CHAIRMAN’S NOTES Cllr. David Mitchell

Annual Parish Meeting

This year’s Annual Parish Meeting is taking place on Monday 8th

May starting at 7.30 (doors open 7.00). Everyone is very welcome to come and hear the reports from myself and the chairs of committees. There is also the chance to ask questions of your councillors about the last year and make suggestions for future parish council work. In addition we will be presenting cheques to those who have made successful grant applications, as well as revealing our Community Champion 2017!

Housing development latest

Three different planning processes are going on at the moment. There is Redbourn’s Neighbourhood Plan for around 144 houses on several small scale sites around the village, and you can read more details about the progress of this plan this on page 6. This is the plan that will only go forward if Redbourn residents vote ‘yes’ at a referendum – though we are not at that stage yet.

In the meantime, St Albans District Council (SADC) has had problems with its new Strategic Local Plan (SLP). This is the one that includes 1500 new houses on our green belt between Redbourn village and East Hemel Hempstead, and to which Redbourn Parish Council is objecting. It forms part of a wider cross-boundary development at East Hemel of some 4000 houses – that’s twice as big as Redbourn village. SADC submitted their SLP to the government inspector for his approval but he said they had failed in their Duty to Co-operate with neighbouring planning authorities, and that the Plan was also likely to be found unsound. He said he would fail it if SADC continued with the SLP, and suggested they withdraw it. However SADC disagreed with his views and intend to take the government to the High Court. The judicial review is scheduled for early June, so we won’t know what is happening with the SLP until later in the year.

Whilst that legal process is happening, the land owners and would-be developers, the Crown Estate, is continuing to put together a masterplan. They say they will be submitting a planning application in the autumn regardless of the situation with the SLP. Redbourn Parish Council will continue to object to any significant loss of green belt in our parish. I am having regular ‘stake-holder’ meetings with them, and having seen drafts of the Crown Estate’s masterplan, they are proposing even more land for housing than is allocated in the SLP. They also have plans to create a ‘country park’ around a number of drainage reservoirs that will be sited just off the Hemel Hempstead Road. There is also a new spine road that, in effect, links junction 8 of the M1, through the new development and up to Redbourn. The Crown Estate has arranged for another public consultation, and an exhibition will take place at the Redbourn Village Hall on Friday 26

th May between 4.00 – 8.00 pm.

Hertfordshire County Councillor

I’m sorry to say that Cllr Maxine Crawley is stepping down as our County Councillor in May after 8 years in the role. I would like to take this opportunity to thank her for all she has done for Redbourn over the years. This includes dealing with highways, transport, education, and many other county issues. She has always been a great champion for Redbourn and has done a magnificent job for our residents. I’m sure you will join me in wishing her all the best for the future. The good news is that she is still one of our three District Councillors.

The County Council elections in May will see a new County Councillor for Harpenden Rural, the constituency that covers the Parish of Redbourn. We look forward to working with him or her on issues that concern Redbourn.

Refurbishment of Flamsteadbury Lane Play Area Following on from the success of the revamp of Long Cutt playground, the Parish Council is now turning its attention to Flamsteadbury Lane/Stephen’s Way play area. This project is being funded by section 106 money for leisure facilities as a result of the Fish Street development and Parish Councils’ earmarked reserves. In addition to this we are applying for some grant funding in order to regenerate the whole area and provide improved free leisure facilities for all age groups.

The plan is to totally refurbish the playground, removing all the old equipment apart from the swings, and installing up to date apparatus in two zones, one for babies/toddlers and another for juniors /older children. We recognise the importance of and interest in health and fitness in the community and so would like to widen the range of leisure facilities at Flamsteadbury Lane with the addition of an outdoor gym and some goalposts. There is a recognised footpath which runs along the top end of Flamsteadbury Lane play area and an outdoor gym could be easily incorporated into a fitness trail/route and used by the growing number of running/fitness groups in the village as well as individuals.

COMMONS COMMENTS Cllr Colin O’Donovan, Chairman of Commons & Open Spaces Committee

PARKING

The overflow car park adjacent to the main car park will be opened at the start of the cricket season. If you need to use the overflow car park, please ensure you drive on via the main car park and not drive up the kerbs from the road.

