    Regional Plan Framework for Puducherry Cuddalore Villupuram Region

    Project Description

    Puducherry and the adjoining Tamil Nadu region are very closely connected to each other

    through natural resources (water, ecosystems, coastline, etc.), climate, historical links, culture, religion, language, tourism, trade/business, population and transportation. This tightly knit connection calls for a Regional Plan that would benefit this region not just in the urban areas but also in the adjoining rural areas. The regional plan would help realize the full potential of the region in terms of sustainable and balanced socio economic growth, agriculture, connectivity, infrastructure and protection of natural resources which will ensure water security and restoration of inland and coastal ecosystems.

    The pilot project funded by ADEME is a first step toward the preparation of the regional

    plan.

    Objectives

    The main aim of this project is to prepare the outline of a Regional Plan for Puducherry. Any plan, to be successful, not only needs to have the endorsement of the governing bodies but also the support of the citizens. It therefore, intends to engage with the citizens in providing a forum for expressing their needs and aspirations and addressing and incorporating those into the plans. The planning aims to promote economic, social and cultural development at the same time preserving and enhancing the natural and cultural resources of the region. It aims to be a model for a plan that

    preserves the vibrancy of the city and the serenity and beauty of the region for the prosperity and enjoyment of the inhabitants of both. The output of this project will be a Regional Plan Framework document, not the plan itself. With the preparation of this Plan Framework, the aim is to create the impetus needed to mobilize interest from citizens, local bodies and governments to support the preparation and implementation of a comprehensive Regional Plan.

    Scope of Work

    Task 0: Project Organization and Methodology

    Objective To ensure an effective and successful planning process it will be necessary to organize the

    project in a manner that clearly delineates the goals and objectives of the work and the preparation of a succinct project scope and schedule.

    a) Prepare a summary identifying overall project goals, schedules, expected deliverables, and milestones.

    b) Discuss review existing data and information compiled by INTACH and PondyCAN, to determine level of public involvement and stakeholder participation, and identify experts for the various themes identified within the preliminary meetings.

    c) Prepare a final work schedule for the project that lists the specific dates for all deliverables,

    public meetings, constituent groups, workshops, periodic meetings with the INTACH Team and Advisory Group.

    Task 1: Defining the Region and Community Vision for the Regions Growth

    Objective To articulate a vision for the region that is expected to meet the aspirations of the people in both the urban and rural habitats.

    1.1 Establish Regional Planning Boundaries The first task will be to clearly identify the recommended geographical boundaries that have been established for the purposes of preparing the recommended Regional Plan Framework. Specific actions will include, but are not limited to:

    Preparing a Regional Planning Area Base Map delineating the envisioned boundaries and assessing implications of the regional boundary as it relates to inclusion or exclusion of areas

    Developing a Regional Context Map showing the location of the area in relation to the overall district wide and state wide levels

    Identifying clearly jurisdictions within the recommended Regional Planning Area

    Key Deliverables:

    Study Area Base Map Regional Context Map List of jurisdictions within the Regional Planning Area

    1.2 Public Outreach and Stakeholder Participation Program The intent of this task will be to initiate conversations with stakeholders and citizens about their vision for the areas growth in the future. Prepare a methodology to determine level of public involvement and stakeholder participation, and compiling of feedback received.

    to

    communicate

    with people, understand their needs and prepare a brief based on their expectations. Their

    knowledge about the region will be used to map valuable resources, heritage landscapes, etc. They will be engaged in a participatory process to develop local level settlement plans and develop a vision for the region;

    Engagement with governments: Engagements with Puducherry and Tamil Nadu governments to solicit their feedback and support resulting in a recognition of the need of a regional plan that aids sustainable development and a better quality of life for all;

    Workshops: Organize a series of workshops with citizens, elected representatives, eminent persons from the region etc. in various places across the region. The locations of the worlshops will be determined based on the outcomes of the field visits and interaction with the local people.

    SWOT Analysis : Conduct a mapping exercise with key team members and stakeholders designed to identify areas Strengths, Weaknesses, Opportunities, and Threats (SWOT).

    Summary Report of Field Visits Community Feedback Matrix by theme and geographic area SWOT Analysis Maps

    1.3 Draft Community Vision Statement The intent of this task will be to create a vision for the region that embraces a sustainable development trajectory resulting in a good quality of life for all with a socio economic and governance fabric. The vision will be generated through the public involvement and stakeholder consultation process. Key activities will include:

    Task 2: Plan Elements

    2.1 Finalize Regional Plan Elements (Themes) Based on the teams preliminary meetings and the feedback received from the public consultation process, the Regional Plan Elements will be finalized. These may include:

    Land Use Growth Areas, Supply and Demand Analysis Transportation Economics (Demographic Profile) Physical Infrastructure Water, Sanitation, Power, Solid Waste Environment and Natural Resources Energy and Climate Change

    Social Infrastructure Housing, Health, Education, Open Space and Recreation, Public Facilities, Cultural Resources

    For each of the themes identified, the following activities will be undertaken:

    2.1.1 Data, Inventory and Analysis (for each theme) Data Compilation GIS Mapping Data Gaps and Needs Identification Review of Existing and Previous Plans, Projects and Development Proposals

    2.1.2 Existing Conditions Summary A description of the present growth patterns and the likely consequences in a business as usual scenario in terms of demography, socio economic growth, food and agriculture, mobility, energy, water, air quality, education, health, governance and the overall quality of life

    2.1.3 Key Issues Identification 2.1.4 Formulate Goals and Objectives for Each Theme 2.1.5 Identify Next Steps recommended including data gaps and further research for each theme

    Task 3: Implementation Program
