Record Note of the 37th Meeting of Scheme Steering Committee (SSC) held on 01.03.21 through VC on SFURTI Scheme under the Chairmanship of Secretary, MSME

-I-

At the outset, Director (ARI) welcomed Secretary (MSME), AS&DC, and other members of the SSC to the 37th meeting of the SFURTI SSC. The list of the participants is placed at Annexure.

2. Agenda Item 1: Since no representation! observation was received in respect of decisions of the 36th meeting of SSC, minutes of the 36th meeting of the SSC held on 09.02.202 1 were noted and confirmed.

3. Agenda Item 2: Consideration of 4 proposals received from CoHands, 4 received from FMC, 6 IGTh Indore, 1 received from IlEG, 4 received from IMEDF, 5 received from KVIC, and 1 received from UPKVIB respectively.

4. 4 proposals from CoHands are as under:

1) Bagodara Embroidery and Applique Cluster, Bagodara, Ahmedabad, Gujarat.

The Bagodara Embroidery and Applique Cluster, Bagodara, Ahmedabad, Gujarat was presented by the COHANDS. This is a 'Regular cluster' under SFURTI with 500 numbers of beneficiaries (379 women, 110 SC and 390 OBC). A brief presentation with proposed product profile and outcome with respect to the increment of income of the artisans during the course of 5 years was presented. Land is available with the IA for CFC construction. With the intervention under SFTJRTI, value added products like Pathes, Applique bag, Textiles products, Home decor, etc. will be produced and marketed through pre-tie up arrangements with retailers, wholesalers at Ahmedabad, Mumbai, exhibitions through Govt. schemes, retail chains & online portals.

There is no such cluster in the region under this craft which will serve to a major section of the population in the region. It was told that on project completion at 100% capacity utilization, there will be a likely increase in beneficiary monthly income from Rs. 2500 to Rs. 10000 at the end of the 5th yar. This will be achieved through increase of productivity, production and assured market tie ups of IA in addition to support from NA and State Handicraft Corporation.

It was informed by the NA that interventions related to implementation of Industry 4.0 and Lean to increase the efficiency and efficacy of the cluster will be ensured in each cluster with active support of Technical agency.

The total cost of project is Rs. 259.750 lakhs, whereas Rs. 239.112 lakhs support has been sought under SFURTI assistance. Based on the confirmation by NA it was decided that this cluster should be completed by September 2021 .The SSC considered the case and approved the cluster proposal with a financial assistance of Rs. 239.112 lakhs.

2) Chanderi Cluster, Pranpura, District Ashoknagar (Madhya Pradesh).

The Chanderi Cluster Pranpura, Chanderi, District Ashoknagar (Madhya Pradesh) was presented by a representative of Nodal Agency with a proposed strength of 362 artisans (171 women, 312 SC and 45 OBC) as a Regular Cluster. was presented by the NA. A brief presentation with proposed product profile and outcome with respect to the increment of income of the artisans during the course of 5 years was presented. Land is available with the IA for CFC construction. With the intervention under SFURTI, value added products like designer Sarees, Dress Materials, Dupatta, Stoles etc. will be produced and marketed through pre-tie up arrangements with retailers, wholesalers, Mrignayni, the M P Govt. owned showroom at various places in the country.

There is no such cluster in the region under this craft which will serve to a major section of the population in the region. It was told that on project completion at 100% capacity utilization, there will be a likely increase in beneficiary monthly income from Rs. 3000 to Rs. 10500 at the end of the 5th year. This will be achieved through increase of productivity, production and assured market tie ups of IA in addition to support from NA and state Handicraft Corporation.

It was informed by the NA that interventions related to implementation of Industry 4.0 and Lean to increase the efficiency and efficacy of the cluster will be ensured in each cluster with active support of Technical agency.

The total cost of project is Rs. 247.110 lakhs, whereas Rs. 227.498 lakhs support has been sought under SFURTI assistance. Based on the confirmation by NA it was decided that this cluster should be completed by September 2021 .The SSC considered the case and approved the cluster proposal with a financial assistance of Rs. 227.498 lakhs.

3) Wood Craft Cluster, Jodhpur, Rajasthan.

The Wood Craft Cluster, Jodhpur, Rajasthan was presented by the NA. Wood Craft Cluster, Jodhpur, Rajasthan is a 'Major cluster' under SFURTI with 889 numbers of beneficiaries (32 women, 95 SC, 72 ST and 666 OBC). A brief presentation with proposed product profile and outcome with respect to the increment of income of the artisans during the course of 5 years was presented. Land is available with the IA for CFC construction. With the intervention under SFURTI, value added products like Home Decor, Furniture, Gift Articles, toys etc.will be produced and marketed through pre-tie up arrangements with retailers, wholesalers and exporters based out at Jodhpur. This is also an attempt to bring the existing artisans into the value chain and to give them an opportunity

to get improved wages and finally build value through planned interventions

under SFTJRTI.

