. Pursuant to RMC 5.04.230, a retail liquor license holder is limited to 24 catering permits per year. If a retail liquor license holder was going to host an event on non-city property, they would only be required to obtain a catering permit and not an open container permit.

Discussion: The proposed ordinance provides for an increase to the number of open container permits that any individual or organization could obtain per year.

Over the past four years, Council has approved an average of 13 open container permits per year. The open container permits are primarily issued for summer events such as street dances, weddings/wedding receptions, baby showers, as well as other public events

throughout the year. In that same time period, staff has issued an average of 11 malt beverage permits per year and an average of 37 catering permits per year.

Last year’s open container permits that were approved through council totaled 15. Of those, 7 permits were approved for events in the city’s streets, 5 permits were approved for Sunset Park, and 3 permits were approved for City Park. 4 of the open container permits were in conjunction with malt beverage permits (3 at City Park & 1 at Riverton Library); and 6 were in conjunction with catering permits (1 at Sunset Park & 5 on various public street locations). The other 5 permits were for events that did not require either an open container permit or a malt beverage permit.

Increasing the number of open container permits and malt beverage permits would allow for individuals, organizations, and liquor license holders the ability to obtain the necessary permits as one event organizer rather than trying to obtain the necessary permits through other individuals or organizations.

Alternatives: Modify the ordinance as Council deems appropriate.

Budget Impact: Outside of the publishing costs, there may be a slight increase in liquor license revenue with the additional permits.

Council Goal: This ordinance pertains to Council Goal #2: Promote Communication & Transparency.

PROPOSED ORDINANCE NO. 20-004

AN ORDINANCE AMENDING TITLE 5 “BUSINESS LICENSES AND REGULATIONS”, CHAPTER 5.04 “ALCOHOLIC BEVERAGES”, TO REVISE SECTIONS 5.04.070 “OPEN CONTAINERS OF ALCOHOLIC BEVERAGES ON CITY PROPERTY BY PERMIT ONLY” AND SECTION 5.04.100 “PERMIT FOR RETAIL SALES AT PICNICS, BAZAARS, FAIRS, ETC.”, OF THE RIVERTON MUNICIPAL CODE, AND REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT THEREWITH, AND PROVIDING FOR AN EFFECTIVE DATE.

Section 1. 5.04.070 “Open containers of alcoholic beverages on city property by permit only.” is hereby revised to read as follows:

5.04.070 Open containers of alcoholic beverages on city property by permit only.

A twenty-four (24) hour open container permit may be granted or denied at the sole discretion of the city council without public notice or hearing. The city council may attach rules and regulations, hours, and such other stipulations as they deem appropriate to such permit. The permit shall be issued only for the day or days named therein and it shall not authorize open containers for more than two twelve (12) days by any one person or organization in any one calendar year. The cost of such permit shall be twenty-five dollars ($25.00) or such amount as the council may set from time to time by resolution. Nothing in this section shall be construed to substitute the permit granted herein for retail licenses for resale, permits for resale or similar provisions of this code. (Ord. 12-002 § 1, 2012; Ord. 07-012 § 1, 2007; prior code § 3-6.1)

Section 2. 5.04.100 “Permit for retail sales at picnics, bazaars, fairs, etc.” is hereby revised to read as follows:

5.04.100 Permit for retail sales at picnics, bazaars, fairs, etc.

Applicants for a malt beverage permit shall complete and submit an application, no less than forty-eight (48) hours prior to the event. Applications will be reviewed by the chief of police or designee and the city clerk or designee. The permit will be issued by the city clerk or designee without public notice or hearing, to any responsible person, organization, or microbrewery for the onsite sale and consumption of malt liquors only at a picnic, bazaar, fair, rodeo, or similar public gathering. No person or organization holding such permit shall sell any alcoholic liquor except malt liquors, and no microbrewery holding such permit shall sell any other malt liquors other than their own manufactured product on the premises described on the permit. The permit shall be issued only for the day or days named therein and it shall not authorize the sale of malt liquors for more than two twelve (12) days by any one person or organization in any one calendar year with the exception of a picnic, bazaar, fair, rodeo, or similar public gathering. The city council may attach rules and regulations and other stipulations they deem appropriate to this permit. The cost of such permit shall be fifty dollars ($50.00) for any responsible individual, organization, or microbrewery or such amount as the council may set from

