On behalf of our Client, Marcus Sarich, we are pleased to provide the
enclosed Vegetation and Landscape Features Protection Plan for the
proposed Red Hill Auditorium, Lot 2 Toodyay Road, Red Hill.
The Red Hill Auditorium Project was formally assessed by the Environmental
Protection Authority (EPA) and granted approval by the Minister for
Environment in December 2004 (Ministerial Statement 673). The Vegetation
and Landscape Features Protection Plan is required under Ministerial
Condition 7-2.
In accordance with Ministerial Statement 673, advice on this plan was sought
from the Department of Conservation and Land Management (now the
Department of Environment and Conservation) and the City of Swan. The
City of Swan declined to comment and the report has been updated with
additional information is suggested by the Department of Environment and
Conservation.
The final plan is therefore enclosed for your final review and endorsement.

1.11.11.11.1 BackgroundBackgroundBackgroundBackground
Ace Nominees Pty Ltd has proposed to construct Red Hill Auditorium on Lot 2
Toodyay Road, Red Hill (Figure 1). The outdoor auditorium is designed to
accommodate up to 5,000 patrons. This design includes an acoustically treated
stage covered with an acoustically treated sheet metal roof, a car park, a access
road (and emergency egress) and a water tank with a capacity of 50,000 litres. The
auditorium will hold up to 100 events over the warmer months (approximately 5
months per year). Up to 20 events per year would be amplified. The site layout is
shown in Figure 2.
The site is approximately 10.03 ha, of which the final disturbance area following
rehabilitation is 3.42 ha. The site has been designed to conserve and preserve
vegetation communities and Priority Flora species located in the northern half of the
site. The northern half of the site will have minimal disturbance, with the only
infrastructure being the access road from Toodyay Road. The design places the
majority of infrastructure (car park, stage, backstage) at the southern end of the lot,
to avoid priority species and a significant vegetation unit. This design also provided a
visual buffer between Toodyay Road and the auditorium.
1.21.21.21.2 PurposePurposePurposePurpose
This project was granted state environmental approval by the Western Australian
Minister for Environment on 30 December 2004 with conditions described in
Ministerial Statement Number 673. Condition 7-2 requires the preparation of a
Vegetation and Landscape Features Plan (Appendix A). This document has been
prepared to satisfy Condition 7-2:
“Prior to ground disturbing activity, the proponent shall prepare a Vegetation
and Landscape Features Protection Plan to the requirements of the Minister
for the Environment on the advice of the Environmental Protection Authority”
The Vegetation and Landscape Features Protection Plan is required to address the
points outlined in Ministerial Condition 7-2, summarised in Table 1.

The objectives of this Vegetation and Landscape Features Management Plan are as
follows:
Integrate the protection of priority and significant flora and granite outcrops
on the northern portion of the facility with the proponents design and layout
of the proposal.
Limit the amount of clearing required for the facility to 4.6 hectares.
Provide for the minimisation of the impact of the facility on the habitat and
landscape values of the John Forrest National Park.

The refinement of the proponent’s layout of the facility to include adequate
setbacks from the John Forrest National Park (in consultation with the Department
of Conservation and Land Management [Now Department of Environmental and
Conservation]).
Limitation of the extent of vegetation clearing to less than 4.6 hectares.
Clear delineation of the significant areas to be protected during the construction
phase (by suitable temporary fencing, roping or a series of markers).
Prevention of damage to or degradation of priority and significant flora or
vegetation, and granite outcrops, due to earthworks and during the operation of the
facility.
Dieback management, including sourcing of imported soils from dieback–free areas.
The erection of boundary fencing on the southern boundary (in consultation with
the Department of Conservation and Land Management [Now Department of
Environmental and Conservation]).
Procedures to control the entry of patrons into the adjacent John Forrest National
Park during and between entertainment events at the facility.
Contingency measures in the event that damage or degradation to priority, and/or
significant flora, and granite outcrops, appears likely to have occurred or has
occurred.
Procedures to prevent rubbish entering John Forrest National Park and
contingency measures if rubbish is occurring within the park as a consequence of
the facility.

