As a church, we want to reach as many people as possible for Jesus.

You know these people. You work, live and spend time with them. Maybe you even pray for them.

VISION SUNDAY AGENDA

Meeting Constituted

The meeting will be at 12 midday (after the 10.30am service) at the Carina ministry centre, 1541 Creek Road Carina Qld, on Sunday 15th September 2013. This is a joint meeting of the three Congregations (Carina, Springfield and South Bank). The Session will investigate in the coming year the possible ways we can conduct these joint meetings in the future so the meetings are easily accessible to the members of all three Congregations. Phil Strong will chair this meeting so the Senior Pastor can deliver the report and speak to various motions as needed. Phil will open the meeting with prayer. (Note that the Elders meeting is called “Session” and the Managers meeting is called “Committee of Management” (CoM). In the life of Creek Road, CoM meetings immediately follow the regular Session meetings with Pastors, Elders and Managers being present for both meetings. These consecutive meetings where CoM follows straight after Session are informally referred to as the “Creek Road Board”.)

Overview and Session & CoM Recommendations – Steve Cree

The Congregation moved, seconded and agreed, after a report on behalf of Session from the Senior Pastor, to receive the recommendations from the Session as contained in the agenda for the meeting and as discussed by members with the Elders and Managers at the Q&As on 1st and 8th of September.

Budget & Committee of Management for the coming year – Ben Letts

The Congregational meeting moved, seconded and agreed to:

1. Receive the Budget & CoM report given on behalf of the Committee of Management & Session by the Treasurer, Ben Letts.

2. Approve the Creek Road Charge budget for the coming year (2014) as tabled by the Committee of Management and the Session.

3. Appoint Vincent’s Chartered Accountants under the direction of Robert Buker (Audit Partner) as the auditor of the Committee of Management financial statements for 2013 (audits for each year come to the Annual Congregational meeting).

4. Express thanks to Graeme Carnell for his many years of service as Creek Road’s auditor, noting that Graeme and Judy are now living in Sydney.

5. Note that Session and CoM have agreed that for the coming year the Committee of Management will have a membership of 4 persons and that CoM meetings will immediately follow the regular Session meetings (February, March, June, July, August, October, December) with members of Session & CoM being present for both meetings.

6. Note that Session and CoM have nominated the following members for election as Managers on CoM: Steve Currie, Ben Letts, Sandra Hinrichsen, & Tim Collard, and note that no further nominations were received by the closing date, 26th August, as advised in the Sunday handouts on Sunday 18th and 25th August.

7. Agree to the following nominated persons being appointed to the Committee of Management: Steve Currie, Ben Letts, Sandra Hinrichsen, & Tim Collard.

8. Express thanks for the valued service on the Committee of Management given by Stephen Everest, Ron Robinson, Terry Cave, Andrea Pryde, and Dennis Nichol.

New Ministry Positions

The Congregational meeting moved, seconded and agreed to:

1. Create the new position of Assistant Pastor – Licentiate (Campus Pastor South Bank) to commence on a mutually agreeable date in January 2014 and the PD for the position as recommended by Session, and request the Presbytery of Mowbray to approve the creation of this position with the Creek Road Charge in accordance with the PD, and the Sustentation Fund Schedule (100% Licentiate Stipend).

2. Request the Presbytery of Mowbray and the PCQ Committee on Ministry Resourcing to approve the appointment of Nathan Campbell (Licentiate) to the above position, a vote of the congregation having been taken by show of hands in which:

6. Request the Presbytery of Mowbray and the PCQ Committee on Ministry Resourcing to approve the appointment of Terry Cave (Home Missionary) to the above position, a vote of the congregation having been taken by show of hands in which:

Other Positions

The joint Congregational moved, seconded and agreed to:

1. Note that the Session is appointing a Technology Manager (100% Home Missionary Stipend), and a new part-time Media Ministry worker (85% Home Missionary Stipend).

2. Note that all other roles across the three Congregations are covered by the reallocation of existing appointees or new honorary appointees.