Carr, P.E. – Director of Community Development THROUGH: Tony Tolstedt – City Administrator DATE: August 18, 2020 SUBJECT: Proposed Ordinance 20-005 – Chapter 17, C-H Zoning Min. Lot Size Recommendation: The City Council approve on second reading Ordinance 20-005 amending Chapter 17, Commercial Highway “C-H” Zoning minimum lot size. Background: The Riverton Municipal Code (RMC), Section 17.64.030(A) states: The tract for use as a commercial highway district “C-H” shall not be less than forty-two thousand (42,000) square feet in area. It is unclear why commercial highway zoned lots would be required to have this much area, as approximately 70 percent of the existing commercial highway lots do not meet this requirement. Discussion: This requirement likely stems from 30 to 40 year old planning practices which catered to large “box” stores and shopping malls; i.e. large lots with large parking areas. Today’s practices focus on creating densified shopping areas, with more walkable designs. The benefit to improved densification is more revenue generation per lot/business, less required maintenance on parking lot liabilities (pavement), and creation of more walkable places people feel more comfortable in. Ordinance 20-005 also seeks to improve consistency in the RMC after development of new parking maximums (rather than parking minimums). If this requirement were to be left in place, “pad” developments in front of our Federal Blvd. corridor would not be possible. The Riverton Planning Commission reviewed Ordinance 20-005 at their July 30th, 2020 meeting an recommended approval of the ordinance. Ordinance 20-005 was approved on first reading at the August 4th, 2020 regular council meeting. Alternatives:

• Approve with amendments or stipulations.

Budget Impact: There is no immediate budget impact resulting from the staff recommendation.

amended to read as follows: 17.64.030 General requirements.

A. The tract for use as a commercial highway district “C-H” shall not be less than forty-two thousand (42,000) ten thousand eight hundred and ninety (10,890) square feet in area.

B. The location of commercial highway district “C-H” uses shall be on property with access to principal arterial streets.

Section 2. All ordinances or parts of ordinances in conflict herewith are hereby repealed to the extent of such conflict.

Section 3. This ordinance shall take effect from its adoption and publication as required by law and

the ordinances of the City of Riverton.

Section Addition Recommendation: The City Council approve on second reading Ordinance 20-006 amending Chapter 16 of the Riverton Municipal Code. Background: Ordinance 20-006 was developed in an effort to create an easier path for developers wishing to develop rural areas within the City of Riverton (outskirts of town). The Riverton Municipal Code would currently require these types of developments to install street cross sections with curb, gutter, sidewalk, and paved cross section; which arguably increases the cost of such development, especially when larger lot sizes are desired. Discussion: Ordinance 20-006 provides measurable and quantifiable metrics for when a rural street cross section could be utilized. Developers would still maintain the ability to develop rural subdivisions with full cross sections, however, if Ordinance 20-006 is approved, they would also have the ability to diminish construction costs using modified street cross sections. The Riverton Planning Commission reviewed Ordinance 20-006 at their July 30th, 2020 meeting and recommended approval to the City Council. Ordinance 20-006 was approved on first reading a the August 4th, 2020 regular council meeting. Alternatives:

• Approve with amendments or stipulations.

AN ORDINANCE AMENDING TITLE 16 “SUBDIVISIONS”, CHAPTER 16.20 “IMPROVEMENTS”, SECTION 16.20.030 “REQUIRED – PRIOR TO ISSUANCE OF CERTIFICATE OF OCCUPANCY”, SUBSECTION (C) OF THE RIVERTON MUNICIPAL CODE, AND REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT THEREWITH; AND PROVIDING FOR AN EFFECTIVE DATE.

BE IT ORDAINED BY THE GOVERNING BODY OF THE CITY OF RIVERTON, FREMONT COUNTY, WYOMING: Section 1. Section 16.20.030 (C) of the Municipal Code for the City of Riverton, Wyoming is

hereby amended to read as follows: 16.20.030 Required – Prior to issuance of certificate of occupancy.

