PREAMBLE TO RUSA 2.0

Focus of RUSA 2.0 is on Challenge Level Funding (CLF) to Institutions and States on

the basis of a set of a priori conditionalities and set of norms (detailed in the

handbook/guidelines) that were communicated to the States on 26th April, 2018.

Approval of PAB for all components to any Institution/ State under RUSA 2.0 is a two-

stage process. At the first stage, institutions register on the CLF portal and as per the

eligibility norms, they apply under specific components. The State then verifies the

credentials of the institutions and submits the application for those components. At the

second stage, the institutions are ranked on the CLF Portal based on the scores

attained (through the shortlisting criteria) on various parameters elucidated in the

Guidelines. In short, the CLF Portal captures both (1) eligibility criteria and (2)

shortlisting criteria in evaluating the proposals for all components.

The TSG has ensured that all States have submitted their respective approvals from

State Higher Education Councils, MoUs and authorisation letters. It may be noted that

all information provided by Institutions and States are on a self-reporting basis.

The PAB/MHRD reserves the right to cancel the approval accorded to any

Institution/State, if the information provided by them at any point is found to be

incorrect.

The principles of access, equity and quest for excellence will be kept in mind while

according the approvals to various components under the scheme.

AGENDA FOR THE 12TH MEETING OF PROJECT APPROVAL BOARD

AGENDA ITEM 1: CONFIRMATION OF MINUTES OF 11TH MEETING OF PAB HELD ON

6th FEBRUARY 2017.

The minutes of 11th meeting of PAB held on 6th February, 2017 are placed as Annexure I.

The minutes were circulated to the States and PAB Members and also uploaded on Ministry’s

website for comments/inputs, if any.

PAB Decision: The minutes may be confirmed by the PAB.

AGENDA ITEM 2: PRESENTATION ON CLF AND APPRAISAL OF PROPOSALS OF

STATES UPLOADED ON CHALLENGE LEVEL FUNDING (CLF) PORTAL

The list of Institutions who have been found eligible, based on the guidelines for each

component have been detailed below. The institutions which have fulfilled both (1) eligibility

criteria and (2) shortlisting criteria will now be considered for the final decision of the PAB.

Note: If any institution is funded under both RUSA 1.0 and RUSA 2.0/ in more than one

component, a separate plan of proposed utilisation, avoiding duplication of

expenditure under same item, needs to be submitted to MHRD. Further, release of

grants under RUSA 2.0 would be considered only after complete utilisation of funds

approved under RUSA 1.0 for that institution, and submission of UC for the same.

2. Issues other than cancellation

Curriculum Reforms: The project was approved to be undertaken by TISS for an amount of Rs 5 crore. The initial period of the project was approved as March, 2018. TISS has requested for extension of the project period till December, 2018. TSG Recommendation: TISS may give a presentation on the progress of the project and PAB may decide on the basis of the same. The presentation is enclosed as Annexure III.

Maharashtra 1. Request for correction of distribution of fund under Research & Innovation to institutions not approved by PAB: Under the component of Research & Innovation, the State of Maharashtra was given total approval of Rs. 20 cr for 7 participating institutions. However, on release of 1st instalment of central share, the State Government disbursed the amount to 9 Universities including 3 universities (Solapur Uni, SNDT Women University and BAMU) which were not approved by the PAB and one university which was approved but no funds were distributed by State (Mumbai University). The State has offered the justification that the fund release was made after satisfying that some of the universities were working collaboratively on research projects with the 7 participating institutions and it was felt that this collaboration would lead to quality enhancement of all the participating universities.