The Common is suffering from erosion caused by private cars, lorries, etc. and we are aware of this and repairs are being scheduled. We are considering other measures to protect the Common to try and alleviate the problems.

Parking as ever seems to be an issue around the village so a Car Park working party has been set up to try and find a solution to this problem. If you have any thoughts or ideas that would be helpful, please contact me. We will also be undertaking repairs to the car park on corner of Lybury Lane/North Common.

CUMBERLAND GARDENS

New chippings have been laid around the flowerbeds to prevent weeds and the bulbs are just starting to come through – I think you’ll agree that it looks nice! A new pergola has been installed around the main seating area to replace the previous structure which was in poor condition. We are considering carrying out repairs to the entrances of the Garden – quotes are currently being obtained.

PLAY AREAS

East Common Play area We are aware that the grassed area on the mound is in poor condition and investigating ways to deal with this in a cost effective manner. Long Cutt Play area The 40k refurbishment continues to be a success with the children, however there is an ongoing serious problem with dog fouling and general littering of the area. We are sourcing quotes for replacing fencing and self-closing gates. Flamsteadbury Play Area We are currently working with a number of suppliers with a view to refurbishing and updating this area. The height of the hedging around the area is going to be reduced to make it more visible from the road. MAPPING SYSTEM

We are developing a mapping system which will enable us to plot all Parish Council Assets with a view to have greater control of grounds and expenditure

EVENTS

We can confirm that we have given permission to use the common for a number of events including the Fete de Velo on 9

th July 2017 and also Redbourn Classics on the Common on 16

th September.

REDBOURN NEIGHBOURHOOD PLAN latest news The Draft Neighbourhood Plan has now been completed and was approved by Redbourn Parish Councillors at a meeting of the Full Council on 20

th October 2016. At this same meeting, it was recommended that the draft

plan in its entirety be sent to St Albans District Council (SADC) requesting them to give initial informal feedback on the Plan. In addition to this, it was recommended that SADC determine whether or not a Specialist Environment Assessment (SEA) is required. This may be necessary because all the sites being considered in the Plan are currently in the Green Belt and some, like Site 2 - Land East of Redbourn, provide a rich habitat for various different species of plant and wildlife.

Representative from the Neighbourhood Plan Working Party met with SADC officers in January and received very complimentary feedback on the Draft Neighbourhood Plan. No significant changes were needed; however SADC did request a further report on the justification of taking sites out of the Green Belt. This has now been done by the planning consultant working on the Neighbourhood Plan and concludes that there is justification for use of Green Belt land in this case.

On 21st February, the Neighbourhood Plan Working Party met to discuss all these issues further. It was agreed

at that meeting that SADC would be asked to establish if an SEA was necessary. Throughout the whole Redbourn Neighbourhood Plan process, the working party has always considered the Neighbourhood Plan within the wider context of ongoing developments in the St Albans District and its Strategic Local Plan (SLP). Following a hearing on 26

th October 2016, the Government Inspector raised issues in his report with the SLP,

regarding the ‘duty to co-operate’ with neighbouring Councils. SADC have challenged these findings and a Judicial Review will now be held in early June. As a result of this uncertainty with the SLP it was agreed to pause all further work on Redbourn Neighbourhood Plan until the outcome of the Judicial Review is known.

MEET YOUR COUNCILLOR: Cllr. Ivan Hickmott

I moved, newly married to Olive, into my house in Crown Street in 1983 and have never considered moving since! What attracted me to the village then holds good now, namely a nice mix of down-to-earth folk and wonderful countryside that rivals the hills and people of my native Lancashire. My 3 kids were all educated in Redbourn Primary and then at Sir John Lawes and though they have long moved away to north London and Massachusetts return to their roots regularly.

I spent my career in large international companies, firstly in HR and then set up in 2000 my own consulting business helping organizations, big and small, figure out how to do change properly and successfully in ways that engaged and motivated employees at the sharp end. This passion still features in what I hope to bring to my role as a parish councillor, involving the community wherever we

can. This, I think has happened in building our Neighbourhood Plan, a means to help determine the kind of village we want to live in and what mix of affordable housing to rent or own is needed.