C. Streets and alleys. All streets shall be paved with curb and gutter installed. All alleys, where permitted, shall be paved. In cases where a previously existing street which has not been brought up to city specifications is located within a subdivision, such street shall be paved with curb and gutter installed in order to meet city specifications. All streets existing within the ownership of the lands which make up any subdivision shall be shown on the subdivision plat. If any subdivision is located adjacent to any existing street right-of-way, the subdivider shall improve at least the adjacent half of such street improvements as required to bring such street to city specifications, including the installation of curbs and gutters adjacent to the subdivision and paving the width of adjacent unpaved streets at a minimum of twenty four (24) feet, which is to include a twelve (12) foot travel lane opposite the centerline. Residential subdivisions sharing at least thirty (30) percent exterior boundary with the city limits, minimum frontages of one hundred fifty (150) feet and lot sizes of 0.8 acres or greater may utilize rural street cross sections per Section 16.16 “Design Standards”;

Section 2. All ordinances or parts of ordinances in conflict herewith are hereby repealed to the extent of such conflict. Section 3. This ordinance shall take effect from its adoption and publication as required by law

and the ordinances of the City of Riverton.

Background: During the preparation and adoption of the 2020-2021 budget, the Riverton City Council authorized the purchase two (2) new 2021 half-ton 4x4 work trucks. The Riverton City Council budgeted $60.000.00 for the total project. Discussion: Wyoming State Statute requires the purchase of any vehicle be competitively bid. Specifications for half-ton work trucks for the Parks Division and Sanitation Division were prepared by city staff and advertised for public bid. Bids were received and publicly opened July 1, 2020 with the following results:

It was decided to wait a short period to authorize the purchase of the Parks Division truck to monitor early revenues in fiscal year 2021. Budget Impact: $30,000 was budgeted from the General Fund and $30,000 was budgeted from the Sanitation Fund for these purchases. The above referenced approval is associated with the General Fund.

Recommendation: The City Council adopt Resolution 1420, granting an eighteen (18) month time extension for construction of a new commercial building on Lots 21-24, Block 11, Original Town of Riverton to Brown Sugar, Inc. Background: The city council approved the sale of the property at 422 East Main Street to Brown Sugar, Inc. on February 26th 2019. Brown Sugar, Inc. desires to construct a new commercial building to operate a coffee shop on the property. As a condition of the sale, and right-of-revert clause was included in the warranty deed transferring ownership. The clause states if Brown Sugar, Inc. did not complete construction and obtain a Certificate of Occupancy for the new building within eighteen (18) months from the date of the deed, the property would revert back to City of Riverton ownership. Discussion: Due to unforeseeable circumstances, mostly related to the COVID-19 pandemic, design and construction of the new building has been substantially delayed. Staff has met with Brown Sugar, Inc. and is confident the project is progressing, however, will not be completed within the time limit set forth in the recorded warranty deed. It is recommended an eighteen (18) month extension be granted for the completion of the new building. Alternatives:

• Adopt Resolution 1420 with amendments or stipulations. • Do not adopt Resolution 1420 and retake possession of Lots 21-24, Block 11, Original

Town of Riverton.

Federal Blvd. Riverton, WY 82501 RE: Construction Time Extension Request - 422 East Main Street Dear Mayor Gard and Council Members: I am writing to request an extension of time regarding construction of a new commercial building on Lots 21, 22, 23, and 24, Block 11, Original Town (now City) of Riverton; collectively referred to as 422 East Main Street. A time extension is required because a time limit of 18 months was contained within the Warranty Deed which transferred ownership from the City of Riverton to Brown Sugar Coffee Roastery (WD 2019-1408749). SUBJECT: Resolution No. 1421 – Rename Riverton Regional Airport

Recommendation: The City Council considers a recommendation from the Airport Board to change the name of Riverton Regional Airport to Central Wyoming Regional Airport and adopts Resolution 1421.