2.12.12.12.1 VegetationVegetationVegetationVegetation
There have been two flora surveys completed over the project area, in June 2000
and November 2009. A total of 29 families, 68 genera and 112 plant taxa including
subspecies and varieties were identified. Only one weed species was recorded in the
site (Mattiske, 2000).
The vegetation complex that is within the proposed clearing area is classified as
‘Open Woodland of Eucalyptus marginata – Corymbia calophylla over heath
species’ (Mattiske, 2000). This vegetation unit covers the majority of the lot. In the
northern part of the lot there is a small section of ‘heath over shallow exposed
granite’ (Mattiske, 2000). This smaller area is deemed significant for both flora and
fauna as there are only limited areas of this type of vegetation unit within the
Darling Scarp (Mattiske, 2000). This smaller area should not be affected by the
proposal as it is outside the proposed developmental footprint (Mattiske 2000)
(Figure 3).
There has been no Declared Rare Flora (DRF), as defined under the Western
Australian Wildlife Conservation Act 1950 recorded on site (Appendix B outlines the
definition).
Priority Flora are taxa, which are considered poorly known, uncommon, or under
threat, but for which there is insufficient justification based on known distribution
and population sizes for inclusion on the DRF schedule (DEC, 2007). One priority
species has been found within the project site, Calothamnus rupestris (Priority 4)
(Mattiske, 2009) (Figure 3). Priority 4 species are classified as “taxa which are
considered to have been adequately surveyed and which, whilst being rare (in
Australia), are not currently threatened by any identifiable factors. These taxa
require monitoring every 5-10 years” (DEC, 2007). This species was found in two
locations with a total of 11 specimens. Both of these locations are close to the
granite outcrop and hence outside the proposed development footprint.
There are no threatened ecological communities (TEC) within the project area
(Mattiske, 2000).
The project site is almost entirely infected with Phytophthora cinnamoni (a form of
dieback) with only the south east corner currently free (Mattiske, 2000).
The root disease is caused by a water-borne pathogen and is responsible for the
death of a vast and diverse range of plant species. This pathogen is readily
dispersed by the movement of infected soil, roots or water. It is also commonly
linked to watercourses, tracks and roads where rainfall exceeds 400 mm per annum
and where human activity is frequent (Podger et al, 1996).

The project area currently lies within the ‘resource’ zone under the City of Swan
Town Planning Scheme. The surrounding land is predominately uncleared vegetation
(Figure 4). The adjourning lots are a clay quarry held by Midland Brick Company Pty
Ltd. To the east is the both the Red Hill Regional Landfill Site, operated by the East
Metropolitan Regional Council. To the north lies Toodyay Road and just beyond
there is a hard rock quarry and processing plant. Directly south of the site is the
John Forrest National Park. The nearest residential dwelling is at least 2.2 km away.
The land uses are demonstrated in Figure 4.
There were no Aboriginal archaeological or ethnographic sites recorded on the site.
The proposed infrastructure has been designed to reduce the impact on the priority
areas. All cleared areas are within a common type of vegetation of the darling scarp.
The access road has been placed to avoid the priority species and granite outcrops.
Large trees will not be cleared wherever possible. A buffer will be maintained
between Redhill Auditorium and John Forest National Park.

The site’s southern boundary abuts the John Forrest National Park. To ensure there
detrimental impacts from the site to the John Forrest National Park are prevented a
setback/buffer from the National Park has been allocated (Figure 3). Parts of this
setback will be cleared during construction and rehabilitated using local species post
construction. Site infrastructure closest to the National Park is the car park (Figure
3). The setback between the National Park and the car park is approximately 20 m.
The setback includes an earthen drain running alongside the car park to collect
stormwater runoff from the car park.
A setback is also provided between the car park and the western and eastern
boundaries to private property.
3.23.23.23.2 FencingFencingFencingFencing
A boundary fence will be established only the southern boundary of the property as
required by Ministerial Condition 7-2. The fencing will be stranded wire to enable the
movement of wildlife between the site and the National Park. The fence will include
kangaroo gates such as that illustrated in Plate 1. The fencing will also prevent
patron intrusion into the National Park.