TSG recommendation: In view of the State’s commitment to provide Research and Innovation support to all universities, it is recommended that that the request of State be considered and approved with the condition that there would be no further deviation from the PAB approval or sanctions issued. The State Government needs to submit a progress report on the performance till date in respect of all 9 universities till 15 June. No more changes would be permitted and the State needs to strictly adhere to the guidelines and decisions taken by the PAB, else action may be taken to recommend cancellation of the project approved. 2. Creation of Universities by way of conversion of colleges in a cluster (RUSA 1.0): The State was accorded approval to a cluster university comprising of 1 lead college (The Institute of Science (Lead College)) and 3 clustering colleges ((1) Govt. Law College, 2) Elphinstone College, and 3) Government B. Ed. College). However, the State has now submitted the DPR wherein, one cluster college, i.e. Govt. Law College, Mumbai has been excluded by the State and included a college rejected in the PAB (Sydenham College of Commerce). TSG Recommendation: The PAB may approve exclusion of 1 college from the 4 approved institutions to become a Cluster University. Hence, the cluster university would now comprise of: 1) The Institute of Science (Lead College), 2) Elphinstone College, and 3) Government B. Ed. College. No more changes would be permitted and the State needs to strictly adhere to the guidelines and decisions taken by the PAB, else action may be taken to recommend cancellation of the project approved.

AGENDA ITEM 4: Approval for TISS to undertake the project of National Higher

Education Resource Centre (NHERC)

On the 21st March, 2018 the Cabinet Committee on Economic Affairs (CCEA)

approved continuation of the scheme of Rashtriya Uchchatar Shiksha Abhiyan

(RUSA). Among the components approved, the creation of a National Higher

Education Resource Centre (NHERC) was also approved with an amount of Rs.

15.00 crore i.e Rs. 5.00 crore per year for 3 years.

In this regard, Tata Institute of Social Sciences has submitted a proposal for

undertaking the project of NHERC. The details of the proposal are as below:

Background/introduction

Given that four years have elapsed since the adoption of RUSA, the time is ripe for assessing

the outcomes and impacts of RUSA on state HE systems and state public universities.

Rigorous, systematic research and data on RUSA implementation and on state HE systems

and state public universities would pave the way for evidence-based policy refinement of HE

policy in India, and especially RUSA, in the years to come. The NHERC is proposed to be

established to carry out such research on a large scale and to lay the ground for data based

decision making in the HE sector. The NHERC would not only draw on existing data available

through RUSA’s M&E systems but also would collect primary data through systematic

Page 50: RASHTRIYA UCHCHATAR SHIKSHA ABHIYAN AGENDA - rusa…rusa.nic.in/wp-content/uploads/2018/05/Agenda-for-12th-PAB-Meeting... · P a g e 1 | 102 COMPOSITION OF PROJECT APPROVAL BOARD,

P a g e 49 | 102

research studies that would serve as the basis for rigorous analysis on HE policy and its

implementation (especially of RUSA).

Vision

To strengthen HE Policy and Implementation in India through research, for better attainment

of the goals of access, equity and excellence.

Mission

a) To carry out policy-relevant research in the field of Higher Education in India,

specifically with respect to the evaluation of the implementation of RUSA.

b) To strengthen research and data for bolstering evidence based decision making and

policy in the field of HE in India, especially with respect to RUSA.

c) To carry out research-based policy advocacy for strengthening the policy design and

implementation of HE policy in India, with special reference to RUSA.

Objectives

• To create robust database of performance and contextual indicators for State Public

Universities and also State and national HE systems.

• To generate research-based evidence pertaining to the outcomes of RUSA through

comparison of endline and baseline levels and time series analysis.

• To generate research-based insights pertaining to the implementation of RUSA,

including the effectiveness of its norms and decision making and implementation

structures.

• To disseminate and share with policy and decision makers the evidence backed policy

recommendations arising from the research studies.

• To examine the effectiveness of the prevalent M&E arrangements under RUSA and

make recommendations to strengthen these mechanisms

• To build the capacity of HE leaders and key actors involved in the implementation of

RUSA.

Activity Scope

The activity scope of NHERC would cover research and research-based advocacy,

strengthening of monitoring and evaluation and capacity building. Each of these is described

below:

Research:

1. Creation of reliable and robust database pertaining to a range of performance and

contextual indicators for state public universities and also state and national HE

systems (and also for district level, to the extent possible): Drawing on secondary

sources wherever available (such as AISHE) and data collected by the RUSA/NHERC

teams with support of state level TSGs/SPDs.

