    Incorporated in 1995, QESB, a privately owned company was established to venture into the oil and gas industry. After more than 16 years’ involvement in the post-downstream sector, QESB diversified into scheduled waste management catering to the demand for hydrocarbon products through our recycling efforts of waste oil and targeting the niche market of spent catalyst recovery.

    Our Integrated Resource Recovery Complex (IRRC) is located on a 22-acre land in Teluk Kalong, Kemaman, in the state of Terengganu, Malaysia. It is one of the largest scheduled waste recycling, recovery and reuse complex in Malaysia. It is strategically positioned at the centre of the East Coast Petrochemical Hub in Terengganu and close to major ports and airports.

    The complex houses the Flexible Refinery Plant (FRP), Catalyst Recovery Plant (CRP), administrative offices equipped with training facilities, laboratories as well as a Waste Water Treatment Plant. Equipped with the latest technology in the scheduled waste industry, QESB’s IRRC is envisaged as a one-stop center for environmental solutions.

    QESB is registered with Ministry of Finance as a bumiputera status company and was approved as a TERAS company, a program established under Unit Peneraju Agenda Bumiputera (TERAJU). This program supports bumiputera companies in achieving the Government Transformation Program (GTP). QESB has been accredited with certifications from the Malaysian Authorities such as Department of Environment Malaysia (DOE), Malaysian Investment Development Authority (MIDA), Quality Management System ISO9001 (SIRIM), Petroliam Nasional Berhad (PETRONAS) and Department of Safety and Health Malaysia (DOSH). Currently, QESB is pursuing for the Environmental Management System ISO14001 and Occupational Safety and Health Management System OSHAS18001.

    QESB is helmed by the CEO and supported by various divisions such as Health, Safety, Environment and Quality (HSEQ), Sales & Marketing, Finance, Corporate Planning & Procurement, Operations, Human Capital Management (HCM) and Research & Development. Collectively, over 100 years’ experiences in various industries including scheduled waste management. The team has extensive experience in corporate finance, strategy and planning, business development, sales and marketing with proven track records as well technical expertise in their field.

    Together with the highly skilled workforce of approximately 80 workers, QESB has the necessary knowhow and capabilities to manage the operations and future plans of the company.

  • The QESB Integrated Resource Recovery Complex, which includes CRP, FRP, WWTP and Laboratory, are fully ISO9001: 2008 certified for quality systems under SIRIM and UKAS. This certification has been awarded to QESB since 2011. Recently, QESB has been successfully re-certified by SIRIM in May 2014.

    By third quarter of 2017, we are embarking to certifications on the latest version :

    Our facility, the Integrated Resource Recovery Complex (IRRC) comprises the Flexible Refinery Plant (FRP) and the Catalyst Recovery Plant (CRP). The FRP treats liquid scheduled waste i.e. waste oil and chemicals whilst CRP treats mainly solid scheduled waste, in particular spent catalyst.

    Our facilities have been acknowledged by major refiners in the industry including:

    SABIN Metal Corporation of USA, HERAEUS Precious Metal GmBH of Germany, Johnson Matthey Corporation of United Kingdom and Solar Applied Material Technology of Taiwan.

    Major catalyst manufacturers including DOW Chemicals of USA, BASF of Germany and Haldor Topsoe of Denmark have also audited and endorsed our facility for processing their spent catalyst. Currently we are the only facility that specializes in recovery and pre-treatment of spent catalyst in Malaysia, thus our unique process by using TOPS technology adheres to international industry standards.

    QESB has ISO 9001:2008 certifications from SIRIM and licences from Department of Environment Malaysia, PETRONAS and sponsored by the Malaysian Prime Minister’s Office under its Bumiputera Programme known as TERAJU.

  • The CRP is a special purpose facility that is capable of recycling spent catalysts and regenerating used catalysts generated by refineries, petrochemical, oleo chemical, pharmaceutical and chemical companies. The Thermal Oxidation Process System (TOPS) technology adopted at QESB offers substantial cost saving benefits to clients. Furthermore, it eliminates landfilling of the spent catalysts, providing a closed-loop system (wherein we minimize wastage through recycling and recovery) as well as providing a more environmental friendly solution for those scheduled wastes.

    The CRP’s approved processing capacity permitted based on the Environment Impact Assessment (EIA) is 6,500 metric tons per year. We are currently operating the CRP at 70% of its annual capacity.

    Utilizing the ‘Thermal Oxidation Process System’ (TOPS) enables the elimination of hazardous contaminants from the spent catalysts. The treated catalyst will then be sent to reputable refiners for the PGM recovery in the form of usable metals such as platinum, palladium, rhodium and silver.

    Currently, QESB has business and technical partnerships with HERAUES Precious Metal of Germany, Johnson Matthey of United Kingdom and SABIN Metal West Corporation of United States. These refiners are members of the London Platinum and Palladium Market’s (LPPM) Good List and have track records spanning hundreds of years in the PGM refining and trading.

  • This value added service is part of the screening process for separation of used catalyst with subtle physical differences. DG separates catalyst particles of similar size based on individualparticle density.

    QESB currently use the TOPS technology to treat spent catalyst as it is able to minimise physical impact during the process resulting in higher PGM yield. This process eliminates and reduces contaminants without altering the chemical composition of the spent catalyst.