In addition, the northern access way to the property will be equipped with a
lockable gate which will be locked at all times except when the venue is in use. The
lockable gate will prevent use of the site when vacant, particularly during the winter
months.
The site has been designed with hardstand access ways for patrons, that is a sealed
access road, sealed carpark and pavements to and from the stage area. Accordingly,
patrons are not required to traverse the vegetated areas of the site. Patrons will be
further prevented from entering vegetated areas of the site through the use of
fencing, signage and security personnel. Temporary, crowd control fencing will be
used during events and removed offsite on the completion of each event.

The total area of site clearing is 4.26 ha, of which 0.84 ha will be rehabilitated with
native species. The rehabilitation will occur primarily around the car park and stage
areas (Figure 2). Clearing is only to occur in approved areas (Figure 3).
To manage clearing the following strategies will be in place:
Areas to be cleared will be clearly marked by signage and tape lines.
Areas to be cleared will be clearly delineated on construction drawings.
No clearing onsite is to occur without the site manager’s approval.
Clearing will be kept to a minimum at all times and not exceed the defined
clearing boundaries.
Staff will be inducted on site and provided training on approved clearing areas.
No vegetation clearing is to occur during high winds to reduce the potential for
dust emissions.
If an unapproved area is unintentionally cleared the area will be revegetated
and rehabilitated with provenance correct, native species.
Significant vegetation will be clearly marked and access to these areas will be
prohibited.
Wherever possible in the car park and stage areas large trees will be retained
to continue to provide habitat for fauna. Trees for retention will be marked on
construction drawings and tagged with tape to highlight retention.
Once clearing has ceased, a clearing audit will be undertaken to determine the
clearing area was accurate. If the clearing area was inadvertently exceeded,
additional rehabilitation will occur.

A Phytophthora (dieback) survey of the site was undertaken by Glevan Dieback
Consultancy Services (2000). Parts of the site are infested with dieback and some
parts are dieback free.

To protect the dieback-free areas from infestation the following strategies are
proposed:
Machinery entering the site to be washed down prior to enter to remove soil
and vegetation matter.
Machinery moving onsite from an infested area to a dieback-free area to be
washed down prior to entering the dieback free area to remove soil and
vegetation matter.
Areas that are dieback-free will be clearly marked by signage and tape lines.
Areas that are dieback-free will be clearly delineated on construction drawings.
All vehicles must be clean when entering a dieback free site, however no clean
down is required to exit the site.
The washdown area will be a designated hardstand area that is free of soil and
material.
Topsoil from infested areas will, where possible, be used for rehabilitation
within other infested areas (taking limits on topsoil availability into account).
Car park and access road will be sealed to reduce the risk of propagating
dieback.
All imported soils will come from die-back free areas.

Areas of vegetation with relatively open structure, increased human activity and
dieback have an increased susceptibility to weed invasion. Weed management is
also very important due to the presence of the adjacent John Forrest National Park.
To a large extent, management of weed hygiene shall work in conjunction with
dieback hygiene management measures to maximise effectiveness and minimise
costs. Specifically:
Top-soiled areas and known areas of weed infestation will be communicated to
all employees and contractors by signage and/or verbal instruction.
Soils contaminated with weeds will not be used for stockpiling.
All machinery and equipment entering or leaving top-soiled or known areas of
weed infestation shall be cleaned of weed propagules by manual brushdown or
water.
Weeds that become established will be controlled, where necessary, by an
eradication program.
The services of a licensed weed control company may be utilised for
identification and control of weeds within the site.