There is no such cluster in the region under this craft which will serve to a major section of the population in the region. It was told that on project completion at 100% capacity utilization, there will be a likely increase in beneficiary monthly income from Rs. 4000 to Rs. 10,500 at the end of the 5th year. This will be achieved through increase of productivity, production and assured market tie ups of IA in addition to support from NA and state Handicraft

Corporation.

It was informed by the NA that interventions related to implementation of Industry 4.0 and Lean to increase the efficiency and efficacy of the cluster will be ensured in each cluster with active support of Technical agency. The committee suggested that linkages should be developed with the exporters and design and quality interventions must be implemented to match the

requirement of exports.

The total cost of project is Rs. 431.640 lakhs, whereas Rs. 395.233 lakhs support has been sought under SFURTI assistance. Based on the confirmation by NA it was decided that this cluster should be completed by September 2021 .The SSC considered the case and approved the cluster proposal with a financial

assistance of Rs. 395.233 lakhs.

4) Embroidery with Furniture& Stitching Cluster, Sonipat, Haryana

The Embroidery with furniture & Stitching Cluster, Sonipat Haryana was presented by the Nodal Agency as a 'Major Cluster' with a proposed strength of 847 Artisans with majority of females (Male-200, Female-647, 761 SC and 42 OBC). The major activity of the cluster includes manufacturing of Home Decor, Accessories, Home Furnishing, partition frame with embroidery etc.

There is no such other cluster in the region and this cluster will serve a major section of the population in the region. It was told that on project completion at 100% capacity utilization, the income of the artisans is expected to increase from the current level of Rs. 3000 per month to Rs.10,000 per month at the end of the 5th year . The establishment of a raw material bank in the cluster will ensure the availability of raw material at competitive rates, thereby increasing the margin on products. This will be achieved through increase of productivity, production and assured market tie ups of IA in addition to support from NA and state Handicraft Corporation.

It was informed by the NA that interventions related to implementation of Industry 4.0 and Lean to increase the efficiency and efficacy of the cluster will be ensured in each cluster with active support of Technical agency.

The total cost of the proposed project is Rs. 479.800lakh, with Rs. 439.3 19 lakh being sought as a grant under the SFURTI Scheme. Based on the confirmation

by NA, it was decided that this cluster should be completed by September 2021 .The SSC considered the case and approved the cluster proposal with the financial assistance of Rs.439.319 lakh.

5. 4 proposals received from Foundation for MSME Clusters (FMC) are as under:

1) Haldighati Flower Processing Cluster, Rajsamand, Rajasthan

The Haldighati Flower Processing Cluster, Rajsamand, Rajasthan was presented by the representative of the Nodal Agency with proposed strength of 403 beneficiaries (42 women, 104 ST,31 SC, 110 OBC) as a regular cluster under the SFURTI scheme.

The total project cost is Rs 265.12 lakhs, where Rs 243.92 lakhs have been sought under SFURTI assistance. The major activity of the cluster is to make value added products through rose flower processing. The major products will be rose water, gulkand, rose petal powder, dried rose petals and rose syrup. The machinery shall enable the artisans to produce value added products on a large scale with a wide diversification and open online and B2B markets

The SSC considered the case and approved the cluster proposal with a financial assistance of Rs. 243.920 lakhs. It will increase the artisan's income from Rs 5400 to Rs 11,809 over a span of five years. Further, the SSC directed NA to take maximum efforts for completing this cluster within six months from project approval, i.e by Sep 2021.

2) Jute craft cluster, Khandwa, Madhya Pradesh

The Jute craft cluster, Khandwa, Madhya Pradesh was presented by the representative of the Nodal agency with proposed strength of 411 artisans (411 women, 134 SC, 34 ST, 207 OBC) as a regular cluster under the SFURTI scheme.

The total project cost is Rs 263.64 lakhs, where Rs 242.720 lakhs have been sought under SFURTI assistance. The major activity of the cluster is to make value added jute products such as home decor items, bags, wall hangings, rugs, floorings and mats. The machinery shall provide the artisans with necessary technological interventions to improve the production as well as productivity of the jute-based products. It will increase the artisan income from Rs 2500 to Rs 13000 over a span of five years.

The SSC considered the case and approved the cluster proposal with a financial assistance of Rs. 242.720 lakhs. Further, the SSC directed NA to take maximum efforts for completing this cluster within six months from project approval, i.e by Sep 2021.

