Clare is the Chief Executive of the Clanmil Housing Group. Her key objective is to develop and promote Clanmil, in accordance with our mission and strategic objectives.

Tony has 20 years experience in social housing and joined Clanmil in 2016. Tony leads the Assets function, maintaining and improving our homes.

Carol heads up the Development function at Clanmil and is responsible for delivering great homes.

Pól joined Clanmil in 2018 having previously been Chief Executive of Citizens Advice Bureau NI. His focus is ensuring that the people who live in the homes Clanmil provides enjoy a great customer experience.

Greg has been Finance Director at Clanmil since 2018. He has over 25 years experience as a qualified Chartered Accountant and 15 years as a Finance Director, previously in the utilities sector.

Karen is Group Director of Corporate Services at Clanmil and is responsible for providing an effective and efficient HR, Marketing and Business Assurance service to the business.

Corporate Impact• Deliver Development team business outcomes, targets

and key performance indicators to support delivery of the corporate plan through strong financial management, budgetary control and project and business planning.

• Work with the Director of Development and New Business to contribute to the short, medium and long-term strategy for the Development directorate.

• Have oversight of the New Schemes Groups that see collaborative working across the development, housing and asset teams under the single vision of delivering a high-quality housing solution with a seamless handover and occupation.

Delivery of Results• Oversee the preparation and submission of the annual bid

for the sector wide Social Housing Development Programme.• Ensure that strong contract management procedures are in

place to monitor the construction of schemes, including the suite of legal documentation and ensure that they are delivered in accordance with their specification and on time and within budget.

• Maximise and ensure Housing Association Grant is claimed whenever it is due on each scheme.

External Focus• Actively promote and be an Ambassador of Clanmil to raise

its profile that gives rise to Clanmil being the partner of choice for development opportunities.

• Maintain and develop effective professional networks that will add value to Clanmil’s work and ensure that it is viewed as an influential and reliable partner.

Purpose• To pro-actively lead the Development Directorate in

contributing to the Group’s Growth Strategy, ensuring the identification and negotiation of new business as well as the robust delivery and management of projects for development.

Leadership• Provide effective leadership and support that inspires the

team to deliver best in class services and innovation in Development team activity.

• Develop a strong performance culture and commitment that ensures the delivery of high-quality services.

• Adopt a style of leadership that supports excellence, leading on change management and creating a culture of continuous improvement within the directorate.

Compliance & Control• Continuously assess and manage risk within the Group’s risk

framework and actively implement control and improvement measures to mitigate risks to customers, property, staff, financial performance, organisational reputation and business continuity etc.

• Deliver effective governance and controls to ensure that appropriate financial processes, systems and audit mechanisms are managed to a high standard so full accountability is taken for financial and risk management.

Performance Management• Embed a customer first culture and best in class service

standards; tracking team performance and KPI’s to identify key priorities, inform future decision making and effective alignment and planning of resources.

• Provide support and development to the Development team, to ensure that they are appropriately structured and resourced to deliver the corporate aims.

QUALIFICATIONSThird level qualification in a relevant field

EXPERIENCE Recent senior leadership experience in a property development/construction environment. In-depth experience of leading a staff team – including the setting and monitoring of agreed objectives and performance management.Significant experience of successfully managing development projects from inception to completion – ensuring delivery to specification, on time and within budget.Proven experience of identification and negotiation of development opportunities. Experience in identifying, managing and mitigating risk in the full development process.Proven experience of the NEC3 Suite of Contracts including a working knowledge of dealing with Contract Variations and Contract delays.Experience in leading community consultation and delivering projects in challenging community circumstances.

KNOWLEDGEStrategic knowledge of housing development processes, general construction and the built environment.Working knowledge of the DfC Housing Association Guide and DFC/NIHE scheme approval process.Knowledge of prevailing planning policy and awareness of area plans and the planning process.Working knowledge of the Public Procurement Contract Regulations and NI Public Procurement Policy. Understanding of financial appraisal techniques utilised in development – including site acquisition, pre-development activities, construction financing, build costs and income to service loans.

SKILLS AND APPROACHProven skills in leading, empowering and motivating staff through change.Be tenacious and resilient.