2. Select, substantiate and document best practices, including those from the

implementation of RUSA: The selection of best practices would be done on the basis

Page 51: RASHTRIYA UCHCHATAR SHIKSHA ABHIYAN AGENDA - rusa…rusa.nic.in/wp-content/uploads/2018/05/Agenda-for-12th-PAB-Meeting... · P a g e 1 | 102 COMPOSITION OF PROJECT APPROVAL BOARD,

P a g e 50 | 102

of parameters defined by eminent national and international experts on Higher

Education. Some best practices have already begun to be documented in the RUSA

web portal; these best practices would be better substantiated with evidence (including

audio-visual documentation) and also analyzed and categorized systematically. There

would also be a more thorough and pro-active search for different kinds of best

practices.

3. Generation of research-based insights pertaining to the implementation of RUSA for

strengthening the policy design (norms etc.) and implementation mechanisms of

RUSA: this would be achieved through systematic review of the whole set of norms,

including scientifically designed stakeholder consultation on the same.

4. Qualitative review of the institutional features and actual functioning of the decision

making and implementation structures and processes under RUSA at the state and

institutional levels (such as SHECs, SPDs, TSGs, SLQACs and RUSA

coordinators/structures at institutional level) and making of policy recommendations

for strengthening these structures and processes.

5. To generate research-based evidence pertaining to the outcomes of RUSA through

tracing of time series and comparison of endline and baseline levels with respect to

key outcome indicators. These key state level outcome parameters would be:

- GER: overall, male/female, SC/ST, SC male/female, ST male/female

- CPI/Institutional density

- no. of institutions (universities)

- no. of institutions (technical/professional colleges)

- no. of institutions (autonomous colleges)

- no. of accredited institutions

- ratio of number of accredited colleges: total no of colleges

- ratio of number of accredited universities: total no of universities

- % of universities having more than 100 affiliated colleges

- % of GSDP spent on HE

- student: teacher ratio

- % of faculty positions filled

6. One of the important areas of research focus would be to study the impact of RUSA

on Aspirational districts; district level data would thus gathered and analyzed on these

districts, pertaining to the relevant outcome parameters. Furthermore, there would be

qualitative and quantitative analysis of the impact of Model Degree Colleges on

EBDs/aspirational districts.

7. Survey and document the perceptions of key stakeholders such as students with

respect to the performance of colleges and universities (proposed student satisfaction

survey).

8. Study of research outcomes of Universities: this could start off with the sample of

Universities funded under RUSA. The relevant indicators would be percentage of

faculty with publications in peer reviewed journals, average number of publications per

faculty member, number of patents granted, research income, and cumulative impact

factor.

Strengthening Monitoring and Evaluation

1. Examine the effectiveness of the prevalent M&E arrangements under RUSA (GIS,

PFMS, RUSA fund tracker and reform tracker) and make recommendations to

strengthen these mechanisms

Page 52: RASHTRIYA UCHCHATAR SHIKSHA ABHIYAN AGENDA - rusa…rusa.nic.in/wp-content/uploads/2018/05/Agenda-for-12th-PAB-Meeting... · P a g e 1 | 102 COMPOSITION OF PROJECT APPROVAL BOARD,

P a g e 51 | 102

2. Research into latest digital and other monitoring systems for other govt schemes

(including for Govt programmes in international contexts) and suggest state of the art

monitoring mechanisms to supplement these.

3. Refinement of the RUSA database of state and institutional level performance

indicators (physical progress, financial progress and reforms)

4. GIS mapping (state and district level) based on RUSA database of state and

institutional level performance indicators (physical progress, financial progress and

reforms) and also RUSA outcomes, to the extent possible.

5. Creation of robust data reporting templates and mechanisms for state public

universities and state HE systems.

6. Further research-based refinement of the State Assessment and Evaluation

Framework under RUSA.

Capacity Building

1. Build capacity of HE leaders and key actors involved in the implementation of RUSA,

such as chairpersons and members of SHECs, SPD, SLQACs and TSG personnel,

Principal Secretaries, RUSA coordinators in institution through training programmes of

2 days to 4 days duration. Such training programme would not be in the nature of

generic leadership development programmes, but customized to the functions and

mandate of each of these bodies/functionaries.