3. Request the Presbytery to approve the change of titles for the current Assistant Ministers of the Creek Road Charge as follows: David Bailey – Carina Campus Pastor; Joseph Wee – Springfield Campus Pastor; Phil Strong – Grow & Campus Development Director.

4. Concur with the Session’s proposed reallocation of existing appointee’s roles (as per the following table) across the three congregations (no change in stipends) and the two new appointments in addition to the three New Ministry Positions dealt with above: the new full-time Technology Manager (100% Home Missionary Stipend), and a new part-time Media Ministry worker (68% Home Missionary Stipend).

5. Approve the Sustentation Fund Schedules for the above two new positions (these are in accordance with the 2014 Budget and the stipend rates stated above).

Terry Cave – election as an Elder

The joint Congregational meeting moved, seconded and agreed to:

1. Note that because Terry Cave is to be appointed as a non-ordained Assistant Pastor (initially as a Specialized Ministry Worker and at a later date as a Home Missionary), the Session wishes Terry to have a seat on the Session and to represent it in the Presbytery and the Assembly as an Assistant Pastor who is an ordained Elder, and so he must first be elected by the Congregational meeting before being ordained and inducted.

2. Resolve as follows by show of hands:

a. Receive the advice from the Session and note that Terry Cave is the nominee for ordination and induction as an Elder who will serve as an Assistant Pastor (Specialized Ministry Worker).

b. Terry Cave being the only nominee, a vote to “approve” or “disapprove” his election was put, and the motion was approved.

c. Note that a mid-week lunchtime service of ordination and induction will be held by the Session with the ministry staff (and any others who wish to attend) at 1pm Tuesday 17th September, and the note the following announcement/edict:

• Whenever someone is appointed as an Elder to serve with Creek Road, the Session asks if anyone has a serious issue with the behaviours or beliefs of the person being appointed. The Session has full confidence in Terry, but if anyone does have concerns they can write to, or ring, Phil Strong by 5pm tomorrow evening (16th September).

• Unless there’s a serious and genuine reason to stop it happening, the Session will go ahead with the special service to ordain and induct Terry Cave at the Carina Ministry Centre 1pm Tuesday 17 th September.

Bob Goodair – election as an Elder

The joint Congregational meeting moved, seconded and agreed to:

1. Note that because Bob is a retired ordained Elder without a seat on the Creek Road Session, to serve as an active member of the Presbytery (in his role of Deputy Clerk of Presbytery) he needs to be made an Elder Emeritus (i.e. a type of retired Elder who doesn’t normally attend Session meetings), and for that to happen he needs to again be inducted, and that requires Congregational approval.

2. Resolve as follows by show of hands:

a. Receive the advice from the Session and note that Bob Goodair is the nominee for induction as an Elder who will serve as Deputy Clerk of Presbytery as a retired Elder (Elder Emeritus).

Lease for the South Bank Congregation’s Sunday Services

The joint Congregational meeting moved, seconded and agreed to approve and concur with the following resolutions approved by the 2nd June 2013 meeting of the South Bank (previously Norman Park) Congregation, concerning the rental agreement between the Creek Road Charge (for the Norman Park Congregation) and the Queensland Theatre Company, for the Congregation’s Sunday Services in 2014 at 78 Montague Rd, South Brisbane Qld 4101:

1. Approve the rental agreement and authorise the Operations Manager to make any modifications to the rental agreement, which the Session & Committee of Management deem as necessary.

2. Request the Presbytery of Mowbray, and the PCQ Property Board to give approval to the rental agreement. 3. Authorise the Operations Manager to undertake all negotiations and communications on behalf of the Congregation regarding the rental agreement.

A vote of the congregation having been taken by show of hands in which, 93% of the Communicants present were in favour (13 out of 14 present), an attendance roll of the Communicants having been supplied for the meeting [Rule 9.3(a) at least 75% of members personally present].