There is so much to be cherished in what we already have in Redbourn, a wonderful place to live with an active community that we need to nourish and grow even more, especially for the disadvantaged young and old.

A life-threatening illness in 2016 prevented me from getting as involved with the parish council team as I had hoped but I am now fully recovered and ready to play my part in influencing the district and county council on behalf of Redbourn, whilst enjoying a busy retirement with my family, walking my two golden retrievers, doing the garden, running 10k races and seeing Blackburn Rovers live as much as I can.

“Come and see the orchids” Sunday 25 June 2017 - 10.00 am

Friends of the Nickey Line and the Ver Valley Society are once again holding a joint walk to view orchids at two sites.

Starting at the car park on Redbourn Common, this five-mile circular walk will visit a bee orchid site on the Nickey Line near the M1 Bridge and also visit the chalk slopes on the side of Harpenden Hill where we hope to see pyramidal orchids, fragrant orchids as well as bee orchids.

COUNTY MATTERS by Cllr. Maxine Crawley

This is my last County Matters as I am stepping down as your County Councillor in May. It has been my pleasure and privilege to serve Redbourn for the last 8 years in this role. I have worked with some amazing people and can honestly say that our village is the best community that I have ever known. I know that, like me, many of you are proud of being Redbourners, both of our community and our beautiful village with its glorious Common, vibrant High Street and long history.

Looking back on my time as your County Councillor there are so many things that I feel proud to have worked with you on, and I do have a few highlights. Working with you to set up our Community Library was a joy. I was asked to pilot this in Redbourn and had to start from scratch. How wonderful it was that so many people came forward from the village to form a Steering Group and volunteer network which goes from strength to strength. I couldn't have been more proud when one of our most hard working members won a Hertfordshirewide award as a new volunteer.

Trying to keep up with all of the highways issues has been a journey (pun intended!) and an education. My biggest struggle has been with the Redbourn to St Albans Road (A5183). At over 3 miles long it just eats money. However, I have done my best with footpaths and put in extra foliage cuts as well as spending a lot of time and money on ditch work to try to alleviate flooding. I had a long term plan to try to implement a cycle path and hope that my successor will continue with this. We are very lucky to have such a wonderful, proactive Parish Council, Chaired by David Mitchell, and it has been a pleasure to work with them, especially on the Neighbourhood Plan and protecting our Green Belt. They have also been generous enough to allow us to use their premises to host the popular Christmas Tea for elderly and isolated people that I instigated with the Youth Council and Care Group. Long may it continue!

My favourite part of being a Councillor has been helping you with your problems so I decided to add to my Psychology Degree and experience by becoming a qualified Life Coach, NLP Practitioner and Hypnotherapist. I would be delighted to talk to any of you about what I do and how I can be of help if you would like to contact me on 07958 997779. Thank you to everyone who has worked so positively with me over the years and who has made Redbourn the warm community that it is.

BEATING THE BOUNDS 2017 Beating the Bounds is an old custom, when maps were rare, of marking the boundaries of the Parish by walking round them and sharing the knowledge of where they lay. This year, 2017, we shall be Beating the Bounds of Redbourn Parish on Sunday 21 May. It is a cheerful community event and I hope young and old will join us for whatever part of it they fancy.

Join us at whatever stage you like. I am happy to lead the walk but would dearly love to have people who are willing to lead part of it or be willing to be a back-marker – again for as much of the route as suits.

A TASTE OF BOWLS

Before each of the last two bowls seasons, the Redbourn Bowls Club has run six “taster” or introductory sessions beginning indoors in the Redbourn Leisure Centre and ending (weather permitting) on the outdoor green. The sessions are targeted at members of the Redbourn U3A as bowls is played mainly by the retired. The sport can however be enjoyed by people, male and female, of all ages (the Club has played against teams including a nonagenarian and a sixteen year old schoolboy). In 2016 ten people joined the Club after these sessions (though not all of them then played an active part). This year, five have become members of the Club. We hope they will enjoy their membership, taking part in matches and Club competitions and making new friends.