Expected Deliverables of NHERC

1. Research reports presenting the findings of studies done on the measurement of

outcomes on the key RUSA outcome parameters.

2. Publication of Academic Papers and Newspaper articles based on the research

studies done.

3. Creation of an online database/MIS on the contextual and performance indicators of

State Public Universities and State HE systems.

4. Research reports(based on data from all the states and UTs covered by RUSA)

assessing core state level institutional structures under RUSA such as SHECs, TSGs

and SPDs.

5. Report on RUSA best practices

6. Creation of an uniform, comprehensive reporting template for states and institutions

covered under RUSA.

7. Conduct of 8-10 capacity building training programmes per year for training of

personnel of SHECs, SPDs, TSGs , Principal Secretaries, SLQACs and RUSA

coordinators in institutions.

8. A further refined State Assessment and Evaluation Framework document

Expected Outcomes of NHERC

MEGHALAYA

Proposal: The State had proposed for Faculty Recruitment Support for 20 colleges (6

Government & 14 Government aided institutions). The total amount claimed by the State is 10

cr.

PAB Decision: The PAB considered the proposal and requested the State to provide all the

information and resubmit the proposal:

(i) To follow all the UGC norms for recruitment of additional permanent post; (ii) To give

commitment to bear all excess expenditure beyond the central funding under RUSA;

(iii) To commit for taking over the liability of faculty position after the funding for 3 years

under RUSA; and

(iv) To create additional permanent/regular posts over and above the existing sanctioned

posts.

PAB asked the State to resubmit their proposal for examination.

JHARKHAND

Component 1: Upgradation of autonomous college to University

Proposal: The State has furnished proposals to upgrade 3 colleges to university, namely (a)

Jamshedpur Womens' College, (b) Balanand Sanskrit College, Deoghar, V.B.U, Hazaribagh

to Baba Baidyanath Sanskrit University and (c) Cooperative College, Jamshedpur, Kolhan

University. A total amount of Rs. 165 crore for 3 proposals @ Rs. 55 crore for each proposal.

PAB Decision: The PAB accorded a conditional approval to upgrade Jamshedpur Women’s

College to a University for total amount of Rs. 55 crore. The PAB informed the State that the

following conditions will have to be adhered to for it to be eligible for funding under this

component:

a) The State should contribute an additional Rs. 15 crore, over and above its State share

(Rs. 22 cr).

Page 73: RASHTRIYA UCHCHATAR SHIKSHA ABHIYAN AGENDA - rusa…rusa.nic.in/wp-content/uploads/2018/05/Agenda-for-12th-PAB-Meeting... · P a g e 1 | 102 COMPOSITION OF PROJECT APPROVAL BOARD,

P a g e 72 | 102

b) A girl’s hostel facility with a minimum capacity of 500 students needs to be constructed

in the University. (The State further informed the PAB that an additional acreage of 20

acres has been provided to this Institution, in addition to the existing land available).

c) State would have to submit valid NAAC certification of A grade to avail the release of

grants under this component.

d) The infrastructure grant sanctioned to this College in the PAB is being revoked and the

amount already released would be adjusted in the central grants to be released for the

University.

e) The State was urged to ensure that the institution participates in the next round of NIRF.

The PAB did not approve the State’s request to upgrade the other two Colleges, namely

Balanand Sanskrit College, Deoghar, V.B.U, Hazaribagh to Baba Baidyanath Sanskrit

University and Cooperative College, Jamshedpur, Kolhan University as they do not comply

with the norms under RUSA.

PAB approved upgradation of Jamshedpur Women’s College to a University for total

amount of Rs. 55 crore as per the conditions stated above.

Component 6: New Colleges (Professional)

Proposal: State had given proposal for 4 new professional colleges in the Districts of Palamu,

PAB Decision: The PAB approved the setting up of two technical/ professional colleges

in Districts of Bokaro and for Godda (conditional) for an amount of Rs. 52 cr for two

Colleges. In case of Godda district, the State has been advised to provide additional

information about industry linkages, availability of adequate connectivity and residential

facilities for prospective students. DPRs have to be submitted for both the colleges. Subject to

the fulfilment of these conditions only, funds would be released.