Any cleared weed infested vegetation will be disposed of at the appropriate
landfill facilities.
All staff to be inducted on weed control measures such as identification and
awareness.
Where practicable, it will be encouraged that machinery is moved from weed
free areas to infested areas to prevent cross contamination.
In the event that there is an outbreak of weeds from the facility which effects the
John Forrest National Park, Ace Nominees will provide assistance in eradicating the
weeds.

Two populations of the priority flora species Calothamnus rupestris occur on the site
(Figure 3). A significant vegetation community has also been identified on the site
“heath over shallow exposed granite” (Figure 3). These have been identified for
conservation and preservation. To ensure the conservation and preservation of these
significant features the following management strategies are proposed:
The design footprint avoids disturbance to the populations/community (the
road has been aligned to avoid).
During construction the populations/communities will be marked with tape
to provide awareness of the location and to prevent inadvertent clearing.
Clearing to be contained to the approved clearing zone (Figure 3).
Staff and contractor inductions on site will include details of the locations of
Calothamnus rupestris and “heath over shallow exposed granite” and the
preferred management strategy (for example staff and contractors to avoid
area).
During operation of the auditorium patrons will be restricted to paved areas
through the use of crowd control fencing and security personnel.
A series of contingency plans have been created in the event that the populations of
priority flora or the significant vegetation community is degraded or damaged
inadvertently, including:
The areas would be revegetated by seeding or adding tubular stock. To
prevent further damage from occurring while the area is regrowing the
entire area with priority species would be fenced.
It is noted that should a revegetation contingencies be required,
consultation with DEC Threatened Flora officers be undertaken to
determine the most appropriate method of propagation. A Licence to Take
Flora under the Wildlife Conservation Act 1950 may be required to take
cuttings or seeds of protected flora.

Ace Nominees will manage its wastes in accordance with requirements of the DEC,
local shire and applicable regulations relating to the management, handling and
storage of wastes. Staff will be required to ensure the minimisation of waste and
responsible disposal of waste is carried out. All construction personnel will be
advised of the waste management and disposal procedures outlined below during
the site induction and prior to commencing work.
The following management measures for waste will be implemented:
Implementation of waste management hierarchy: waste avoidance/reduction,
reuse and recycling.
Recycling bins with lids will be provided for patrons and staff.
Ace Nominees will arrange for recycling and waste to be removed from site
after each event.
All bins or waste containers will be appropriately labelled or signposted to
ensure appropriate segregation of recyclables and general waste.
Site hygiene and litter management will be ensured through general
housekeeping procedures. This will include a site cleanup after each event.
Designated areas on site for the collection and storage of waste, which are
located away from paved areas, storm water management systems and low
points on the site where water tends to accumulate
Volumes of waste generated will be periodically reviewed to determine
performance and opportunities for improvement.
All waste shall be disposed of in accordance with relevant legal requirements
and recommendations.
Litter bins will be animal-proof to stop scavenging and reduce foreign animals
entering the premises.
All staff to be inducted on waste control measures with an emphasis on waste
segregation, minimisation and recycling measures.
In the event that waste such as litter begins to impact on the adjoining National Park
Ace Nominees will either employ staff or hire sub-contractors to initiate the cleanup.
Once all waste has been removed, all site waste procedures will be reviewed to
determine ways to improve the system and ensure waste does not continue to enter
the National Park.