Appointment of Three Ministry Workers

The Creek Road Session and CoM (the Board) are putting forward to the joint Congregational meeting and the Presbytery the appointment of three ministry workers to Creek Road as follows:

Nathan Campbell (currently completing full-time ministry studies at QTC), is to be appointed as the Campus Pastor – South Bank. Nathan will be qualified to be ordained as a Minister/Pastor later in 2014 and in the meantime will be appointed as what the denomination (i.e. the PCQ) calls a “Licentiate” (i.e. has finished training at QTC but is not yet ordained). Nathan’s stipend will be at the rate set by the PCQ for a Licentiate. Nathan’s Position Description is attached.

Ryan Denhert is to be appointed as our Cross Cultural Connect Pastor. Ryan is soon to complete hsi full undergraduate degree at Bible college. Ryan’s stipend will be at the rate of 85% of a PCQ Home Missionary Stipend. Ryan’s Position Description is attached.

Terry Cave is to be appointed as our Executive Pastor, a ministry that best describes Terry’s role as we move to a team ministering across three congregations. This role will supersede Terry’s previous role with our single-campus ministry of Operations Manager. Terry’s stipend will remain unchanged at the current rate of 100% of a Minister’s Stipend. Terry’s Position Description is attached.

Please also note that the Session is appointing a Technology Manager (100% Home Missionary Stipend), and a new part-time Media Ministry worker (85% Home Missionary Stipend). The Session will advise the Congregations of the appointments as necessary interviews are completed and appointments are made. Note that all other roles across the three Congregations are covered by the reallocation of existing appointees or new honorary appointees. We will also be requesting the Presbytery to approve the change of titles for Creek Road’s current Assistant Ministers as follows: David Bailey – Carina Campus Pastor; Joseph Wee – Springfield Campus Pastor; Phil Strong – Grow & Campus Development Director.

Nathan Campbell

Reports to: the Moderator of the Charge (Senior Pastor)

1 Is in agreement with and is wholly committed to serving as described in the document “Creek Road Team

Member—Servant Heart”.

2 Fulfils this Assistant Pastor role as a Presbyterian Religious Worker: a Licentiate of the Presbyterian Church of

Australia commissioned by the Presbytery, to serve with the Creek Road Charge.

3 Conducts a general pastoral ministry overseeing the South Bank Ministry Team; providing general pastoral

care to the members of the South Bank Ministry Team; and providing ministerial-level pastoral skills and

experience in leading the day to day ministries of the South Bank Congregation and pastoral staff.

4 Is committed to the teaching ministry of the Congregations through being the main Sunday preacher at the

South Bank Congregation; through involvement in the weekly preaching ministry of the Charge through being

a member of the Sunday Preachers ministry team; and overseeing the ministry development of the members of

the South Bank Ministry Team.

5 Assists the Session in its spiritual-oversight ministry as a Licentiate in terms of PCQ Code Rule 3.20 & 6.5, and

serves as a Campus Pastor on the Ministry Strategy Team (led by the Senior Pastor and the Executive Pastor).

6 The primary administrative tasks connected with the ministries of this role are undertaken by the Creek Road

Charge’s salaried and volunteer administrative assistants, particularly the Personal Assistant to the South Bank

Development Manager.

1 Is in agreement with and is wholly committed to serving as described in the document “Creek Road Team

Member—Servant Heart”.

2 Fulfils this ministry role as a Presbyterian Religious Worker: a Specialised Ministry Worker of the Presbyterian

Church of Queensland set apart by the Session, with the concurrence of the PCQ Committee on Ministry

Resourcing, to serve with the Creek Road Charge (see CMR Regulation 160 part 5. Regulations for Specialised

Ministry Workers).

3 Conducts a designated specialised pastoral ministry within the Creek Road Charge: assists in a Cross Cultural

Connect pastoral ministry through the Congregations of the Charge, with a particular focus with the Southbank

Congregation; provides general pastoral care to members joining the Congregations through the Cross

Cultural Connect ministries; and provides specialised pastoral care for spiritual matters that are of concern to

the people joining the Congregations through the Cross Cultural Connect ministries.