3) Narsinghpur Jaggery Cluster, Narsinghpur, Madhya Pradesh

The Narsinghpur Jaggery Cluster, Narsinghpur, Madhya Pradesh was presented by the representative of the nodal agency with proposed strength of 815 artisans (72 women, 136 SC, 89 ST, 503 OBC, 9 minority) as a major cluster under the SFURTI Scheme. The total project cost is Rs 574.65 lakhs, where Rs 500 lakhs have been sought under SFURTI assistance. The major activity of the cluster is to make value added and processed jaggery based products such as jaggery sesame seed ball, jaggery peanut brick, bottled sugarcane juice, jaggery sugar etc. The machinery shall provide the artisans with much needed diversification and processing of raw jaggery. It will increase the artisan income from Rs 4000 to Rs 13000 over a span of five years.

The SSC considered the case and approved the cluster proposal with a financial assistance of Rs 500 lakhs. Further, the SSC directed NA to take maximum efforts for completing this cluster within six months from project approval, i.e by Sep 2021.

4) Yadgiri Agarbatti Cluster, Yadgir, Karnataka

The Yadgiri agarbatti cluster, Yadgir, Karnataka was presented by the representative of the nodal agency with proposed artisan strength of 390 (240 women, 386 SC) as a regular cluster under SFURTI scheme. The total project cost is Rs 238.70 lakhs, where Rs 219.20 is sought as SFURTI assistance. The major activity of the cluster is to make value added products such as fragrant agarbatti, dhoop cones, havan cups, mosquito repellant sticks. The high-end machines will enable the high-quality manufacturing of various combination of charcoal, saw dust and bamboo sticks-based products. The artisan income will increase from Rs 6000 to Rs 18000 over a span of 5 years.

Since the cost of fully automatic agarbatti making machine mentioned in the DPR is on higher side, the SSC has sought a justification for the cost of the machine. The cluster proposal was put on hold pending the justification form the Nodal Agency.

6. 6 proposals received from IGTh, Indore are as under:

1) Soft Toys Cluster, Barwani, Madhya Pradesh

The Soft Toys Cluster, Barwani, Madhya Pradesh was presented by representatives of the Technical Agency, Khalsa Foundation, with proposed strength of 1005 no. of artisans (with 855 Male, 150 Female. Gen: 360, OBC: 645) as a 'Major Cluster' under SFURTI Scheme. The major activity of the cluster is production of various high quality innovative Soft Toys. The prime objective is to increase the income of cluster artisans through providing production, design, marketing and value redistribution infrastructure to the cluster. It was also shared by the Nodal Agency that they will be utilizing MONETARI App, (for Value Redistribution). It was also told by the TA that the proposed intervention will reduce import of toys and will play a crucial role in developing India's Toy Industry. The toys developed in the cluster shall promote Indian traditions and

culture, aid in learning and shall offer a purely indigenous take on toys. It was also shared by the TA that this cluster will be developed as a model cluster incorporating unique designs and innovations such as installation of 30 KW solar power system, 100% Wi-Fi CFC, Paintings for beautification of CFC fencing wall, and use of low impact AAC blocks, rainwater harvesting, fenestration techniques and development of the CFC as a no barrier work area.

It was told that on project completion at 100% capacity utilization, there will be an increase in beneficiary income from Rs. 4,000/month to about Rs. 14,676/month at the end of 5 years.

The total cost of the project was presented at Rs. 383.827 lakhs whereas Rs.352.044 Lakh support has been sought under SFURTI scheme. The SSC considered the case and approved the cluster proposal with a financial assistance of Rs.352.044 Lakh. Based on the confirmation by NA, it was decided that this cluster should be completed within six months of project approval by September 2021

2) Plush Toys Cluster, Parbhani, Maharashtra

Plush Toys Cluster, Parbhani, Maharashtra was presented by representatives of the Technical Agency, Khalsa Foundation, with proposed strength of 1050 no. of artisans (with 645 Male, 405 Female. Gen: 31, SC: 1, ST: 969, OBC: 49) as a 'Major Cluster' under SFURTI Scheme. The major activity of the cluster is production of various high quality innovative Plush Toys.The prime objective is to increase the income of cluster artisans through providing production, design, marketing and value redistribution infrastructure to the cluster. It was also shared by the Nodal Agency that they will be utilizing MONETARI App, (for Value Redistribution), 4.0 interventions such as implementation ERP software system, to ensure benefits are received by the artisans as well as the authenticity of the cluster products& process remains intact. It was also told by the TA that the proposed intervention will reduce import of toys and will play a crucial role in developing India's Toy Industry. The toys developed in the cluster shall promote Indian traditions and culture, aid in learning and shall offer a purely Indigenous& educational take on toys.