In the photograph, Club member Janet Darby is demonstrating to Mariam Burridge, a participant in the 2016 sessions, the properties of a bowl, its size and weight and the bias (by which the bowl will travel in a curve, a gentle curve with some bowls, and a more pronounced curve with others) and how the bowl should be held on delivery.

CCR CHRISTCHURCH It’s party time! I absolutely love parties… not just going to them, but creating celebrations full of laughter, fun and food…where lasting memories are made for family and friends. Fortunately for me, us Christians just love to celebrate! Easter is one of my favourites – partly because I really like chocolate, but principally because it reminds me that Jesus came, died and was resurrected for everyone – including me. John 10:10 is one of my favourite verses in the Bible. Jesus says ‘I have come that they may have life, and have it to the full’. Life to the full is far more than a life jam-packed with amazing activities every day. It’s living life knowing Jesus a brother, walking through life with eternal hope. After earthly life comes everlasting life, so incredible it’s beyond imagination. That’s what the Bible promises for those who put their trust in Jesus. That’s living life to the full – what a reason to celebrate!

At Christchurch this hope something we celebrate day in day out. We exist to share God’s love with all in Redbourn (and beyond!) and encourage one another in our faith. Take a look at our website and pop along to one of our many groups. Everyone is assured of a really warm welcome.

We also have a couple of big celebrations coming up too. On 11th June it’s our Summer Big Bash – a special

celebration service for everyone. If you’ve never been along to a Sunday service this is a great chance to ‘taste and see’. There’s a full children’s programme as part of the service and all are invited to stay on for fabulous food and great activities afterwards. And then in October (6

th – 7

th), we have a milestone birthday! We’re

celebrating turning 10 with some awesome parties. All are invited - everyone in Redbourn & surrounding villages, those connected to us over the past 10 years and those who want to get to know us. We’ll share more about our party plans over the coming months but for now, please save the date!

Website: www.christchurchredbourn.org.uk

Lou Bailey – Member of Christchurch

Once these basics are understood, attention can turn to how the body should be positioned in delivering the bowl and then to the finer points of the game. Six introductory sessions are sufficient to convey something of the challenges of the game. New members are the lifeblood of the Club, replacing those members who for one reason or another have to call a halt on their playing days. The Club will welcome new members at any time before or during the season. Coaching can be provided by the Club’s qualified coaches and advice on all aspects of the game and the Club by established members.

The closure of Redbourn Post Office and shop It is with sadness and regret that we have decided to close the Post Office and shop in the High Street. We

have fought long and hard to preserve postal services for the village and these were assured when we agreed to enter into the PO Network Transformation programme in 2015. However, due to old age and ill health, we

have decided we cannot continue. We have tried to sell the business to someone but there have been no remotely suitable candidates so we then decided to give the postal services to the village. This involves giving

the contract back to PO Ltd and for them to find a suitable applicant in the High Street to take them on. We were supposed to close in April, but have agreed to stay on till 22nd July so that the transfer process should

involve no closure for the Redbourn residents. This process has not been smooth and it is surprising just how difficult (and potentially costly!) it has been to give something away.

However, we WILL remain open till 22 July at least, so please continue to use us. We would also like to take this opportunity to thank our loyal customers for their support throughout the last 10

years. We hope that we will be able to assure a continuity of service for those who depend upon us.

local charities.

“We’re really delighted to be chosen as this year’s Redbourn Fun Run Charity”, said Natasha

Robertson from Herts Air Ambulance, “Every time an Air Ambulance is called to an incident it costs

£2700. The service simply couldn’t operate without public support like this”.

Natasha and Herts Air Ambulance’s very own Pilot Pete were delighted to congratulate Flag and Baton Design Competition winners from Redbourn Junior

and Infant Schools Hollie Burgess and Freddie Stewart. The winner’s designs will appear on this year’s Flags and make up the relay race Baton.

Runners up entries from Ethan and Maia will appear in the Programme.

Event Organisers said ‘We are working hard to make this year’s run even more fun than last year.