    5.1.3TREATMENT

    Initially, when the spent catalyst enters the CRP, it shall undergo the screening process. The first stage in screening process is to separate between catalysts and non-catalysts. Then, the spent catalyst shall undergo second stage process, where the spent catalyst is separated based on its physical forms; pellets, dust, sweep and broken catalyst.

  • The FRP processes all types of waste oil into stabilized diesel utilising QESB’s proprietary Robys Technology as well as other by-products such as fuel oil and naphtha. Representative of the latest innovation in waste oil recycling technology, it is a technically superior process in comparison to the traditional method where waste oil only undergoes filtration process to produce burning fuel. To date, there are only two companies in the world that possessed this technology, QESB being one of them.

    The FRP has a DOE-approved capacity of 30,000 metric tons per month for recycling oil and 90,000 metric tons per month to process various hydrocarbon effluents. It is designed for a continuous processing up to 300 days a year.

    The FRP represents an all-in-one facility for effective liquid waste management designed to turn waste oil, hydrocarbon by-products and petrochemical liquid wastes into higher value-added products.

  • 6. PRODUCTS & SERVICESThere are 2 main types of industrial scheduled wastes namely solids and liquids. The solid scheduled wastes comprise mainly of spent catalyst from the petrochemical and oleo chemical industries. Whereas liquid scheduled waste generally refer to waste oil, Oil Base Mud (OBM), slop and sludge. QESB provides end to end management services for both types of wastes under licensed by DOE.

    Catalysts are used in reactors of petrochemical plants and remain effective for up to 15 months, after which degradation occurs and a change-out is required. QESB provides the treatment of the spent catalysts and thereafter are reclassified as non-scheduled wastes. Post-decontamination, they can be safely disposed or recycled and recovered. The latter is mainly for spent catalysts with high metal content.

    The recycling of PGM and base metal spent catalyst at the end of its useful life is economically viable and environment-friendly. Precious metal catalysts are crucial for many technical syntheses. Their main application in the downstream sector of oil and gas industry are catalytic reforming, isomerization, hydrocracking and hydrogenation processes. The noble metals involved are mainly platinum (Pt) and palladium (Pd), but also other platinum group metals (PGM) such as ruthenium (Ru), iridium (Ir), rhodium (Rh) as well as silver (Ag), either alone or in combination. Often, other metals such as nickel (Ni), zinc (Zn), cobalt (Co), lead (Pb) and molybdenum (Mo) are used as promoters.

    In Malaysia, under the Environmental Quality Act 2005 (Scheduled Wastes), spent catalyst is considered hazardous materials and falls under the SW202 waste code. Thus, all the movement of the spent catalyst is regulated and its handling has to comply with all the regulation as follows:• Environmental Quality (Scheduled Wastes)

    Regulations 1989.• Third Schedule (Regulation 10) Labelling

    requirement for Scheduled wastes. § Fifth Schedule (Regulation 11) Inventory of Scheduled wastes.

    With our IRRC, QESB envisages itself as a one-stop center for environmental solutions. To that end, we provide integrated scheduled waste management services or ISWMS. These include the following:• Inspection all types of scheduled wastes,

    wherein we help identify and advise clients on the proper treatment and/or disposal in accordance with legal requirements.

    • Packaging and labelling. This includes the supply of bags, new and reconditioned drums, various types of containers and pallets to ensure compliance with statutes and Malaysian government and international standards.

    • Logistics and transportation solutions for scheduled waste.

    • HSEcompliance.Our specialty includes knowledge of types of scheduled waste and their proper handling to ensure that global safety standards are adhered to.

    This screening process is firstly to separate between catalysts and non-catalysts. Then, the spent catalyst shall undergo second stage process, where the spent catalyst is separated based on its physical forms; pellets, dust, sweep and broken catalyst.

    This involves inter alia:• Waste inventory management. This

    includes planning, implementation and monitoring of waste inventory to ensure compliance.

    • Disposal of absorbent and spent catalyst after decontamination process.

    This value-added service is part of the screening process for separation of used catalyst with subtle physical differences. Density Grading Process separates catalyst particles of similar size based on individual particle density.

    The outputs of our waste oil processing include hydrocarbon products such as fuel oil and diesel.

    We also provide the scrap handling services. We treat scrap metal by sorting, grading, shearing by manual feed, baling, crushing or cutting it with hand-held equipment to make it easier to handle and to help with its recovery.

    QESB is licensed to handle scrap metal by the Royal Malaysian Police.

    We provide drum cleaning services that includes drum wash using high pressure water jet cleaning or steam cleaning. Outputs include clean drums for re-use or reconditioning and waste water which is treated using our WWTP.

    In early 2017, QESB appointed as authorized distributor to supply Industrial Diesel throughout Malaysia territory under Petroleum Development Act 1974 (PDA).

    We are also act as Certified Agent to supply Bitumen under Kemaman Bitumen Company (KBC) who are fully owned by TIPCO ASPHALT Public Company ,Thailand.

    We process the spent catalysts to produce treated catalyst which can be handled as non-scheduled waste and/or reclaim its contents for re-use in industry.

    Our waste oil processes produces diesel and fuel oil. The former conforms to marine gas oil specifications, whereas the latter can be used as energy source for burners in boilers and other industrial machinery.