It was also shared by the TA that this cluster will be developed as a model cluster incorporating unique designs and innovations such as installation of 30 KW solar power system, 100% Wi-Fi CFC, Paintings for beautification of CFC fencing wall, and use of low impact AAC blocks, rainwater harvesting., fenestration techniques and development of the CFC as a no barrier work area.

It was told that on project completion at 100% capacity utilization, there will be an increase in beneficiary income from Rs.3,400/month to about Rs. 14,827/month at the end of the 5th year.

The total cost of the project was presented at Rs. 422.7llLakh whereas Rs. 387.730 Liakh support has been sought under SFURTI scheme. The SSC considered the case and approved the cluster proposal with a financial assistance

of Rs. 387.730 Liakh. Based on the confirmation by NA, it was decided that this cluster should be completed within six months of project approval by September 2021.

3) Namda Wool Art & Handicraft Cluster Tonk, Rajasthan

The Namda Wool Art & Handicraft Cluster Tonk, Rajasthanwas presented by representatives of the Technical Agency, Khalsa Foundation, with proposed strength of 756 no. of artisans (with 221 Male, 535 Female. Gen: 132, OBC: 354, SC:241, ST: 29) as a 'Major Cluster' under SFURTI Scheme. The major activity of the cluster is production of various high quality innovativeNamda products. The prime objective is to increase the income of cluster artisans through providing production, design, marketing and value redistribution infrastructure to the cluster. It was also shared by the Nodal Agency that they will be utilizing MONETARI App, (for Value Redistribution), 4.0 interventions such as implementation ERP software system, to ensure benefits are received by the artisans as well as the authenticity of the cluster products& process remains intact. It was also told by the TA that the proposed intervention will revive the Namda art and will play a crucial role in developing India's traditional Namda Art Industry. The products developed in the cluster shall promote Indian traditions and culture, aid in learning and shall offer a purely Indigenous take on Namda art industry. It was also shared by the TA that this cluster will be developed as a model cluster incorporating unique designs and innovations such as installation of 30 KW solar power, 100% Wi-Fl CFC, Paintings for beautification of CFC fencing wall, and use of low impact AAC blocks, rainwater harvesting, fenestration techniques and development of the CFC as a no barrier work area.

It was told that on project completion at 100% capacity utilization, there will be an increase in beneficiary income from Rs.3500/month to about Rs. 14,773/month at the end of the 5th year.

The total cost of the project was presented at Rs. 41.8.290 L1akh whereas Rs.376.461 Lakh support has been sought under SFURTI scheme. The SSC considered the case and approved the cluster proposal with a financial assistance of Rs.376.461 Lakh. Based on the confirmation by NA, it was decided that this cluster should be completed within six months of project approval by September 2021.

4) Bamboo Value Addition and Zero-waste Agarbatti Cluster, Seoni, Madhya Pradesh

The Bamboo Value Addition and Zero-waste Agarbatti Cluster, Seoni, Madhya Pradeshwas presented by representatives of the Technical Agency, Khalsa Foundation, with proposed strength of 1006 no. of artisans (with 181 Male, 825 Female. Gen: 35, OBC: 913, SC:01, ST: 57) as a 'Major Cluster' under SFURTI Scheme. The major activity of the cluster is production of various high quality innovative Bamboo Based products. The prime objective is to increase the income of cluster artisans through providing production, design, marketing and value redistribution infrastructure to the cluster. It was also shared by the Nodal

Agency that they will be utilizing MONETARI App, (for Value Redistribution), 4.0 interventions such as implementation ERP software system, to ensure benefits are received by the artisans as well as the authenticity of the cluster products & process remains intact. It was also told by the TA that the proposed intervention will reduce import of Bamboo Products &Incense Sticks and will play a crucial role in developing India's Bamboo Industry. The cluster will pay special emphasis on production of byproducts such as Bamboo Briquettes, Bamboo Pellets, Bamboo Particle Board, Activated Bamboo Charcoal, enabling an environmentally conscious way of product development and manufacturing, the product developed in the cluster shall promote Bamboo Industry, aid in learning and shall offer a purely Indigenous take on its product. It was also shared by the TA that this cluster will be developed as a model cluster incorporating unique designs and innovations such as installation of 30 KW solar power, 100% Wi-Fi CFC, Paintings for beautification CFC fencing wall, and use of low impact AAC blocks, rainwater harvesting, fenestration techniques and development of the CFC as a no barrier work area.

It was told that on project completion at 100% capacity utilization, there will be an increase in beneficiary income from Rs.3000/month to about Rs. 15,161/month at the end of 5th year.