The dust generated by construction and deposited on adjacent native vegetation has
the potential to disrupt the photosynthetic, respiratory and/or water balance
processes of plants, thereby causing mortality or decreased health and increased
susceptibility to disease. As this site is in close proximity to a National Park is

important that the impacts to dust are reduced as much as possible.
The management policies to reduce dust and the need for dust suppression include:
Sealing both the car park and the access road.
Minimising vegetation clearing wherever possible.
No vegetation clearing is to occur during high winds to reduce the potential for
dust generation.
Vehicle access will be restricted and vehicles must remain on designated
access tracks and parking areas, at controlled vehicle speeds.
All soil stockpiles will be managed to reduce dust generation, including applying
hydromulch where necessary.
Compacted or cleared areas will be stabilised. Exposed surfaces such as
stockpiles and cleared areas, and the duration that these areas are exposed,
will be minimised.
Maintain general housekeeping practices to ensure there is no accumulation of
waste materials, within the construction area, that may generate dust. Waste
products that may generate fine dust particles (e.g. concrete powder,
stockpiled overburden). should be contained/covered/relocated to prevent
wind lift-off.
All staff to be inducted on dust control measures.
Where dust reduction is not possible dust suppression will occur by water spray.

The Project has been developed to ensure the visual integrity of the area remains as
it is currently. This has been achieved by placing the infrastructure 170 metres back
from the road. This ensures it cannot be seen from the road and does not interrupt
the visage of bush with clearing. This setback essentially creates screening
vegetation from the road and thus other users. Where clearing is inevitable the
visually sympathetic materials will be used to maintain visual quality.

The success of the Vegetation and Landscape Features Plan requires leadership to
continuously promote best practice environmental management and to make the
people and resources available to achieve the plan’s objectives. Management will
ensure the continuing suitability, adequacy and effectiveness of the Vegetation and
Landscape Features Plan by reviewing it at regular intervals throughout the project.
An important component of the overall site management is the integration and
communication of the requirements of this Vegetation and Landscape Features Plan
to the wider workforce. The following process tools and management controls
outline this communication.

The site manager for Ace Nominees Pty Ltd will be responsible for ensuring the
implementation, maintenance and operations are conducted in accordance with this
Vegetation and Landscape Features Plan.

Although the site will only be in operation for predominantly 5 months per year many
management strategies will need to be monitored throughout the year. While the
site is closed the site manager or another staff member will check the site weekly to
ensure all management aspects such as dieback, weeds, priority species, waste,
dust and visual quality are being maintained.
4.34.34.34.3 TrainingTrainingTrainingTraining and Inductionsand Inductionsand Inductionsand Inductions
The site manager for Ace Nominees will be responsible for ensuring that
environmental training and awareness programs are provided to all staff and
contractors working at Red Hill Auditorium. Awareness training will cover the key
components of this Vegetation and Landscape Features Plan to ensure all personnel
are aware of their obligations with respect to environmental responsibilities, any
significant environmental risks, and of their requirements under relevant legislation
and regulations.
A site induction shall be provided by the Site Manager to all contractor personnel
and other personnel involved in construction activities prior to commencing work on
site. Records of environmental training undertaken for all employees will be kept on
site, detailing the type and purpose of the training.

Regular “toolbox talks” are to be carried out for each work section or group as
required before work commences and during the performance of work. The meeting

Periodic audits for compliance with this plan will be conducted to ensure compliance
with all applicable legislation, plans and procedures. All procedures will be reviewed
annually and changes will be implemented if improvements can be made. This will be
the responsibility of the site manager.

To manage with any community complaints received regarding the Red Hill
Auditorium a complaints register will be developed and all complaints will be
investigated and actioned as appropriate. The outcomes of the investigations will
determine if the complaint is substantiated or otherwise. Ace Nominees will liaise
with the complainant to inform of the outcomes of the investigation and where
appropriate, any proposed modifications to operations.

Environmental makes no representations or warranties in relation to the nature and
quality of soil and water other than the visual observation and analytical data in this

information, data and analyses (“client’s information”) provided by the client and
other individuals and entities. In most cases where client’s information has been

include, but are not limited to, changes in weather patterns that result in flooding or
drought, subsequent changes in soil conditions, distribution of flora and fauna,
altered vector impacts and increased fire hazards. Further investigation of the site in
relation to these factors may be required.