4 Is committed to the teaching ministry of the Congregations of the Charge and partner churches through

developing, sourcing and delivering Cross Cultural Connect Christian Education resources; through delivery of

the Cross Cultural Connect activities; and involvement in the planning for the Cross Cultural Connect teaching

ministries of the Charge and partner churches through being a participant in the Cross Cultural Connect

Ministry Team meetings called by the Cross Cultural Connect & Partnership Development Manager.

5 Assists the Southbank Campus Pastor (and other Campus Pastors) in the spiritual-oversight ministry of the Cross

Cultural Connect ministries of the Southbank Congregation (and other Congregations) as a Specialised

Ministry Worker appointed by the Session to be associated with the Southbank Ministry Team (led by the

Southbank Campus Pastor) and serve on the Cross Cultural Connect Ministry Team.

6 The primary administrative tasks connected with the ministries of this role are undertaken by the Creek Road

Charge’s salaried and volunteer administrative assistants.

1 Is in agreement with and is wholly committed to serving as described in the document “Creek Road Team

2 Fulfils this Assistant Pastor role as a Presbyterian Religious Worker: a Home Missionary of the Presbyterian

Church of Queensland appointed and set apart by the Presbytery, with the concurrence of the PCQ Committee

on Ministry Resourcing, to serve with the Creek Road Charge.

3 Conducts a general pastoral ministry within the Creek Road Charge, assisting the Senior Pastor (Moderator) in

organising the overall spiritual ministry of the Charge, and provides general pastoral care for the non-ordained

staff and volunteers, particularly those ministering from the central office to Charge’s Congregations and

ministries (see CMR Regulation 160 part 4. Regulations for Home Missionaries).

4 Is committed to the teaching ministry of the Congregations through participation in the development and

delivery of the daily Creek Road devotional materials (Grow Daily); regularly teaching at the weekly Growth

Group meetings concerning Creek Road’s spiritual vision to advance the practice, study, teaching and

propagation of the Christian beliefs of the Presbyterian Church of Australia; leading monthly Connect Courses

(an introduction for new members to the Christian beliefs of the Presbyterian Church of Australia and Creek

Road’s spiritual vision); and involvement in the weekly preaching ministry of the Charge through being a

member of the Sunday Preachers ministry team.

5 Is involved in the Session spiritual-oversight ministry as an accredited and commissioned Home Missionary and

as an ordained and inducted Elder in terms of PCQ Code chapter 3 and Regulation 160 part 4(f).

6 The primary administrative tasks connected with the ministries of this role are undertaken by a full-time

administrative assistant: the Personal Assistant (a non-religious worker position) (note that the Charge’s finance

management tasks are undertaken by the new administrative non-religious worker position of Finance

Manager).

7 This Assistant Pastor role (an accredited and commissioned Home Missionary and an ordained and inducted

Elder who undertakes a general pastoral ministry similar to that of a Minister or Licentiate) shall be known in

the Charge as the Executive Pastor.

Sustentation Fund Schedules

A requirement of the Presbyterian Church of Queensland for the appointment of Nathan

Campbell, Ryan Dehnert and Terry Cave is to submit a Sustentation Fund Schedule. This schedule

details Creek Road’s financial position, expected income and expenses and these proposed

appointee’s pay scales. The information contained in this report is extracted from our proposed

2014 Budget submitted to be approved at the Congregational Meeting (known as Vision Sunday)

to be held on 15 September 2014.

Nathan Campbell will be paid 100% of the Licentiate (Urban) stipend. This expenditure is

included in the proposed approved 2014 Budget.

Ryan Dehnert will be paid 85% of the Home Missionary (Urban) stipend. This expenditure is

included in the proposed approved 2014 Budget.

Terry Cave will be paid 100% of the Minister (Urban) stipend. This expenditure is included in the

proposed approved 2014 Budget.
