RAOC PURPOSE:

• The RAOC is ultimately responsible for ensuring safety and security for the

residence hall(s) in which they are on call.

• Weeknight shifts are 7pm – 10am the following morning

• Weekends RAOC shifts are 7pm – 7pm the following night

IF YOU ARE UNSURE OR IF YOU HAVE QUESTIONS, REGARDLESS OF HOUR OR SITUATION.

WHAT DO I DO?

• THE FOLLOWING WILL TALK ABOUT THE PROTOCOL YOU SHOULD FOLLOW WHEN

DEALING WITH SOME OF THE EMERGENCY SITUATION YOU MAY FACE WHILE ON-CALL.

• PLEASE ALSO REVIEW PAGES 80-85 IN THE RA MANUAL FOR ADDITIONAL INFORMATION

• NOTE: THIS IS NOT AN ALL ENCOMPASSING LIST. IF YOU HAVE ADDITIONAL QUESTIONS

OR NEED MORE INFORMATION ABOUT HALL SPECIFIC INFORMATION, PLEASE SPEAK

WITH YOUR SUPERVISOR.

WHEN REPORTING UP, PLEASE BE PREPARED WITH THE FOLLOWING INFORMATION:

• Name and room number of student

• University ID number

• UPD case number

• Circumstances surrounding the incident

• Time/destination of transport (if applicable)

• Anything out of the ordinary

• Do they have a roommate-what is their status & what is

their involvement, if any

• Floor involvement, if any what has been done to

neutralize the situation at this point

• Is the maintenance concern impacting the overall health and safety of

students? Does it impact the property of the university or the student?

• Could the student maintain a good standard of living and safety until

maintenance personnel are able to respond?

• Has a staff member actually seen the issue? This is especially important

with issues involving water and leaks.

• Are there things you can do as a staff member to alleviate the issue?

(E.G., Turn off water to toilets, put up wet floor sign, etc…)

**Anytime that any of these factors are in a residence hall, the RA should

immediately contact the RD/RDOC.**

HELPFUL REMINDERS

• Never call/contact the maintenance on-call yourself! Always contact the RDOC

• If you're the RAOC and have to leave for class between 7:30am-10am, you MUST chirp

the night cat desk worker to notify them that an RD on-call will need to cover the

building for that time, if a shadow RA is not available.

• Always write coco reports immediately after incident occurs

• Send your on-call report by 9am to your RD

NATURAL DISASTERS

FIRE DRILL PROTOCOL:

• Environmental Health and Safety Officer will pull the fire alarm at a predetermined time

• RA working the desk grab the white cards from behind the desk

• All RAs present should help direct residents to your evacuation location

• Wait and speak with residents while they are waiting

• Officer will time how long it takes for the residents to exit the building

• When the officer gives approval to re-enter the building, help count how many residents

exited the building during the drill.

FIRE ALARM PROTOCOL:

• Know the location of the fire extinguishers in your building and

make sure the gauges are in the green.

• If you are working the desk:

• Contact UPD

• Grab the white cards from behind the desk

• If no one is working the desk:

• It is the responsibility of the RAOC

• All RAs should be wearing their safety vests

• Help direct residents to your building’s evacuation location

• RA or RAOC needs to fill out the fire alarm/evacuation reports/Coco

BED BUGS PROTOCOL:

• Contact the RDOC/your RD Immediately

• If residents can bag an example, it is helpful for maintenance staff

• Make sure no items are taken out of the room (to prevent bugs spreading)

TORNADO WATCH VS. WARNING

TORNADO WATCH PROTOCOL • Keep an eye on your notifications from Texas State University/UPD and your RD.

• If you or your residents feel more comfortable going to a tornado staff location, feel free.

TORNADO WARNING PROTOCOL:

• Notify students to take the following action:

• Take shelter in hallway, bathrooms, common areas, etc. (Whatever is recommended for your

building)

• Gather towards the middle of the hallway

• Cover head

• Avoid being near any large areas of glass

• Stay alert for any instructions by UPD should emergency evacuation procedures be needed.