It’s fabulous to see local families enjoying the benefits of sport together while raising huge

It can also help you to manage your medication, let your family know you’re okay, manage a sensory impairment, and prevent distraction burglaries, scams, and abuse. The Home from Hospital emergency food and grocery pack is a box of essentials given free of charge if you are leaving hospital. HILS work in partnership to offer a free home eye testing and spectacle fitting service. For more information about HILS and the services provided, please visit the website at www.hertsindependentliving.org or phone 0330 2000 103

We have been given an almost new electric wheelchair for use in the home. If you know of someone with such a need, call the office to see if it is suitable for them on a free medium to long term loan basis.

Care Bus Outings – a wonderful treat for people in need of some good company. We have up to ten

The village museum’s 10 year project “Redbourn through the Centuries” continues this year, focussed on the 18

th century. There will be talks and events concerning this important era in Redbourn’s history.

Coaching

In 1736, Redbourn was described as “a good Thoro’fare town”. More than 70 coaches passed through every 24 hours. Redbourn became a recognised halt for the London mail coaches and in 1797 three of these arrived just before midnight, on their way to Birmingham, Liverpool and Carlisle, having left London GPO at 8 pm. Redbourn High Street must have been bustling as horses were changed.

Public Houses

Speaking of inns, there were a good many of them during the 18th Century, including: The Bell; Red Lion; Black

Horse; Bull; Chequers; Chopping Knife; Cock; Crown; Fox; George; Greyhound; Hollybush; King’s Head; Mother Redcap; Prince’s Head; Punch Bowl; Queen’s Head; Lamb; Rose and Crown; Green Man; Saracen’s Head; Swan; Tom of Bedlam; White Hart; White Horse and Woolpack.

Building

Some splendid houses were constructed in the 18th century, including Cumberland House in 1743, The Priory in

1750, Red House in 1786, not to mention the most impressive and important house in the village, Redbourn House which was demolished in the 1960s and is now the site of Gertrude Peake Place. How these new mansions must have shaped the profile of the High Street, much of which is relatively unchanged today. Later in the year we hope to have a guided walk incorporating these Georgian properties. We have also arranged a visit to Gorhambury House on 22

nd June, residence of the Grimston family who by the end of the year 1776

owned all the manors of Redbourn.

The Avenue

George Carpenter, of Redbourn House, obtained permission from the Earl of Verulam in 1742 to plant an avenue of trees across The Common. It still exists today but with different trees because a great gale in 1916 and then Dutch Elm Disease destroyed the original trees. In 1947, the 4

th Earl of Verulam (James Walter

Grimston) gifted The Common to the people of Redbourn, describing it as a “really valuable asset” which he hoped would always remain beautiful.

REDBOURN NEIGHBOURHOOD WATCH Neighbourhood Watch continues to expand within the village. We currently have 1429 properties registered

with 1529 members. This give us a coverage of more than 50% in the village.

Regular meetings are held with the police and at one of these meetings we set the local policing priorities, these are currently speeding within the village and the use of mobile phones whilst driving, so please be careful.

There is now an on-line shop where you can purchase security related items to help protect yourself and your home www.owlprotect.uk Have a browse.

Cybercrime

Unfortunatley crime is changing to more “on-line” activities so it is important to follow some basic principles to protect yourselves. The cyber criminal is trying all sorts of techniques to get you to share your personal data, including the use of the phone. This will then be used directly by that group or they will add your details to a “Suckers List” and sell it on to others, so please consider the following:

Protect your passwords as you do with your house keys. Use a different password for each “on- line”

account.

Ensure you have internet security enabled on all your devices and it is kept upto date

Remember your phones and other devises are just as vulnerable, so look after them.

Do not assume that WiFi hotspots in place like cafes or hotels are secure, and never use them for

anything confidential. Instead use 3G,4G or a VPN (Virtual Private Network)

Never reveal too much formation about yourself, you never know who might see it! These people are

very convincing.

Do not click on links in emails, posts or texts and do not open attachments if the source is not known or

trusted.

If you are in receipt of a cybercrime activity please forward it to Action Fraud at www.actionfraud.police.uk or ring them on 0300 123 2040

Dog Watch!

