CEQA AND NEPAOur CEQA and NEPA expertise encompasses numerous disciplines and our award-winning services have been sought after on a full range of land development projects including utilities, public infrastructure, transportation, residential, commercial, mixed-use, recreation, redevelopment, institutional, health care, and renewable energy. We have prepared documents for the Department of Defense and Department of the Interior planning and operations and maintenance projects, habitat conservation plans, resource management plans, renewable energy projects, regulatory agency permits, endangered species incidental take permits, and Federal Highway Administration projects.
HABITAT RESTORATIONRECON’s award-winning Restoration Team designs habitat restoration programs that are successful and meet the standards of regulatory agencies. We have developed and implemented numerous large-scale revegetation and mitigation plans for a variety of natural communities. Some of these include coastal sage scrub, maritime succulent scrub, native grasslands, vernal pools, southern mixed chaparral, southern maritime chaparral, freshwater and coastal salt marsh, riparian woodland and scrub, and Mojave and Sonoran desert scrub.
BIOLOGICAL RESOURCESOur biologists conduct assessments, constraints analyses, vegetation mapping, focused species surveys, wetland delineations, permitting assistance, and mitigation implementation and monitoring. Our highly trained and experienced staff are known for their ability to identify, characterize, and map sensitive habitats and species; for their excellent working relationship with U.S. Fish and Wildlife Service and California Department of Fish and Wildlife and for their expertise in developing strategies that balance resource conservation requirements with project purpose and need.
CULTURAL RESOURCESRECON archaeologists have completed cultural resources surveys on more than 300,000 acres and have conducted archaeological sampling, significance determinations, and data recovery on more than 500 prehistoric and historic-era sites. Our staff is experienced in archaeological field surveys, significance testing, data recovery, excavations, documentation of historic resources, historic research, architectural history, and mitigation monitoring.
NOISE STUDIESOur acoustical specialists are experienced in measuring and modeling the noise environment to ensure sensitive project design and regulatory compliance. Our team is experienced in the application of the new Traffic Noise Model issued by the Federal Highway Administration and the Traffic Noise Prediction Model. Our projects range from documentation of traffic noise impacts, analysis of firing ranges, noise impacts to wildlife and other sensitive receptors, and effects of sand and gravel extraction operations.
AIR QUALITY STUDIES / GREENHOUSE GAS ANALYSISRECON’s air quality specialists perform impact evaluations in compliance with state and local planning requirements for impacts resulting from road traffic, point source emitters, construction equipment, and other sources. They have experience in a variety of air dispersion and health risk assessment models. Our work has included serving as the on-call air quality specialists for the California Department of Transportation, and carbon monoxide modeling and monitoring for State Route 125.

HABITAT RESTORATIONRecreating the function, value, and aesthetic properties of impacted native ecosystems requires proper planning, implementation,
monitoring, and maintenance. RECON's habitat restoration ecologists are active in the development of improved methods and
techniques to make the restoration of natural vegetation communities on disturbed sites successful; these include large-scale topsoil
and seedbank translocation, salvage and propagation of thousands of native plants and intensive weeding programs designed to
substantially reduce competition with non-native species.
RECON's restoration field crew is highly trained in all aspects of habitat restoration. Specialized field crews are created to
complete specific tasks such as plant propagation, plant salvage, plant translocation, herbicide application, and weeding. RECON
holds Qualified Applicator licenses and Pesticide Control Advisor licenses from the California Department of Pesticide Regulation.
RECON's wholesale native plants nursery, RECON Native Plants, Inc., provides container stock and seeds to facilitate successful
restoration projects. We have also developed nurseries on project-specific sites to propagate plants from the geographical region
under local weather conditions, in soil native to the area.

BIOLOGICAL SERVICESRECON biologists conduct general biological assessments, biological constraints analyses, vegetation mapping, focused species
surveys, wetland delineations, permitting assistance, and mitigation implementation and monitoring. They are known for their
ability to identify, characterize, and map sensitive habitats and individual species; for their excellent working relationship with staff
from the U.S. Fish and Wildlife Service (USFWS) and California Department of Fish and Wildlife (CDFW); and for their expertise in
developing strategies that balance resource conservation requirements with project purpose and need. RECON provides advanced
global positioning system (GPS) and geographic information system (GIS) technology so that our clients will receive the most
accurate information. When our clients' projects require a more comprehensive environmental document, RECON biologists work
closely with our project managers to prepare the biological technical sections of these reports.
RECON biologists are permitted by the USFWS to perform focused surveys and monitoring for numerous sensitive, threatened, and
endangered plant and animal species in strict accordance with USFWS protocol. Many RECON biologists have also completed
wetland delineation training courses in accordance with the U.S. Army Corps of Engineers (USACE) Wetland Delineation Manual
(1987). These individuals have collectively performed hundreds of wetland delineations and jurisdictional analyses throughout the
western United States in compliance with current protocol.

RECON archaeologists have a solid understanding of the policies, procedures, and regulations of federal and state resource
agencies. Our archaeologists are knowledgeable of NEPA/CEQA, Section 106 of the National Historic Preservation Act, the
Archaeological Resource Protection Act of 1979, and the Native American Graves Protection and Repatriation Act, as well as the
National Register of Historic Places and the State of California Historic Resources. RECON archaeologists have worked with the
State Historic Preservation Officer in developing Memoranda of Understanding and designing and implementing mitigation
programs.
RECON also works with Native Americans and has an understanding of tribal issues in relation to environmental concerns. We
have worked with the California Native American Heritage Commission and with Native American monitors during excavation in
archaeologically sensitive lands, and have consulted with local tribes and bands regarding traditional cultural properties. RECON

CONSERVATION PLANNINGRECON has received national, regional, and international recognition for our environmental planning services. This includes state
and national American Planning Association awards for our involvement on the Sonoran Desert Conservation Plan, a
six-million-acre project in Pima County, Arizona. This plan also received the prestigious Ahwahnee Award of Honor from the Local

GIS TECHNOLOGYRECON’s GIS department uses up-to-date ArcGIS software to extend our spatial analysis capabilities, streamline data
management, improve project efficiency, and to offer our clients digital data in industry-standard formats for GIS. RECON is
experienced in developing datasets according to the latest releases of the Spatial Data Standard for Facilities, Infrastructure and
Environment (SDSFIE). We also develop databases consistent with the Federal Geographic Data Committee Contact Standard for
Digital Geospatial Metadata.
RECON utilizes Trimble global positioning system units and tablet computers running ArcGIS Collector for field data gathering.
Using tablets in the field has many benefits. The data collection process is more efficient and results in cleaner data. Tablet-collected
data can be synchronized with ArcGIS Online cloud-based map services from the field allowing office personnel and/or clients to
see data collection in real-time. Tablets allow users to take multiple GIS data layers and aerial photography into the field and
pinpoint their location relative to data so that questions that arise can be answered on the spot. An added benefit to using tablets is
that it’s a greener solution over paper maps, which is important to RECON and our clients.

construction or operation, RECON’s air quality specialists stay current on standards and regulations and have the technical

RECON’s air quality specialists have been intimately involved with the on-going development and discussion of global climate
change impacts, particularly as it relates to the determination of significance required for the CEQA process.
RECON’s greenhouse gas specialists have prepared global climate change technical reports for a variety of projects including
general plan updates and alternative energy facilities, and have consulted with agency and jurisdiction staff regarding approaches
to global climate change analysis for individual projects.

NOISE STUDIESRECON's acoustical specialists are experienced in measuring and modeling the noise environment to ensure sensitive project