The total cost of the project was presented at Rs. 474.253Lakhs whereas Rs.433.327 Lakh support has been sought under SFURTI scheme. The SSC considered the case and approved the cluster proposal with a financial assistance of Rs.433.327 Lakh. Based on the confirmation by NA, it was decided that this cluster should be completed within six months of project approval by September 2021.

5) Bamboo craft and Bamboo Toys Cluster, Ratlam, Madhya Pradesh

The Bamboo craft and Bamboo Toys Cluster, Ratlam, Madhya Pradesh was presented by representatives of the Technical Agency, Khalsa Foundation, with proposed strength of 701 no. of artisans (with 480 Male, 221 Female. Gen: 86, OBC: 269, SC: 344, ST: 02) as a 'Major Clustef under SFURTI Scheme. The major activity of the cluster is production of various high quality innovative Bamboo Based products. The prime objective is to increase the income of cluster artisans through providing production, design, marketing and value redistribution infrastructure to the cluster. It was also shared by the Nodal Agency that they will be utilizing MONETARI App, (for Value Redistribution), 4.0 interventions such as implementation ERP software system, to ensure benefits are received by the artisans as well as the authenticity of the cluster products & process remains intact. developed as a model cluster incorporating unique designs and innovations such as installation of 30 KVST solar power, 100% Wi-Fi CFC, Paintings for beautification CFC fencing wall, and use of low impact AAC blocks, rainwater harvesting, fenestration techniques and development of the CFC as a no barrier work area.

It was told that on project completion at 100% capacity utilization, there will be an increase in beneficiary income from Rs.3000/month to about Rs. 14,858/month at the end of the 5th year.

The total cost of the project was presented at Rs.378.590 Lakhs whereas Rs.347.702 Lakh support has been sought under SFURTI scheme. The SSC considered the case and approved the cluster proposal with a financial assistance of Rs.347.702 Lakh. Based on the confirmation by NA, it was decided that this cluster should be completed within six months of project approval by September 2021.

6) Lucknow Soft Toys Cluster Lucknow Uttar Pradesh

Lucknow Soft Toys Cluster, Lucknow, Uttar Pradesh was represented by the Nodal Agency as a 'Regular Cluster' with proposed strength of 250 Artisans (134 Male and 116 Female - OBC-90, Gen. — 12, SC-148). The major activity of the cluster manufacturing of different types, shapes and design of soft toys.

There is no such other cluster in the region and this cluster will serve to a major section of the population in the region. It was told that on project completion at 100% capacity utilization, the income of the artisans is expected to increase from current level of Rs.5000 per month to Rs.15,000 per month at the end of the 5th year. Establishment of a raw material bank in the cluster will ensure availability of raw material at competitive rates, thereby increasing the margin on products.

The total cost of the proposed project is Rs 249.53 lakh. While Rs 229.70 lakh has been sought as grant under the SFURTI Scheme, the IA agrees to contribute Rs. 19.83 lakh for the project. The SSC considered the case and approved the cluster proposal with a financial assistance of Rs. 229.70 lakh. Based on the confirmation by NA, it was decided that this cluster should be completed by September 2021.

7. 1 proposal received from lIE, Guwahati is as under:

1) Gudari Feed Cluster, RAYAGADA, Odisha

GUDARI FEED CLUSTER, RAYAGADA, ODISHAfrom Odisha with traditional farmers skilled with Corn and rice cultivators will focus on producing Fish Feed, Cattle Feed & Poultry Feed. The cluster was presented by the representative of the Indian Institute of Entrepreneurship (Nodal Agency) and KIlT Technology Business Incubator (Technical Agency) with proposed strength of 976 no. of farmers (546 women, 400 ST) as 'Major Cluster' under SFURTI

Scheme. The major activity of the cluster is agro farming in rice and corn cultivation.

The main objective is to encourage local people to go for large scale cultivation of rice and corn which can be processed in the CFC by engaging local people to develop Cattle Feed, Fish Feed & Poultry Feed. The products will be processed in the well sophisticated infrastructure provided and proper training will be given for packaging, feeds processing and also the cluster has signed MoUs with M/S TULASI AGENCIES & SHREE RADHAKRISHNA ENTERPRISES for marketing of cluster products. Training regarding scientific method of cultivation of rice and corn will encourage growing of rice and corn crops as they will be assured of better prices and the cluster products will generate sustainable income and employment of the cluster farmers. With diversification of product basket, the cluster products will carter to the needs of the poultry, cattle and feed farmers. It was told that on project completion at 100% capacity utilization there will be increase in the income of the beneficiary from Rs. 15,400/- month to Rs 34,000/- month per family at the end of the 5th year.