Now, for those that have dogs, we are launching “Dog Watch”. This is an extension to NHW. As dog owners you take your dogs out several time a day often on the same route so you would see changes to the environment which could be worth reporting, example being fly tipped rubbish, side gates open that are normally closed etc. If you would like to know more about this extension to NHW then please contact the Dog Watch Coordinator on [email protected] As a member you will receive targeted messages for dog owners.

Protect your property

In previous communications we have metioned at length how we should be protecting our property’s to keep crime levels low. We all need to say vigulant as the days extend, we tend to leave doors and windows open and un-attended. Remember, the police get involved after the event and the damage has been done. For more information you can visit the following web site www.herts.police.uk/protectyourhome

Enjoy the summer and remember keep your home and valuables protected. If you wish to receive any

advice on NHW please contact me

Run Redbourn! is both a running club and community; aiming to bring together all those who run in and around Redbourn. On 1st May 2016, I set up Run Redbourn! and about 15 of us went for our first group run around the village. Fast forward to our first year anniversary and we are now a running community of over 300 members, with 8 England Athletics trained run leaders, have organised 3 0-5K/beginner run courses and offer 7-8 run sessions each week! We have also become a Run Together running club. This is a national initiative set up by England Athletics to promote group running as a way to get everyone fit and active. You can find out more about the details of our run sessions on our Run Together website https://groups.runtogether.co.uk/RunRedbourn However, our main means of communicating within the running community is via our closed Facebook group -search Run Redbourn!. Here, we discuss all things ‘running’ related; share details of run events we may be participating in; and take photos from our runs to inspire others to get running. The idea behind having a running ‘community’, as opposed to a traditional running club was that not everyone wants to run with others in a formal setting. Some runners prefer to run alone, some with friends in groups, some need a run group to motivate them to get out at a certain time, and some take running more seriously; training for a particular time or distance goal. We love to have everyone running with us in our group sessions but we want all runners to be involved in the overall community and share their running stories. If you are a runner in Redbourn and would like to be involved, we’d love to hear from you.

Rachel Mackie, Founder, Run Redbourn!

REDBOURN POLICE

Spring is finally upon us and longer daylight hours and warmer weather means doors and windows open to enjoy the outdoor life.

Although Redbourn has had little as far as dwelling Burglaries are concerned, we should always remember home safety at all times. If you must have windows open please ensure they are on a latch and do not leave any valuables on windows sills such us mobile/tablets charging.

Pc 2525 Austin has settled well in his new role and has been busy in our area both with local priorities and solving crime. On one of his first shift he single-handedly had to evacuate a number of premises due to degraded explosive material being found. A very interesting shift with a happy ending.

Pc Flemons, now at St Albans, still looks after the rural part of our village. There are now a number of cameras jotted along some of our rural roads and she has also been at court recently in reference to a fly tipping incident on Flamsteadbury Lane and Aubrey Lane. Due to her hard work we have had a successful day at court and we are now awaiting Crown Court sentencing.

I have organised a football youth related activity thanks to the help and support of the Redbourn Recreation Centre, and a number of young people are now enjoying this football activity on a weekly basis as well as the use of the youth gym.

Incidentally, previous reports of antisocial behaviour in areas of the village have considerably decreased. We have had Antisocial Behaviour cameras at a particular location in the village for the past three months but there have been no incident of note since the beginning of January or indeed since October 2016.

The Harpenden Safer Neighbourhood Team will be out on the 29.04.17 in “The Park”, Redbourn visiting all addresses in the location offering crime prevention advice. Hopefully we shall be joined by the Fire Brigade which will also offer Fire Safety advice to residents.

Speeding remains one of our top priorities with the Hemel Hempstead Road again being voted in as the target area. Since December a number of speed enforcement patrols have taken place at the location with over a 100 warning letters being sent to owners. Of note, the majority of offending vehicles have local keepers. We would also like to remind residents that new legislation has now come in to place regarding the use of mobile phones while driving with fines increased to £200 and 6 penalty points.

Have you seen that Redbourn Village Hall (RVH) is one of the chosen charities who can benefit from the Co-op Local Community Fund?

