We are the Macomb Intermediate School District.

We provide quality service to special education and general education students, instructional and

technical support to school staff, and cutting-edge educational leadership in Macomb County.

We are committed to all the students of Macomb County. To serve them well, we are resolute in

involving parents, school personnel, and the community at large, including business, government,

and civic organizations as active partners in planning, delivering and evaluating our services.

We work directly with individuals with disabilities who reside in Macomb County School

Districts. We serve students of all ages, from newborns to adults, meeting their unique learning

needs and supporting their families all along the way.

Within the twenty-one local districts and public charter schools, we focus our efforts on

building capacity with school staff. Through quality training and instructional support, we

increase their knowledge, skills and abilities so all students receive a rigorous and effective

educational experience.

We promote all aspects of the educational process through our development and support of

technology. We provide training in the use of essential technology tools that enhance curricular,

instructional and administrative services in our schools and, as a result, opportunities are

expanded for all.

We work collaboratively with colleges and universities and are leaders in state and national

programs. We anticipate needs and opportunities, all with the single purpose of identifying,

developing and implementing programs and practices that, through education, improve the quality

of life in Macomb County.

Greetings Educators! Welcome to the 3rd ed. of Data Reference Points for the Michigan School Improvement Process: Manual for Data Inquiry and Access! School Improvement Teams and administrators will appreciate the many updates and tools added to this version. This manual will provide you with a variety of resources to complete school improvement reports. Two big changes are in this edition: the inclusion of AdvancED’s ASSIST tool and the MISchoolData portal. Step by step directions on locating Diagnostics, Goals, and Plans, and more in the AdvancEd ASSIST tool are included as well as links to Online Resources. Completing diagnostics and reports couldn’t be easier with help from the MISchoolData portal, with how-to’s to get you started. Each section of the updated manual now includes a spotlight on the School Improvement process, investigation into the diagnostic or report, suggestions for data inquiry and access, and directions for entering into the ASSIST tool. Also added to this version is an exciting guided entry into the Title I reports using the work of Michigan Department of Education Consultant, Sybil Lenzi. In addition, Jim Gullen has added additional perspective to our School Data Analysis Diagnostic section. It couldn’t be easier to start the school improvement process with these guiding documents. In This Section…

Ed YES! Diagnostic Report Currently in the state of Michigan, schools are REQUIRED to complete one Ed YES! Report: School Process Rubrics 40 or 90 for MDE schools OR Interim Self- Assessment (ISA) or Self -Assessment (SA) if you are an AdvancED Michigan school. Office of Improvement and Innovation (OEII) and Bureau of Assessment and Accountability (BAA) work together to assign the appropriate Ed YES! Report. At the end of all 4 reports, schools view an aggregate account, in summary form illustrated how they scored their school.

System Selection Schools either select to be a part of MDE’s or AdvancED’s accreditation process. The Michigan School Improvement Framework consists of 5 Strands: Teaching for Learning, Leadership, Personnel and Professional Learning, School and Community Relations, and Data and Information Management. The AdvancED Standards for Quality Schools: Purpose and Direction, Governance and Leadership, Teaching and Assessing for Learning, Resources and Support Systems, and Using Results for Continuous Improvement.

Key School Activities and Processes Schools use their Summary Report at the end of their Ed YES! Report as one tool to assist with the identification of school Goals, Objectives, Strategies and Activities. It is important for schools to understand the ‘Current Reality’ of how their processes are being implemented to support student achievement. Schools also engage in Assessing the Impact of programs and strategies currently being implemented. Matrix 1 is a worksheet designed to help schools capture areas of challenge from their Ed YES! Summary Report so they can identify strategies and activates to address their challenge areas. Schools need an objective process to engage in to ascertain if a program or strategy ‘Is the Right Fit’ for their school. School Process Rubrics in ASSIST The Ed YES! Report is accessed by clicking on the Diagnostic & Survey tab in ASSIST. To complete your assigned Ed YES! Report diagnostic, click on the Start a Diagnostic button, select the same assigned Ed YES! Report from the drop down menu, write a description label using the current school year and name of the diagnostic, and then, by clicking the start a diagnostic button your report is ready for responses.

School Process Rubrics (40) (SPR(40)). The SPR(40) is an assessment of the school’s strengths

and challenges in the area of student achievement and of the system processes and protocols of

practice that are in place to support student academic achievement. The SPR(40) is a subset of the

SPR(90). (See note regarding the need for an access code).

School Process Rubrics (90) (SPR (90)). An assessment of the school’s strengths and challenges

in the area of student achievement and of the system processes and protocols of practice that are in

place to support student academic achievement. This report is required to be submitted every five

years by schools.

Self Assessment (SA). A diagnostic tool, to be submitted in lieu of the School Process Rubrics (90),

that captures responses to AdvancED standards and indicators for schools that are accredited by NCA

CASI. This report is required to be submitted every five years by schools that are preparing for their

External Review.

Interim Self Assessment (Interim SA). A diagnostic tool, to be submitted in lieu of the SPR(40),

that captures responses to AdvancED standards and indicators for schools that are accredited by NCA

CASI. The Interim SA is required to be submitted annually except when the SA is submitted. The

Interim SA is a subset of the SA.

This diagnostic assists schools in identifying activities to support strategy implementation.

These Key Activities and Processes engage schools in analyzing and understanding strategy implementation impact. It includes

asking questions about where we are now, how it is working, reviewing process data, and

researching best practice to select the right fit for your organization.

Key Activities & Processes

These activities and processes engage school in analyzing the effects of implementation. Consider the current reality? Review your current status

with regards to process and activities. Next, assess the impact of what the building has put into place. How do you know it was working? What

strengths and weaknesses can be identified? The Process Data Analysis will assists in identifying 40/90 (ISA/SA) challenges. Finally, review the best

practice research to identify activities and strategies that are the best fit for the organization. Consider a variety of factors to assist in selection.

Once schools complete their School Process Rubric 40/90 or Interim SA/SA,

CHALLENGES are noted in column one of MATRIX 1. Matrix 1 is a tool used by schools for two purposes:

1) determine if they have identified activities in response to deficit areas

selected by schools on their School Process Rubrics: key characteristics

(MDE) or indicators (AdvancED). Schools use column I to list any deficit

areas selected from their 40/90 or ISA/SA rubrics.

2) helps schools identify activities for a specific strategy for a GOAL under:

Column II-Getting Reading to Implement, Column III-Implement and

Column IV-Monitoring Fidelity of Implementation and Impact.

This tool helps schools think comprehensively about getting ready to implement, implementing and progress monitoring. Once a school has identified their activities, they conduct a crosswalk between Column I and those activities listed in Columns II-

IV to make sure they have addressed the deficit area/s.

Columns 2-4 are not

completed until schools have completed their

needs assessments and researched best practice.
