(i) The pay in the pay band/pay scale will be determined by multiplying the existing basic pay as on 1.1.2006 by a factor of 1.86 and rounding off the resultant figure to the next multiple of 10.

(ii)If the minimum of the revised pay band /pay scale is more than the amount arrived at as per (i) above, the pay shall be fixed at the minimum of the revised band/pay scale.

FIXATION OF INITIAL PAY

Where, in the fixation of pay, the pay of Railway Servants drawing pay at two or more consecutive stages in an existing scale gets bunched, that is to say, gets fixed in the revised play structure at the same stage in the pay band, then, for every two stages so bunched, benefit of one increment shall be given so as to avoid bunching of more than two stages in the revised running pay bands. For this purpose, the increment will be calculated on the pay in the pay band. Grade pay would not be taken into account for the purpose of granting increments to alleviate bunching.

Provided further that :

If by stepping up of the pay as above, the pay of a Railway servant gets fixed at a stage in the revised pay band/pay scale(where applicable) which is higher than the stage in the revised pay band at which the pay of a Railway servant who was drawing pay at the next higher stage or stages in the same existing scale is fixed, the pay of the latter shall also be stepped up only to the extent by which it falls short of that of the former.

(iii) The pay in the pay band will be determined in the above manner. In addition to the pay in the pay band , Grade Pay corresponding to the existing scale will be payable.

The rate of this advance shall be increased by 25% every time DA on revised pay band increased by 50%

ADVANCE TO GROUP “D” RAILWAY SERVANTS FOR THE PURCHASE OF TABLE FANS HAS BEEN DELETED.

1. Teaching allowance is raised to 30% of basic pay for trainers drawn from Government, universities and academic institutions working as faculty members, other than permanent faculty, in the National/Central Training Academies and Institutes for Group “A” Officer.

2. Separate deputation allowance will not be payable 3. Teaching allowance will continue to be drawn for the

period the trainer is on study or tour related to training activities.

4. For other training establishments, the rate of teaching allowance will remain unchanged.

TEACHING ALLOWANCE

SUMPTUARY ALLOWANCE

1. Sumptuary Allowance is raised to Rs. 3500 per month for the Director or Head of National/Central Training Establishments for Group”A” Officers.

2. Sumptuary Allowance will henceforth be extended to Course Directors and Counselors at the rate of Rs. 2500 and Rs. 2000/- per month respectively.

3. ‘Basic pay’ in the revised pay structure means the pay drawn in the prescribed pay band plus the applicable grade pay but does not Include any other type of pay like special pay, etc.

PENSION

Linkage of full pension with 33 years of qualifying service has been dispensed with. Once a Government servant has rendered the minimum qualifying service of twenty years, Pension shall be paid at 50% of the emoluments or average emoluments received during the last 10 months, whichever is more beneficial to him.

Minimum of pension will be Rs. 3500/- and maximum up to 50% of highest pay in the Government (The highest pay in the Govt. is Rs. 90,000/- Since 1.1.2006).

ADDITIONAL PENSION (AGE RELATED)

Grant of Family Pension to the families of Government servants kidnapped by Insurgents/Terrorists

The Family Pension to the eligible family members of the Government employees kidnapped by Insurgents/Terrorists, may be sanctioned after a period of six months from the date of registration of FIR with the Police.

The maximum limit of all kind of gratuity shall be Rs. 10 lakh. Terms and conditions remain unchanged.

In the case of pensioners who retired on disability pension Under the Railway Services (Extraordinary Pension) Rules,1993 for 100% disability (where the individual is completely Dependent on somebody else for day to day functions) a Constant Attendance Allowance of Rs. 3000/- pm. Shall be allowed in addition to the disability pension, on the lines Existing in Defense Forces. The Railway Service (Extraordinary Pension)

Constant Attendant Allowance is payable where the Disability is attributable to or aggravated by service. It may be granted to a Railway Servant who is awarded a

A disability pension for 100% disablement, if in the opinion of the Medical Board, he needs the services of a Constant Attendant for at least a period of three months.

This shall not be payable for any period during which Pensioner is an inmate or an in-patient of a Govt. Institution Or Hospital and Payment of Constant Attendant Allowance shall be made along with Disability pension on the basis of a declaration to the Pension Disbursing Authority in May and November each year.

LEAVE

• Maternity Leave enhanced from 135 days to 180 days

• Child Care Leave introduced for women employees for 730 days up to 2 children till they attain the age of 18 years to take care of their needs like education, sickness etc. However, the employee should not have any LAP at her credit while availing the leave

Leave Encashment

10 days Leave encashment while in service. Basic Pay plus DA + NPA to count.

Now, there is no linkage to the number of days and nature of leave availed at the time of availing Passes/PTOs.

The encashment is taxable under IT.

Composite Transfer Grant on Transfer In the case of transfer involving a change of

station located at a distance of or more than 20 kms from each other, the Composite Transfer Grant shall be computed as below:

(i) Officers in the pay scale of – One month’s basic pay HAG + and above. as drawn in the pay

scale

(ii)All other officers - Equal to one month’s pay

as drawn in the prescribed band plus the applicable grade pay.

TA Entitlements on RetirementComposite transfer grant on retirement.

To settle down at places other than the last stations (s) of their duty located at a distance of or more than 20 kms, the Composite Transfer Grant shall be computed as below: (i) Officers in the pay scale - One month’s basic

pay of HAG + and above. Last drawn in the

pay scale .

(ii) All other officers - Equal to one month’s pay

last drawn in the prescribed pay

band plus the applicable

grade pay.

Mileage Allowance for Journey by Road

Grade Pay Entitlement(i) Officers drawing grade pay of Rs. 10,000 and above and those in pay scale of HAG+ and above.

Actual fare by any type of public bus including air conditioned bus- ORAt prescribed rates AC Taxi when the journey is actually performed by AC Taxi. ORAt prescribed rates for auto rickshaw for journeys by auto-rickshaw, own scooter, motor cycle, moped etc.

(ii) Officers drawing gradepay of Rs. 5400, Rs. 6600, Rs. 7600, Rs. 8700 and Rs. 8900.

Same as at (I) above with the exception that journey by AC taxi will not be permissible,

(iii) Officers drawing grade pay of Rs. 4200, Rs. 4600 and Rs. 4800.

Same as at (ii) above,

(iv) Officers drawing grade pay of Rs. 2400 and above but less than Rs. 4200.

Actual fare by any type of public bus other than air-conditioned bus. ORAt prescribed rates for auto-rickshaw for journey by auto-rickshaw/own scooter/motorcycle/moped etc.

(v) Officers drawing grade pay below Rs. 2400.

Actual fare by ordinary public bus only ORAt prescribed rates for auto-rickshaw/own scooter/motorcycle/moped etc.

Mileage allowance for road journey shall be regulated at the following rates in places where not specific rates have been prescribed either by the Director of Transport of the concerned State or of the neighbouring States:

(i) For journeys performed in own - Rs. 16 per km. car/Taxi

(ii) For journeys performed by - Rs. 8/- per Km. auto-rickshaw own scooter etc.

The rate of Mileages Allowance for journey on bicycle and Foot on tour and transfer is revised from 60 paise to Rs. 1.20 per Kilometer.