Background: According to Riverton Municipal Code 2.60, the Airport Board is established to consider and make recommendations to the Riverton City Council concerning improvements to Riverton Regional Airport, aviation matters, master planning, or any other matter referred to them by the council. As part of this charge, the Airport Board has explored on multiple occasions the possibility of renaming Riverton Regional Airport. The purpose of this exploration has been to better market the airport and represent its impact on the central region of Wyoming. The following excerpts are minutes representing the board’s more recent discussions on the matter:

September 15, 2017 – The name change at Riverton Regional Airport was again discussed in great lengths. Research on the name change and details had recently been completed by Airport Division Manager, Paul Griffin. Although the details needed for the change would not be too costly, Mr. Butterfield informed the Airport Board Members that currently there is no money in the line item for such costs. It was decided to carry the name change (Wind River Regional Airport) discussion to the next Airport Board Meeting and extend invites to community members for comments and discussions. If the Airport Board decides to change the name, it will still have to be approved by City Council.

October 20, 2017 – Several community members were in attendance for the discussion of the name change of Riverton Regional Airport. Many of the visitors were in favor of the change to Wind River Regional Airport while others opted to include Yellowstone and/or Central Wyoming Regional Airport. There were also opinions stating no need for a name change at all. After the open forum, there wasn’t a clear decision on a name change. It was decided amongst the Airport Board Members to develop goals and create strategies in moving forward. All agreed that immediate growth and revenue increases were vital to RIW.

November 17, 2017 – A Work Session was scheduled for Tuesday, November 28 at 5:30 p.m. in Council Chambers. The renaming of RIW will be discussed with hopes of settinggoals and planning if the name change should happen in the near future.

November 28, 2017 – Members of the board shared thoughts and perspective regarding the value of renaming Riverton Regional Airport. Specifically, they worked to define the central goal or purpose behind changing the airport's name. After a lengthy discussion regarding the future of airport operations, commercial air service, and community participation, the board determined that a name change was not a priority for the moment. In brief, they determined the cost to rename Riverton Regional Airport would not equate to a significant delivery of recaptured stakeholder interest. The board additionally directed staff to research the details of establishing a special district or joint powers board to govern and generate revenue for the airport.

May 15, 2020 – Herrmann Global (marketing firm for FAST) is exploring a renaming of Riverton Regional Airport. Using a geographic location, such as Central Wyoming would be found easier when searching via the internet. The marketing team will continue with the rebrand of Riverton Regional Airport.

June 19, 2020 – Account Director, Adam Bridgeford with Herrmann Global held a presentation on changing the name of Riverton Regional Airport. The marketing firm based in Lander has been working with FAST for about one year trying to determine a rename process. During the discussion, Missy White encountered sites in which domain names could be purchased for .99¢ per year. By using certain domain names, the findability rate of locating Riverton Regional Airport becomes easier for those searching via the internet. The group all agreed to further the conversation in future meetings, but domain names could be purchased now.

July 17, 2020 – Mr. Butterfield recently secured several domain names that will promote the findability of the airport when searching on the internet should the name be changed. The domain “Fly to Wyoming” is available and will be purchased by the city as well. The next step, if a name change of Riverton Regional Airport would occur is to have the airport board decide on a name(s) and take the recommendation to city council. The group all agreed that having “Wyoming” within the new name is important. Member Mick Pryor made a motion to take a recommendation to city council of the following potential new names: Central Wyoming Regional Airport, Central Wyoming Airport, and Wyoming Regional Airport. Member Bob Lebeda seconded the motion. The motion passed unanimously.

Discussion: HerrmannGlobal recently reported that “Wyoming Airports” is searched 8,100 times per month on internet search engines. People are turning to digital services more and more when looking for information or shopping for products. Search engine optimization (SEO) is the process of maximizing the number of visitors to a particular website by ensuring it appears high on the list of results returned by a search engine. With the significant number of individuals searching for the term “Wyoming Airports”, there is value in Riverton Regional Airport doing what it can to be more visible when these searches are performed. More specifically, there is value in connecting to out-of-market travelers who are unfamiliar with the services provided locally.

Riverton Regional Airport plays an important role in Fremont County and the central regional of Wyoming. As one of only nine commercial airports in Wyoming, it serves as Fremont County’s

connection to the national transportation network. Booking over the last twelve months show that Fremont County communities comprise the significant majority of Wyoming originating traffic at the airport. See graphs below:

Staff has informed the Airport District Office (ADO) of the Federal Aviation Administration (FAA) of the potential name change of Riverton Regional Airport. They informed the city that if a decision is made to rename the airport, then they would need a supporting resolution or minute action to begin the process. Publications, charts, listings, etc. associated with the FAA would need to be updated. This process could take as long as 18-24 months to finalize. However, the ADO informed the city that the new name could take effect before the process is finalized. If the effective date of the name change happens before all FAA documents are updated, the airport will work with the Flight Service Station of the FAA to issue a NOTAM. It should be noted that the three letter identifier for the airport cannot be changed if the name of Riverton Regional Airport is changed. The three letter identifier is RIW.

