Makaiwa Hills Master Planned Community

Honolulu, HI / Client: Monarch at Kapolei

Situated on a rugged mountain side above Ko’Olina, Makaiwa Hills is one of the most challenging and complicated private developments in the Hawaiian Islands. This hillside Master Plan Community stretches over 1,850 acres. The Project is planned for 4,100 residential units, ranging from affordable housing to estate sites. Other project features include a fire station, two school sites, numerous parks, world class amenities and a regional shopping center. The public improvements associated with the project include a major regional interchange on H-1, Farrington Hwy overpass, regional drainage channel, sewer plant expansion, upsizing of major water & sewer lines and numerous off-site intersection & roadway improvements.

In 2010 we were asked to create a development program for the project that would include 100 scale grading plans, master plan studies for the roadways, water, sewer, drainage and dry utilities, phasing strategy, lot product and vertical residential product types (attached & detached). As part of this effort, we provided a complete budget including soft cost, fees and hard costs for construction from site-work to buildings. We also developed a revenue model that included a detailed development schedule, product absorption, sales pricing, view premiums and a public financing component. We then worked in conjunction with UBS (Union Bank of Switzerland), Chicago Office to develop a highly detailed 12 year cash flow and pro forma.

Bressi Ranch - Residential

Carlsbad, CA / Client: Lennar Homes

The Bressi Ranch Master Planned Community was Coastal San Diego’s last Master Planned Community. The project included the site development of the historic Bressi Ranch located at the intersection of Palomar Airport Road and El Camino Real. The project involved major earthmoving, development of six Residential Planning Areas, five major Industrial Sites and the construction of two major arterial roads, Poinsettia Lane and El Fuerte Street. Additionally, J T Kruer & Co coordinated and managed all of the Carlsbad Assessment District work for the major o f f -s i te roadways, supervised the extensive earthwork, installation of the on-site surface and underground improvements, major CIP water facilities, parks, amenities, and landscaping. One of the key reasons for the project’s success was the partnering relationship established between J T Kruer & Co, Lennar Communities and the City of Carlsbad.

Lake Hills Reserve - Residential & Public Works

Riverside, CA / Client: Brehm Communities & Hearthstone Advisors

This 830 acre property is located along mountainous ridges northwest of Lake Mathews and east of Corona, CA. This 512 lot subdivision includes an elementary school site as well as a County Park. Topographically this site consist of rolling hills and steep ridges. There were significant geotechnical considerations due to the complex geologic set- ting. The projects elevations vary from 760 feet to 1845 feet (MSL). A 1.3 MG Reservoir, two Pump Station and two Sewer Lift Stations were also constructed for this Project.

Santa Fe Depot Redevelopment & Project Infrastructure Improvements

San Diego, CA / Client: Catellus Urban Development Group

The Santa Fe Redevelopment project brings residential real estate to downtown San Diego. The project includes construction of two residential hi-rise towers and mixed use re- development of the Santa Fe Depot site and building. Located in one of the oldest areas in the City’s Urban Core, there was extensive regional improvement constructed through- out the busiest part of the San Diego downtown waterfront. This project was one of the first of the Broadway & Coast Hwy redevelopment projects. We are currently involved in the costing, value engineering and design review for both the North Embarcadero Visionary Plan and the Broadway Cruise Ship Terminal.

Water Ridge - Residential

Lake Elsinore, CA / Client: Brehm Communities

Situated in the Tuscany Hills section of the City of Lake Elsinore, the Water Ridge development is a 133 lot residential subdivision overlooking Canyon Lake. The Project site improvements include mass grading, wet utilities, dry utilities and surface improvements, force main and pump station, as well as off-site improvements. J T Kruer & Co also administered, bid and contracted all of the CFD Improvements.

Sunroad Auto Park - Commercial

Chula Vista, CA / Client: Sunroad Enterprises

Located on the south side of Auto Park Drive, just east of I-805, this 22 acre site is being developed for Sunroad Enterprises and the Sunroad Auto Group. J T Kruer & Co was responsible for overseeing the earthwork and the site improvements. Special construction techniques were required to stabilize the soil along the Otay River bank. A large diameter auger was used to cement treat the areas of potential scour, avoiding the federal permitting needed to work within the river.

Signature at PGA West - Residential

La Quinta, CA / Client: California West Communities

Situated in the center of the PGA West Master Plan, the 42 acre site is bounded by golf course and residential development on three sides and PGA Blvd on the west side. The project is highly amenitized and comprised of a mix of single family and attached villa product. The Project site improvements include mass grading, demolition, wet utilities, dry utilities and surface improvements.

Del Dios Highway Widening & The Santa Fe Valley Bridge Public Works/ Infrastructure

San Diego County / Client: Rancho Cielo & The Crosby Estate

The Del Dios Highway project included approximately 1 mile of widening and the installation of 3,800 linear feet of 36” CML steel pipe for Santa Fe Valley Irrigation District and 1,000 linear feet of steel pipe for the Olivenhain Municipal Water District. The Santa Fe Valley Bridge is a 350 foot by 43 foot concrete box girder post-tension bridge, spanning the San Dieguito River. J T Kruer & Co also worked with Army Corps of Engineers and California Fish & Game to secure the necessary permits. We also served as the single point of contact with the governing agencies.