Component 7: Infrastructure grants to colleges

Proposal: State had furnished proposal for infrastructure grants to 39 colleges for a total

amount of Rs. 78 crore.

Page 74: RASHTRIYA UCHCHATAR SHIKSHA ABHIYAN AGENDA - rusa…rusa.nic.in/wp-content/uploads/2018/05/Agenda-for-12th-PAB-Meeting... · P a g e 1 | 102 COMPOSITION OF PROJECT APPROVAL BOARD,

P a g e 73 | 102

PAB Decision: The PAB accorded approval to total 27 colleges. 5 colleges have valid

NAAC accreditation (Grade B and above). In the case of S.B.S.S.P.S.J. College, Pathargama,

Sido Kanhu Murmu University, Dumka, Godda district- which is a non-LWE district, the PAB

recommended infrastructure grants. This is due to the locational disadvantage of this

photographs on Bhuwan RUSA.

PAB Decision: Approved the MoU to be entered into between MHRD and ISRO.

AGENDA ITEM 7:

Curriculum Reforms

Tata Institute of Social Sciences (TISS) has submitted a proposal amounting to Rs. 5.00 crore

for Curriculum Reforms Initiative. The proposal embeds four key ideas in its goal statement:

Institutionalization, Incremental reforms, Participatory action and International Support.

Aims of Curriculum Reforms Initiative:

• To improve knowledge, skills, competencies, and employability of new generations

learners

• To stimulate and enhance the cognitive and intellectual capabilities of the learner and

faculty.

• To improve the domain knowledge and instructional capabilities of the faculty

• Shift from knowledge acquisition to multidimensional education

• Strengthen institutional capacities and create a platform for sustainability of the

curriculum reform project

The duration of execution of the program has been proposed from March, 2017 to February

2018.

Based on the presentation made by TISS, the Chair asked for the opinion of all the members

and the State representatives. The OSD and Secretary Designate (HE), MHRD desired to

know how the findings of needs assessment will get reflected in the proposed roll-out, and also

Page 83: RASHTRIYA UCHCHATAR SHIKSHA ABHIYAN AGENDA - rusa…rusa.nic.in/wp-content/uploads/2018/05/Agenda-for-12th-PAB-Meeting... · P a g e 1 | 102 COMPOSITION OF PROJECT APPROVAL BOARD,

P a g e 82 | 102

on the need to include accomplished and credible experts from India including expert from

globally ranked University. Prof. Shailendra Mehta wanted to know how the institutional buy-in

for such a reform would be undertaken. He also raised the issue of design as a initial

component in the exercise. He also raised the issue of design as a critical component in the

exercise. The State representatives from Jharkhand, Kerala, Chandigarh, Mizoram and

Meghalaya welcomed the much-needed curriculum reforms in the State University system and

expressed their willingness to be a part of it. In response, the TISS representative agreed to

the suggestions of the OSD and Secretary Designate (HE), MHRD. He further shared the

approach to be followed in getting the buy-in of all stakeholders. Further, he shared with the

house the design, methodology and the process to be followed in undertaking the initiative on

a pilot mode in ten State Universities.

PAB Decision: Based on the presentation made by TISS and the observations from the floor,

the Chair, Secretary (HE) underscored the need for such an exercise, both to bring about

awareness and create conditions for change in curriculum. He also highlighted the need to

look at the theology of preparation of syllabus, undertaking process of reforms and bringing an

element of flexibility to curriculum design. The Chair reiterated that curriculum must have

technological currency and relevance. He opined that the curriculum reforms project should

not be looked in isolation and that the corresponding reforms in examination system should

also be embedded in this larger project. He further pointed out that the UGC template approach

was a minimum framework and that every effort should be taken to reach higher levels of

quality in curriculum reforms and development. He stated that institutions which aspire to

quality and excellence ought to bring about curriculum reforms and suggested that the project

being proposed should ensure that institutions volunteer for a process of change. TISS was

requested to incorporate the suggestions given by the PAB. The Chair finally concluded by

stating that RUSA would be failing in its duty if this initiative was not undertaken and therefore,

approved the proposal and funding to the tune of Rs.5 crores.