The total cost of the project is Rs.520.400 lakh, whereas Rs.475.860 lakh support has been sought under SFURTI assistance. The SSC considered the case and approved the cluster proposal with a financial assistance of Rs. 475.8601akh.Based on the confirmation by NA, it was decided that this cluster should be completed by September 2021.

8. 4 proposal received from Indian Micro Enterprises Development Foundation, New Delhi are as under:

1) Chandrashekhar Groundnut Cluster, Dhenkanal, ODISHA

The Chandrasekhar Groundnut Cluster, Dhenkanal, Odisha was presented by the representative of the Nodal Agency with proposed strength of 770 Farmers and beneficiaries (476 men, 294 women, includes 363 SC, and 315 OBC) as a 'Major Cluster' under the SFURTI Scheme. The total cost of the project is Rs. 475.19 lakh, whereas Rs.435.171 lakh support has been sought under SFURTI assistance. The major activity of the cluster is to make Ground Nut Based Products like Ground Nut Oil, Peanut Butter, Cattle feed and Ground Nut Snacks. It is a zero-waste project and promotes organic farming practices.

The SSC considered the case and it is benefiting a large SC/OBC population in an aspirational found the proposal to be useful and thereby approved the cluster proposal with a financial assistance of Rs.435. 171 lakh. The machinery shall enable the farmers to produce Ground nut Products on large scale and open online, B2B markets and export markets. It will increase the artisan's income from Rs.4,000 to Rs,12,000 over a span of five years.

Based on the confirmation by NA, it was agreed that this cluster should be completed within 6 months.

2) BR Hills Wild Bee Honey Cluster, Chamarajanagara, Karnataka

The BR Hills Wild Bee Honey Cluster, Chamarajanagara, Karnataka was presented by the representative of the Nodal Agency with proposed strength of 560 Bee Harvesters (51 women, 509 Men) of Soliga Tribe as a 'Major Cluster' under the SFURTI Scheme. The total cost of the project is Rs. 345.74 lakh, whereas Rs.317.8701akhsupp0rt has been sought under SFURTI assistance. The major activity of the cluster is to harvest Wild Bee Honey from BR Hills, promote scientific Beekeeping /Apiary and Process it with Technology, Block Chain Process and Certification. There are only 40,000 members of Soliga ethnic Tribe in India. Wild Bee Honey will be major product with value addition by products like Multi flora honey.

The SSC considered the case and it is benefiting a large Tribal Population of Soliga Tribe found the proposal to be useful and thereby approved the cluster proposal with a financial assistance of Rs.317.870 lakh. The machinery shall enable the artisans to produce Wild Bee Processed Honey on a large scale with and open online and B2B markets. It will increase the Tribal Bee Harvesters income from Rs 2,500 to Rs 6,600 over a span of five years.

Based on the confirmation by NA, it was agreed that this cluster should be completed within 6 months.

3) Chheligada Maize Cluster, Gajapati, Odisha

The Chheligada Maize Cluster, Gajapati, Odisha was presented by the representative of the Nodal Agency with proposed strength of 729 artisans (533 male ,196 women, 729 ST) as a 'Major Cluster' under the SFURTI Scheme. The total cost of the project is Rs. 480.90 lakhs, whereas Rs.440.310 lakh support has been sought under SFURTI assistance. The major activity of the cluster is to produce Corn based products like Cornflakes, Corn Flour, Pop Corns, Corn Starch and Cattle Feed. It is a zero waste project and promotes organic farming practices.

The SSC considered the case and it is benefiting a large ST and Tribal population found the proposal to be useful and thereby approved the cluster proposal with a financial assistance of Rs.440.31 lakh. The machinery shall enable the artisans to produce corn based healthy food products on a large scale with a wide range and open online and B2B markets. It will increase the artisan's income from Rs 4,000 to Rs 18,000 over a span of five years.

Based on the confirmation by NA, it was agreed that this cluster should be completed within 6 months.

4) Kangpokpi Pineapple Processing Cluster, Kangpokpi, Manipur.

The Kangpokpi Pineapple Processing Cluster, Kangpokpi, Manipur was presented by the representative of the Nodal Agency with proposed strength of

700 Farmers (301 women, all 700 are ST) as a 'Major Cluster' under the SFURTI Scheme. The total cost of the project is Rs. 505.22 lakh, whereas Rs.483.7 10 lakh support has been sought under SPURT! assistance. The major activity of the cluster is to make Pineapple based products like Pineapple Juice, Jam, Squash, Candy and Pickle. Kangpokpi is a new District which has no Cluster and this cluster with Infrastructure and Machinery will Benefit the Farmers and Artisans of Kangpokpi, Senapati and Churachandpur Districts in a big way.