Costs associated with the name change are relatively insignificant. Of note, the identifying letters on the face of the terminal building would need to be replaced to reflect the new name. Other costs include updating vehicle decals, directional signs, letterhead, and revising the FLYRiverton brand on the airport’s website and social media platforms. The color scheme and three-arrow icon of the brand could remain the same with a new name; the city would just need to update the Riverton reference to Central Wyoming. Preliminary estimates to perform all of these functions is approximately $5,000 to $7,000. The estimated cost to update the terminal building sign/letters is $3,500. If the city desired to create a completely new branding scheme without the three-arrow icon, costs associated with the change would be more significant.

Staff will need to perform a number of administrative functions upon the rename of Riverton Regional Airport. They include updates to the Airport Certification Manual, Airport Emergency Plan, Airport Security Program, and all other applicable documents required by the airport’s Part 139 Operating Certificate. In addition, staff would need to update General Aviation flight planning databases that would not auto sync with the FAA’s system. Staff would also work to update any references on Google Maps, Google, Wikipedia, and other online databases and platforms.

The Airport Board proposed three names for City Council consideration. They prioritized Central Wyoming Regional Airport as its first recommendation, Central Wyoming Airport as its second, and

Wyoming Regional Airport as its third recommendation. As a point of information, Rock Springs – Sweetwater County Airport and Gillette – Campbell County Airport recently changed their names to Southwest Wyoming Regional Airport and Northeast Wyoming Regional Airport respectively. Rock Springs changed their name by resolution of their joint powers board in January 2018. Gillette more recently changed their name by resolution of Campbell County in January 2020.

Alternates: The City Council has the following alternatives to consider:

1. Keep the name Riverton Regional Airport by not adopting Resolution 1421 and direct staff to work with digital marketing firms to maximize SEO opportunities with the existing name.

2. Amend Resolution 1421 to replace Central Wyoming Regional Airport to either Central Wyoming Airport or Wyoming Regional Airport as prioritized by the Airport Board.

3. Amend Resolution 1421 to replace Central Wyoming Regional Airport to another name preferred by the council.

4. Take no action.

Budget Impact: As referenced above, preliminary estimates show that costs associated with the name change of Riverton Regional Airport range from $5,000 to $7,000. The FY21 budget shows a marketing budget $83,000 in Fund 45. This budget is primarily supported by grants and could be used to support the renaming of the airport. Staff could also draw on budgeted funds in Fund 44, which supports airport operations. For example, the building maintenance line item has a budget of $4,000. The promotion and development line item has a budget of $3,500.

RESOLUTION NO. 1421 A RESOLUTION OF THE GOVERNING BODY OF THE CITY OF RIVERTON TO CHANGE THE NAME OF RIVERTON REGIONAL AIRPORT TO CENTRAL WYOMING REGIONAL AIRPORT

WHEREAS, the Governing Body of the City of Riverton is responsible for the operation of Riverton Regional Airport; and WHEREAS, Chapter 2.60 of the Riverton Municipal Code establishes an Airport Board to advise the Riverton City Council in aviation matters and make recommendations to the City Council pertaining to the general improvement and development of Riverton Regional Airport; and WHEREAS, the Airport Board and the Riverton City Council recognize the impact of Riverton Regional Airport across all of the central region of Wyoming; and

WHEREAS, the Airport Board unanimously passed a motion on July 17, 2020 recommending the Riverton City Council change the name of Riverton Regional Airport.

NOW, THEREFORE, BE IT RESOLVED BY THE GOVERNING BODY OF THE CITY OF RIVERTON, WYOMING to change the name of Riverton Regional Airport to Central Wyoming Regional Airport. BE IT FURTHER RESOLVED, the Public Works Director and Airport Division Manager are hereby designated as authorized representatives and signatories of the City of Riverton on all matters necessary to effectuate the renaming of Riverton Regional Airport.
