1. This notice may be cited as the Objections to Proposed Road Closure Notice (No 16) 2012.Application for road closure [s.100 of the Act]

2. Applications have been made for the permanent and temporary closure of the roads mentioned in the Schedule.Objections

3.(1) An objection (in writing) to a proposed road closure mentioned in the Schedule may be lodged with the Regional Service Director, Department of Natural Resources and Mines, at the regional office for the region in which the road is situated.

(2) Latest day for lodgement of objections is 21 June 2012.(3) Any objections received may be viewed by other partiesAny objections received may be viewed by other parties

Short title

1. This notice may be cited as the Change of Purpose Declaration Notice (No. 2390) 2012.

Declaration of another stated transport purpose [s. 26A(2) of the Transport Planning and Coordination Act 1994]

2. I, Scott Emerson MP, Minister for Transport and Main Roads, declare that the land described in the Schedule taken by Taking of Land Notice (No. 1775) 2009 dated 21 May 2009, and published in the Gazette of 29 May 2009, at page 347, for a road transport purpose for the Airport Link Project by the then Chief Executive, Department of Transport and Main Roads, is now required for transport purposes, namely, road transport purposes for the Airport Link Project, and transport purposes, namely, busway for the Northern Busway (Windsor to Kedron) Project, and is taken to have been acquired for these purposes from 11 May 2012.

WORKERS’ COMPENSATION AND REHABILITATION REGULATIONS 2003

Rehabilitation and Return to Work Coordinator re-registration activities

In accordance with section 99A (2) of the Workers' Compensation and Rehabilitation Regulations 2003, a person continues to meet the criteria to be a rehabilitation and return to work coordinator by satisfactorily completing training relating to workplace rehabilitation pursuant to the guidelines contained in the Schedule.

Guidelines for completing re-registration activities

Outline of the guidelines for completing approved activities for re-registration of rehabilitation and return

to work coordinators (RRTWCs) in Queensland


Background

This notification applies to rehabilitation and return to work coordinators under section 41(a) of the Workers’ Compensation and Rehabilitation Act 2003 and section 99A of the Workers’ Compensation and Rehabilitation Regulation 2003.

On 1st May 2010, Q-COMP made changes to the way Rehabilitation and return to work coordinators (RRTWCs) maintain their registration in Queensland.

Renewal activities

RRTWCs can now choose an approved activity from one of three categories, the category selected will determine the length of the registration period being 1, 2 or 3 years registration.

The re-registration period starts from the date the activity is completed (for example a RRTWC completes an update course on 6 March 2012 and their current registration expires on 1 April 2012, this would give the RRTWC a new registration expiry of 6 March 2015).

RRTWCs will need to complete a renewal activity prior to their registration expiry. (For example, an RRTWC is registered until 1 April 2012, the RRTWC must complete a renewal activity prior to this date to be able to continue their registration.)

How to re-register your renewal activity

Once you have completed a renewal activity you will need to register this online with Q-COMP, under the ‘Manage my RRTWC registration’ area.

These guidelines aim to assist you in understanding the requirements of each of the activities, and the documentation that you should keep as evidence of completing an activity.

This includes attendance, or presentation at workshops, conferences, training sessions or online courses, completion of a certificate 3 level or above unit of competency or publication of a relevant article in a professional journal, these activities may include:

Option 1 - Attend a conference Attend one day or more at a state, national or international conference relevant to workplace rehabilitation, workplace health and safety or workers’ compensation.

Evidence of completing this activity 1. A receipt for payment of the conference fee which includes your name as a

delegate and the name and date of the conference; or2. A document confirming your attendance at the conference signed and dated by a

conference representative.

Option 2 - Participate in external provider training for a full day (Attend an update course)Attend a full day (or equivalent online) external provider education session about workplace rehabilitation or workplace health and safety.

Topics could include communication, relationship building, negotiation, confidentiality, organisational & planning skills, report writing, presentation skills, basic ergonomics, job/task evaluation, evaluation of problems affecting return to work (e.g. psychosocial factors) or any other topic relevant to workplace rehabilitation.

Evidence of completing this activity A training certificate provided by the training provider including your name and the date of course completion.


Option 3 - Participate in employer based training for a full day Attend a full day (or equivalent online) employer based education session about workplace rehabilitation or workplace health and safety.

Topics could include communication, relationship building, negotiation, confidentiality, organisational & planning skills, report writing, presentation skills, basic ergonomics, job/task evaluation, evaluation of problems affecting return to work (e.g. psychosocial factors) or any other topic relevant to workplace rehabilitation.

Evidence of completing this activity A training certificate or a letter signed and dated by your manager to verify the date you completed the training.

Option 4 - Complete a study option Complete one unit of competency or tertiary subject relevant to:

� workplace rehabilitation, or � injury management, or � workers’ compensation, or � workplace health and safety

at certificate 3 level or above (including any unit from 30782QLD Course in functioning as a RRTWC).

Topics could include negotiation/consultation skills, managing conflict, dealing with difficult people, communication/counselling skills, leadership skills or any other topic relevant to workplace rehabilitation, ergonomics, safety leadership skills or developing a safety culture.

Evidence of completing this activity A statement of attainment or tertiary subject result from the registered training organisation or tertiary institution. This should confirm your satisfactory completion of a unit of competency or subject relevant to workplace rehabilitation at certificate 3 level or above.