Broadway Pier Cruise Ship Terminal Public Facilities

San Diego, CA / Client: Port Of San Diego

Designed by the international architecture firm of Bermello, Ajamil & Partners, J T Kruer & Co worked closely with the Designers and Port Staff to help develop construction strategies and budgets throughout the design development of this Gateway Project for the San Diego Waterfront. This Project also included a seismic retrofit for the Broadway Pier. J T Kruer & Co is very proud to have been a part of the multi-disciplinary team, designing and programming this facility and the North Embarcadero Waterfront.

San Diego Spectrum - Commercial San Diego, CA / LNR Properties

This project involves the complete site re-development of the 210-acre former General Dynamics Aerospace Plant Facility, including construction of three miles of dedicated streets at Clairemont Mesa Blvd. & SR 163 in the City of San Diego. The project scope included earthwork, storm, sewer and water lines, retaining walls, joint trench utilities, major overhead utility conversion to underground systems, surface improvements and landscaping. The project was chosen by the American Society of Civil Engineers as the 2002 Project of the Year.

Hyundai/Kia Proving Grounds

Mojave Desert, CA / Client: Hyundai Motors

This project is a design build state-of-the art test track facility for Hyundai/Kia Motors, which was constructed literally out in the middle of nowhere. Part of the project scope was bring up all the needed infrastructure to access and service the site. The project included the construction of various types of test track, testing facilities, laboratories, fueling and service facilities and offices. Phase 1 and 2 improvements include over 2,000,000 cubic yards of grading, major water mains, a bridge, 200,000 tons of asphalt paving and significant environmental mitigation measures.

Calpine/Otay Mesa Generating Plant

Eastern Otay Mesa, CA / Client: Calpine Energy Group

Located in a remote area at the western base of the San Ysidro Mountains, near the U.S./Mexico border, the Calpine/Otay Mesa Generating Plant is the most recent electric generating plant to be built in San Diego. This facility is an ultra-clean, technologically advanced facility, producing 500 mega-watts at full capacity. There was extensive earthwork and geotechnical considerations, due to the sensitive nature of the facility. A new switch yard was also constructed as part of the facility. The project also included off-site public road improvements, a new cross-country sewer trunk and a major off-site gas main to fire the Plant.

Pacific Coast Business Park

Oceanside, CA / Client: Monarch Group

This Project is a 110 acre master planned Business Park in the Rancho Del Oro industrial area of eastern Oceanside. This project required significant earthwork and off-site infrastructure improvements, including the relocation of a 30” water main that ran down through the middle of the project and the widening and vertical realignment of Old Grove Road.

Escala / Mission City

San Diego, CA / Client: Shea Homes / D R Horton The Escala Mission City North project was the first of the major residential redevelopment projects on the north side of Mission Valley. The first phase of the engineering construction was the reclamation of the original mining site. The project required significant remedial grading and very deep structural fills to create the finish grades for the multi-family residential community. The project improvements included a massive box culvert that crossed under Friars Road, deep sewer, major SDG&E facility relocation and widening of Friars Road. J.T. Kruer & Co was selected by the Shea / Horton Joint Venture to represent both Builders and oversee the entire site development of the property.

OMWD Pump Station & Fore-bay Tank (Design / Build) & Water Main Extension No 144

Public Works/ Infrastructure

San Diego County / Client: Olivenhain Municipal Water District

Pump Station & Fore-bay Tank project includes excavation of 100,000 cubic yards of rock and construction of a 2,935 GPM pump station and 1MG fore-bay tank on a rugged hillside location. The Water Main Extension No. 144 project was the supply line for the Fore-bay Tank. The water main extension project included a cross-country 18” CML&C water main and access/maintenance road through rough steep terrain. The 4,038 linear foot pipeline connects the Unit-R Pipeline to the OMWD Pump Station and Fore-bay Tank.

North Embarcadero Public Facilities

San Diego, CA / Client: Port Of San Diego

The North Embarcadero Visionary Plan (NEVP) was a joint master planning process between the Port of San Diego, City of San Diego, and the Centre City Development Corporation (CCDC). The plan comprises of public infrastructure improvements that will join together the bay and downtown San Diego. Highlights of the plan include a grand entrance along Broadway (Broadway gateway statement, from the Santa Fe Depot west to the water), a 1.2 mile esplanade that will stretch along the waterfront with trails for walking and jogging, pier construction at Grape Street and North Harbor Drive, 1,770 trees, public art and recreational areas. J T Kruer & Co is very proud to have been a part of the multi-disciplinary team, designing and programming the North Embarcadero Waterfront.

Irwindale Mine Reclamation Phase 3 & the ILWFP 40 Acre Fill Project

Irwindale, CA / Client: Hanson Materials

The Hanson Irwindale is one of the largest pit-lake quarry operations in California. The Phase 3 Reclamation required the geotechnical reconstruction of the 90 foot high quarry side walls and the construction of a series of MSE Walls at the toe. The ILWFP Project is a pilot project in cooperation with the City of Irwindale, to construct a 200 foot deep 8,000,000 CY structural fill without any special requirements on vertical construction. This project will employ special construction requirements developed by the City, including bulk sampling of the fill to monitor maximum potential density. Additionally, this project will require a significant dewatering program, as well as material processing and management.