Any hearing loss can be a very isolating and frustrating condition and RVH needs to replace the sound system and hearing loop in the Main Hall so that everyone can fully participate and enjoy the events in RVH. A new hearing loop will connect directly to personal hearing aids and new speakers will massively improve the quality of the sound for everyone to enjoy. Having a decent easy to use plug in sound system will be great for parties and enable RVH to put on more Community events. Everyone who uses the Co-op will have the opportunity to support RVH just by swiping their Co-op Membership Card in store. The great news is you will get 5% of the total cost of your chosen Co-op products back to spend in the Co-op and RVH will receive 1% of the total too by selecting RVH as your chosen Charity. Details of how to register for a Co-op Membership Card and choose RVH as your local charity are in store and at www.coop.co.uk/membership or call into the RVH Office and we will be happy to help you register.

The Redbourn Village Hall Management Committee (RVHMC), other volunteers and the Friends of Redbourn Village Hall are working extremely hard to keep RVH maintained and running, so that all the varied events and activities can continue. We are very grateful to local businesses who have volunteered their skills and services. We can’t thank Beth and Debbie at “Changing Views” for donating all the lovely new curtains and blinds; Tristan at “Haus Kraft” for carpentry; Colin O’Donovan for plumbing services; Fletch Cowland for his electrical work; Rod Burt – lighting; and Richi Britton – fencing; enough for their support. Some Friends of RVH give their time, thank you to everyone who came to the recent Decorating Day, including the Redbourn Jazz Band and some kindly give a monthly money donation which is much appreciated and RVHMC sincerely thank you all for your continuing support.

RVH is a totally self-funding registered Charity (#302450) and the RVHMC have the very difficult job of maintaining and improving the building and facilities whilst still keeping them affordable for all the Redbourn Community to continue enjoying. Please do consider if you can become a member of the Redbourn Village Hall Management Committee or a Friend of Redbourn Village Hall to help us achieve this.

Redbourn’s annual Christmas Market is now a well-established event in the Village calendar. Organised entirely by volunteers for the benefit of the community, the aims of the Christmas Market are to:

provide an opportunity for the community to enjoy some festive cheer;

attract visitors to our beautiful village;

and raise funds for Christmas lights.

This year’s Market will be the 6th such event held and will be on 3

rd December – so please make a note in your

diary now, and if you are able to help for a couple of hours on the day of the Market to help things run smoothly, we would be delighted to hear from you.

Redbourn Christmas Market continues to grow from strength to strength and is attracting interest throughout Hertfordshire and beyond – last year’s event was a great day with 100 Market stalls, more entertainment than ever before, a fantastic raffle and of course a visit from Father Christmas. We have already started planning for the 2017 event which we hope will again attract a large number of local traders. Stall bookings opened on 1

st

April, all the details including an online booking form can be found on our website, above.

We will be hosting our AGM on the 8th

May at the Holly Bush PH at 7:30pm – this is a public event and all are welcome to come along. If you have any suggestions for ways in which we can enhance the Market this year and in the future, then this is your opportunity to come and tell us your ideas.

This year we are hoping to improve the Christmas lighting in the High Street and a sub-committee is being set up to explore this. But we need more help – if you would like to be involved, please get in touch.

Bag it and bin it! Recently you may have been walking in Redbourn and seen some little pink ‘piles’ around our village. A group of local residents, keen to tackle the perennial problem of dog fouling, have been spraying any dog waste not picked up by owners with a biodegradable pink chalk spray.

The pink marking shows the location of dog waste so it can be cleared by Veolia and, until then, can avoid being stepped in - nobody likes a ‘poo shoe’! The pink spray has also highlighted the amount of left dog waste and the ‘poo hot spots’ where waste is not being picked up.

Every gram of dog waste contains millions of bacteria harmful to humans. Toxocariasis, a parasite which lives in the digestive system of dogs and lays eggs released in the dog’s faeces, is the most dangerous. The eggs remain active in soil for many years even when dog waste is no longer there, so if ingested accidentally through contact with contaminated soil the risk to health can be severe. Children particularly are at risk as toxocariasis can cause stomach cramps, seizures, breathing difficulties like asthma, sore throats and even blindness if untreated.