Option 5 – Make a conference presentation Present at a state, national or international conference relevant to workplace rehabilitation, workplace health and safety or workers’ compensation.

Evidence of completing this activity 1. The conference agenda including your presentation as an agenda item for a

state, national or international conference relevant to workplace rehabilitation or workers’ compensation.

2. The material you presented.

Option 6 – Publish an article Have an article on a topic relevant to workplace rehabilitation or workplace health and safety published in a professional journal.

Evidence of completing this activity The professional journal dated containing your published article.

Category 2 activities - equivalent to 2 years registration

Training or presentation of material relating to workplace rehabilitation or workplace health and safety equivalent to half day attendance. This includes attendance or presentation at workshops, conferences, training sessions or online courses including:


Option 1 - Participate in employer based training for a half day Attend a half day (or equivalent online) employer-based education session about workplace rehabilitation or workplace health and safety.

Topics could include communication, relationship building, negotiation, confidentiality, organisational & planning skills, report writing, presentation skills, basic ergonomics, job/task evaluation, evaluation of problems affecting return to work (e.g. psychosocial factors) or any other topic relevant to workplace rehabilitation or workplace health and safety.

Evidence of completing this activity A training certificate or a letter signed and dated by your manager to verify the date you completed the training.

Option 2 – Participate in external provider training for a half day Attend a half day (or equivalent online) education session with an external provider about workplace rehabilitation or workplace health and safety.


Evidence of completing this activity A training certificate provided by the training provider including your name and the date of course completion.

Option 3 – Make a workshop presentation Develop and present a 30 minute presentation on a topic in workplace rehabilitation within a half day educational workshop relevant to workplace rehabilitation.

Evidence of completing this activity 1. The agenda for the half day educational workshop relevant to workplace

rehabilitation held within the last year (including your presentation as an agenda item scheduled for at least 30 minutes, signed and dated by your manager).

2. The material you presented.

Category 1 activities - equivalent to 1 year registration

Workplace-based action learning activities including self-assessment, implementing improvement action plans, and providing workplace rehabilitation education or workplace health and safety activities for management.

Option 1 - Analyse your employer’s claims statistics Obtain an employer report from WorkCover Qld or your self-insured employer which includes a list of statutory claims for the previous financial year. Using this information, workplace incident reports and information you have collected while coordinating workplace rehabilitation for these injured workers, write a report to management which analyses:

� types of injuries, duration of time off work and claims costs � any patterns of injuries which have similar causes in your workplace � time between the claim or incident first being reported to your employer and your

first contact with the injured worker ( e.g.70% of injured workers were contacted within 1 day, 10% contacted within 2 days, 10% contacted between 3-5 days and 10 % contacted after one week or more).


� claim status – number of total incapacity, partial incapacity or medical expenses only claims

� whether suitable duties programs were provided for workers with partial incapacity medical certification and reasons if suitable duties were not provided

� return to work outcomes for workers using the following categories:1. Fit for work: same job/tasks with same employer 2. Fit for work: same job/tasks with different employer 3. Fit for work: different job/tasks with same employer 4. Fit for work: different job/tasks with different employer 5. Fit for work: no job 6. Fit for work: worker does not return 7. Not fit for work 8. Alternate outcome not claim related.

� recommendations to management for improvements in workplace rehabilitation based on your findings.

Evidence of completing this activity 1. Your report to management that has been signed and dated by both you and

your manager within the last year. 2. The injured worker rehabilitation files and workers’ compensation data you used

to write the report.

Option 2 - Implement an improvement action plan

� Complete a system checklist such as your Overall return to work system to identify issues for improvement.

� Review a minimum of 5 injured workers’ files and complete checklists such as Managing your injured worker’s return to work to identify issues which need to be addressed.

� Develop an Improvement action plan for the overall return to work system to address these issues, including:

� actions to be taken � time frames � person responsible for action � date the action was completed.

� Discuss the Improvement action plan with your manager and adjust the plan as required.

� Implement Improvement action plan.� Ensure both you and your manager sign and date the Improvement action plan to

verify all actions have been completed. The following documents are available on the Q-COMP website qcomp.com.au

� Overall return to work system� Managing your injured worker’s return to work

Evidence of completing this activity 1. Your Improvement action plan that is signed and dated by both you and your

manager within the last year. 2. The completed system checklist. 3. A minimum of 5 completed injured worker checklists (one for each injured

worker’s rehabilitation file).

Option 3 – Present to management Develop and present a 30 minute presentation to management or supervisors on a topic in workplace rehabilitation.

Evidence of completing this activity 1. A letter signed and dated by your manager to verify the date your presentation

was given within the last year. 2. The material you presented


Option 4 - Self-assess your performance Self-assess your performance by:

1. Completing a system checklist for Overall return to work system.You should look for patterns in the checklist results to report on successful strategies, issues which need to be addressed and areas which can be improved.

2. Review a minimum of 5 injured workers’ files and complete checklists such as Managing your injured worker’s return to work to identify issues which need to be addressed.

3. Writing a Performance summary report of your self assessment findings. In this report you should highlight the successful strategies you have observed in the overall system and management of injured workers return to work as well as the issues you have identified which require improvement. You should also include your recommendations for improvements.

4. Presenting the report to your manager and having it signed and dated.

Note: You may choose to follow up your self assessment by developing and implementing an Improvement action plan.

Evidence of completing this activity 1. The performance summary report of the self assessment findings signed and