The SSC considered the case and it is benefiting a large ST and Tribal population in a New District found the proposal to be useful and thereby approved the cluster proposal with a financial assistance of Rs.483.710 lakh. The machinery shall enable the farmers to produce food products on a large scale and wide range and open online and B2B markets. It will increase the farmers income from Rs 4,000 to Rs 18,000 over a span of five years.

Based on the confirmation by NA, it was agreed that this cluster should be completed within 6 months.

9. 5 proposal received from KVIC, Mumbai are as under:

1) Kallandur Pottery Cluster, Karnataka

The Kallandur Pottery Cluster, Kolar, Karnataka was presented before SSC by concerned representative of Nodal Agency (NA). It is a Regular Cluster with 367 Pottery artisans (35-SC, 32-ST, 256-OBC and 44- Others). Out of 367 artisans, 145 (39%) artisans are women. The major activity carried out by the cluster is to prepare Pottery products such as Piggy banks, Cooking vessels, Lamps, water cans, designer diyas, Garden articles etc. The core objective of the cluster is to potters / artisans in cluster mode and upgrade their skills associated with pottery.

The proposed CFC shall produce high quality pottery and other value added products at reasonable cost. It was also informed that the economic benefit expected by these interventions will be significant i.e. incentive! remuneration from present earnings of Rs.7280/- to Rs 16,500/- p.m. to each artisan at the end of the 3rd year.

Representative of NA explained that marketing tie-up for the cluster has been planned and they are also trying to reach out to Flipkart and Amazon for selling diversified products with better price realization.

The total project cost is Rs240.76 lakhs, out of which support cost of Rs22 1.66 lakhs (90% Grant) will be provided under SFUIRTI assistance. The SSC considered the project and approved with a financial assistance of Rs22 1.66 lakhs.Based on the confirmation by NA, it was decided that this cluster should be completed by September 2021.

2) Anmol Beekeeping Cluster, Rajasthan

The Anmol Beekeeping Cluster, Hanumangarh, Rajasthan was presented before SSC by concerned representative of Nodal Agency (NA). It is a Regular Cluster with 250 Beekeepers / artisans (87-SC, 162-OBC and 01- Others). Hanumangarh has been recognized as an Atmanirbhar Bharat Abhiyan district.Out of 250 artisans, 111 (44%) artisans are women. The major activities carried out by the cluster is to produce Honey and value added honey products such as Honey cubes, Honey chews, Bee wax, pollen & propolis, beehives & bee colonies etc. The core objective of the cluster is to organize beekeepers in cluster mode and upgrade their scientific beekeeping skills associated with the bee hiving.

The proposed CFC shall be helpful in processing raw honey in to high quality honey and other value added products at reasonable cost. It was also informed that the economic benefit expected by these interventions will be significant i.e. incentive/ remuneration from present earnings of Rs. 1500/- to Rs.8500/- p.m. to each artisan at the end of the 5th year.

It was confirmed by NA of cluster that land and SPV Registration has been arranged and efforts are being made to implement this cluster as Model SFURTI Cluster. Integrated interventions under SFURTI will support to elevate the turnover of the cluster and will improve the wages of the artisans over the project period. Block chain Technology shall be adopted in the cluster wherever required.

The total project cost is Rs.249.23 lakhs, out of which support cost of Rs229.15 lakhs (90% Grant) will be provided under SFURTI assistance. The SSC considered the project and approved with a financial assistance of Rs.229.15 lakhs. Based on the confirmation by NA, it was decided that this cluster should be completed by September 2021.

3) Rampur Multi Product Cluster, Uttar Pradesh

The Rampur Multi Product Cluster, Uttar Pradesh was presented before SSC by concerned representative of Nodal Agency (NA). It is a Regular Cluster with 355 artisans (64-SC, 117-OBC, 156- Minority and 18- Others). This cluster is 100% female artisans based cluster and the major activity carried out by the cluster is to produce Jan Embroidery products like Lehenga, Dupattas, Cotton suits, Saree etc. The core objective of the cluster is to mobilize traditional artisans in cluster mode and upgrade their skills associated with embroidery products.

The proposed CFC shall produce high quality Jan/Embroidery products. It was also informed that the economic benefit expected by these interventions will be significant i.e. incentive! remuneration from present earnings of Rs.1500!- to Rs.6022!- p.m. to each artisan at the end of the 5th year.

It was also confirmed that land is in the name of IA and SPV is also registered. Representative of NA explained that marketing tie-up for the cluster

has been planned and LOI is received from whole sellers and traders of Delhi, Punjab and Uttar Pradesh. Also, they are exploring opportunities on several E-Platform to sell the diversified products.