District Councillor Tony Swendell says: “Letting your dog foul is antisocial and could lead to health problems. The Parish Council provides plenty of bins but if you can’t find one on your route, take your dog’s waste home and dispose of it there.” Our local Police Officer thanks dog owners who pick up but reminds those who don’t that this is an offence and owners will be fined if observed not picking up after their dogs.

We are proud of our village! Keeping it clean and safe for everyone is important. Dog waste once bagged can be placed in any public litter bin or dog waste bin. Left dog waste can be reported to Veolia on 01727 809019; it will be removed within 24 hours.

Please be responsible - bag and bin your dog’s waste. Let’s keep Redbourn pleasant so we can all enjoy our lovely village. Thank you.

The membership for U3A in Redbourn has now reached approximately 320, which is a very healthy number.

We are now approaching our 4th anniversary!

Redbourn U3A is part of the Third Age Trust, our parent organisation , who organise many events such as trips to exhibitions, talks and an annual summer school. A number of our members have attended these events and have thoroughly enjoyed them.

Our monthly meetings continue to be very popular. So far this year we have had talks about Gt Ormond Street Hospital, Entertaining Organs and the Role of the Coroner – as you can see, a very wide range of subject matter! The number of Interest Groups continues to grow, and we have several new groups either starting, or about to start. These include the Solo Group 2 and Arts/Culture and Museums, and German Conversation for Beginners. Other groups, such as The Jazz Club (formerly the Jazz Appreciation Group) and the Geography Group are actively recruiting new members.

Recently there have been visits by U3A members to Bayfordbury Observatory, The British Library, Apsley Paper Mill and Eltham Palace. A couple of members attended a Bridge Competition in Chorleywood, coming in 10

th

place. There is another holiday planned – this time to Dorset in October. Theatre trips have included Funny Girl, The Play That Went Wrong and Pirates of Penzance. Future productions include Evita. There certainly is something for everyone!

IMPORTANT NOTICE:

The success of the Redbourn U3A has been outstanding, with membership increasing steadily since it started.

However, from May 1st

2017, due to the Health & Safety Regulations of the Village Hall, the Committee have reluctantly decided that it has become necessary to restrict attendance to the U3A monthly meetings to MEMBERS ONLY.

Visitors will only be able to attend by prior arrangement with the Secretary, Anne Finnis. Email: [email protected]

FOLK on the COMMON 2017

This year’s Folk on the Common is on

Sunday June 11th

from 2pm – 6pm

As in the past, this will be a free family concert of Folk Music, showcasing some of the many talented singers and musicians in the area.

Last year the weather was not ideal for an outdoor event, but this didn’t dampen the enthusiasm of the performers or the many people who turned up with rain jackets, tents and umbrellas to enjoy an afternoon of good music.

Hopefully the sun will shine this year, and we can look forward to a record crowd of families and friends as they gather on the grass with picnics and sun hats!

Our thanks to the Redbourn Cricket Club for offering the Clubhouse facilities again and to Redbourn Parish

Computer Friendly A fresh approach to helping people get onto the Internet

Did you know that 37% of people aged 55+ own a tablet? This is an increase from only 1% in 2011

Local charity Computer Friendly is responding to this by putting tablets at the heart of its starter courses.

Computer Friendly, have been helping adults in the district get onto the Internet since 2002. Chairman of the charity, John Talbot, said “More of our students want Apple iPad and Android tablet courses now”. Tablets are less daunting to those new to computing. They can be more intuitive to use and many find that the touchscreen is easier to use than a mouse/keyboard.

Why is being online so important? There are huge social and health benefits to being online. Many can’t get out and about, yet we know this social interaction is vital for our well-being. Tablets give us the ability to easily keep in touch with our families.

How can Computer Friendly help? Computer Friendly run ‘Taste of the Internet’ sessions for those wanting to understand it all, and courses for those who have a tablet or computer and would like help to get started. These ‘Starting off with’ courses only cost £20 for four or five weeks and suit iPhone/Android smartphones as well. John Talbot says “Our tutors and helpers are all volunteers with lots of patience - we teach because we love to!”

Want to know more about Computer Friendly? See our website www.cfsta.org or email [email protected] or ring our Bookings helpline: 020 3239 1559