EARTHQUAKES PROTOCOL:

MAINTENANCE ISSUES

BOILER ROOMS:

• Know the location of the boiler room in your building

• If smell anything weird or gassy or you see smoke from the rooms, report it to your RD or

RDOC.

LEAKS/FLOODING PROTOCOL• Step 1: put your eyes on the situation

• Can the water be shut off? (Especially when dealing with sinks/toilets)

• How fast is the water dripping? How much water is there?

• Can the water be contained by a bucket/trash can until morning?

• Step 2: call the rdoc and describe to them what the leak is doing. You may be asked to

send photos/video to the RDOC.

• Step 3: follow the instructions the rdoc tells you.

• Note: if maintenance on-call is called out to the incident, the rdoc may ask you to meet

maintenance in the lobby and escort them to the room

LEAKS/FLOODING AIDS• Water Socks are used to quarantine the water. They do

NOT soak up water

• If there are five or less water socks behind your

front desk, please place a work order

• Plungers

• Large: Toilet Use

• Small: Sinks

• Place work order for water socks used, plungers used,

or mop heads used. Please place these in a trash bag.

WATER LEAKS/ FLOODING PROTOCOL:

BREAKER BOXES• Know the location of the boxes in your

building

• How/When to turn the switches

MASTER KEYS PROTOCOL:

• You should never master into any rooms without the RD instruction or approval

• Keys should be taken out, used, and then returned immediately.

• If there is a lockout, you should be using spare keys in key box.

• Master keys shouldn’t be transferred between people

• If the master key is lost, it may result in termination of your RA position

CUSTODIAL ISSUES

PROTEIN SPILL PROTOCOL:

• Find the devour behind your desk

• Sprinkle some on the protein spill, like you would salt your food (not a lot is needed).

• Do NOT use devour on carpet

• Quarantine the area

• Place work order for area and equipment to be sanitized

• If area too large or in public area and cannot be quarantined, contact RD or RDOC

BEHAVIOR BASED EMERGENCIES

“TAILGATING” INTO THE HALL PROTOCOL:

• You must confront people who try to follow others into the building or if you do not

recognize someone. This is for the safety of our residents!

• Do not ask if they live here because they can simply say yes. Ask their room number,

their RA/RD, etc.

• Contact UPD if they do not comply with your request and with a description and contact

your RD or the RDOC

BOMB THREAT PROTOCOL:

TRANSPORT

• Step 1: call 911 and ask for an ambulance. (UPD will

arrive with or prior to EMS arriving.)

• Step 2: contact the rdoc.

• Step 3: submit a coco incident report immediately

*Students needing medical attention

SEXUAL ASSAULT• If a student tells you that they or another person has been sexually assaulted do the following:

• Encourage them to go to the hospital for immediate care. (If the person ever wants to press charges they will need to have a SANE (sexual

assault nurse examiner) exam done.) However, this must be his/her choice!

• If the victim chooses, call upd. (If during the day, you may also call the counseling center at 5-2208 or the student health center at 5-2161.)

However, this must be his/her choice.

• Assess what support mechanisms are in place for them (friends, family, etc.).

• Make sure the student knows that you are required to report the information to your supervisor and the title ix coordinator.

• Let the student know that they can file a complainant directly to the title ix coordinator at the sexual misconduct webline reporting system at:

• Submit an incident report immediately to your residence director.

SUICIDAL IDEATION

• If you are told about a suicidal threat/ideation by another party, immediately call the RDOC. If told about the threat/ideation directly:

• Call UPD immediately (911).

• Contact your residence director or the rdoc.

• Do what you can to assist in the situation (qpr).

• Question the resident directly – “are you planning on completing suicide?” “What is your plan of action?”

• Persuade the resident to not harm themselves – “promise me that you will not cause any immediate harm to yourself.”

• Refer the resident – call upd and the rdoc. (UPD has trained officers to assess students and determine if they need immediate hospitalization).)

• Do not promise them confidentiality. You must always report up to a supervisor.

• Submit an incident report immediately.