The total project cost is Rs.253.43 lakhs, out of which support cost of Rs.233.33 lakhs (90% Grant) will be provided under SFURTI assistance. The SSC considered the project and approved with a financial assistance of Rs233.43 lakhs.Based on the confirmation by NA, it was decided that this cluster should be completed by September 2021.

4) Nashik Pottery Cluster, Maharashtra

The Nashik Pottery Cluster, Maharashtra was presented before SSC by concerned representative of Nodal Agency (NA) It is a major Cluster with 516 OBC artisans. Out of total artisans, 211 (4 1%) artisans are women. The major activity carried out by the cluster is to produce pottery products such as Kitchen wares, Area specific products, festival specific products etc. and the core objective of the cluster is to mobilize traditional artisans in cluster mode and upgrade their skills associated with pottery.

The proposed CFC shall produce high quality pottery products. It was also informed that the economic benefit expected by these interventions will be significant i.e. incentive! remuneration from present earnings of Rs.2500/- to Rs.8843/- p.m. to each artisan at the end of the 5th year.

It was confirmed by NA of cluster that land and SPV Registration is in place and efforts are continuously being made to implement this cluster as Model SFURTI Cluster. Integrated interventions under SFURTI will support to elevate the turnover of the cluster and will improve the wages of the artisans over the project period.

Representative of NA explained that marketing tie-up for the cluster has been planned and LOI is received from whole sellers and traders across the state.

The total project cost is Rs.372.80 lakhs, out of which support cost of Rs.342.44 lakhs (90% Grant) will be provided under SFURTI assistance. The SSC considered the project and approved with a financial assistance of Rs342.44 lakhs.Based on the confirmation by NA, it was decided that this cluster should be completed by September 2021.

5) Raha Artistic Textile, Embroidery and Readymade Cluster, Nagaon, Assam

Raha Artistic Textile, Embroidery and Readymade Cluster, Nagaon, Assam of KVIC was not taken up for consideration due to Model Code of Conduct being in place in Assam after declaration of Assembly elections in Assam.

10. 1 proposal received from UPKVIB is as under:

1) Ghaziabad Handloom Cluster, Chaziabad, Uttar Pradesh

Ghaziabad Handloom Cluster, Ghaziabad, Uttar Pradesh under the SFURTI Scheme, was represented by the Nodal Agency, Uttar Pradesh Khadi Village Industries Board (UP KVIB), as a 'Major Cluster' with proposed strength of 973 Artisans (Male — 204, Female — 769 (80%), SC-245, OBC-630, GEN — 98). The volume of female artisans i.e. 769 are unskilled in domain skill set and this is first of its kind initiative with such holistic intervention providing such platform at grass root level towards women empowerment. The cluster will have community-based approach with sensitisation and mobilisation through the stakeholders through cohesive learning for continuous development of the cluster. The major business activity of cluster includes spinning, weaving, dyeing, printing and garment manufacturing while cluster products are apparel and home furnishing.

It was informed that the economic benefits reaped by this cluster will serve as major incentives for the artisans which will enable them to have better technology and market tie-ups. It was told that on project, on project completion at 100% capacity utilization, there will be an increase in beneficiary income from Rs. 7,000/month to about Rs. 12,000/month at the end of 5thyear with a cyclic increase of 30% every year and this will be a milestone towards Aatmanirbhar Bharat. Raw material bank is also proposed to be established in the cluster. Nodal Agency also informed about the ensured marketing tie ups with retailers and Institutional Buyers. In addition to these tie ups, business development activities will include participation in fairs, exhibitions and other similar activities.

The total cost of the project was presented at Rs.479.435 Lakhs whereas Rs. 438.99 1 Lakh support has been sought under SFURTI scheme.The SSC considered the project and approved with a financial assistance of Rs.438.99 1 lakhs. Based on the confirmation by NA, it was decided that this cluster should be completed by September 2021.

11. Members of the SSC made some general observations that need to be considered for projects in future. These are as follows:

i. All agarbatti, honey, pottery projects should consider building linkages with KVIC as per its components under Khadi Gramodyog Vikas Yojana

ii. All clusters should try to include some beneficiaries who are not familiar to the core skill of the cluster and train them up. This way larger number of presently unskilled individuals can find regular employment.

iii. There is a need to have clearly differentiated and cost-competitive products in toy clusters in future. This may need design inputs.

iv. Those clusters which are looking to substitute products that are being presently imported should look at their cost-competitiveness very carefully. Baseline income figures of the artisans mentioned in the impact session should have a clear and convincing basis in a survey/study/prior

experience of either LA or TA or NA and this should be clearly mentioned in the proposals.

v. All clusters working on bamboo should consider building a linkage with National Bamboo Mission for guidance and support.
